Toy Drive
EAA 723 ATIS

The holidays are up and coming. While shopping be sure to pick
up a toy for our annual toy drive for Casa Pacifica. Donations will
be accepted at the December 12 BBQ. I will also accept donations
on Young Eagles day if you are not available December 12.

Young Eagles / Eagle Flight

Saturday November 7 at Camarillo was a windy day, therefore,
we were unable to fly any of the kids. However, the youngsters
were able to use the simulator and take a tour of the CAF
Museum. Sunday November 8 at Santa Paula had a successful
day with 6 pilots flying 18 youngsters.
We are looking for more pilots for our Young Eagles and Eagle
Flight programs. If you are interested in learning more, please
contact me at merjar@hotmail.com .
The Eagle Flight program is a mentoring program for ages 18 and
over. For information and what it entails go to EAA.org and then
contact me if interested. This program would help us recruit new
EAA 723 members.
December and March we have several scout troops coming in for
flights and to earn their aviation badges. If you are
available to help with demonstrations please get in touch. We are
trying to expand our program to more than just flights.
Career Day was a great success. Thanks to Ali Moghaddas and
Peter Chmelir for helping with the Young Eagles Booth.
CWA / WOC Update

A few changes in our organization: Keith Moore has resigned his
position as treasurer. Stephen Svanda has taken over until we
have our board elections on November 12. Kelley Brun is our
bookkeeper and accountant.
Everyone wants to know on how much money they will receive
from the CWA. Since our treasurer resigned, we had to review
all the financial's to be sure the numbers are accurate. Hopefully,
this can be resolved in the coming weeks. I can say however,
that the gate count was down this year due to the Point Mugu Air
Show. The cost of putting on the air show increased by $12,500
over 2014.
Bill Thomas, our air boss, is already working on getting the C-17
from March Air Force Base and either a MV-22B Osprey or a AV-8B
Harrier and other aircraft. We are also working on a committee
for sponsorship. We were very weak in that department this year.
We only received one-third of our sponsorship compared to 2014.
Every year we try to improve the organization. If you are not
moving forward, you are standing still!

Since I joined Chapter 723 in 2008, I have seen a succession of
studies, analyses, etc. conducted by the stalwarts of our chapter,
Ernie Salmon, Don Miller, and Jim Ayers (RIP) to name a few.

Each time, the subject being explored was examined in great
detail and with much deliberation. Ultimately, the proposal or
decision would be presented to the membership for additional
deliberation and discussion. Finally, the issue would be put to a
vote and would be decided.
The new hangar should be completed enough for occupancy on
about December 1, according to Ron Missildine (CAF). Hopefully
all our "stuff" will be in place by January 1.
I want to thank all those members who helped set up the CAF
hanger for our meetings. Some of them are: Herb Feldman,
Doug Wagner, Jim McDaniel, Marc Waterman, Peter Mortensen.
I have been away watching volleyball matches for several meeting and these folks and others have made coffee, bought donuts,
set up the sound system, chairs, tables and etc.
For pushing your airplanes up the ramp to our new hanger, we
have a "tug" donated by Tony Colletti's family as well as a fixture
which interfaces to Brent Norris golf cart that will fit to an RV's
nose wheel. (with the fairing on)
The aircraft scales which are kept in the Annex (where the
simulator is located) are readily available. Contact me and I will
meet you there.
EAA Chapters
"Just One"—A Chapter Challenge
In every case, the issue was considered over a lengthy period of
time, to be sure all factors were debated and resolved.
Some of these issues I’m recalling were about whether to quit
being an EAA chapter and become an airshow chapter; What to
do about hangar three; What to do about our expiring leases,
etc.
For most of the time I’ve been a member, we were staunchly
conservative; We had lots of money in the bank, but were never
reckless about using it.
Suddenly it’s 2015, and we are having a decision made for us
without a single piece of written information being put forward.
I have asked the board members if we might see the analysis
that was used to decide that we “needed” a mezzanine style
meeting room. The silence has been deafening. I doubt that any
analysis was ever put down in writing. And with this mezzanine
project, we, with the stroke of a single motion at the one and
only time it is presented, become a debtor chapter, beholden to
an entity outside ourselves.
I don’t like the change in personality that our chapter has seen
in 2015. I support Randy Lewis for president because I think he
represents the best chance of moving forward the way we have
done in the past. Please vote for Randy Lewis for president.

a whole year, invited just one friend, neighbor, or coworker to a
fun chapter event. Imagine mentoring just one of these folks
who live in your community, helping them discover this incredible world of aviation that you and I love so much.
Imagine doubling your chapter membership in the span of just
one year. Just one chapter member, sharing his or her love of
aviation with just one friend, one neighbor.
As I write this, Chapter 9 (Central Ohio), Chapter 88 (Wichita,
Kansas), Chapter 129, (Flanagan, Illinois) and Chapter 1121,
(Indianapolis) have all accepted my challenge and already are
seeing their chapters growing. I challenge you now; just one
member, mentoring one neighbor, for one year. What can your
chapter do?

chapter members may have. As we have more information to
share, I will be doing so with each of you. Thank you for your
leadership, volunteerism, and involvement. You represent The
Spirit of Aviation.

I wanted to bring you up to speed on some important and
exciting news for EAA and our chapter network. At AirVenture
2015, we announced that EAA signed a letter of intent to acquire
IMC Clubs. Since that time we have been working to finalize this
direction.

The IMC Club’s mission is to facilitate organized hangar flying
that focuses on building flight proficiency. More than 100 IMC
Club chapters meet monthly, using real world scenarios that
form the catalyst for “What would you do?” discussions. The
interaction and sharing of knowledge creates a learning opportunity for all involved.
While IMC Club International Inc. (“IMC”) has grown from just a
few chapters and a handful of members to a broad-based,
effective, and well-recognized organization, it lacks the resources and network to further its mission. EAA has had a longstanding commitment to aviation safety and the ability to offer IMC
programming to our members using our existing chapter network presents a tremendous opportunity.
As of today, EAA, through subsidiary EAA IMC LLC, has entered
into a license agreement to begin producing and distributing the
IMC resources and monthly scenarios. IMC will no longer be
doing this. This agreement will provide resources for new and
improved program offerings that will enhance and expand the
impact of the IMC concept.
As part of the transition:

Existing IMC Club members will become EAA members
(beginning immediately)
·
Existing IMC Club chapters will either form a new EAA
chapter or be integrated into an existing EAA chapter
(first quarter of 2016)
·
All EAA chapters will have the ability to begin offering
IMC programming (late spring 2016)
What does this mean for your EAA chapter? If there is an
IMC Club chapter operating near your EAA chapter, I will reach
out to you after the first of the year to encourage integrating the
IMC Club programming into your EAA chapter. Since the IMC
chapters are already in place it may be as simple as coordinating
a meeting time and location. Current IMC Club chapter leaders
would potentially play a similar role to what they do now –
coordinating the IMC Club meetings and programming but doing
so as part of your EAA chapter. Once we have transitioned
current IMC Club chapters and members, we will make IMC
programming available to the entire EAA chapter network.
In addition to IMC-oriented programming, we will develop a
similar offering aimed at stick and rudder flight proficiency using
the same concept. That will likely debut later in 2016. We are
excited to be able to provide these offerings to our chapters.
Improving flight proficiency is important to all of us and helps
demonstrate a strong commitment to safety.

I have been an EAA 723 member for ten years
now and have completed and flown two
planes with the chapters support. In that time
I have seen many changes and made many
friends in the chapter. In the past year, I have
seen what I feel has been the biggest change
and challenge for the club to date. We are
embarking on a new chapter in our history
with the new hanger and the membership’s
decision to take on debt to finish the build out.
I am a strong proponent of completing the hangar the way we
initially envisioned it as I see this being a huge draw for new
members, raising funds and providing existing members with a
functional and fantastic facility. Although we are taking on a loan
to complete the build out, I don't see this as a high risk. We have
several ways to raise funds if we just run with a few of the ideas
we have talked about.
I am running for president in hopes of being part of a great
chapter that follows through with this vision. This is not a small
chapter. We have over 200 members in several states. Many have
never been to a chapter meeting yet still support the chapter
through their yearly membership and other donations. I thank
you. Others show up every month for meetings and other faces
you see every time you go to the airport volunteering their time
and energy to the club.
I ask that if you cast a vote for me this year that you are also
volunteering to help make this chapter great. By this I am asking
that everyone step up this year and do what you can and not just
show up for coffee and doughnuts. Help out with Young Eagles.
Join one of the fund raising committees we will have this year;
Recruit a new member; Volunteer to teach other members how
to squeeze a rivet or read a chart. To be a great chapter we need
involved members and not hangar queens. Everyone has
something to offer so please, show us what you got.
As many of you know, I was on the EAA 723
board for many years. The last three of those
were as president. After going through some
changes in my life, I took a one year break
from being a board member.
From sitting in on the last few board meetings, I decided I would like to get back in and
try to help restore some order in those meetings. When I learned that Randy Lewis would
run for President and Ali Moghaddas for Vice
President, I became anxious to come back. I would really like to
work with these men.
Harlis Brend has done a great job as secretary for the past many
years. I believe he wants to take a much needed break from this
position.
As secretary, I feel it is important to get meeting minutes out in
a timely manner. It is very important that all issues that go to
vote are properly documented. I would also like to have the
meeting minutes published in the monthly newsletter. This
establishes transparency between the board and the members.
There should never be a board discussion that is not open to the
entire membership.
I also have a great deal of respect for Joe Tischler. He has been
a long time member, served on the board for many years and
has experience as secretary. Joe would also be a good choice.
I ask for your vote and support as Chapter 723 secretary.

I am seeking the office of Treasurer, EAA
Chapter 723, because I feel that I need to
contribute more to the Chapter. This is a
volunteer organization and unless we all
volunteer, the health of the organization will
suffer. I’ve been a member for almost 10
years, but have been fairly passive in my
membership. I’ve volunteered to support the
Airshow for the past 8 years and have
periodically volunteered to assist in several of
the Chapter sponsored activities including the two Aviation Career
Days, the Ford Tri-Motor visit, and I am a Young Eagles pilot. I’ve
been very interested and active in the new hangar decisions and
was asked last February by the current board to fill in as a Director
at Large for a Director who could not finish his elected year. Since
then, I’ve come to know the board members and processes
involved. As to my prior experience for this position, I’ve been
the treasurer for the Channel Island Condors R/C flying club for
three years managing approximately $92,000. Having completed
this year’s review of the Chapter financial records, I am familiar
with the accounting process and software used to track our
incomes/expenditures and noted many similarities with only a
few differences from my previous experience. I bring experience,
honesty and integrity to the handling of the financial accounts of
the Chapter and know I will be able to provide the Board and
membership with clear understanding of our current financial
status.
I started flying when I was 17 and received my Private Certificate
at age 18. I graduated from University of Illinois with a BS in
Aeronautical and Astronautical Engineering in 1974 and accepted
a commission in the U.S. Navy where I attended Naval Flight
Officer School. I was designated a Naval Flight Officer, Radar
Intercept Officer (RIO), in March of 1975 and subsequently flew
both the F-4 Phantom and F-14 Tomcat, making a deployment
in each aircraft while attached to Fighter Squadron Fifty One
(VF-51) and making 300 carrier landings on the USS Franklin D.
Roosevelt (CVA-42) and USS Kitty Hawk (CV63). On my last duty
assignment on active duty, I was the Wing Electronic Warfare
Officer for the Fighter and Airborne Early Warning Wing at NAS
Miramar. I also obtained my MS in Mechanical Engineering from
San Diego State University during that last tour. In 1983, I left
active duty, but retained my commission in the Naval Reserves
serving in several flying and technology positions culminating in
three command tours as the Commanding Officer for Science and
Technology programs within the Office of Naval Research. I
retired from the Naval Reserves in April 2002 at the rank of
CAPTAIN, O6.
In my civilian life, I worked as an engineering program manager
for the Naval Air Warfare Center, Weapons Division, China Lake
and Pt Mugu. I retired from government service in December
2011.
I hold a Commercial Certificate with instrument rating, SEL and
MEL, and Private Certificate for Gliders. I have about 2300 hrs
and own a RV-12 SLSA with a partner, which I fly regularly.
I’ve lived in Camarillo since 1997 and have 2 grown children. My
son is Reliability Manager for Apple, Inc., and is a CFI in San Jose.
My daughter is a program manager for a data security and storage
company in San Jose.
I appreciate the opportunity to serve the Chapter and respectfully
request your vote for Treasurer.
I have been a member of EAA for well over
30 years and have been a member of several
different chapters. My main interests are
Young Eagles, Eagles, homebuilding, and
flying safety. I would like to see our chapters
become more involved with community outreach (particularly recruiting a more diverse
member population) because I feel that is the
only way our chapter – and our organization
– will survive.

I have been a member of Chapter 723 and
EAA National since 1995 and volunteered at
the EAA Airshow/WOC every year. I have been
on the Board of Directors five of the past six
years, starting as vice president in 2010. For
the last three years I have been BOD
secretary.
During 2015 I volunteered to assume the
Chapter newsletter editor position. I feel it is
important for the newsletter editor position to be represented on
the Board of Directors, therefore, I am a candidate for a Director
at Large position.
I began flying in 1966 and have ASEL and instrument ratings. I
flew many vacation flights all over the Western half of the United
States. In my engineering career, I was primarily involved with
aircraft navigation systems. I designed many special purpose
navigation computers and participated in system flight testing,
often as flight test director for Litton flying in the right seat on
large twin engine aircraft.
I look forward to continuing to serve on the Chapter 723 Board
of Directors in 2016, and appreciate your vote.

After spending the last three years as the
Chapter 723 treasurer, I would now like to
continue on the board as a Director at
Large. We have an exciting future as a
chapter, which includes not only a new hangar home, but also new opportunities for
education in general aviation. These opportunities include the donated aircraft and expanding our relationships with the CAF,
Wings Over Camarillo (WOC), the NinetyNines, our community at large, and our extraordinary scholarship program.
Between receiving his BS and MS degrees in
Aeronautical Engineering from Georgia Tech
in the early 1950s, Herb Hutchinson served
as a Demolition Specialist as a US Army
Combat Engineer Platoon Leader clearing
unexploded ordnance from what was to become the Demilitarized Zone (DMZ) between
North and South Korea. The first 6 years of
his professional career were with Republic
Aviation Corp. (F-84F, F-105A/B, and XF-103
Programs), and Convair Fort Worth (B-58A
Program). The middle 22 years of his career were spent as an
Aeronautical Engineer (Federal Civil Service GS-15) with the US
Air Force at Wright-Patterson AFB, Dayton, Ohio, and was the
Chief System Engineer for numerous major weapon system
development programs, the most notable being the YF-16 LWF
prototype (later to become the USAF F-16 Air Combat Fighter
Weapon System) and YF-17 LWF prototype (later to become the
USN F/A-18 Hornet Weapon System). While as Chief of the USAF
Aeronautical Systems Division’s Flight Technology Division, he
served as Certification Panel Chairman (on temporary assignment from the DoD to the DoT) for the President Reagan Task
Force on Aircraft Crew Complement (2 vs. 3 person commercial
flight crew) in 1980 at DOT Headquarters in Washington, DC.
The last 12 years of his career were with the Northrop Aircraft
Division (Hawthorne, CA) where he was Technical Director of the
Northrop/Dornier (German Luftwaffe) N/D-102 Program, and
Manager of System Engineering for the USAF YF-23 Advanced
Tactical Fighter and TSSAM Tri-Service Standoff Attack Missile
(both featuring stealth capabilities), from which he retired in
1994.
We also have additional opportunities which are not only educational, but have the ability to raise funds for our chapter. An
example is the bringing of the EAA Ford Tri-Motor to our chapter, which I did earlier this year.
The members of the Board need to be energetic and have the
ability and desire to participate in not only our chapter activities, but those of our aviation community, such as the WOC Air
Show.
My desire for the chapter is financial stability, educational outreach and to be a vibrant participant in our aviation community. I appreciate your vote and support.

I feel obligated and seek the opportunity to pass along some of
the extensive experience I have gained in aircraft design and
flight safety to the younger generation of Ventura County in hope
of inspiring and guiding them to follow some branch in a career
in atmospheric flight. As a member of the EAA Chapter 723
Board of Directors, I would hope to assist the EAA 723 in
achieving that objective with their youth ventures (e.g. Young
Eagles and Aviation Career Day programs). I have the parallel
goal of passing along my experience in flight safety to the adult
members of EAA 723.

I joined the EAA in 1985, soon after that I
joined Chapter 723 and was active for some
time. I had sold my Citabria a few years
earlier and bought the last set of plans for a
Long EZ. Due to a young family and career, I
was unable to continue my involvement until
a few years ago.
For the last four years, I have been a member
of the CWA helping to organize the Camarillo
airshow. I was the Flight line Safety Manager.
I am a Young Eagles ground volunteer. During the last four
months I arranged a donation of a Cessna 170B to the chapter.
With the help of our members we have been able to transport it
to Camarillo. We hope to restore it and start a program to enable
kids to become involved with aviation. We need to encourage
new young members.
I would like to be involved with the development of our new
hanger and I am running for a position as Director and would
appreciate your vote.

Elections of Chapter Officers and Chapter Board of Directors will
take place at the November Chapter Membership Meeting. Voting
privileges within the Chapter shall be limited to Regular Chapter
Members, Special Chapter Members and Life Chapter Members,
who are also National EAA Members.
A current valid EAA National membership will be required to
receive an election ballot at the November General Meeting. If
you have lost your membership card, contact EAA National

replacement membership card before the Chapter November
