College of Estate Management, Reading, Lincoln's Inn Head of Infrastructure, Construction & Engineering Practice, WongPartnership LPP Christopher CHUAH’s main areas of practice encompass both front-end drafting/advice and construction disputes, both litigation and arbitration. He is a leading light in the field of building and construction law and has authored various books on this subject. He is one of the General Editors of the Singapore Construction Adjudication Review. Christopher is an Adjunct Associate Professor in construction law at the Law Faculty of the National University of Singapore and a legal advisor to the Singapore Contractors Association Limited. He is a Fellow of the Singapore Institute of Arbitrators, the Chartered Institute of Arbitrators and the Chartered Institute of Building. Audrey PEREZ Director, Dragages Singapore Pte Ltd Audrey Perez is a Civil Professional Engineer graduated from Ecole Special des Travaux Publics (ESTP) in Paris. She joined the management team at Dragages Singapore in 2002, to head two departments, Quality-Safety-Environmental Management and Completed Projects. She covers Procurement, Design, Tendering, Construction and hand-over of milestone design and build project. Audrey participates actively in several programs engineered by the BCA and MOM. She also provides lectures for HDB, PSB, WSHC, SGBC and regionally. Audrey is a Fellow of the SIArb and a Council Member of the Society of Construction Law (“SCL”). She an Arbitrator and chairs the Special Focus Committee for SIArb. She was appointed BCA’s Industry Ambassador for High Quality. Seah Hsiu-Min, Eugene MRICS, FSISV, FAIQS, ICIOB, MSIArb, MSIBL, MSPM, MRISM Deputy Chairman, Langdon & Seah Singapore Pte Ltd. Eugene is leading the drive in Building Information Modelling and Contract and Dispute Management. He embellishes the Quantity Surveying scope with sustainable economics, green approaches and BIM with the views of project efficacy. Besides core Quantity Surveying work, Eugene researches into Value Management, Risk Management, Sustainability Management, Law and Contracts, Information Technology in Construction and Project Management. Eugene is a Mediator in the Singapore Institute of Surveyors and Valuers and is an Adjudicator in the Singapore Mediation Centre. He is also a member of the Chartered Institute of Building, The Royal Institute of Chartered Surveyors, Society of Project Managers and an Associate of the Australian Institute of Quantity Surveyors. Mr. Ng started his career in the Housing and Development Board in 1994, where he worked for 16 years in different management positions. Mr Ng joined Squire Mech as Director (Engineering) in 1990, appointed Director in 1992, Deputy Managing Director in 1996 and promoted to Managing Director in 2000. He has since been responsible for the design and project management of a wide variety of development projects including commercial and office buildings, large residential developments, manufacturing and process plants, and factory and warehouse buildings. He was also directly involved in overseas projects in China and Malaysia. Mr Ng Eng Kiong graduated in Electrical Engineering. He was trained in the United Kingdom under a scholarship from the Confederation of British Industry (CBI) and in Japan in the field of solid waste management. CHUNG BSc, MPhil, PhD (HKU), CRP, MHKIPM, MHKIVM, MbSHK, MICRM Assistant Professor, Department of Building, School of Design and Environment, National University of Singapore Dr. Jacky Chung started his academic career in the Department of Real Estate of The Hong Kong Polytechnic University (HKPolyU) shortly after obtaining PhD degree from the Department of Civil Engineering of The University of Hong Kong in 2010. Dr. Chung is an experienced researcher in the areas of Collaborative Team Work, Construction Briefing, Public-private Partnership (PPP), Value Management (VM), and Building Information Modelling (BIM). Up to 2013, he has been presented six scholarly awards and has produced more than 30 research publications in leading academic journals and international conferences. He was appointed as the Assistant Editor of Built Environment Project and Asset Management. Dr. Chung is also actively engaged in professional practice and has conducted numerous professionally facilitated VM and partnering workshops for various client organisations in Hong Kong since 1999. He was a founding member of buildingSMART Hong Kong and a council member of the Hong Kong Institute of Project Management and Hong Kong Institute of Value Management. Dr. Shen Lijun PhD, MEng, BEng Assistant Professor, Department of Building, School of Design and Environment, National University of Singapore Dr. ShenLijun obtained his Bachelor’s Degree in Civil Engineering and Master’s Degree in Construction Economics and Management, from Southeast University, China. He received his PhD Degree in Infrastructure System Engineering, from National University of Singapore. Dr. Shen is a seasoned researcher and developer in Information Technology and IT-based project management. His interest in R&D areas include building information modelling, semantic search, web-based systems, database management systems, building performance simulation, green building and sustainability, and lean construction. He has completed 20+ web and database management systems for industry applications and published 10+ papers in international journals and conferences. He filed two patents from a constraint-based project scheduling system and was awarded ST Electronics Innovation Incentive Award in 2006. Dr. Shen welcomes collaboration from the industry in his chosen fields.
