Compensation and Benefits The City of Vallejo offers a competitive compensation and benefits program. The salary range for this position is $121,492 $147,874 annually and the appointment can be made anywhere within the range depending on the experience and qualifications of the selected candidate. This position is part of the Confidential, Administrative, Management and Professional Employees (“CAMP”) bargaining unit. Current benefits include: ♦ Retirement: The City participates in CalPERS with a 2.7% @ 55 formula with the employee paying 9%. Employees new to CalPERS will receive a 2% @ 62 formula with the employee paying 6.25%. Chief Building Official The Community The Building Division is responsible for reviewing plans, issuing building permits and providing on-site inspections for all new and remodel construction activity. The Department uses a one-stop permit center that includes Building, Planning, Public Works and Engineering, Fire Inspection and Business License staff and is designed to provide timely comments and approvals for applicants, and better collaboration among City disciplines. The Building Division will also be implementing a Rental Housing Inspection program and will provide support to a separate Code Enforcement Division in the City Manager’s Office. The City of Vallejo is centrally located 32 miles northeast of San Francisco and serves as home to almost 120,000 residents. This North Bay city is ideally situated at the southern end of Solano County, where the Sacramento, San Joaquin and Napa Rivers flow to San Pablo Bay. The Position and Ideal Candidate Profile The Chief Building Official (CBO) will bring positive and progressive leadership, strong management and administrative expertise to the City’s Building Division operations. The CBO will be expected to create an environment that emphasizes service through effective utilization of operational systems, processes, and technology, leading to quicker turnaround and greater levels of communication to the customer. The CBO will need strong organizational skills including a participatory, visible and “hands-on” management style. The City covers over 53 square miles of land and waterway and is the home of historic Mare Island. The central part of Mare Island is a vibrant mixed-use commercial district that is part of a continuing transformation from a former naval shipyard that was once the largest ship construction facility in the world. Mare Island epitomizes both the opportunities and challenges for economic development as land uses transition, historic buildings get repurposed, while new construction and infrastructure is added. A key priority for the Division is automation efforts for the permitting process. Currently, automation capacity exists but integration with the Finance and Public Works Departments has not been implemented. The goal of this priority is to enhance the current system to insure timely, accurate information for both customers and city personnel. Another key area of emphasis is addressing the current and projected increase of permits and development plans, while building team capacity and managing a budget within tight fiscal parameters. The CBO will oversee a staff of seven, including three vacancies to be filled in the near future. Due to the historic nature of the City’s downtown and Mare Island, the CBO is expected to have historic building code knowledge and expertise. The CBO will also need to have at least five years of increasingly responsible experience in the design, construction and inspection of public, commercial, industrial and residential buildings, including two years of administrative and supervisory responsibility. The position requires education equivalent to a Bachelors degree from an accredited college or university, with major course work in architecture, construction technology, civil engineering or a related field and possession of I.C.C. certification as a Chief Building Official. Additional I.C.C. certification as a Plans Examiner is highly desirable. Vallejo provides many quality options in the areas of housing, education, health care, arts and culture and recreation. The City is home to the California Maritime Academy, part of the California State University system and the only maritime college in the Western United States, and Touro University, an expanding four college graduate education institution focused on health careers. Other educational facilities include Solano Community College and the extensive K-12 Vallejo School District including two well-regarded Charter Schools. City Government Vallejo is a full service, charter city with a FY 2013-14 General Fund budget of $82 million, and an aggregate funds budget of $202 million. There are 522 authorized staff positions in the areas of: Administration (Finance & Human Resources), Operations (Police, Fire and Public Works), Community and Economic Development, the City Manager’s office and City Attorney’s office. The City has a Council-Manager form of government with the Mayor and six Council Members elected at-large on a non-partisan basis for four-year overlapping terms. Community & Economic Development Department and Building Division The Communit y & Economic Development Department consists of the Planning, Building and Economic Development Divisions. Its purpose is to promote quality development and increased investment in the community and to efficiently facilitate the development review and inspection process to meet community goals for development and promote health and safety. The Department has an aggregate FY 2013-14 budget of over $3 million, including $1.2 million for the Building Division. The Department has 18 authorized staff positions, of which eight are in the Building Division.
