Overview
Under the direction of the KMSD board, the district sought feedback from the Kettle Moraine
community regarding the Master Planning process. The board identified four priorities for the
Master Plan:
1. Equitable access to technology and resources that support learning across all district facilities
2. Maintenance of site, facilities and physical assets
3. Flexible internal and external spaces designed for sustainability and adaptability to meet evolving
instructional needs
4. Safe, appropriate and motivational learning environments for students and staff

Developed in collaboration with K12 Insight, a technology-based research and communication firm
located in Virginia, the KMSD Facilities Master Plan Community Survey was conducted September 330, 2013. This report provides an overview of the findings.

Technical Notes
•
All residents within the Kettle Moraine School District were mailed a paper
survey with a postage-paid return envelope. Each paper survey included a
unique web-based survey key for those who preferred to take the survey online.
•
Email invitations were sent to all parents for whom the district had addresses.
Additionally, postcard reminders were mailed out to all residents within KMSD
and KMSD provided press releases regarding the survey.
•
Unique keys were provided with each paper survey. Additional keys were
available through the district office. Each address was allowed two unique keys
to limit the number of responses per resident.
•
All questions were voluntary.
•
Since results do not reflect random sampling, they should not be generalized to
entire populations. Rather, results reflect the perceptions and opinions of the
groups who responded to the surveys.

Almost 2,000 people participated in the KMSD Master Plan Community Survey.
More than 8,400 surveys were mailed to residences within KMSD.

Some Themes from Responses
Many respondents are satisfied with KMSD’s current level of communication.
Respondents recommend that communication include both sides of topics or issues and
describe decision-making processes.
Respondents would like more communication via email and would like the communication
to be more timely.
Respondents feel there are too many methods of communication and suggested that there
be a centralized mode for communicating. Infinite Campus was identified as a good start.
Respondents suggested there be more program-specific communication such as block
scheduling, Special Education, KM Explore School, etc.

More than 200 respondents provided feedback on other approaches. (N=203)
Some Themes to Responses
Respondents offered various prioritization of the approaches such as
• security, upgrade technology and infrastructure, improve energy efficiency and
reconfigure existing classrooms
• safety first or
• technology and infrastructure is most important
Other approaches were suggested such as smaller class sizes, resources for programs (i.e.,
special education, basics curriculum, virtual classrooms) or specific building needs such as
air conditioning.
Respondents recommend that the district provide some comparison of the Facilities and
Technology Assessment results with other school districts.
