STANDARD CALCULATOR
Pursuant to the Administrative Law Judge’s Ruling (1) Issuing an Energy Division
Proposal on the Renewables Portfolio Standard Calculator, (2) Entering the Proposal into the
Record, and (3) Setting a Comment and Workshop Schedule, dated October 10, 2014 (“ALJ
Ruling”),1 Southern California Edison Company (“SCE”) respectfully submits these comments
on the Energy Division’s Staff Proposal on the Renewables Portfolio Standard (“RPS”)
Calculator.
I.
INTRODUCTION AND OVERVIEW
The ALJ Ruling includes a proposal by the California Public Utilities Commission’s
(“Commission” or “CPUC”) Energy Division to revise components of the RPS Calculator for the
purposes of developing policy-based portfolios to potentially inform the Commission’s LongTerm Procurement Plan (“LTPP”) proceeding and the California Independent System Operator’s
(“CAISO”) Transmission Planning Process (“TPP”). The Energy Division’s Staff Proposal on

the RPS Calculator (“Energy Division Proposal”) explains the updates and revisions that Energy
Division Staff has made in the release of the RPS Calculator accompanying the proposal –
Version 6.0 – as well as additional modification that Energy Division Staff is considering for
future versions of the RPS Calculator. The Energy Division Proposal also includes 42 questions
to guide stakeholder comments on the various components of the RPS Calculator that have been,
or may be, updated.
SCE provides general comments on the Energy Division Proposal below. Additionally,
SCE responds to the 42 questions in the Energy Division Proposal in Section II of these
comments.
A.
Version 6.0 of the RPS Calculator is Generally Reasonable
Version 6.0 of the RPS Calculator makes significant changes to how portfolio scenarios
are established for the LTPP and TPP. The traditional “Discounted Core” methodology used in
the RPS Calculator has been replaced. Instead, Version 6.0 includes all Commission-approved
power purchase agreements (“PPAs”) in the portfolios it creates, and then risk adjusts the
generation contribution of these projects to account for project development risks. SCE believes
this is a beneficial change to the RPS Calculator.
The “Discounted Core” approach prevented parties from fully determining which projects
were existing and which were new or under development, making it difficult for stakeholders to
understand which projects were considered for TPP purposes. Version 6.0 replaces the
“Discounted Core” methodology with a risk-adjusted portfolio approach, which more closely
represents how parties, such as SCE, account for the risks involved in new renewable project
development. Version 6.0 also reintroduces existing RPS contracts into the supply stack at the
end of their contracts, providing more opportunity for transparency around which projects are
considered in the resulting TPP. SCE supports this methodological change because it allows
SCE to relate the forecasts of new resources in the RPS Calculator to what already exists in the

local areas, providing more clarity on the total existing and new renewable resources that will
need to be supported by the transmission grid.
Furthermore, SCE is generally supportive of the other updates in Version 6.0 to the
criteria used in selecting RPS-eligible projects for policy-based portfolios, such as the changes to
the renewable net short (“RNS”) methodology, levelized cost of energy (“LCOE”) values, and
energy and capacity values. SCE provides specific comments on these issues in its response to
the questions in Section II below.
B.
Modifications to How the RPS Calculator Determines Transmission Upgrades are
Necessary
While SCE generally agrees with the proposed changes to the RPS Calculator as
described in the previous section, some of the transmission upgrade results of the RPS Calculator
are illogical. Specifically, Version 6.0 of the RPS Calculator identifies major transmission
upgrades in several Super CREZs within SCE’s service territory that are inconsistent with the
amount of capacity generators are seeking to interconnect within those Super CREZs. For
example, the RPS Calculator identifies a 1,500 MW major transmission upgrade needed in the
San Bernardino-Lucerne Super CREZ, but the RPS Calculator only identifies 88 MW of new
generation seeking transmission capacity within this area. 2 Additionally, the RPS Calculator
identifies a 500 MW major transmission upgrade needed in the Santa Barbara Super CREZ,
while the RPS Calculator only identifies 43 MW of new generation seeking transmission
capacity within this area.3
These examples of small interconnection needs triggering major transmission upgrades
are concerning, and highlight a problem within the RPS Calculator. Energy Division Staff
should examine these outputs, and establish a process by which renewable projects trigger
consistent and generally reasonable transmission upgrades, avoiding transmission upgrade

scenarios such as those described above where the identified transmission upgrades are
inconsistent with the amount of new generation seeking transmission capacity. It may be
worthwhile for the Commission and the California Energy Commission (“CEC”) to request that
the CAISO provide the historically triggered upgrades for each area in question. The
Commission should reference these upgrades, along with past generator interconnection reports,4
to cross reference the upgrades triggered by the RPS Calculator and inform whether or not the
upgrades triggered by the RPS Calculator are consistent with past detailed studies. Given that
the generation interconnection process is currently on Cluster 7, the CAISO and investor-owned
utilities (“IOUs”) have a substantial amount of data for most system areas based on previous
project studies and withdrawals, which may help identify what the appropriate upgrades are for a
wide range of MW seeking to interconnect. This data could be used for identifying and
validating potential transmission upgrades for most system areas throughout California. In
addition, the RPS Calculator should also consider transmission projects that provide transmission
access to multiple CREZs or Super CREZs rather than identifying and assigning transmission
upgrades for each CREZ or Super CREZ separately, which may result in an inefficient and
uneconomical transmission cost allocation in the RPS Calculator.
These changes will help the RPS Calculator reflect more realistic transmission needs, and
make the RPS Calculator a more valuable planning tool for the TPP. In any case, the CAISO
should continue to use the best available information to sponsor appropriate transmission
projects.

C.
Updates to the RPS Calculator Should Coordinate with Existing Efforts
In the process of updating the RPS Calculator, Energy Division Staff should coordinate
with other efforts underway at the Commission and other agencies when appropriate. For
example, there are ongoing proceedings at the Commission addressing topics relevant to the RPS
Calculator such as effective load carrying capability (“ELCC”), an integration cost adder
methodology, and evaluation of small-scale distributed generation. Energy Division Staff should
draw on these efforts in updating specific components of the RPS Calculator, rather than
developing new and potentially conflicting methodological approaches. Coordination with
existing efforts will allow the RPS Calculator to be updated in a comprehensive and detailed
manner, while promoting consistency among the State’s energy policy efforts.
D.
The Net Market Value Methodology Used for Generation and Transmission
Planning in the RPS Calculator Should Not Be Used for Making Specific
Procurement Decisions
The RPS Calculator uses its own net market value (“NMV”) methodology to select and
value projects based on various criteria in order to establish policy-based renewable portfolios.
This NMV methodology is designed for generation and transmission planning from a state-wide
perspective. SCE understands that the use of a broad and somewhat generic approach to
valuation is necessary to produce regional estimates that are generally indicative of renewable
development potential and can serve as one input (along with interconnection requests, responses
to retail sellers’ contracting efforts, and so forth) to guide the CAISO’s transmission planning.
However, the ALJ Ruling suggests that the revisions to the RPS Calculator are part of an effort
to update the least cost, best fit (“LCBF”) evaluation methodologies used by the IOUs when
procuring RPS-eligible resources.5 Moreover, the Energy Division Proposal asks whether the
NMV methodology used in the RPS Calculator should inform the IOUs’ NMV methodologies as

adopted in their RPS Procurement Plans.6 SCE strongly encourages the Commission not to
attempt to rely on the RPS Calculator as a tool for project-specific valuation.
There are numerous site-specific and project- or developer-specific considerations that
apply to the valuation of actual RPS projects that cannot be satisfactorily replicated in a generic
tool such as the RPS Calculator (e.g., project deliverability based on point of interconnection,
renewable integration impacts based on specific renewable resource characteristics, and
developer collateral capability). Thus, the RPS Calculator’s NMV methodology should not be
used for making IOU-specific procurement decisions or to inform the IOUs’ individual LCBF
evaluation processes. The same procurement flexibilities that apply to other retail sellers should
continue to apply to the IOUs, which allows for LCBF procurement capturing the unique needs
of each retail seller and its customers.
If the RPS Calculator’s state-wide NMV methodology were to inform the unique LCBF
methodologies of each individual IOU, the broad scope of the RPS Calculator’s methodology
would eliminate the benefits that IOU-specific selection criteria currently bring to the IOUs’
customers. SCE’s comments on the various components of the RPS Calculator’s NMV
methodology are in the context of the RPS Calculator’s use for generation and transmission
planning. However, the RPS Calculator’s NMV methodology should not be applied to the IOUspecific LCBF or NMV methodologies used to make procurement decisions.

II.
RESPONSE TO QUESTIONS IN ENERGY DIVISION PROPOSAL
1.
Energy Division’s proposal that projects with CPUC‐approved PPAs be
automatically included in the policy‐preferred portfolio, which is used in the
CAISO’s TPP, is predicated on the assumption that projects with a CPUC‐approved
PPA are sufficiently viable for the purpose of long‐term generation and
transmission planning. If you do not agree with the above assumption, please
identify the necessary changes to the RPS procurement process to make the above
assumption true.
SCE agrees with Energy Division’s proposal that projects with Commission‐approved
PPAs be automatically included in the policy‐preferred portfolio.
2.
Assuming a CPUC‐approved PPA is not an appropriate indicator of project
viability for purposes of long‐term generation and transmission planning, how
should the Energy Division staff determine which “commercial projects” to include
in the policy‐preferred portfolio that the CAISO studies in its TPP?
Not applicable. See SCE’s response to question 1.
3.
Should a project with a CPUC‐approved PPA be included in the policy-preferred
portfolio sent to the CAISO for TPP purposes even if it will trigger the need for a
major new transmission project? Why or why not?
In general, SCE believes that a project with a Commission‐approved PPA should be
included in the policy-preferred portfolio sent to the CAISO for TPP purposes. Transmission
costs are generally considered during the LCBF evaluation process that determines which
projects are selected for PPAs.
SCE does note, however, that the RPS Calculator currently identifies major transmission
upgrades triggered by Commission-approved PPAs that do not warrant such upgrades according

to IOU-specific planning assumptions. This may be an indication that the available transmission
capacity by Super CREZ in the RPS Calculator lacks sufficient granularity to determine the
available transmission capacity for a renewable project. For projects with Commission-approved
PPAs identified as triggering major new transmission upgrades in the RPS Calculator, SCE
suggests that Energy Division Staff consider additional information (e.g., interconnection
studies) to determine whether major transmission upgrades are required. If major transmission
upgrades are required, these costs should be included in the RPS Calculator.
4.
Do you agree with the concept of risk‐adjusting commercial projects in the RPS
Calculator to derive a renewable net short consistent with RPS need authorization
approved in the IOUs’ annual RPS procurement plans?
SCE agrees with the concept of risk adjusting commercial projects in the RPS Calculator.
This approach will help to derive a RNS that is more consistent with the RPS need authorizations
approved in retail sellers’ annual RPS Procurement Plans.
5.
Should the generation from generic projects be risk‐adjusted to reflect their
potential failure?
SCE recommends that generation from generic projects be risk adjusted. Like projects
that already have Commission-approved PPAs, future projects will be subject to development
risks that could result in potential delays or failure. These risks should be accounted for in the
RPS Calculator.
This is similar to how generic projects are treated in RPS procurement planning. For
example, SCE considers the potential risks associated with generic projects in making renewable
procurement decisions. SCE utilizes a pro-rata procurement strategy in order to minimize the
risks associated with procuring all resources at once. In doing so, SCE seeks to contract for
energy in excess of its incremental need on an ongoing basis to compensate for generic projects
that may fail to develop. As in renewable procurement planning, it is reasonable to risk adjust
generation from generic projects to capture the risks related to these projects.

6.
Do you agree with the proposal that projects with expiring contracts in the RPS
Calculator (Version 6.0) should be treated in the same manner used by the IOUs
when developing long‐term RPS procurement plans (See D.13‐11‐024)? If not, how
should RPS facilities with expiring contracts be treated in the RPS Calculator?
Explain why the same or different approach is preferred.
SCE agrees that projects with expiring contracts in the RPS Calculator should be treated
in the same manner as in RPS Procurement Plans. Rather than assuming 100% re-contracting,
SCE agrees with Energy Division Staff that projects with expiring contracts should be added
back into the supply of available resources and compared against the value of other renewable
resources. This assumption will allow the RPS Calculator to better reflect actual procurement
activity, where decisions on future contracting will be based on which resources are least cost
and best fit.
7.
For the purposes of resource ranking and selection, existing RPS projects with
expiring contracts are assigned 25% of the capital costs of a new project (assuming
some additional capital expenditures would be needed to prolong the economic
lifetime of the plant). Is this an appropriate assumption? If not, what methodology
should be used to assign costs to RPS projects with expiring contracts in the
resource ranking and selection process of the RPS Calculator?
Although it is reasonable to assign a lower capital cost to projects with expiring contracts,
the amount of such required capital can vary depending on project age and technology type.
Instead of assigning a single value of 25% to all facilities with expiring contracts, SCE
recommends that the RPS Calculator assess approximate capital costs for facilities with expiring
contracts based on their technology type and age. For example, a fixed tilt solar photovoltaic
(“PV”) facility would require less capital for equipment upgrades than a tracking solar PV
facility of the same age.

8.
Additional RPS procurement by publicly‐owned utilities (“POUs”) identified in the
RPS Calculator may trigger additional transmission upgrades in the CAISO
balancing authority area. Currently, the RNS methodology in the RPS Calculator
does not account for generation associated with RPS projects under contract with,
or owned by, POUs in CAISO’s service territory. Because POUs are not regulated
by the CPUC, generation data for POU projects in the CAISO control area will
need to be collected. In addition, if the RPS Calculator will be developing greater
than 33% RPS portfolios for the CAISO control area, future POU/RPS projects in
the CAISO control area will need to be accounted for in the RPS Calculator’s RNS.
How should the RPS Calculator account for future generation in the CAISO
balancing authority area that POUs may procure to meet current and future RPS
requirements?
SCE recommends that the RPS Calculator consider future renewable generation that
POUs may procure to the extent that such generation may require transmission upgrades and
affect the CAISO’s TPP. Energy Division Staff should study and forecast the extent of these
impacts, and then include POU procurement activity in the RPS Calculator. The annual RPS
compliance reports submitted to the CEC by POUs provide POU RPS generation data, which
could be used to help inform this effort.
9.
Do you agree with the methodology taken to expand the original competitive
renewable energy zones or CREZs? Is the methodology used for the renewable
resource assessment reasonable for generation and transmission planning purposes?
SCE does not agree with the methodology taken to expand the original CREZs. The
expansion of the CREZs into Super CREZs diminishes much of the value that the original
CREZs provided, such as their ability to provide location-specific information on areas with high
resource quality, as well as relevant environmental considerations that are significant from a
project development standpoint. By removing these aspects of the CREZs and expanding their

boundaries to disregard location-specific resource quality and environmental considerations, the
Super CREZs provide significantly less value to the TPP. For instance, expanding the Pisgah
CREZ provides an incorrect signal to generation developers and transmission builders that this
area is appropriate for development. However, existing environmental constraints, historical
project opposition in the area, removal of this Solar Energy Zone by the Bureau of Land
Management (“BLM”)/Department of Energy’s Programmatic Environmental Impact Statement
for Solar Energy Development in Six Southwestern States (“Solar PEIS”), and lack of adoption
by the Desert Renewable Energy Conservation Plan (“DRECP”) demonstrate that this is not the
case.
SCE recommends that the design of zones be aligned with renewable resource quality
and potential, along with environmental considerations, to assist in providing relevant policybased portfolios for transmission planning purposes. Rather than focusing solely on CREZs or
Super CREZs, SCE suggests the Commission rely on more timely and detailed efforts currently
underway to assess generation and transmission potential that contribute to the CAISO’s TPP,
such as the DRECP.
The existing DRECP effort, with its recently published draft DRECP report,7 is a good
example of a thorough consideration of resource quality with defined renewable “Development
Focus Areas,” a conceptual transmission plan, and environmental/potential mitigation
considerations that will result in plausible transmission planning scenarios. When complete, the
DRECP will identify areas where federal and state agencies prefer renewable generation to be
located. While the DRECP will not prohibit the location of renewable energy generating
facilities in other locations, the hurdles for obtaining authorizations will be higher and the likely
environmental impacts will be greater. The DRECP also identifies areas to avoid and describes
general environmental avoidance and mitigation measures that can be used to estimate the
environmental cost of a project.

In areas of California that are not considered by the DRECP, the RPS Calculator should
utilize the original CREZ methodology because it places more focus on resource quality and
environmental considerations than the Super CREZ methodology, which is beneficial from a
transmission planning perspective. Additionally, other governmental efforts that can be used to
identify preferred areas for generation and transmission, and potential environmental impacts,
include the Solar PEIS,8 the Energy Policy Act Section 368 West-wide Energy Corridor
designation process,9 and the land management plans created by the BLM and the Forest Service
for lands under their respective jurisdictions.
10.
Has the methodology taken to expand the original CREZs failed to identify any RPS
resources that should be included in the RPS Calculator?
SCE is unaware of any RPS resources that were excluded by the methodology taken to
expand the original CREZs.
11.
Do you agree that the capital cost, operating costs, and performance assumptions
are reasonable for this level of analysis? If not, please specify the inputs and
assumptions that you believe need to be revised and provide a rationale.
The capital cost, operating costs, and performance assumptions included in Version 6.0
of the RPS Calculator are generally reasonable.

12.
Do you agree with each of the assumptions made in the LCOE calculations,
including assumptions related to state and federal tax incentives and the cost of
capital? What assumptions, if any, should be modified and on what basis?
Recommended changes should be supported with publicly available information, to
the greatest extent possible.
The assumptions made in the LCOE calculations within Version 6.0 of the RPS
Calculator seem generally reasonable.
13.
What information should be used to update transmission cost estimates associated
with Super CREZs? Provide recommendations on how the Energy Division staff
can improve upon its processes for updating the cost estimates for existing and new
transmission included in the RPS Calculator.
As discussed in response to question 9, SCE does not recommend that the RPS Calculator
use Super CREZs. Regardless of the methodology used to identify renewable resource potential,
however, the CAISO’s per unit cost guides provide appropriate cost categories to be used in
updating transmission cost estimates.10 Projects located within a participating transmission
owner’s service territory should utilize the per unit costs of that specific participating
transmission owner. The CAISO requires participating transmission owners to annually update
and publish per unit costs for use during each interconnection study cycle for the purposes of
estimating the cost of facilities required to interconnect generation. Per unit costs are used to
develop the cost for reliability and delivery network upgrades, as well as participating
transmission owner’s interconnection facilities.
SCE recommends that the Commission work collaboratively with the CAISO to enhance
the current CAISO unit cost guide estimates to include additional cost categories that are

currently not considered (e.g., sensitive environmental land and habitat considerations). Because
actual costs require project-specific engineering detail, these categories should be considered as
conceptual estimates for modeling purposes.
14.
Is the proposed iterative process between the CPUC and CAISO (outlined in seven
steps in the above section, Development of Additional Transmission Costs for
Version 6.1) for identifying major and minor transmission upgrade costs in areas
where CAISO has not conducted many interconnection studies (e.g., the Sacramento
River Valley Super CREZ) reasonable? If not, explain how these estimates should
be developed and specify whether or not your proposal can meet the Track 1 and
Track 2 schedules outlined in this Energy Division staff proposal.
The proposed iterative process between the Commission and CAISO for identifying
major and minor transmission upgrade costs in areas where the CAISO has not conducted many
interconnection studies is generally reasonable.
15.
The Western Electricity Coordinating Council (“WECC”) Environmental Data
Task Force (“EDTF”) has been collecting environmental data that may be useful for
identifying potential new transmission routes. Should this information be
considered when estimating costs for major upgrades not identified by the CAISO?
If so, how can this be incorporated into the RPS Calculator’s transmission cost
assumptions?
SCE agrees that the environmental information the WECC EDTF has collected
throughout the western United States may be valuable in siting transmission lines in areas where
the data is present, and should be used in the RPS Calculator’s environmental scoring
methodology. The WECC EDTF information should be considered in estimating costs for major
transmission system upgrades, whether or not those upgrades have been identified by the
CAISO. Although the WECC EDTF has used a number of existing data sources to compile
environmental information, there are a number of other existing informational sources that

should also be considered and included in the RPS Calculator’s environmental scoring
methodology, including the California Natural Diversity Database (California Department of
Fish and Wildlife), data from the DRECP (BLM and CEC), and data from federal land
management agency plans.
With regard to estimating the environmental costs of major upgrades, the WECC EDTF
does not provide any unique environmental information that makes it stand out from other data
sources. WECC EDTF environmental information should be used in the same fashion as other
applicable and relevant environmental data when developing cost estimates for major
transmission upgrades. For instance, if a transmission line would cross BLM land, an
environmental cost estimate should consider the likely mitigation measures, the need to avoid
protected areas, the presence of sensitive species and habitat, etc. These environmental factors
should then be used to evaluate how construction may be impacted to take into consideration
environmentally sensitive resources. The resulting construction cost estimates, and estimated
future operations and maintenance costs, would then be used to calculate the range of
environmental costs for a transmission system upgrade. These estimates can be based on
historical costs incurred for similar major upgrades, as well as the best professional judgment of
environmental specialists and those with expertise in transmission project construction and
operation.
SCE recommends the RPS Calculator consider some or all of the factors required to be
included in a Proponent’s Environmental Assessment (“PEA”), and the subsequent California
Environmental Quality Act (“CEQA”) environmental review document prepared by the
Commission. Use of the factors in a PEA and the CEQA environmental review will provide
some measure of consistency in determining a transmission project’s environmental cost.

The RPS Calculator currently assumes that all new renewable generation must be
made fully deliverable. Should the RPS Calculator be capable of evaluating energy‐
only and/or partially‐deliverable projects? If so, how should the resource ranking
and selection methodology be adjusted to reflect the impacts of such projects?
SCE is not opposed to the RPS Calculator including energy-only and/or partially
deliverable projects as long as those projects are classified appropriately in the policy-based
portfolios used in the LTPP and TPP. Energy-only projects should generally not be assigned
Resource Adequacy value, which results in a lower valuation than fully deliverable projects, all
else being equal.
17.
Is the approach described above to calculating energy value using a simplified
generation “stack” model appropriate? Are there other methodologies that should
be considered that would incorporate saturation effects, such as declining energy
value and increased curtailment with higher penetration?
Although calculating energy value using a simplified “stack model” is generally
acceptable for the purposes of the RPS Calculator, a “stack model” is not the best method to
calculate the energy value of resources because it is not capable of forecasting the future energy
market.
If Energy Division Staff were to consider using an alternative method, SCE recommends
that the RPS Calculator use a fundamental modeling approach, which would more appropriately
forecast long-term prices. A fundamental model would consider all available resources,
including demand response, renewables, energy storage, conventional resources, nuclear,
import/export, as well as transmission constraints to meet forecasted demand in the most
economic manner. Fundamental energy prices serve as a stronger holistic representative of the
future energy market because they consider most influential factors, including, but not limited to,
the penetration of renewable resources. The fundamental approach would also provide more

accurate results by correlating renewable generation with demand to the extent that such
relationship exists due to weather.
18.
Is the data used for the resource production profiles granular enough for the
purposes of the RPS Calculator? If not, what additional information is needed?
Although the data used for the resource production profiles is generally acceptable, the
fundamental modeling approach explained in SCE’s response to question 17 would provide more
granular results, which would take into account weekend/weekday demand shapes and load
pattern throughout a month.
19.
Is it appropriate to use ELCC values instead of Net Qualifying Capacity (“NQC”)
for planning purposes in the RPS Calculator?
SCE supports using ELCC values for planning purposes in the RPS Calculator if modeled
correctly. SCE strongly recommends that the RPS Calculator utilize the existing efforts
underway in the Commission’s Resource Adequacy proceeding to establish and thoroughly vet
an accepted ELCC model for eventual use in the RPS Calculator. At a minimum, the ELCC
model used in the RPS Calculator should distinguish resources based on their potential
production profiles, recognizing the differences between projects within the same technology
classes and the differences between projects in different technology classes.
20.
Is this set of seven resources listed above reasonable for capacity valuation within
the context of long‐term renewable resource planning?
The seven listed resource seem reasonable, although there could be large variations
within those resource groups (e.g., wind profiles in two inland regions could vary significantly).
It is important that the resources considered in the capacity valuation match the resource types
identified in the Resource Adequacy proceeding (as noted in SCE’s response to question 19).
There is currently a discrepancy between the two resource lists, which could lead to different

accounting of the same resource in different proceedings (i.e., a project could count for more or
less MW in the RPS Calculator than for Resource Adequacy compliance).
21.
When evaluating the capacity value of new out‐of‐state resources that require new
transmission, the RPS Calculator assumes that new transmission lines contribute
60% of their rated capacity to the state’s planning reserve margin. The 60%
assumption is derived from the LTPP’s load‐resource balance calculation, where the
assumed contribution of imports to the reserve margin is roughly 60% of the total
physical impact capacity? Is this assumption reasonable? If not, what alternative
assumption should be made?
SCE does not have a response to this question at this time.
22.
Is the proposed approach used to forecast the avoided cost of system capacity
appropriate for calculating capacity value? Please provide any recommendations
for improving the methodology or alternative assumptions that should be used.
SCE supports the proposed approach to forecast the avoided cost of system capacity.
23.
As this methodology is based on the ability of renewable generation to provide
system capacity, it does not currently account for additional value that a resource
located in a capacity‐constrained local area might provide. Should Energy Division
staff consider updating the RPS Calculator to reflect incremental capacity value
that resources located in areas with Local Capacity Requirements (“LCR”)? If so,
what methodology should be used to determine this value? What capacity credit
should be applied to resources located in LCR areas? What avoided cost of capacity
should be assumed?
The Energy Division Staff should not consider updating the RPS Calculator to reflect
incremental capacity value for resources located in areas with LCR need. The RPS Calculator’s
current ability to evaluate system capacity value is reasonable for its purposes. LCR needs are

best met by specific procurement activities, such as SCE’s ongoing efforts to meet resource
needs identified in the 2012 LTPP proceeding. Using the RPS Calculator, which provides
indicative statewide resource potential, as a tool to manage specific resource needs which require
timely resolution is not appropriate.
24.
Is the ELCC work initiated in the Commission’s Resource Adequacy proceeding
(R.11‐10‐023) and the subject of an Energy Division Staff Proposal, relevant for the
purposes of the RPS Calculator? Why or why not?
SCE believes that the ELCC work initiated in the Commission’s Resource Adequacy
proceeding is very relevant to the RPS Calculator, and should directly inform the RPS
Calculator’s ELCC model. Relying on this existing effort will ensure that the RPS Calculator is
consistent with how ELCC is calculated for Resource Adequacy purposes as further discussed in
response to question 19.
25.
In light of the potential for increased renewable penetration beyond 33%, is it
important for the RPS Calculator to have an Integration Cost Adder?
It is important for the RPS Calculator to include a renewable integration cost adder to
properly reflect the relative value of different renewable technologies that may result in different
integration costs. SCE recommends that the RPS Calculator initially use the interim integration
cost adder methodology adopted in Decision (“D.”) 14-11-042 in connection with the 2014 RPS
Procurement Plans,11 because this interim methodology has already been approved by the
Commission. Once a final integration cost adder methodology is adopted by the Commission,
the RPS Calculator should be updated to utilize that final integration cost adder methodology.
The integration cost adder methodology used in the RPS Calculator should adequately protect
confidential information whether through redactions, the aggregation or averaging of data, or
other methods appropriate to protect such information.

26.
Are the costs categories that are proposed to be included in the Integration Cost
Adder methodology appropriate?
The cost categories proposed to be included in the integration cost adder methodology are
generally appropriate. As explained in response to question 25, SCE recommends that the RPS
Calculator initially use the interim integration cost adder methodology adopted in D.14-11-042.
Once a final integration cost adder methodology is adopted by the Commission, the RPS
Calculator should be updated to utilize that final integration cost adder methodology.
27.
The discussion above in the Renewable Integration Costs section identifies a number
of effects of renewable generation on system operations that could be included in a
renewable integration cost adder, all of which result from limitations on the
flexibility of the power system and the need to carry additional operating reserves.
What methodology should Energy Division staff use to evaluate these costs?
As explained in response to questions 25-26, SCE recommends that the RPS Calculator
initially use the interim integration cost adder methodology adopted in D.14-11-042. Once a
final integration cost adder methodology is adopted by the Commission, the RPS Calculator
should be updated to utilize that final integration cost adder methodology.
28.
Can the operation flexibility work underway in LTPP phase 1A and 1B
(R.13-12-010) inform the development of an Integration Cost Adder for the RPS
Calculator? Explain why or why not.
It is currently unclear if the development of an integration cost adder is within the scope
of LTPP phases 1A and 1B (R.13‐12‐010). As discussed in response to questions 25-27, SCE
recommends that the RPS Calculator initially use the interim integration cost adder methodology
adopted in D.14-11-042.

29.
Allowing for economic curtailment of renewable generation can provide additional
operational flexibility on a system seeking to integrate high penetrations of
renewable generation by providing operators with a tool to control “net load” (load
minus renewable generation). Should the RPS Calculator consider using renewable
curtailment as the “default” solution to power system flexibility limitations for the
purpose of renewable resource planning? If not, explain why not and whether an
alternative approach should be used?
Although SCE agrees that curtailment can provide operational flexibility, curtailment
should not be used as the “default” solution for system flexibility limitations. It should instead
be used as a “last resort” solution for system flexibility, after all other available flexibility
options have been exhausted. The RPS Calculator should assume a reasonable ability to export
over-generation, and should also consider energy storage and advanced demand response in
over-generation scenarios to reflect how the power system would actually handle overgeneration once energy storage, electric vehicles, and demand response reach levels of
penetration that enable them to play a material role in providing system flexibility. Additionally,
it is important that integration costs and curtailment costs are not double counted in the RPS
Calculator’s consideration of curtailment activities.
30.
Are there any additional system costs imposed by higher penetrations of renewable
resources that are not included in the table above?
SCE does not have any specific additions to the table at this time. As explained in
response to questions 25-28, SCE recommends that the RPS Calculator initially use the interim
integration cost adder methodology adopted in D.14-11-042. Once a final integration cost adder
methodology is adopted by the Commission, the RPS Calculator should be updated to utilize that
final integration cost adder methodology.

31.
Identified above are five categories of direct incremental value that small utility‐
scale renewable projects located close to load might provide (relative to large‐scale
renewable resources). Are there any additional ratepayer realized values that
should be considered? If so, please describe how that value can be quantified in the
RPS Calculator.
SCE does not suggest any additional customer realized values at this time. SCE
recommends that this list of customer realized values in the RPS Calculator be consistent with
the values identified and established within the Distributed Resources Plan (“DRP”) proceeding
already underway at the Commission. The DRP proceeding is currently examining these values
in detail, focusing on the integration of distributed energy resources at optimal locations in a
manner that attempts to minimize overall system costs and maximize customer benefits while
maintaining system safety and reliability. Energy Division Staff should not look at the benefits
of distributed resources without also looking at the costs that may be incurred on the system by
those resources.
32.
Is it realistic to assume that each of these values might be realized by the small‐scale
projects that could theoretically provide them? If not, what barriers prevent the
realization of those values? How can these barriers be overcome?
It is realistic to assume that these values may be realized by the small-scale projects that
could provide them. However, it is also important to consider that these same small-scale
projects are just as capable of creating costs, both of which can be location-specific. The issue of
cost and benefit realization is currently being examined in the DRP proceeding. To the extent
the RPS Calculator explores this area further, it should do so in coordination with the DRP
proceeding.

33.
Locational value for small‐scale resources may in many cases be site-specific. For
example, not every distribution feeder has a deferrable distribution investment, and
many distribution feeders have peak loads that occur after sundown when PV
resources are not producing. How, if at all, should the RPS Calculator incorporate
location‐specific values to ensure that small‐scale projects are appropriately valued?
SCE recommends that the RPS Calculator utilize existing efforts addressing location-
specific values and costs, such as the efforts underway in the DRP proceeding.
34.
Is there a need to perform a more comprehensive assessment of small utility‐scale
solar PV resources in urban areas? If so, what level of granularity is appropriate
for generation and transmission resource planning?
Energy Division Staff should draw on efforts currently underway in the DRP proceeding
to provide a more comprehensive assessment of small utility-scale solar PV resources. The
estimates produced by Black & Veatch that include 800 MW of near term developable
distributed generation in Southern California are based on a series of high level assumptions
resulting in a technical limit of 8 GW, and a theoretical limit of 11 GW. More specific
information on local constraints is needed to accurately estimate the potential of developable
distributed generation. Although not within the scope of the DRP, consideration must be given
to the availability of suitable sites and the ability to permit those sites.12
The appropriate level of granularity should be determined within the scope of the
integration capacity analysis proposed to be explored within the DRP proceeding, which will
evaluate the capability of the system to integrate distributed energy resources within thermal
ratings protection system limits and power quality and safety standards.

35.
What modifications, if any, are necessary to the generation and transmission
planning and procurement processes to ensure that in‐state and out‐of‐state
renewable resources, and associated transmission, are selected in a manner that
minimizes net costs of delivered renewable energy while ensuring system reliability?
What role should the RPS Calculator have in this process, if any, or is another
process needed?
From SCE’s perspective, current generation and transmission planning and procurement
processes do ensure that in‐state and out‐of‐state renewable resources, and associated
transmission, are selected in a manner that minimizes net costs of delivered renewable energy,
within the constraints of California’s renewable policies.
36.
What implementation issues or challenges, if any, do you foresee in the use of
Version 6.0 of the RPS Calculator to inform planning in the CPUC’s LTPP and
CAISO’s TPP?
In the past, stakeholders often struggled to map the generic output of the RPS Calculator
(i.e., the generic portion of the forecasted renewable portfolios) to the projects that are eventually
sent to the CAISO for inclusion in its annual TPP. Each year, the Commission and the CEC
jointly finalized the total MW amount of renewable projects for each CREZ under each proposed
scenario, and submitted those numbers for the CAISO’s annual TPP studies. Although it is
possible to map the existing projects within the RPS Calculator to the TPP, the output of the
calculator sent by the Commission and CEC to the CAISO has not allowed stakeholders to
identify the development status of generic projects or their position in a given balancing
authority interconnection queue, which adds unnecessary barriers to transmission planning
efforts.
Going forward, SCE recommends that the RPS Calculator more specifically identify
generic project information from the RPS Calculator to the TPP in order to assist stakeholder
planning efforts. This transparency would be beneficial to the IOUs from a transmission

planning perspective, as the IOUs would be able to identify which generic projects in the
interconnection queue advanced forward into the TPP and which projects did not. If the
Commission and CEC are unable to provide this level of detailed information, SCE suggests the
Commission and CEC instead provide the following information regarding the selected
renewable portfolio in each CREZ (or other zone, as appropriate), in aggregate:

Renewable MW and number of generation and energy storage projects in the
interconnection queue of each balancing authority in California;

Renewable MW and number of generation and energy storage projects with all
approved permits by all government agencies; and

Renewable MW and number of generation and energy storage projects having started
construction.
Additional transparency is also required for the transmission inputs in the RPS
Calculator. SCE recommends that additional information be made available to cross-reference
the CAISO’s proposed transmission upgrades in the TPP with the transmission inputs of the RPS
Calculator. SCE is concerned that the current RPS Calculator does not properly capture the
effects that a transmission upgrade may have on multiple CREZs or Super CREZs. For instance,
SCE’s Coolwater-Lugo Transmission Project would serve the Kramer, Barstow, and San
Bernardino-Lucerne CREZs directly by providing a new path for power out of the Kramer and
Barstow CREZs and by rebuilding an existing 220 kV line in the San Bernardino-Lucerne
CREZ. Furthermore, the Coolwater-Lugo Transmission Project would indirectly serve the
Victorville CREZ by redirecting some power flow around that area via the Coolwater-Lugo 220
kV transmission line, thus freeing up transmission capacity in the Victorville area to allow for
additional generation interconnections. Another example of a single transmission project
upgrade that would serve multiple CREZ areas is the West of Devers Transmission Project.
SCE’s West of Devers Transmission Project would provide the transfer capability needed for
both the Riverside East and Imperial CREZs. If SCE’s proposed Coolwater-Lugo and the West
of Devers Transmission Projects were listed as only helping one CREZ, the RPS Calculator

inputs or outputs could incorrectly skew the need for transmission facilities to accommodate
these CREZs.
To help capture the effects upgrades may have on multiple CREZs or Super CREZs, SCE
recommends the RPS Calculator include reliability-driven transmission projects identified in the
annual CAISO Transmission Plan and transmission projects supporting renewable energy goals
identified in the annual CAISO Transmission Plan. Additionally, the RPS Calculator must
include all transmission projects approved by the CAISO in past TPP cycles in order to ensure
that the calculator’s transmission outputs are accurate.
37.
Should the NMV methodology, as adopted in the IOUs’ annual RPS procurement
plans, be informed by the NMV used for generation and transmission planning in
the RPS Calculator? If so, please explain how.
As explained in Section I.D of these comments, the NMV methodologies adopted in the
IOUs’ annual RPS Procurement Plans utilize more granular and IOU-specific approaches to
project selection than the RPS Calculator. The additional information evaluated by each IOU
provides unique benefits to the individual IOU’s customers and results in a more accurate
assessment of project value. SCE recommends that the NMV methodology used for generation
and transmission planning in the RPS Calculator not be used to inform the IOUs’ NMV
methodologies.
38.
Is it appropriate to incorporate secondary values into the RPS Calculator, which
develops RPS portfolios that will be used to inform the LTPP, the CAISO’s TPP,
and potentially, the RPS need authorization in the IOU’s annual RPS procurement
planning process? Explain why or why not.
SCE recommends that secondary costs and benefits only be included in the RPS
Calculator to the extent that they accrue to the electrical system. Additionally, costs and benefits
that are already accounted for in the LCBF evaluation process, or otherwise, should not be
included to avoid double counting.
