TELANGANA STATE WAQF BOARD RAZZAK MANZIL, Haj House Building, Opp. Public Gardens, Nampally Road, Hyderabad - 500001 E-Mail : ceots@wakf.gov.in POLICY GUIDELINES FOR THE PAYMENT OF HONORORIUM TO PESH IMAMS AND MOUZZANS BACKGROUND Mosque is a place of community worship in Islam where muslims perform ritual prayers. The mosque is also a house of administration of justice and place of religious preachment and a centre for the association of community. Imam and Mauzzan are the two important revered functionaries of the Mosque. lmam acts as a supervisor and guide. The Mauzzanis appointed at a mosque to lead, and recite, the call to prayer for every event of prayer and worship in the mosque. They dedicate their entire life in the service of the mosque. The only source of their earnings is the meagre salaries paid by the Mutawallies and Masjid Committees. In spite of having enjoying such an esteemed position in the religious community, Imams and Mauzzans have been facing financial deprivation and facing difficulty to live with dignity in the society. Keeping in view of the financial plight and sombre conditions of the Imams and the Mauzzins, the Telangana State Government felt it desirable to support them financially by sanctioning Financial Aid to needy Imams and Mauzzans of the mosques registered with State Waqf Board and those having no or scarce financial sources. The Government of Telanganahas decided to grant monthly honorarium of Rs.1000/- (Rupees One Thousand only) and Rs.1000/- (Rupees One Thousand only) to eligible and selected Peshimam and Mouzzins respectively. The Government have allocated an amount of Rs.(12.00) Crores for the purpose during the financial year 2014-15. Contd..2 -2ELIGIBILITY CRITERIA 1. Pesh Imams and Mauzzans who are rendering services in the mosques/Masjids registered with the State Waqf Board only are eligible. 2. They shall be natives of Telangana State. 3. Persons belong to other states and rendering service in the same masjid for not less than (3) years having proper identity proof shall also be eligible. 4. They shall be the residents of the local area where the masjid is situated. 5. They shall possess at least any one of the following identity proof 6. (i) Aadhar card (ii) Address proof a. Household supply card b. Indian passport c. Driving licence d. Electoral card issued by the ECI. Pesh Imams and Mauzzans working in the masjid having annual income of more than Two lakh rupees are not eligible for the scheme. 7. They should be full time service renderers of the Masjids. Part time or performing the services for one or two prayers a day or performing special prayers during festivals, Eids etc are not eligible under the scheme. 8. One Imam / One Mouzzan alone shall be eligible from each Mosque. 9. They shall possess all such qualifications as required to be held for the posts of Pesh Imam and Mauzzans. 10. The scheme is applicable to the Pesh Imams and Muzzans of such masjids (i) Which are under the control and management of Telangana State Waqf Board. (ii) Managed by the local inhabitants, (iii) Registered with the State Waqf Board, (iv) Managed by mutawallis or the Muslims of the locality, (v) Mosques managed by members of Islamc Faith. (vi) They shall have a savings bank account and the honorarium will be credited by Electronic transfer directly into the Bank Account. Contd..2 -3APPLICATION PROCESS 11. Application Form will be available at the State Waqf Boards Office, Haj House building, Nampally, Hyderabad and its Website : ............................... (Online) and with the District Minority Welfare Officer. 12. Pesh Imams and Mauzznans will submit the filled in Application Form, with supporting Bank Account documents, specified identity documents to the respective District Minority Welfare officers. 13. Last date of application will be (30) days from the date of Notification. SCRUTINY PROCESS 14. The District Minority Welfare Officer will examine each and every application and verity it’s genuineness. If necessary, a field enquiry/ hearing may be conducted by suitable field officials. The DMWO will compile the list of working eligible Pesh Imams and Mauzzans. 15. The DMWO will then prepare separate lists of valid applications for PeshImam and Mauzzan in the following computerized format in Excel sheet, Mandal wise and forward with the Original Application Form of the Pesh Imam and Mauzzan keeping a Xerox copy of the Application Form for further reference and recommend the same under his Inked signature. After receiving above lists and the Original Application Form of the Pesh Imams and Mauzzans from the DMWO, will compile in Excel Format all data and particulars of the Pesh Imams and Mauzzans village wise and mandal wise for the District and preserve the Database. 17. The District Minority Welfare Officer will arrange Scanning of all the Original Applications of the Pesh Imams and Mauzzans and will send the DATABASE of the Pesh Imams and Mauzzans separately and the Scanned Forms to the Chief Executive Officer, T.S Waqf Board. Contd..4 -4SCREENING COMMITTEE 18. The Application Forms so received will be screened by a Screening Committee consisting of Chief Executive Officer, TSWB, Pesh Imam / Khateeb of Royal Mosque, Nominee of Jamia Nizamia, Nominee of Shia Community appointed for the purpose at the Waqf Boards Office. If required the Committee may call the applicants for personal interview at Boards office at Hyderabad. No travelling, boarding or loading charges will be reimbursed by the Board. 19. The selection committee will submit the shortlisted list to the Chief Executive Officer. TS Waqf Board. The Chief Executive Officer reserves the right to short list or limit the applicants basing on the availability of funds for the purpose strictly basing on the seniority of list submitted by the screening committee will be placed in the Board and with its approval, Honorarium will be paid to selected persons. PAYMENT PROCESS 20. The Chief Executive Officer, after short listing the applications basing on the funds available, will prepare the database of Pesh Imams and Moazzans of the Telangana State in two modes 1. All the scanned applications for future reference 2. A database containing the particulars of Pesh Imams and Mauzzans for effecting payment of Honorarium. 21. It is to be noted that only one Pesh Imam and One Mauzzan for each masjid will be eligible for this Honorarium. If there are two or more similarly eligible Pesh Imam or Mauzzans in a Masjid, the senior most Pesh Imam or Mauzzan will be eligible for this Honorarium. 22. It is to be noted that the Government of Telangana State has already allocated an amount of Rs.12 Crores to the T.S Waqf Board. 23. Finally, it will be distributed to each Pesh Imam and Mauzzan on their Bank A/c through Electronic Clearance System from the end of the T.S Waqf Board. 24. A provision for sending SMS alert will be provided. OTHER CONDITIONS 25. The entitlement is not against any regular post but purely honorary in addition to their salaries being paid by the Mosque Committee. 26. The beneficiary shall understand that this honorarium is liable to be forfeited to if he takes up part time/full time employment in more than one mosque. Contd..5 -527. Honorarium sanctioned is not transferable. If it is found to be transferred or some other person is drawing the amount without any valid reasons, the Government/CEO reserves the right to cancel the sanction and to initiate penal action against the beneficiary and the person illegally drawing the honorarium. The amount drawn illegally would be recovered as arrears of land revenue. 28. If any President/Secretary/ Mutavalli wrongly certifies any Pesh Imam or Mauzzan working with their masjid, such President / Secretary / Mutavalli will be personally held responsible for the lapse and appropriate penal and criminal action will be initiated him. 29. The Government may at any time, suo-moto or on application call for the records, files and database from any subordinate authority and examine its legality and genuineness and can pass orders to cancel, annul or modify such orders. **OOO**
