Dear Ms. Bose:
Dominion Transmission Inc. (Dominion) proposes to construct and operate approximately 34
miles of pipeline loop and modify existing compression facilities in West Virginia and
Pennsylvania. This Project, referred to as the Supply Header Project (SHP or Project), will
enable Dominion to provide firm transportation service to various customers, including Atlantic
Coast Pipeline, LLC, a joint venture comprised of subsidiaries of Dominion Resources, Duke
Energy, Piedmont Natural Gas, and AGL Resources. Atlantic Coast Pipeline, LLC is proposing
to construct and operate the Atlantic Coast Pipeline (ACP), which includes approximately 554
miles of natural gas transmission pipeline and associated aboveground facilities, to deliver
natural gas from supply areas in West Virginia to growing markets in Virginia and North
Carolina. Atlantic Coast Pipeline, LLC will be a “Foundation Shipper” in Dominion’s SHP, and
will utilize the SHP capacity to allow its shippers access to natural gas supplies from various
Dominion receipt points for further delivery to points along the ACP.
Pursuant to 18 Code of Federal Regulations (CFR) § 157.21(b) of the Federal Energy Regulatory
Commission’s (FERC or Commission) regulations, Dominion requests that Commission staff
initiate a National Environmental Policy Act (NEPA) pre-filing review of the SHP. To support
this request to use the Commission’s pre-filing process, Dominion is submitting the information
below in accordance with § 157.21(d) of the Commission’s regulations.
While Dominion and Atlantic Coast Pipeline, LLC intend to file separate Certificate
Applications with the Commission for the SHP and ACP, respectively, Dominion and Atlantic
Coast Pipeline, LLC understand that both Projects may be reviewed by Commission Staff in the
same NEPA document because the Projects are closely related. Accordingly, Atlantic Coast
Pipeline, LLC will also request that Commission staff initiate NEPA pre-filing review of the
ACP under separate cover.

I.
A description of the schedule desired for the project including the expected
application filing date and the desired date for Commission approval (18 CFR §
157.21(d)(1)).
Dominion plans to file an Application with the Commission approximately ten months after
receiving a notice from the Director of the Office of Energy Projects approving the use of the
pre-filing process. During this time, Dominion will work with Commission staff and other
stakeholders to prepare and submit complete draft Resource Reports for staff review. Dominion
intends to file an Application for the SHP as soon as Commission staff agrees that Dominion’s
draft Resource Reports are complete and address the issues identified during scoping. Dominion
expects that this filing will occur in September 2015. Dominion anticipates that Commission
staff will issue a Draft Environmental Impact Statement (EIS) for the SHP and ACP in January
2016 and a Final EIS in May 2016. Dominion will request that the Commission reach a decision
on the SHP and issue a Certificate of Public Convenience and Necessity (Certificate) in July
2016. This will allow Dominion to prepare an Implementation Plan and initial requests for
Notice to Proceed with construction to commence activities in the Fall of 2016. The Project has
a planned in-service date in the Fall of 2018. Key milestones for the Project are listed below.

III.
For natural gas facilities other than LNG terminal facilities and related
jurisdictional natural gas facilities, an explanation of why the prospective applicant
is requesting to use the pre-filing process under this section (18 CFR § 157.21
(d)(3)).
Use of the pre-filing process will provide for a more efficient and complete regulatory review of
the SHP, which will help Dominion meet its planned in-service date. The process will allow
agencies, affected landowners, and other stakeholders to work cooperatively with Dominion and
Commission staff to identify and address environmental issues prior to the filing of the
Certificate Application. The open and proactive communication associated with the pre-filing

process will allow Dominion to identify issues and prepare a Certificate Application that
addresses stakeholder concerns regarding the Project. Moreover, early stakeholder engagement
is consistent with Dominion’s commitment to building and maintaining strong relationships with
the communities in which it operates.
IV.
A detailed description of the project, including location maps and plot plans to scale
showing all major plant components that will serve as the initial discussion point for
stakeholder review (18 CFR § 157.21 (d)(4)).
The SHP will allow Dominion to supply various firm transportation customers, which allows the
transport of natural gas from supply areas in Ohio, Pennsylvania, and West Virginia to market
areas with constrained pipeline capacity. Of significance, Atlantic Coast Pipeline, LLC, a
Foundation Shipper of the SHP, will transport natural gas supplies to growing market areas in
Virginia and North Carolina. Additional supplies of natural gas are needed in Virginia and North
Carolina to support power generation and provide fuel for residential, commercial, and industrial
uses to meet existing and projected future demand. From 2008 to 2013, demand for gas-fired
electric power generation grew by 459 percent in North Carolina and 123 percent in Virginia.
Overall demand for natural gas for all uses grew by 50 and 37 percent, respectively, in North
Carolina and Virginia between 2008 and 2012 (U.S. Energy Information Administration, 2014
Annual Energy Outlook).
Demand for natural gas in southern Virginia and North Carolina is expected to increase in
coming decades due to a combination of population growth and displacement of coal-fired
electric power generation. By 2025, the U.S. Census Bureau predicts 2.1 million new residents
in North Carolina and 1.8 million new residents in Virginia. At the same time, use of natural gas
for power generation is expected to increase significantly. By 2035, natural gas is expected to
surpass coal as the most common fuel for electric power generation due to coal-fired plant
retirements and low natural gas prices (U.S. Energy Information Administration, 2014 Annual
Energy Outlook).
With the SHP, Dominion is responding to customer demand for additional natural gas supplies
from domestic sources. Specifically, Dominion proposes to construct the following new
facilities.
Pipeline Loops:
•
TL-635 - approximately 30 miles of 36-inch outside diameter natural gas pipeline loop
adjacent to Dominion’s existing TL-360 pipeline in Harrison, Doddridge, Tyler, and
Wetzel Counties, West Virginia.
•
TL-636 - approximately 4 miles of 30-inch outside diameter natural gas pipeline loop
adjacent to Dominion’s existing LN-25 pipeline in Westmoreland County, Pennsylvania.
Compressor Stations:
•
Mockingbird Hill Compressor Station - modifications and/or additions at or near
Dominion’s existing Mockingbird Hill Compressor Station in Wetzel County, West

Virginia, resulting in approximately 42,000 horsepower (hp) of additional compression at
this site.
•
JB Tonkin Compressor Station - modifications at Dominion’s existing JB Tonkin
Compressor Station in Westmoreland County, Pennsylvania, resulting in approximately
26,000 hp of additional compression at this site.
•
Crayne Compressor Station - modifications at Dominion’s existing Crayne Compressor
Station in Greene County, Pennsylvania, resulting in approximately 7,000 hp of
additional compression at this site.
Other Facilities:
•
Valve sites at select points along the pipeline loops at intervals specified by U.S.
Department of Transportation regulations (49 CFR Part 192).
•
Two pig launcher and two pig receiver sites at the end of each of the new pipelines.
•
Crossover piping at Dominion’s existing Burch Ridge Compressor Station in Marshall
County, West Virginia.
The SHP would enable Dominion to deliver up to 1.5 million dekatherms per day of natural gas
to the SHP Shippers. Atlantic Coast Pipeline, LLC has already committed to 1.36 million
dekatherms per day of the SHP proposed capacity.
A majority of the pipeline facilities (greater than 80 percent) will be co-located with Dominion’s
existing pipeline rights-of-way on privately owned lands. The current proposed route of TL-635
will not cross any federal land but will cross approximately 5 miles of West Virginia Division of
Natural Resources lands in the Lewis Wetzel Wildlife Management Area. No federal or state
lands are expected to be crossed by TL-636.
An overview map depicting the proposed pipeline routes for the SHP is attached as Exhibit A.
More detailed route maps are attached as Exhibit B. Because engineering of the Project is
ongoing, specific locations of aboveground facility sites have not yet been determined, and plot
plans for the compressor stations and metering and regulating stations are not available at this
time. Dominion anticipates filing location maps and preliminary plot plans for these facilities
with its preliminary Resource Report 1 in December 2014.
At this time, Dominion is not aware of the need for any nonjurisdictional facilities associated
with or required for the SHP. Should any such facilities be identified during the pre-filing
process, Dominion will provide that information to FERC for possible inclusion in the scope of
NEPA review.
As noted above, Atlantic Coast Pipeline, LLC will request that Commission staff initiate NEPA
pre-filing review of the ACP under separate cover. Dominion understands that the SHP and
ACP may be reviewed by Commission staff in the same NEPA document.

V.
A list of the relevant federal and state agencies in the project area with permitting
requirements. For LNG terminal facilities, the list shall identify the agency
designated by the governor of the state in which the project will be located to
consult with the Commission regarding state and local safety considerations. The
filing shall include a statement indicating:
(i)
that those agencies are aware of the prospective applicant’s intention to use the
pre-filing process (including contact names and telephone numbers);
(ii)
whether the agencies have agreed to participate in the process;
(iii) how the applicant has accounted for agency schedules for issuance of federal
authorizations; and
(iv) when the applicant proposes to file with these agencies for their respective
permits or other authorizations (18 CFR § 157.21 (d)(5)).
Exhibit C contains a table listing relevant federal and state agencies with regulatory review or
permitting authority over the SHP. For each agency, the table provides a contact name, address,
and telephone number; identifies key agency contacts to date; and indicates if the agency has
agreed to participate in the NEPA pre-filing process.
Exhibit D contains a table listing each permit or approval required for the SHP by issuing
agency; the anticipated dates for the submittal of each permit application; and the anticipated
dates of approval by each agency. As shown in this table, Dominion plans to file applications for
the major federal and state authorizations prior to or concurrent with its submission of the
Certificate Application to the Commission. Dominion anticipates that the agencies will issue
authorizations to the Project either before or in accordance with the schedule set by the
Commission pursuant to 18 CFR § 157.9.
Dominion has contacted each of the agencies identified in Exhibit C by telephone or letter to
introduce the SHP.
VI.
A list and description of the interest of other persons and organizations who have
been contacted about the project (including contact names and telephone numbers)
(18 CFR § 157.21 (d)(6)).
Exhibit E contains a table that lists stakeholders identified by Dominion (excluding affected
landowners and the agencies listed in Exhibit C) that have been or will be contacted about the
Project. The table provides the name, address, and telephone number for each stakeholder.
Dominion has contacted each of these stakeholders by telephone, letter, or meeting.

Exhibit F, which is being filed separately as Privileged and Confidential, contains the names and
contact information for affected landowners1. Dominion has contacted each of the landowners to
introduce the SHP and advise them of the survey activities (civil, biological, and cultural
resources) required to plan the Project.
VII.
A description of what work has already been done, e.g., contacting stakeholders,
agency consultations, project engineering, route planning, environmental and
engineering contractor engagement, environmental surveys/studies, and open
houses. This description shall also include the identification of the environmental
and engineering firms and sub-contractors under contract to develop the project (18
CFR § 157.21 (d)(7)).
Activities conducted to date are described topically below.
Contacting Stakeholders:
As discussed above, Dominion has contacted interested stakeholders and affected landowners to
provide information on the SHP. Presentations and meetings have and will continue to be held
with elected officials, county boards, and other interested stakeholders along the route. In
addition to in-person and county board meetings, Dominion will provide stakeholders with
multiple and ongoing opportunities for dialogue in the form of public Open Houses and
community informational sessions. The primary purpose of these meetings will be to share
information, answer questions and, most importantly, solicit input from stakeholders regarding
issues and concerns to be addressed in Project communications and additional outreach
activities. These meetings will also help Dominion to identify new stakeholders to include in
outreach activities, an important step in developing relationships with new stakeholders and
building on existing ones. These meetings will ensure that stakeholders learn about important
Project developments from Dominion. As applicable, information obtained from stakeholder
meetings will be documented and included in relevant regulatory reports.
Additionally, Dominion has established a Project website (www.dom.com/supplyheader) to share
information on the SHP, including Project maps, a fact sheet, and answers to frequently asked
questions. The website identifies a dedicated toll free hotline (888-895-8716) for affected
landowners and a Project email address (TBD) for stakeholders and affected landowners to
contact Dominion and ask questions about the SHP.
Agency Consultations:
Activities conducted to date to engage regulatory agencies are described above. Information on
agency engagement is also provided in the table in Exhibit C.

Project Engineering:
Activities conducted to date by Dominion’s engineering group include: preliminary Project
design; identification and refinement of a preliminary route; identification of potential
aboveground facility sites; and ongoing pedestrian reconnaissance; initial design planning; initial
hydraulic analysis; and ongoing routing and civil survey.
Route and Facility Planning:
Dominion identified preliminary desktop routes and compressor station locations/modifications
based on potential receipt and delivery points, review of engineering and constructability
constraints, and review of environmental, cultural resource, and landowner constraints.
Dominion is addressing engineering, residential, environmental, and cultural resource issues; to
provide a route and station locations that can safely be constructed; and to avoid sensitive
features, where feasible. Existing stations and looping are being considered to the maximum
extent feasible and practicable.
Engineering and Environmental Subcontractors:
Dominion is engineering the SHP in-house. Dominion contracted with GAI Consultants, Inc.
(GAI) to conduct centerline and civil surveys and prepare aerial-based construction alignment
sheets for the Project. Dominion contracted with Natural Resource Group, LLC (NRG) to
provide environmental and permitting support services, conduct and manage environmental field
surveys, and support stakeholder engagement activities. NRG retained D&D West to assist with
biological field surveys.
Civil Survey:
GAI is conducting a civil survey to document the centerline and other features along the
proposed pipeline routes (e.g., fences, streams, utilities, roads, access roads, buildings and
property lines). As of this filing, civil survey has been completed along approximately 13 miles
or about 38 percent of the combined length of the proposed pipeline routes. Dominion
anticipates that a majority of the civil survey will be completed in the Fall of 2014.
Environmental and Cultural Resources Surveys/Studies:
NRG and its biological subcontractor are conducting biological surveys to delineate wetlands
and waterbodies, document suitable habitat for sensitive species, and document locations of
noxious weed populations along the proposed pipeline routes. As of this filing, biological
surveys have been completed along approximately 10 miles or about 30 percent of the combined
length of the proposed pipeline routes. Dominion anticipates that a majority of the biological
surveys will be completed in the Fall of 2014. Presence/absence surveys for federally listed
threatened and endangered species will be completed in the Spring and Summer of 2015.
NRG is conducting an identification-phase cultural resources survey to document archaeological
and historic sites and structures along the proposed pipeline routes. As of this filing, cultural
resources surveys have been completed along approximately 13 miles or about 38 percent of the
combined length of the proposed pipeline routes. Dominion anticipates that a majority of the

cultural resources surveys will be completed in the Fall of 2014, with the remainder to be
completed in the Spring and Summer of 2015. Site testing, if required will be completed in the
Spring and Summer of 2015.
Results from the biological and cultural resources surveys will be provided in stand-alone reports
and summarized in the draft and final Resource Reports that Dominion will file with the FERC.
Open Houses:
Dominion will host informational Open Houses for the SHP at several locations in the Project
area. The Open Houses are tentatively planned for January 2015 during the pre-filing period.
VIII. For LNG terminal projects, proposals for at least three prospective third-party
contractors from which Commission staff may make a selection to assist in the
preparation of the requisite NEPA document (18 CFR § 157.21 (d)(8)).
Not applicable. No LNG facilities are proposed for the SHP.
IX.
For natural gas facilities other than LNG terminal facilities and related
jurisdictional natural gas facilities, proposals for at least three prospective thirdparty contractors from which Commission staff may make a selection to assist in the
preparation of the requisite NEPA document, or a proposal for the submission of an
applicant-prepared draft Environmental Assessment as determined during the
initial consultation (18 CFR § 157.21 (d)(9)).
Since the NEPA review for the SHP may be completed in the same process and document as the
ACP, as directed by the FERC staff, Dominion submits that the same prospective third-party
contractors proposed by Atlantic Coast Pipeline, LLC can be used to prepare a separate thirdparty environmental impact assessment for both the SHP and ACP.
X.
Acknowledgement that a complete Environmental Report and complete application
are required at the time of filing (18 CFR § 157.21 (d)(10)).
Dominion acknowledges that a complete Environmental Report and complete Certificate
Application are required at the time of filing.
XI.
A description of a Public Participation Plan that identifies specific tools and actions
to facilitate stakeholder communications and public information, including a project
website and a single point of contact. This plan also describes how the applicant
intends to respond to requests for information from federal and state permitting
agencies, including, if applicable, the governor’s designated agency for consultation
regarding state and local safety considerations with respect to LNG facilities (18
CFR § 157.21 (d)(11)).

XII.
Certification that a Letter of Intent and a Preliminary WSA have been submitted to
the U. S. Coast Guard or, for modifications to an existing or approved LNG
terminal, that the U. S. Coast Guard did not require such information (18 CFR §
157.21 (d)(12)).
Not applicable. No LNG facilities are proposed for the SHP.
For all the reasons stated above, Dominion requests that Commission staff initiate the pre-filing
process for the SHP by November 14, 2014.

Supply Header Project Public Involvement Plan
Introduction
Dominion Transmission, Inc. (Dominion) proposes to construct and operate approximately 34 miles
of natural gas transmission pipeline and make modifications to associated aboveground facilities in
West Virginia and Pennsylvania. This Project, referred to as the Supply Header Project (SHP or
Project), will enable Dominion to provide dependable natural gas transportation service to various
customers, including the Atlantic Coast Pipeline, LLC (ACP), a joint venture comprised of
subsidiaries of Dominion Resources, Duke Energy, Piedmont Natural Gas, and AGL Resources. The
SHP will connect the ACP to natural gas supplies in Ohio, Pennsylvania, and West Virginia and will
ultimately provide West Virginia, Virginia, and North Carolina with a dependable supply of natural
gas to support power generation and fuel for residential, commercial, and industrial uses.
With a design capacity of 1.5 billion cubic feet per day, the SHP will provide shippers with an
opportunity to deliver abundant and diverse supplies of natural gas to SHP’s customers. Dominion
will build and operate the SHP.
The proposed SHP includes the following components.
Pipeline Loops:
•
TL-635 - approximately 30 miles of 36-inch outside diameter natural gas pipeline loop
adjacent to Dominion’s existing TL-360 pipeline in Harrison, Doddridge, Tyler, and Wetzel
Counties, West Virginia.
•
TL-636 - approximately 4 miles of 30-inch outside diameter natural gas pipeline loop adjacent
to Dominion’s existing LN-25 pipeline in Westmoreland County, Pennsylvania.
Compressor Stations:
•
Mockingbird Hill Compressor Station - modifications and/or additions at or near Dominion’s
existing Mockingbird Hill Compressor Station in Wetzel County, West Virginia, resulting in
approximately 42,000 horsepower (hp) of additional compression at this site.
•
JB Tonkin Compressor Station - modifications at Dominion’s existing JB Tonkin Compressor
Station in Westmoreland County, Pennsylvania, resulting in approximately 26,000 hp of
additional compression at this site.
•
Crayne Compressor Station - modifications at Dominion’s existing Crayne Compressor
Station in Greene County, Pennsylvania, resulting in approximately 7,000 hp of additional
compression at this site.
Other Facilities:
•
Valve sites at select points along the pipeline loops at intervals specified by U.S. Department
of Transportation regulations (49 CFR Part 192).

Two pig launcher and two pig receiver sites at the end of each of the new pipelines.
•
Crossover piping at Dominion’s existing Burch Ridge Compressor Station in Marshall
County, West Virginia.
Pending regulatory approval, the scheduled in-service date for the SHP is late 2018.
Approach
The most important element of Dominion’s approach to public involvement is to build trust with
stakeholders through meaningful dialogue – from the first days of planning to the final days of
construction. Fundamental to this approach are principles that will be followed by the Project team
and supported by company leadership:
•
Initiative – We will engage stakeholders early on and look for opportunities to engage and
involve stakeholders throughout all phases of the SHP.
•
Respect – We will treat stakeholders, regardless of their views about the SHP, with
seriousness and respect in all dealings.
•
Openness – We will be direct, straightforward and transparent in our dealings with
stakeholders and we will provide them with access to timely, accurate, and complete
information about the Project.
•
Accessibility – We will provide stakeholders with multiple and ongoing opportunities for
dialogue.
•
Credibility – We will say what we mean and mean what we say.
•
Accountability – We will be accountable for commitments we make to stakeholders and
will consider, address and, when feasible, incorporate their views, concerns, and
expectations into Project plans.
A successful public involvement program engages stakeholders in honest, open, and meaningful
dialogue early and often throughout the course of a project. The approach outlined in this Public
Involvement Plan has been successfully utilized on other FERC-regulated pipeline projects. Key
elements to this approach include:
•
Identifying all possible stakeholders who could have an interest in the Project.
•
Engaging government officials and community leaders early to build understanding of the
SHP’s purpose, need, and benefits.
•
Meeting with other interested stakeholders or stakeholder groups so that Dominion can
better understand issues and demonstrate a commitment to public involvement.
•
Engaging landowners and other stakeholders early and throughout the course of the SHP.
The Project team will meet with stakeholders to educate them about the Project. In
addition, these meetings will direct stakeholders to publicly available Project information,
and tell them where to obtain accurate responses to questions and concerns.
•
Developing and sharing clear, accurate, and understandable information materials.

Providing stakeholders with access to the Project team through dedicated contact vehicles
that are frequently monitored. Just as important is ensuring that processes are in place to
provide prompt and adequate responses. This includes making sure that the Project
website is functional and contains content that is current and accurate.

Gathering and documenting input from stakeholders and reporting responses in various
environmental reports and the Project website.
Stakeholder Identification
A database of stakeholders has been developed and will be updated as additional stakeholders are
identified. The list includes the following categories:

Public Involvement Plan
The contact vehicles will be monitored regularly and response protocols will be developed to ensure
all inquiries are tracked for reporting purposes and that responses are made within 48 hours from
Monday through Friday.
Single Point of Contact
Dominion has identified a single point of contact for stakeholders and landowners: Carole McCoy,
Director of Engineering Services.
Stakeholder Outreach
Dominion staff will conduct presentations and meetings with elected officials and county boards
along the route. The primary purpose of these meetings will be to share information, answer
questions and, most importantly, listen to these stakeholders for issues and concerns to be addressed
in Project communications and additional outreach activities. These meetings will also help
Dominion to identify new stakeholders to include in outreach activities, an important step in
developing relationships with new stakeholders and building on existing ones. These meetings will
ensure that stakeholders learn about important Project developments from Dominion. As applicable,
information obtained from stakeholder meetings will be documented and included in relevant
regulatory reports.
Dominion began to contact all stakeholders regarding the Project in October, including federal and
state regulatory agencies, Indian Tribes, federal, state, and local officials and staff, and landowners.
Open Houses
Dominion will host two informational Open Houses for the SHP. The Open Houses are tentatively
planned for January 2015 during the pre-filing period. These events will provide Dominion the
opportunity to introduce the SHP and the Project team to landowners and stakeholders. Through the
Open Houses, along with outreach and meetings with stakeholders along the Project route, Dominion
will communicate and work with landowners and stakeholders to identify and develop a route with
the fewest potential environmental impacts and which reflects the input of landowners and the
communities it crosses, where feasible.
Both informational Open Houses will be held on weekdays from 5 p.m. to 8 p.m. The following

Dominion has established a database and tracking system to ensure that stakeholder contacts and
issues are documented and addressed timely and accurately.
Responses to Requests from Federal and State Permitting Agencies
Dominion has conducted (or will conduct) consultation meetings with federal and state agencies with
regulatory jurisdiction over the SHP. Dominion will respond to requests for information from these
agencies as data is or becomes available and will provide the most up-to-date and comprehensive
information in a timely manner.
