The Jones Acts of 1916 and 1917
Professor CHRISTOPHER CAPOZZOLA (Massachusetts Institute of Technology): The most important
thing to remember about U.S. imperialism in this period is that it was a partisan project. It was started
under McKinley and finished under Roosevelt, and it was associated with the Republican Party. And
Woodrow Wilson is the first Democratic president to come in after the Spanish-American War. And the
Democrats had consistently opposed the U.S. annexation of the Philippines and U.S. imperialism. And
Wilson wanted to move forward.
The Jones Act of 1916 in the Philippines promises eventual independence to the Philippines when they
are, as it was said, when they have a “stable” government, when they are capable of governing
themselves. But one administration after another decided that they were not ready yet. And Philippine
independence didn't come until 1946.
In the Jones Act of 1917, he extends U.S. citizenship to people in Puerto Rico and makes migration rights
easier between the island and the mainland.
