DIRECTIONS: Merritt Parkway from New Haven: Exit 63 (Rte. 22). At end of ramp, turn right. At second traffic
light, turn left (Washington Ave. Rte. 5). Proceed on Rte. 5 for three miles. Stillwood Inn is on the right, next to Vinny’s
Garden Center. From Shoreline - Via Rte. I-95 to Rte. I-91 Northbound: (East of New Haven - follow Rte. I-95 South).
(West of New Haven – follow Rte. I-95 North). At Rte. I-95 Interchange, follow Rte. I-91 North to Exit 13. At end of
ramp, turn right. Stillwood Inn is approx. 800 ft. on the right, next to Vinny’s Garden Center.
PROGRAM: Our guest speaker will be Dr. John DeCarlo. Dr. DeCarlo is a retired Chief of the Branford Police
Department and an Associate Professor at the Henry C. Lee College of Criminal Justice at the University of New Haven.
Dr. DeCarlo, better known to many of us as “Chief”, will present a talk on “Bridging the Gap between Police Research and
Practice – How communities can leverage scarce resources in harsh economic times.” Additionally, Dr. DeCarlo will
discuss the PCAC Education Committee’s plans for seminars for our members.
Dr. DeCarlo formerly served as the Chief of the Branford Police Department. He worked extensively throughout his career
with Dr. Henry Lee. And before becoming a police administrator, Dr. DeCarlo conducted hundreds of forensic
investigations.
Dr. DeCarlo is a graduate of the FBI Academy. He holds the following degrees: a Master of Science from Tiffin
University, a Master of Arts from John Jay College, a Master of Philosophy and a Doctorate from the Graduate Center of
the City University of New York. Dr. DeCarlo was formerly a faculty member at John Jay College and taught Statistics
and Criminal Justice. Dr. DeCarlo has also recently been appointed to the Social Science Committee of the Connecticut
State Board of Regents for Higher Education, and sits on the PCAC Education Committee.
ALSO ON THIS NIGHT: Revisions to our Bylaws will be voted on and these proposed changes are enclosed. A
Meritorious Service Award will be presented to Hamden police officer Jay Bunnell for his actions on September 5, 2011.
Please come early and join us for cocktails, and hot and cold hors d’oeuvres.
The Social Hour starts at 6:00-7:00pm followed by dinner.
NEW MEMBERS: must appear at a monthly meeting to be sworn in and receive membership card, pin, and By-Laws of
the PCAC. Dues are $40 per year. There is a one-time initiation fee of $40. Application for membership may be
obtained at the meeting or downloaded from our website at www.pcact.org .
FUTURE MEETINGS: Our next Board of Directors Meeting will be held on Thursday, January 19, 2012, 7:30pm at the
Orange Police Department. Future Board of Directors meetings are scheduled for February 23 and March 22 of 2012. The
next dinner business meeting is planned to be held on March 28, 2012.
