Abstract
The comparative study, which have been done on eight academic library websites in
Malaysia have shown that most of the library are ready to give their online services to the
users. Most of them are fulfilled the criteria which are needed in building websites. Based
on this research, University Malaya Library website has been selected the best library
websites as compared to others.

Academic Libraries Websites in Malaysia
Introduction
The purpose of the research is to identify the best Academic Library Website in
Malaysia. In this research, the criteria of the quality websites will be studied. These
important criteria will be used to determine the quality of Academic Libraries
Websites.
This research will help librarians to determine the criteria on building or modifying
their libraries websites. Information in which library has is meaning less if it is not
properly used. Internet is one of the channels that can be used in helping librarian to
disseminate this information. The information such as online databases to which
library subscribe will help users to access from any place at any time they prefer, and
not only inside the library building.
If the academic libraries websites of each university can be one stop website to their
users, the university costs toward library collection on online databases and building
the library website will definitely meaningful.
Library websites can also be used to promote the library and its services. It provides
current information about the library, it provides access to online and CD-ROM based
reference sources such as databases and encyclopedias, it provides remote access to
the library catalogues and other databases created by the library and assists library
users to explore the Internet.

Rationale
The rationale of choosing the comparative study of the academic library websites in
Malaysia is due to the researcher experience in surfing those selected websites. There
are no studies that have been done to compare those websites. This study will help
librarian in determining the best criteria in building a library academic websites. Most
of the academic libraries have their own way of presenting their websites. This study
intends to indicate strengths and weaknesses of these websites.
To create the criteria, the researcher reviews the articles regarding this study and surf
those selected websites. All the features and services that were provided online on
those selected websites are also considered for creating criteria. These criteria then
were compiled and grouping them accordingly. Those criteria will be analysed
through score point. This score point will help to determine the best Academic
Library Website in Malaysia.
Specific Objectives of the study
The purpose of the study is to identify the best Academic Library website in
Malaysia.
Objective 1: To identify the quality criteria of an academic library websites in
Malaysia.
Objective 2: To identify the Malaysian academic library website that meet these
criteria.
Limitation of study.
This study has been done from November 2000 until April 2001. During the time of
study there are changes made by the Webmaster of a few libraries websites and this
need a new study to be done again. Libraries websites will keep on changing and this
study will confirm of its status on the time of study.
The scope of study has been limited to eight academic libraries websites. These
academic libraries websites were choose because they are among the famous
universities in Malaysia. A few universities libraries are not in the list because their
website are still not online, such as University Kebangsaan Malaysia Library and
University Malaysia Sarawak Library.
When doing the research on the website, the study will cover on the front page, the
first link and the second link. Those links will limit to library own web design. Link
to others websites are not considered.
Literature Review
Why evaluate Internet information resources.
They are a few reasons why we should evaluate Internet information resources.
Smith (1997) gives two reasons why librarians should evaluate Internet information
sources.
1. To decide whether an Internet information source should be linked to a resource
guide or library Web site.
2. To judge the quality or appropriateness of information for a particular query or
user.
There are other reasons such as:
3. Information is power; by wrong information, people could make a wrong
interpretation or decision. This of course will involve money, health, environment
and life.
4. There are many web sites in the Internet. It is important to choose the quality Web
site that will provide quality information. On January 12, 2000, Fast Search and
Transfer Incorporation launched a new 300 million URL databases at the All the
Web search site (Notess, 2000). Magellan
rhttp://ww\v.magalen.exicite.com/niagellan/Info/advancedtips.html) in it
Magellan Internet Guide announced that they have more than 50 million websites
in their databases. Hotbot (http://hotbot.lvcos.com/about/) in it information in
HotBot: about us claim to have more than 110 million Web documents.
5. Each website has it own purposes. By identifying these, users can understand why
information that they are looking for is different from one another. They should
do critical thinking when doing any decision based on information that they
receive from Internet. Trochirn (1996) has mentioned that each website has it own
purpose such as information dissemination, education and training, commerce and
advertising, entertainment, and communications.

Information dissemination.
By far, the most common use for a website is to make information available to
anyone who would be interested in it. Organisation use websites to display their
mission statements, organisational information, contact information, production
information, directories, technical assistance, provide access to databases, and so
on. Individuals use them to display their resumes, and information about their
families, hobbies, or personal interests.

Education and Training.
Although closely related to the information dissemination function, the web is
often used to provide specific training in well-defined topical areas. In
universities, websites are increasingly used to support specific course content. In
organisational Intranets, websites provide training in essential job functions.

Commerce and Advertising.
The web is an ideal platform for advertising and purchasing products or services.
Probably no area of web use will have greater economic impact than this one.
d.
Entertainment.
The web is rich, interactive, graphical environment. Put simply, it's fun to use.
It's not surprising that a variety of websites are constructed for entertainment
purpose, to play games, post humorous essays or jokes, show cartoons, and so on.

Communications.
Increasingly, the web has become a generic platform for communicating via the
Internet. Contemporary web technology allows the browser to send and receive email, participate in bulletin boards and chat-room discussions, accomplish on-line
conferencing using whiteboards and sometimes even two-way audio and video
connections.
While these five purposes are the most frequent motivators for websites, most
websites are designed address more than one of them at a time. For instance, a
corporate websites is likely to be set up to disseminate information to the public,
provide education and training, enable commerce and advertising, and facilitate
communications.
Quality indicators in evaluating Internet resources.
There are a few proposed indicators of quality of the Internet resources by
Ciolek(1997), Smith(1997), Tillman(2000), Everhart(1996), Beck(2000),
Kapoun(1998), Alexander and Tate(1999), The ALSC Children and Technology
Committee(1997), Sullivan(2000) who attempt to specify of a good or high quality or
useful Web resources. The summaries of such characteristics are:
1. Uniqueness of information, 2. Useful and informative. 3. Easy to find. 4.
Universally accessible. 5. Well structured & organized. 6. Well formatted & edited. 7.
Easy to establish, run, maintain and improve on. (Ciolek, 1997).
1. Scope (breadth, depth, time, format [type of resources covered], 2. Content
(accuracy, currency, authority, currency, uniqueness, Links made to other resources,
quality of writing) 3. Graphic and Multimedia Design. 4. Purpose and Audience. 5.
Reviews. 6. Workability (user friendliness, required computing environment, search,
brows ability and organization, interactivity, connectivity), 7. Cost. (Smith, 1997).
1. Easy of finding out the scope and criteria, 2. Easy of identifying authority of
authors, currency, the last update and what was updated, 3. Stability of information.
4. Easy of use in terms of both convenience or organization and speed of connection
(Tillman, 2000).

etc.) (Everhart, 1996).

(Kapoun, 1998), (Alexander and Tate, 1999)).
1. Authorship/sponsorship (Who put up the web site?). 2. Purpose (Every site has a
reason for being there). 3. Design and stability (A great site has personality and
strength of character). 4. Content (A great site share meaningful and useful content
that educates, informs, or entertains). (The ALSC Children and Technology
Committee, 1997).
1. Authorship and extent. 2. Date. 3. Depth. 4. Organization. 5. Audience. 6. Bias.
7. Innovation. (Sullivan, 2000).
The project by University of Georgia in 1996 until 1998 had developed a set of
criteria and standard in evaluating the quality of Internet information and for
standards to guide the design of web resources. They hope this will help students,
teachers and others who always use information from Internet. They had completed
four phases of the research project which are identification of possible criteria, editing
of consolidation of criteria, evaluation of consolidated criteria and development of
evaluation instalment (Oliver, 1998). The indicators of information quality and
indicators of site quality can be seen in Appendix A and B.
Alexander and Tate (1997) remind of the additional challenges presented by web
resources. Among them are:
1. Use of hypertext links (Quality of web page linked to original web page may
vary. Evaluate each web page independently)
2. Use of frame. (Each frame displays a separate web page. Evaluate each frame
independently)

3. Search engine can retrieve pages out of context. (Always try to return to the
homepage to determine the sources of information)
4. Marketing-oriented web page. (In other media, there usually are clear visual
and/or audio distinctions between advertising and information. On web,
distinction between advertising and information can become blurred. Try to
determine if advertising and informational content are supplied by the same
person or organisation).
5. Blending of entertainment, information and advertisement. (The web has brought
infomercial concept to new heights).
6. Software Requirements May Limit Access to Information. (Full access may
require additional software. Browsers may alter the appearance of Web Pages.
Alter how much information is obtainable. Alter the appearance of information
obtained).
7. Instability of Web pages. (Web pages may more or disappear without notice. User
may not be able to refer back to a web page. Try to determine the stability of your
source Document source to the fullest extent possible).
8. Web Pages Susceptible to Alteration. (Accidental alteration. Deliberate
alteration).
When doing this study, ratings system used by a few websites are also studied. Among
the websites that had been reviewed in this study are The Argus Clearinghouse
(http://.clearinghouse.net/X and Gomez.com (http://www.gomez.com/).
The Argus Clearinghouse
The Argus Clearinghouse function is to rate on Guides. It is rated on the following
five criteria.
1. Level of Resources Description
2. Level of Resources Evaluation
3. Guide Design
4. Guide Organizational Schemes
5. Guide Meta-Information
Guides receive a rating of 1 to 5 checks for each criterion. An overall score of
• > * / , / * / • to • / • • / • / » / is obtained by averaging the guide's score on these
five criteria.
Level of Resources Description
Descriptive information provides users with an objective sense of what the Internet
resources cover, including:

Description of the resources' content (ranging from keywords to abstracts),
a Description of traffic levels, level of moderation, features (e.g. digests) for
mailing list and Usenet newsgroups.
a Intended audience for the resources,
a
Description of the update frequencies for resources.
a
Access instructions for the resources.
a
Technical performance level of the resources (i.e. a server is frequently down).
Level of Resources Evaluation
Evaluative information provides users with a subjective sense of the quality of the
Internet resources, including:
a
Quality of the content of resources (e.g. discussion in mailing lists and Usenet
newsgroups, information in a Website).
a
Assessment of the resources' usability (e.g., document layout, readability,
appropriate use of graphic, organization.)
a
Authority (e.g., reliability) of resource authors.

Guide Design
Quality guides balance aesthetics with usability:
a
Images (are images attractive, do they support ease of navigation, do they load
quickly),
a
Layout (does the author make appropriate use of headers, mixed font sizes, and
white space).
a Navigational aids (it is easy to find your way around, do you have a consistent
sense of context or understanding of where you are in the guide at any given
time).
Guide Organizational Schemes
Guides can be organized in one or more ways, including:

By subject (e.g. sports can be broken up into soccer, racquetball, etc.)
a
By format (e.g., mailing lists, Web sites, etc.).
a
By audience (e.g., academic vs. general users).
a By chronology (for a history guide).
a
By geography (for a guide to a region).
a By authors (for a literature guide).
Guide Meta-Information
Meta-information is information about other information. In this case, metainformation describes the guide itself, and may include:
a
Mission of the guide; why it was created, what it contains and what it leaves out.
a
How the guide was researched and constructed.
a
Information about the authors, their professional or institutional affiliations, and
their knowledge of or experience with the subject.
a
Information on how to contact the author and submit feedback and suggestions,
a
Update frequency.

Gomez.com
Gomez.com used scorecards to measure the quality of e-commerce sites with a
predominant focus on the Internet delivery channel and a secondary focus on
auxiliary channels. A standard methodology applies to all Scorecards created by
Gomez Advisors.
The method employed by Gomez put a premium on providing consistent, objective
and replicable Scorecards. Scorecards cover all firms in an industry that meet
minimum standards of service (typically in terms of depth and breadth of product and
national availability). Each Scorecard ranks firms based on how well each serves the
needs associated with unique consumer profiles.
Scorecard rankings comprise a set of 150 or more criteria points. These criteria are
selected by Gomez experts to capture the quality of the Internet delivery of goods and
services for a given sector. Gomez experts employ a variety of data collection
methods, including:
a Through, direct examination of a site.
a
Performance monitoring of secure and non-secure pages.
a
Pricing transactions.
Q Mock transactions or account opening.
a
Customer service interaction over the telephone and through the Internet.
a
Supplemental questionnaire filled out by each firm.
Raw data for each criterion is selected for each firm and comes in several forms: Yes
and No, multiple choice selection, numeric (e.g.-%, time, $) of free-form textual
answers. To covert the raw data to scores, metric are created that convert each of the
aforementioned data types to binary score (0 or 1). Thus each one of the criteria is
either satisfied or not, according to specific objective standards. To create the
criteria, Gomez reviews all of the features and services that are delivered online (and
to some degree offline) across an industry.

When developing category rankings, Gomez assigns each criterion into one of five
categories. Individual criteria are weighted according to their importance to the
category and the customer profile. The five categories are:
1. Ease of Use: The Web site of a top firm in this category boasts an intuitive layout
with tightly integrated content and functionality, useful demos and extensive
online help.
2. Customer confidence: The leaders in this category operate highly reliable Web
sites, maintain knowledgeable and accessible customer service organizations and
provide quality and security guarantees,
3. On-Site Resources: The top firms in this category not only bring wide range of
products and services and information onto the Web, but provide depth to these
products and services through a full range of electronic account forms,
transactions tools and information look-up.
4. Relationship Services: Firms build electronic relationships through
personalization, by enabling customers to make service requests and inquiries
online and through programs and rewards that build customer loyalty and a sense
of community.
5. Overall Coast: Gomez looks at the total cost of ownership for a typical basket of
services customized for each customer profile.
From the literature review, there are no studies that have been done to compare those
academic library websites in Malaysia. Using those selected criteria from the review,
the researcher than will used it to evaluation the Malaysian academic library websites,

Research Design.
Methods of Investigation.
This is a comparative study of the academic library websites in Malaysia and the
method used to undertake this study is through direct examination of each selected
websites. The examination only considered for those websites, which are presented
on English version. The researcher then determines and compares the criteria that
they have with the one that have selected as guide which been reviewed earlier. These
will help in determining the quality and the best academic library websites.
There are two methods used in examining the websites. For the criteria that have
stated facts, the researcher will compare it directly. Those facts, which need other
people judgement, researcher used 20 students from UiTM to give their votes. The
survey was done for the Category: Easy of use, Sub-Category 2: Web Site Design.
Those volunteer students will be showed eight selected websites for them to evaluate.

Data Collection and Data Analysis.
As the purpose of this research is to choose the quality and to find the best Academic
Library website in Malaysia. The studies have been done from November 2000 until
May 2001. During the time of studies there are changes made by the Webmaster of a
few libraries websites and this need a new study to be done again. Libraries websites
will keep on changing and this study will confirm of its status on the time of study.
Specifically, the studies have two objectives. First objective is to identify the quality
criteria of academic library websites in Malaysia. Second objective is to identify the
academic libraries website in Malaysia that meet these criteria.

Objective 1: To identify the quality criteria of academic library
websites in Malaysia.
The quality criteria of an academic libraries websites can be evaluated according to
the categories such as Ease of Use, User Confident, and On Site Resources. Those
categories are taken from Gomez.com. Each category consists of sub categories,
which have their own criteria to evaluate. Those criteria are combination of criteria
from Gomez.com, criteria that are listing from the project by University of Georgia
(Oliver, 1998) and the researcher personal observation. Below are the criteria of each
category.
Category 1 : Easy of Use
Sub Category 1.1 : Help Menu
Criteria:
1. Is there any Help Menu or FAQ?
Web site should have Help Menu on every page. Help menu consists of the
main title in page where user can link to them.
Frequently Ask Question (FAQ) is a menu where users can use if there is any
question to ask (before they use e-mail to get an answer).
Sub Category 1.2 : Web site design
Criteria
1. Is the type style and background make clear and readable? This is referring to
the use of font style and colour of background. The combination of colour for
font and background should be easy for user to read the web page.
2. Is an icon represents what is intended? Icon should used to represent what
library intended. An example of this is the logo of database etc.

3. Is the layout is consistent from page to page? These refer to the layout design.
From front page to the link page on every subject there should be a consistent
in page layout if the link are still in one Webmaster design.
4. Is the page's presentation is eye-catching? This is one of the important things
when creating the web site. If the web page is not eye-catching, user will
glance once and they would not come back. The use of colour on font (type
and size), and background including watermark is very important to impress
the user. Not forgotten the grouping of information is also one of the criteria
to consider when creating the Web pages.
Category 2 : User Confidence
Sub Category 2.1 : Currency
Criteria:
1. When was it updated or revised? Web site should have the date of last
revision.
2. Has it been updated in 2001? It should have been update recently, in year
2001. If the link (that are the same Webmaster did) does changes, the front
page of web site should also be changed in their date.
3. How frequent it has to be updated? It should have frequency of planned
updates and revision stated. This will help user to plan their time to surf the
web sites again.
Sub Category 2.2 : Authority
Criteria:
1. Do they provide the contact address? Library web site should have an address,
e-mail, telephone, and fax number.
2. Can user identify from the domain where are the page originates? User can
easily tell from the domain name where the page originates.

Sub Category 2.3 : Content
Criteria:
1. Do they have the description on the resources content? The link such as the
databases that the library subscribes should have description (keywords,
summarise or abstract) on the resources content.
Sub Category 2.4 : Navigation Aids
Criteria:
1. Is there a link back to home page? They should have a link back to the home
page on each supporting page.

Criteria:
1. Is there any information on library databases, which they subscribe? The
library should inform user the online databases that they subscribed. User
should be able to get into the databases when they use Internet.
2. Do they inform user about the password when access the above subscribe
databases? If user needs to use the login number and password, the library
should inform user about this and how to get such numbers.
3. Do the library have their own build database, which can access online? The
library should allow user to access online the "own build database."
4. Do the library compiled the Malaysian Websites? The library should compile
Malaysian Websites such as Government Agencies Websites, Library
Websites etc. for library user.
5. Do the library compiled the world databases? The library should compile
world databases for library user.
6. Do the library have the free trail databases? The library should also informed
user of the free trail databases, which is a complimentary access from the
publisher. The expiry date should be informed and deleted it when time
comes.
Sub-Category 3.3 : Online Library Catalogue
Criteria
1. Do the library have online library catalogue? The library should have Online
Library Catalogue. User can access this through Telnet or Web sites.
2. Do online library catalogue allow user to make any reservation or renewal
through online? User should be allowed to make reservation and renewal

1. Is there an Online Reference Services? It is good to have an online reference
services. This Online Library Website can be contact through e-mail.
2. How fast is the Online Reference Library Services answer the simple
question? The Online Reference Library Services should answer it within a
day of working day.
Objective 2: To identify the Malaysian academic library website that
meet the criteria.
The academic libraries Website will be match with the criteria stated in the table
below. The best academic libraries website will be based on the total score point. This
score point will be given to each criterion that the website have. The library website
which have highest point will be chosen as the best library academic website in
Malaysia.
The raw data collected from each library Websites has its own score. For criteria,
which the answer will be Yes, or No, the score is one (1) for Yes and zero (0) for No.
The criteria that not included such above will be: 0 for Don't Have, 1 for Bad, 2 for
Average, 3 for Good, 4 for Very Good, and 5 for Excellent. If the criteria are specific,
the score will be according to the standard mentioned in the table Table 1.1 - 1.4.

Conclusion/ Recommendations/ Suggestions
In getting the result of the first objective of the research, that is, to identify the quality
criteria of academic library websites in Malaysia, examining has been done on selected
local library websites and it has been then combined with the three categories selected
from Gomaz.com and a few criteria from the project by University of Georgia. The result
is shown in Table 2.1 - 2.3. It is suggested that the librarian should consider the criteria
from the table when they intend to build or update their websites.
The result of the second objective is as follows: In the Category of Ease of Use, it has
shown that University Malaya Library has the highest score. For the Category of User
Confidence, Universiti Putra Malaysia (UPM) Library, Universiti Teknologi Malaysia
(UTM) Library and International Islamic University Malaysia (IIUM) Library have the
highest score. The three of them have the same score. The Category of On Site Resources
the University Malaya (UM) Library has the highest score.
Based on the total score from the three categories, the best academic library websites
goes to University Malaya Library.
After examining the abovementioned-selected websites, the following are the summaries
and recommendations:
When examining the criteria on FAQ and Help Menu, it is found that FAQ is not popular
at all. Universiti Teknologi Malaysia (UTM)
Library is the only one, which has its FAQ,
function.
Most of the libraries have Help Menu but still a few libraries do not taking care of these
important criteria. Help Menu is a good short cut. Users know where they are and it helps
them not to go back to the Main Menu, when they intend to select to other location.

Web Design, which was examining by the students, is one of the most important criteria.
User will reach at the front page first. They will judge it whether it is good or not. This is
the first impression the library gives to their users. The web pages of the library are also
actually presenting the University. If the University has received the ISO award whether
it is ISO9000 or ISO9004, the web pages of the library must also show the same kind of
achievement. Website Design category gives the University Malaya (UM) Library the
highest score.
In the Category of User Confidence, it was found that most of the libraries make a good
updated for their websites especially in the front page, but when goes deeper to their links
still have, a few libraries do not update those links. Research did show that no libraries
give the frequency of their library updating.
Most of the library websites give the description of the online databases that they have. It
helps users to make quick decision on which databases they should used. In addition, they
also provide good library information to their user.
Online Catalogue is necessary for all libraries. Research showed that all of the libraries
have it. UiTM library has produced better service through it online catalogue. It is not
only user can search, make a renewal and reserve the book but it is also provide them
with information of user profile which includes the list of books that been borrowed and
returned.
Most of the libraries have the Reference Department and it can be accessed in the
websites. When users have problems, they may contact the reference librarian. However,
some libraries prefer to link users problem through their feedback, comment, and
suggestion box. Some libraries listed their liaison officer for user to contact. In the email
test, which is intend to get response from the reference librarian or people in charge of
the websites, only three libraries have replied.

The poor response could be due to many reasons, example the server problems, where the
email could not be reached the addresses, the officer in charge may be on leave or the
officer does not have the answers. However, the most important thing when the person in
charge received the email, they should inform the user if the action will take a few days
to be settled. The three libraries that reply to this test are UM Library, UTM Library and
Universiti Sains Malaysia (USM) Library.
Watermark is one of the good style in producing the website, even though it was not a
criteria for this study. It should be simple and not disturbing the user when reading the
web pages. UiTM library is the only library that has watermark in its link pages even
though there are still rooms for improvement.
Finally, it is suggested that librarian should consider their library websites as one of the
important sources in getting information when doing a library instruction to the new
students. It is not only to inform users of the services but also to guide them to proper
information and know how to use the facilities in the websites.
