FROM BOARD CHAIR
As a supporter of Planned Parenthood, you already know about the high-quality reproductive
and sexual health care services we offer. You probably also know about our comprehensive
sexuality education programs through schools, churches, and community groups. Our
innovative programs reach migrant farmworkers in the fields, parents at soccer practice,
and residents at juvenile detention facilities.
What very few people know, though, is that Planned Parenthood of the Pacific Southwest is
one of the region’s leaders in training abortion providers. We are part of the Ryan Residency
Training Program at the University of California, San Diego, which trains OB/GYN residents

to provide safe and legal abortion care. Planned Parenthood also provides training to
residents at the Naval Medical Center San Diego. Our local affiliate was part of the sixyear statewide study at the University of California, San Francisco, which trained advanced
practice clinicians to perform the early aspiration abortion procedure. Additionally, Planned
Parenthood participates in training fourth-year medical students as part of a family planning
subinternship offered by UCSD for students who are interested in specializing in OB/GYN

and reproductive health. These students learn about contraceptive and abortion care by

Hanson Residency Program, in honor of Board Chair R. Elaine Hanson, M.D., in
consideration for her exceptional volunteer leadership, generosity, and commitment
to medical students of the future. “Training physicians is critical to our mission. We, as
leaders in reproductive health care, are so critical to this training. This is a logical and
heartfelt way that I am able to participate in our mission.”
The program began after Dr. Katharine Sheehan, Planned Parenthood of the Pacific
Southwest medical director for 32 years, attended a conference on the aging of abortion
providers. In 1999, only 22% of medical schools nationwide provided abortion procedure
training, and physicians who offered abortion services were generally older than their peers
who did not; a study by the Kaiser Family Foundation reported that more than half of
abortion providers were over the age of 50. Upon hearing this, Dr. Sheehan, then-CEO
Mark Salo, and members of the Board of Directors sought to contribute a solution. Their
goal, as described by Dr. Sheehan, was to “train local reproductive medicine residents so
they would become good family planners in the future...hopefully generating a group of
abortion providers who would replace the ‘graying’ ones.” The organization took a bold
step toward the future when it launched partnerships with both the UCSD Department
of Reproductive Medicine and the Naval Medical Center San Diego. And so began the
provision of real-life experiences alongside Planned Parenthood medical professionals to

Each year, 25–30 residents receive training in abortion care and basic family planning
from Planned Parenthood. Of her experiences as a resident in the program, current
Planned Parenthood of the Pacific Southwest Medical Director Dr. Kelly Culwell says, “It
was the pivotal event in my path to becoming a family planning specialist. The exposure to
Planned Parenthood and to Dr. Sheehan as a mentor and trainer accelerated my interest
in obstetrics and gynecology and gave me hope that I could one day be like Dr. Sheehan.”
CELEBRATING CHOICE WITH
COMMUNITY PARTNERS
On January 23, the Coalition for Reproductive Choice (CRC) hosted 300
champions of women’s health at the 41st anniversary commemoration of Roe v.
Wade, the Supreme Court decision that made it possible for women to obtain
safe and legal abortion care. The program featured a keynote speech by Captain
William M. Leininger, M.D. and OB/GYN Specialty Advisor to the Surgeon General
of the Navy, who spoke about family planning services and reproductive health
care access for women in the military.
Receiving the Defender of Choice Award was Mattheus E. Stephens, attorney and
founding partner of the San Diego law firm Progressive Law Group, for his tireless

work as a fierce advocate for equality and
justice in all its forms in our local community.

Recently, the President’s Council had the special opportunity to discuss Faith with Benefits:
Protecting Real Religious Freedom and Women’s Rights at the first Speakers Series event of
2014, featuring Reverend Debra Haffner, the co-founder and president of the Religious Institute,
the country’s foremost leadership organization working at the intersection of sexuality and
religion. The Religious Institute provides clergy, congregations, and denominational bodies with
assistance on addressing sexuality and reproductive health, and they have a fearless leader in
Rev. Haffner. After mingling and enjoying wine and appetizers at Nora Taylor Jaffe’s beautiful La Jolla
home, guests listened to Rev. Haffner discuss religious freedom, the Supreme Court, and the next
steps in protecting women’s health.

Legislative and Community Engagement Update
As millions of Californians are gaining access to health care as part of the state’s commitment to the Affordable Care Act, Planned
Parenthood is working with legislators to improve access to quality health care for all. In addition to a full list of legislation that
Planned Parenthood will be supporting this year, Planned Parenthood will be co-sponsoring two pieces of legislation that will
continue to expand access to health care as well as ensure patient privacy.
AB1841, authored by Assemblymember Kevin Mullins, would increase and improve patient access to care by expanding the
duties of medical assistants to allow them to give patients certain pre-labeled, pre-packaged medications. If enacted, this
measure will reduce waiting times, expand access, and improve patient satisfaction in community clinics like Planned Parenthood.
co-sponsoring AB1755, authored by Assemblymember Jimmy Gomez. The bill
aims to improve California’s notice requirement specific to breaches of medical
information by aligning it more closely with federal regulations. Making state law
requirements consistent with federal regulations will create one clear, objective
standard for medical information breach notifications. AB1755 would ensure
patients are adequately alerted to serious medical information breaches, and
streamline requirements for health facilities. This would save health care costs
