conducts a discussion of the
opportunity that has been created by a
common affliction currently being
suffered by Emergency Management,
caused by a lack of funding and
personnel, to accomplish mandated
and/or recommended best practices
in emergency management programs
throughout government and the
private sector.
The proposed solution is to work
collectively through mutual assistance
to marshal assets of an industry or
sector to achieve mutually beneficial
goals, using the accumulated
resources of the collective, as
opposed to individual agencies or
companies relying on completely
internal processes.

Included in this presentation will be a
case study based upon the Transit
Mutual Assistance Compact created
by local transportation agencies to
provide mutual assistance to reach the
overall goal of assisting the public
during a disaster while supporting
continuity of government.
