Background:

The New Zealand Film Archive, Ng ā Kaitiaki O Ng ā Taonga Whiti ā hua is New Zealand’s premier centre for audiovisual heritage with a commitment to collect, protect and connect this heritage with the widest possible audience. Established in 1981, the Archive is an independent charitable trust overseen by a Board of Trustees reflecting film, audio, archival, M ā ori and community interests. The Archive’s constitution/kaupapa expresses a commitment to the principles of the Treaty of Waitangi and supports the revitalisation of Te Reo M ā ori. All staff are encouraged to use Te Reo in their daily business activities.

Responsibility for the Sound Archives Ng ā Taonga K ō rero (previously a not-for-profit entity, wholly owned by non-commercial public radio network Radio New Zealand ) was transferred to the New Zealand Film Archive on 1 October 2012.

Position Purpose:

The Human Resources Manager is responsible for developing and facilitating the implementation and operation of people-related programmes, policies, practices and services that reflect the Archive’s core values: user focus, standards, collaboration, value for money; support a high performance culture and enable the Archive to deliver on its Statement of Intent and Corporate Plans. A key aspect of the role to provide advice, coaching and support to managers to enable them to carry out their people management responsibilities effectively and with confidence.

Key Result Areas:

Human Resources Strategy and Planning

- Develop, implement, monitor and report on the Archive’s Human Resources Strategic Plan ensuring it is aligned with the Archive’s Statement of Intent and Contract with the Ministry of

Culture and Heritage.

- Participate in a process of organisation development that plans, communicates, and integrates the results of strategic planning throughout the Archive.

- Establish metrics that enable the achievement of the Archive’s HR goals to be measured, and report on them as required.

- Keep the CEO and the executive team informed of significant problems that jeopardise the achievement of Archive goals, and those that are not being addressed adequately at the line management level.

- Manage a process that evaluates the Archive’s organisational structure, job design, and workforce capability, making recommendations to executive management that include implementation proposals.

Position Description: Human Resources Manager 1

- Plan, facilitate and administer the implementation and operation of programmes, procedures, and guidelines to help align the workforce with the strategic goals of the

Archive; identify opportunities for improvement and resolve problems.

Systems Development / Implementation

- Design and facilitate the implementation and management of frameworks and processes that address issues such as succession planning, workforce capability and development, key employee retention, health and safety, organisation design, and change management.

- Develop and utilise systems to reduce administrative tasks, empower employees, and meet the HR needs of the Archive.

- Support and facilitate the effective implementation of the Archive’s performance management system.

- Enable merit-based selection by establishing a robust framework for recruiting, testing, interviewing and hiring; advise and support managers with regard to new hires and promotions.

- Monitor best practices in remuneration and benefits through research and up-to-date information. Recommend remuneration frameworks and policies, pay practices and pay bands that help to attract and retain high calibre employees.

Employee Relations

- Determine and recommend employee relations practices necessary to establish positive and productive employment relationships and promote a high level of employee morale and motivation.

- Conduct periodic surveys to measure employee satisfaction and engagement.

- Coach and train managers in their communication, feedback, recognition, and interaction responsibilities with the employees who report to them.

- Advise on the conduct of investigations when employee complaints or concerns are brought forth.

- Support and advise managers in implementing the performance improvement and disciplinary processes of the Archive.

- Manage employee communication and feedback through such avenues as meetings, employee satisfaction surveys, newsletters, employee focus groups, one-on-one meetings, and Intranet use.

- Identify and advise on the achievement of changes necessary to the Archive’s culture to support the attainment of the Archive’s goals and promote employee satisfaction.

Resource Management

- Oversee and manage the work of the HR Coordinator; encourage and support their ongoing development.

- Develop and monitor and report on the annual budget for Human Resources services.

- Assist with the development, and monitor the spending, of the corporate training budget, ensuring that training evaluation takes place and records are maintained.

- Select and supervise HR consultants and training providers as required.
