CITY OF SAN FERNANDO--A widespread blackout on
Wednesday hit some parts of
Central Luzon after an emergency shutdown was imposed
on at least two generating plants
due to power shortage.
Lilibeth Gaydowen, National
Grid Corporation of the Philippines (NGCP) communications
officer, said the two generating
power plants suffered a shortage of 3,700 megawatts as of
2:30 p.m. on Wednesday.
“We could not immediately
determine what specific areas
have been affected but reports
from the field said the power
outage is widespread,” she said.

Ejica, 66 CL towns in Comelec watchlist

– The province of Nueva Ejica
and at least 66 towns and cities in Central Luzon are being
closely watched by the police
and the Commission on Elections (COMELEC) as they
stepped up efforts to limit the
number of election related violence and fraud five days before
the May 13 polls.
In a press conference here
on Wednesday, hosted by the
Philippine Information Agency
(PIA), Police Regional Office
Deputy Regional Director for
Operations Senior Supt. Moro
Virgilio M. Lazo disclosed that
Nueva Ejica topped the list of
areas being closely monitored
with 23 towns or cities where
violence and fraud could escalate in connection with elec-
tions.
Lazo said they have recorded nine election related
violence, the latest of which is
the murder of a mayoralty candidate in San Jose town, Tarlac
on Monday.
Police identified the victim
as Burgos, San Jose Barangay
Captain Rudy Abella, 65, who
died on the spot due to multiple
gunshot wounds in different
parts of his body. At least two
unidentified men reportedly
killed one of the two mayoralty
bets in San Jose.
Lazo said that in Pampanga, at least nine cities
and towns are being closely
watched, including Mexico
and Arayat towns. The others
provinces in Region III and the
number of areas being watched
are: Aurora, 2; Bataan, 5; Bulacan, 11; Zambales, 2; and,
Tarlac, 13.
Atty. Rafael Olaño, Comelec regional director, said his
office “is ready” with the assistance of the police and the
Nueva Ecija-based 7th Infantry Division of the Philippine
Army (PA) headed by Major
Gen. Gregorio Pio Catapang Jr.
Olaño said there are a total
of 3,756 candidates in the region vying for some 1,400 positions.

Korean dies in Orion accident
CAMP OLIVAS, Pampanga--A Korean national
died when he was ran over by a commuter van
the other day in Orion, Bataan.
The Korean was identified as Choe Byeonghak, 56, and presently an employee of Bumjin
Phils. Construction Inc.
According to investigation, the victim has just
came out of the PMJ Hotel located at Roman
Highway, Barangay Puting Buhangin, Orion,
Bataan at about 9:30 p.m. and while crossing the
Highway in front of the said hotel a white Toyota
Hi-Ace Commuter Van bumped him.
The van, registered under the name of Dwight
Roxas of St. Francis Subdivision in Barangay Kitang 1, Limay, Bataan, was driven by Neal Grant
Roxas, 22, also a resident of Barangay Kitang,
police said.
The victim was rushed to the St. Michael Hospital in Orion where he was pronounced dead on
arrival.
The body of Byeonghak was brought to Pangilinan Funeral Homes in Angeles City by a fellow
Korean.
The driver is in the custody of the Orion Police

80-year old man killed
in Mexico road mishap
CAMP OLIVAS, Pampanga--An octogenarian
was killed Tuesday after he was hit by a speeding motorcycle while crossing a barangay road in
Mexico, Pampanga.
Police identified the victim as GervacioMarlangawe, 83, of Barangay Balas of the said town.
According to police investigation, the victim
was crossing the barangay road in Balas about
8:30 a.m. when a black Honda Wave motorcycle
driven by Alvin Cruz, 33, a store merchandiser
of Barangay Sta. Cruz, Magalang, Pampanga,
bumped him.
As a result, Marlangawe sustained injuries in
the different parts of the body.
The victim was rushed to the Mexico Community Hospital and later transferred to the Jose B.
Lingad Memorial Regional Hospital in the City of
San Fernando where he died while undergoing
treatment.
Cruz is presently under the custody of the
Mexico Police Station. • (FEM)
Cops arrest man for
illegal guns in Mariveles
CAMP OLIVAS, Pampanga--Police authorities
arrested a man and confiscated several assorted
firearms and ammunitions the other day in a raid
in Mariveles, Bataan.
Arrested was Adonis Fandalian in his residence at Barangay Cabcaben, Mariveles, Bataan
at about 4p.m.
The raid was covered by a search warrant
issued by Judge Richard Paradeza of the RTC
Branch 72 of Olongapo City against Fandalian.
The raid, police said, resulted in the confiscation of one Armscorcaliber 22 rifle, one cal 45
pistol, one double-pipe shotgun marked USA,two
homemade shotguns (Sumpak), and several assorted ammos.
Police said the raid was witnessed by Barangay kagawad Enrique Ruiz and TanodArtemioSarsoza of Cabcaben.
Fandalian, together with the confiscated items,
was brought to the Regional Intelligence Division
Office for documentation and disposition.
The suspect will be charged with two counts of
Illegal Possession of Firearms and Ammunitions,

DOST, CHED award 10 Soldiers cited for foiling
top scholars in C. Luzon armed ‘extortionists’

The Department of Science and
Technology (DOST) and Commission on Higher Education
(CHED) Region 3 awarded Monday 10 of its 66 scholars who
graduated with Latin honors this
year.
Among the scholars were
Edgar Allan Corpus, from Wesleyan
University-Philippines;
Jack Jon-jon Marcos, and Mary
Joyce Yambao from Bulacan
State University; Ren Zedec Santos, Holy Angel University; and
John Patrick Serrano, Tarlac
State University, who all graduated Magna CumLaude.
Also, Richard Bitualia,
and Haren Valencia, both from
Bataan Peninsula State University; Jeanesse Lumibao, Central
Luzon State University; Maelyn
Reselva, Wesleyan UniversityPhilippines; and R-jay Tamsi,
Pampanga Agricultural College,
all Cum Laude.
They each received a DOST
medal and cash incentives
awarded by DOST Assistant Regional Director for Finance and
Administrative Services Belen
Garcia, and CHED Regional Director Virginia Akiate.
One of the scholars, Jack
Jon-jon Marcos, in an interview,
said that being one of the scholars of the department became
a big help for their family since
they are two siblings studying in
college.
“I’ve been a scholar of DOST
for three and a half years, this
is for seven semesters. They are
covering my tuition fee, allowance, and books each semester,”
Marcos explained.
The 20-year old scholar
graduated with a degree of BS
Mathematics.
As plans for his future employment, he is considering to
work in the government. “I wanted to work in the government if
given the chance, and this is to
extend my services to the general public, it’s like paying back
now,” he added. •

chief Lieutenant General Noel Coballes recently
conferred medals to eight troops from the 56thInfantry Battalion (56IB) based in Bulacan for successfully neutralizing armed extortionists.
Award of Military Merit Medal (Interim) was

Joel Romano III, Cpl. Danilo Viray Jr., Cpl. Romy

activities this month for Pyestang Fernandino 2013 culminating on the May 31 city
fiesta.
Observing the Feast of
the City’s Patron, Saint Ferdinand, the city announced the
schedule of activities for the
month-long celebration with
the theme “Gintung Pakamalan, King Piyesta Kikilala-
nan.”
“We are here to celebrate
the City’s shining glory,” fiesta
chairperson Michelle Ong
said at the launch during the
Monday flag raising ceremony.
“We use ‘gold’ as a symbolism of San Fernando’s
awards and successes; San
Fernando is gold!” Ong added.
Following
the
fiesta
launch was the press presentation of the official candidates for the Lakan and Mutya
ning San Fernando. As one of
the highlights of the fiesta cel-
ebration, this year’s pageant
on May 29 features 13 pairs of
talented youngsters from different barangays of the city.
Aside from the annual activities, local signer-comedian Jojit “Ara Muna” Villareal
also invited all Fernandinos to
come and witness the variety
show and the City’s own “lookalike” contest on May 28.

Rodolfo Ocampo said Arroyo, who
is running for re-election, has given
his barangay lined canals and road
improvement projects even while she
was serving as the country’s President.
He cited the cemented road and
the deep lined canal fronting the Sta.
Clara Monastery as among the projects given by then Pres. MacapagalArroyo.
Ocampo said the area used to be
flooded for weeks until the canal was
built to hasten the draining of flood
waters.
He further said his people have expressed their appreciation for the projects “in their own simple ways” and
pointed to a simple signboard of used
plywood tacked to a tree beside the
mouth of the lined canal thanking the
congresswoman in Kapampangan.
Ocampo said Arroyo’s Sapang
Maragul Diversion Channel, technically called Pinatubo Hazard Urgent
Mitigation Project 3 Contract Package
4, which passes through his barangay, has been helpful in controlling
floodwaters not only in his barangay
but throughout Guagua, particularly
the Betis area.
In his barangay, however, lined
canals and elevated roads are equally
important in flood control so that the
flood waters in low-lying parts will
subside more speedily.
To help in the town’s flood control measures, Ocampo further said
his constituents have been strictly
observing proper waste management
and segregation, proof of which are
the awards the barangay has won for
waste management.
San Agustin has a well-maintained materials recovery facility
(MRF) and sustains a livelihood project recycling plastic bottles and bags
into bags and decorative items.
The most recent project donated
by congresswoman Arroyo to the barangays are a small lined canal, the
expansion of a footbridge at the San
Nicolas 1-San Agustin border and
the repair of the barangay’s garbage
truck.
Both footbridge and lined canal
have simple signboards thanking the
congresswoman. •

Union deplores CDC statement

--A labor union from
the Clark Development
Corporation (CDC) has
lambasted the management’s stand on their
collective
bargaining agreement (CBA).
In a statement, the
Association of CDC Supervisory
Personnel
(ACSP) said the management’s statement is
“uncalled for and brings
bad taste” because CBA
is mandated by the Labor Code of the Philippines and is enshrined
in the Constitution.
Earlier, the CDC
management
has
branded ACSP’s accusations as “unjust, unwarranted, unreasonable
and very selfish.”
“We also deplore the
statement of CDC President Arthur Tugade that
CDC has been generous
to (its) employees,” Victor Barbieto, president
of the ACSP said.
“How can CDC be
generous when employees are negotiating their
salaries every five years
through CBA?” Barbieto asked adding that,
“That’s why unions were
formed in CDC because
never in the history of
CDC that management
has been generous to its
employees.”

Angara calls
for bigger
budget for
tuition subsidy

senatorial bet Edgardo “Sonny” Angara yesterday urged the government to provide additional
budget to the Department of Education (DepEd)
so that more high school students in Grade 7 in
private schools can avail themselves of tuition
subsidy..
For School Year 2013-2014, DepEd officials
said they have increased by 24 percent the number of slots for Grade 7 students who are entitled
to tuition subsidy in private schools.
The DepEd said that 310,709 slots have been
allotted for tuition subsidy for school year 20132014 under the Education Service Contracting
(ESC) scheme. Last year, 250,896 students benefitted from the tuition subsidy.
The ESC is a scheme under the Government
Assistance to Students and Teachers in Private
Education (GASTPE) wherein the government
subsidizes the tuition of students who enroll in
private schools because public secondary schools
cannot accommodate them anymore.
The program is jointly implemented by
DepEd and the Fund for Assistance to Private
Education (FAPE).

and making donations, which are both

Party condemns Tarlac mayoral bet’s killing

CAMP OLIVAS, Pampanga--The
Lakas-Christian and Muslim Democrat Party condemned “in the strongest
terms the brutality, insensitivity and
barbaric murder” of mayoral candidate
Rudy Abella in San Jose, Tarlac.
Lakas-CMD party chairman
Senator Bong Revilla Jr. and party
president Rep. Martin Romualdez also
condemned those behind “this unconscionable, undemocratic and cowardly
act.”
“In the heart of the President’s
province and in the midst of our
struggle for clean, peaceful and honest elections, we remember our partymate Rudy Abella as one of the loyal
and faithful members of our party who
withstood all political adversities and
stood beside our gubernatorial candidate, Pearl Pacada, despite extreme
political pressure,” Revilla and Romuladez said in a joint statement released
to the media shortly after the assassination of Abella.
Abella was shot to death by two unidentified armed men during a political
rally of Lakas-CMD Party in Sitio Sta.
Cruz, San Jose, Tarlac at around 5 p.m.
last Monday.
Police said Abella was waiting
for his turn to talk when the suspects
armed with 45 and 9mm cal. pistols
approached and shot him five times at
close range, hitting him in the chest
and abdomen.
After the shooting the gunmen
joined their three companions who
served as lookouts before fleeing
aboard two motorcycles.
Police Regional Office 3 director
Chief Supt. Edgardo T. Ladao has directed the Tarlac Police Office headed
by Senior Supt. Alfred Corpuz to conduct a thorough investigation of the
case to identify the killers of Abella.
Ladao was fuming mad upon
learning of the incident saying the local police were very lax in their security
preparation against any attacks of local
candidates in Tarlac.
Investigators theorized that Abella
was reportedly killed by communist
rebels. Abella was reportedly very active in combating communist insurgents before he retired from the police
service a decade ago.
Police also said that a certain
Marites Sigua, 35, married, was hit by
a stray bullet. Both victims were taken
to Central Luzon Doctor’s Hospital
where Abella was pronounced dead on
arrival.
“Abella has been a strong advocate for peace, and good government.
As a former barangay chairman, he
knew the consequences and struggles
of public service, stood behind his
constituents and fought against political monopolies and money. He was a
strong contender for mayor of San Jose
so much that his killers made sure he is
out of race,” Revilla said.
The statement said the latest incident marks the growing number of harassment and violence against LakasCMD.
“Regardless, we remain steadfast
in our commitment to the Filipino people to fight against the oppressive and
strive towards our shared goals of genuine democracy and people empowerment. We will not be cowered,” Revilla
and Romualdez further said.
At the time of his death, Abella was
the chairman of Barangay Burgos and

Money ban:
Off-line decision
The Commission on Elections has taken a bold and unprecedented step in its effort to ward off possible vote-buying
for the upcoming May 13 elections--a ban from withdrawing
amounts exceeding P100,000 from any bank or financial institution, without any “valid reason.”
The ban, that took effect yesterday until May 13, also
banned the “possession, transportation and/or carrying of
cash” more than P500,000.
The only ones exempted to carry cash more than
P500,000 are farmers, merchants and other “persons similarly situated” who travel to and from Metro Manila or other
business destinations provided they could prove their transactions that enabled them to accumulate the amount that exceeded half a million pesos or any other currency equivalent
to the amount.
Comelec Resolution No. 9688 “resolved to prohibit the
withdrawal of cash, encashment of checks and conversion
of any monetary instrument into cash from May 8 to 13, 2013
exceeding P100,000 or its equivalent in any foreign currency.”
Businessmen, now, have to wait until the election is over
before they could go back to their normal operations. Who
would want to carry on doing business without any assurance that they will not be arrested anytime only because they
did not aswer questions properly?
Problem is the announcement came in too late that those
who have pending cheques to fund might not be able to beat
their deadline in funding their cheques for fear of being arrested while transporting money and failing to answer queries about what the money is for.
But, even if they do answer the questions about their
transaction, this new Comelec move defeats the purpose of
the Bank Secrecy Law that protects bank depositors from
kidnapping and other crimes.
Before this money ban, many Filipinos never thought that
the Comelec was that powerful that it could go to the extent
of making business transactions in the country tedious and
risky during the election period.
The Commission, indeed, is taking the elections quite
seriously (and almost rabidly) that that it failed to look at the
consequences of their actions.
This is one short-term action that does not have any promising results because politicians have been buying votes for
so long that they have already withdrawn the money they
need many days ago.
The Comelec money ban is a one-shot deal. Politicians
would know better in the next elections to withdraw early the
logistics before the money ban takes effect anew.
Nice try!

Sure win for Cong Oca
The congressional derby in
Pampanga’s Third District has obviously shifted in favor of Mayor Oca
Rodriguez of the City of San Fernando.
What had been a lopsided contest
paced by incumbent congressman,
Dong Gonzales late last year has become an apparent walk to victory for
Mayor Oca--or should I say Cong Oca.
As if designed by fate for Cong Oca
to hold anew the congressional seat,
all important factors in winning in
the congressional election (the aces if
it were a card game) have all come his
way and the camp of the incumbent
congressman did not know what hit
them.
Who could ever dispute the strong
connection of Cong Oca to President
Benigno Simeon Aquino III at this
point? Fact is Cong Oca is the strongest link of Pampanga to Malacanang
and is our only hope to corner big
ticket projects from the national government.
Rodriguez as congressman will
be the best conduit of projects from
Malacanang, over and above the other
initiatives he could provide the district from his pork barrel.
Governor Lilia Pineda, who does

every buddy to help cool down our super-hot Mother Earth
while national and local campaigns heat up. (Candidates must
be really feverish this time, elections being just around the corner.)
How? Read (if you want to) the leaflets, posters and other
campaign materials that come your way, to help you in choosing whom to vote. Then recycle them as scrap paper for grocery
lists or phone messages, or use them as cabinet and drawer
liners (right side down). Or perhaps bring them to market as
wrappers for the items you would be buying.

Sa mga senador, hindi pa kumpleto ang listahan ko ngunit mahigit sa kalahati na ang siguradong iboboto ko. Para
naman sa kongreso, wala. Para sa gobernador, meron na at
ganoon din sa bise gobernador. Sa mga bokal (board members), ayaw ko na munang pag-isipan sa ngayon. Sa mayor,
wala. Sa bise-mayor, pinag-iisipan ko pa ring mabuti. Sa
mga konsehal, nakakahiya mang aminin, pero nakakatamad pag-isipan ang mga iboboto ko sa puwestong ito.
May isang kaibigan ang nagsabi sa akin na mas nahihirapan siya kaysa dati sa pamimili ng mga iboboto niya para

friend understands that. Then what should be the yardstick
to use in choosing the right candidates to vote for this coming election? This is the million dollar question every Filipino is faced today.

Cunanan continues
murder spree
May 9, 1997
The body of William Reese, 45, a cemetery caretaker, is found
in rural Pennsville, New Jersey, on May 9, 1997. He had been shot
in the head with a Golden Saber .38-caliber bullet. Police soon determined that the killer was Andrew Cunanan, a 27-year-old man
already wanted for three murders. It appeared that Cunanan had
killed Reese in the process of stealing his Chevrolet pick-up.
Cunanan spent most of his adult life as the kept companion of
wealthy older men, living a very expensive lifestyle in San Diego,
California, that was far beyond his own means. In April 1997, Cunanan told his friends that he was moving to San Francisco. However, he actually bought a one-way ticket to Minnesota after begging
his credit card company to extend his credit limit.
In Minnesota, Cunanan met up with David Madson, whom he
had briefly dated in the past. Apparently, Cunanan went there in an
attempt to continue the relationship. On April 27, Jeffrey Trail, an acquaintance of both Cunanan and Madson, met the two at Madson’s
apartment, but the details of what happened there are still unknown.
Authorities know only that Cunanan killed Trail with a hammer and
then went to East Rush Lake, where he killed Madson two days
later with one shot to the head.
Cunanan then took Madson’s jeep and drove to Chicago where
he found his next victim: 72-year-old millionaire Lee Miglin. Miglin
was bound by duct tape, stabbed with gardening shears, and then
killed when Cunanan cut his throat with a saw. Cunanan then drove
east to New Jersey in Miglin’s Lexus, where he killed Reese and
escaped with his car.
A massive manhunt ensued when the FBI placed Cunanan on its
Ten Most Wanted List. The press ran with the story, and Cunanan
was featured multiple times on television’s America’s Most Wanted.
Police believe that Cunanan spent a few days in New York City’s
Greenwich Village before driving south to Miami, where on July 15,
he killed famous fashion designer Gianni Versace outside his South
Beach mansion
On July 23, Fernando Carreira, the caretaker of a houseboat in
Miami, found an intruder on the boat and called police. Apparently
sensing his capture, Cunanan shot himself in the head, but police,
unaware, engaged in a five-hour standoff with the already dead
killer.
No solid motive for Cunanan’s murders has emerged, although
rumors abound that he was HIV positive and sought to take revenge
for his condition. In the end, Cunanan lived up to his high school
classmate’s billing as the student “most likely not to be forgotten.”-HISTORY

testimonies attesting to the pay-offs. We
will also look into the complicity of the barangay officials whose names appeared in
the payrolls, as well as Hotel Stotsenberg for
allowing its vehicles to be used in electoral
fraud,” lawyer Pamintuan said.
Under the Omnibus Election Code, votebuying is prohibited. Anyone who will be
found violating the provision of the election
law can be penalized with up to six years in
prison. Violators shall also likewise be deprived of the right to vote and be disqualified from holding public office.
Aside from such violations, some residents of Barangay Capaya Dos allegedly attacked “Bantay Boto” volunteers who tried
to dissuade folks from selling their votes.
Several of the “Bantay Boto” volunteers,
mostly members of the Guardians, were
hurt. They pointed out a barangay kagawad
as the one who led their attackers, who also
tried to grab the cameras they used to document the incident.
They said they will press charges against
their attackers, particularly the unidentified
barangay official whose photo they have
taken.
Bantay Boto is a group created by PAK to
thwart any vote buying activities in the city.
Lazatin’s camp has earlier clarified that
people visiting their camp are their campaign leaders from various barangays in the

personal economic relief allowance (Pera),
rice subsidy, hazard pay, housing, utilities and
transportation allowance, and communication allowance for supervisors because those
are mandated by law and negotiated through
CBA,” Barbieto said.
“Why would CDC management include
bereavement leave in their statement? Sino ba

Cancer Awareness Month

(DOH) launched Monday the
6th Cervical Cancer Awareness
Month in the region emphasizing the importance on annual
screening of the said disease.
Cervical cancer ranks second on the most common type
of cancers afflicting women,
following breast cancer. In the
country, about 12 Filipinas die
due to cervical cancer each day-about 250,000 deaths per year.
Dr. Carol Narra, DOH-Central Office Program Manager
on National Center for Disease
Prevention and Control, disclosed that for six years, their
department has been doing
the free screenings for Filipino
women aged 21 and above.
“These include Pap smear
and visual inspection using
acetic acid or VIA,” she ex-
plained.
Dr. Agnes Gaddi of JBL
said that in their hospital, they
have an approximate 200 cases
of cervical cancer annually.
“What we need to do is to
prevent this life-threatening
disease as early as possible
through screenings. We already have the cure but let us
not be complacent about it,
rather we should have regular
check-up for early detection of
this disease,” she explained.
About 80 to 90 percent of
cervical cancer is acquired by
sexual transmission.
“The keys to prevent cervical cancer are through safe sex,
regular screenings, and vaccination,” Gaddi added.
Fifty-eight DOH-retained
hospitals will be offering this
screenings for the whole month
of May. In Central Luzon alone,
two have been identified – JBL
in Pampanga, and the Bataan
General Hospital. Interested

(HUDCC) conveyed to PNR
Chairman of the Board Norberto Nazareno through his
letter of May 23, 2011 that a
PNR Board Resolution, putting on hold negotiations

not supersede an Executive
Order of the President.” Further Binay stated that “the
rights already vested by law
on the CELA awardees will
remain valid and subsisting
and will have to be respected
by all concerned.”
Nazareno, in his letter
of July 18, 2011 apologized
to VP Binay for the late reply
and said that PNR hopes to
work closely with HUDCC
on matters pertaining to EO
48.
After 15 months since
the verbal pronouncement in
March 2011, the PNR issued
Office Order No. 014-2012
on June 4, 2012 creating the
PNR-HUDCC Task Force on
PNR Non-core properties
that will develop criteria for
the reclassification of the entire non-core properties under Executive Order 48 and
will evaluate the viability of
these properties for socialized housing purposes.
Basing on legal position,
Director Alvin Claridades,
HUDCC’s official representative to the Task Force, recommended that PNR non core
properties in the municipalities of Floridablanca, Guagua and Lubao Pampanga be
included in the priority list
for disposition through sale.

Gaydowen clarified that the power failure was not

LUBAO, Pampanga – Gov. Lilia Pineda described the Sampaguita industry here
and in two nearby towns as Pampanga’s livelihood for life.

“Fritzie” David-Dizon, said she is
pushing for the “huge improvement” of the livelihood industry,
which benefited for decades residents of four villages in Lubao,
five in Floridablanca and three in
Guagua. All three towns are part
of the Second District and Lubao
is the hometown of Pineda, who
was the town’s former three-term
mayor.
“I have always been inspired
by farmers, including Sampaguita growers, who were not just able
to raise decently their families but
were able to send their children to
colleges and universities for college education,” said Pineda, who
is one of the seven children of the
late farmer Sisenando Garcia of
Sta. Cruz, Lubao.
“There were even doctors produced by the Sampaguita growers
and that’s amazing,” she added in
the dialect.
In her recent meeting with
farmers at the Lubao Gym, Pineda vowed to prioritize agriculture
in 2013. She asked the provincial
board led by Vice Gov. Joseller
Guiao to allot “more funds for
agriculture and food production.”
First District Board Member
Crisostomo Garbo, chairman of
the committee of finance and appropriation, said the “big portion”
of the some P1.7 billion budget of
Pampanga this year is allotted for
health, education and agriculture.
LUBAO ON TOP
In the summary report of the
Office of the Provincial Agriculturist (OPA), the Sampaguita production in Lubao is at Barangays
Sto. Domingo, San Francisco,
Don Ignacio Dimson and San
Roque Dau 1st.
The total area previously established for Sampaguitas at
Pineda’s hometown is some 25
hectares, said the report of Honorio Pineda of OPA, focal person
on Sampaguita. It added that the
newly established Sampaguita
plantation in Lubao is 1.7 hectares.
Crispin Guintu, officer-incharge of OPA, disclosed that the
provincial government had distributed at least 10,230 pieces of
Sampaguita seedlings as of August 2012.
Guintu said the OPA held
training of trainors on Sampaguita production and pest management. At least 100 persons attended, he added.
Last year, the OPA gave seminars for the proper management
of pesticides and how to combat
diseases such as “white fly.”
There are at least 435 growers in Lubao and some 250,000
Sampaguitas planted.
In nearby Floridablanca, there
are 16 growers and 24 hectares
of land are used for Sampaguita
production.
The Pineda administration
distributed 7,970 pieces of Sampaguita seedlings and some
240,000 Sampaguita plants existed.
The OPA said that three villages in Guagua are into Sampaguita
production. They are Barangays
Siran, Magsaysay and Maquiapo.
But the same office has yet to give
a detailed report about the Sampaguita industry in Guagua.
For decades, San Roque Dau
1st was the top producer of Sampaguita flowers in Lubao. But Sto.
Domingo Barangay Chief Elizabeth Velleza said their village
“appeared to have overtaken San
Roque Dau 1st in terms of production volume.”

Pineda ordered Guintu to
form cooperatives for Sampaguita growers in Pampanga.
“It will be good for them and
the aid and support can be turned
over smoothly,” said Pineda.
Pineda said she will also look
into a project that will make perfumes out of Sampaguitas.
“I was in Europe once and
they need a big and steady supply of Sampaguitas for perfume
production. But we still have to
make sure that we can supply the
demand before we accept regular
orders,” said Pineda.
For his part, OPA’s Pineda said
his office has produced a perfume
made from Sampaguitas.
“We will soon realize the
dream of the governor to help
more the farmers and maximize
their production,” he added.
Earlier, the Department of
Labor and Employment (DOLE)
regional office gave fertilizers,
sprayers and insecticides and water pumps to Sampaguita growers in Pampanga.

participants.
She also thanked Gov. Pineda for her all-out support to the
town’s Sampaguita industry.
Last year, the governor and
the Lubao Mayor turned over
some 4,000 Sampaguita seedlings to growers in San Roque
Dau 1st.
As a former three-term mayor of Lubao, Pineda helped the
Sampaguita industry blossom,
said David-Dizon.
“It’s déjà vu for the former
mayor. But now, as governor,
she is in a better position to
help Sampaguita farmers in our
district and there will be more
support and help coming,” said
David-Dizon. ●
