Message COMMANDER MECHANIZED INFANTRY DIVISION, PHILIPPINE ARMY Camp O’Donnell, Capas, Tarlac As we continuously move forward for the attainment of our vision, we are all witnesses to the various accomplishments the Command has achieved in the conduct of armor operations in line with the thrust and priorities of Higher Headquarters during the past year. Our accomplishments bespeak of the work our unit has done through the unwavering support of every personnel of the Division. As we face new challenges in the early stage of our existence as a Division, let us work harder with vigor, enthusiasm and perseverance as we solidify and synchronize actions geared towards the attainment of our goals and objectives. Every tanker has a role to play. Our line units in the field and other units of the Command works hand in hand to ensure sustainability and attainability. We remain steadfast on the continuance of programs towards the enhancement of our unit. Always remember the line “ Lakas ng Kawal... Lakas ng Bansa”... that is why I urge every member of this Command to give your best effort in the performance of your assigned task as we continue to cherish the hard- earned reputation that our unit has established in the pursuit of its unit’s mission and as we continue to serve God, Country and our people. MAYORALGO M DELA CRUZ Major General AFP 3 4 “MAAASAHAN” Fierce Fighters for Peace For the past months, series of atrocities particularly shooting incidents, liquidations and Imrovised Explosive Device (IED) attacks perpetrated by the Bangsamoro Islamic Freedom Fighters (BIFF) have been recorded not only within 601st Brigade and 1st Mechanized Infantry Brigade area of responsibility (AOR), but also in the AOR of other Brigades under Joint Task Force “CENTRAL”. The BIFF has been consistently monitored to be manufacturing IEDs and planning more attacks on both government forces and civilians. On 25 January 2015, the BIFF was again involved in the killing of PNP-SAF members who were supposed to serve Warrants of Arrest (WA) to Malaysian terrorist Zulkifli Bin Hir @ “Marwan”, a known bomb expert and Basit Usman in Barangay Tukanalipao, Mamasapanao, Maguindanao that resulted to 44-killed in action and 10-wounded in action on the government side. To prevent the BIFF from conducting further atrocities against government troops, JTF “CENTRAL” will conduct deliberate operations inside the SPMS box to destroy the BIFF, particularly the terrorists who are seeking refuge thereat. Army troops led operations to clear affected areasagainst the BIFF. OPLAN “BISTEK” of the 1st Mechanized Infantry (Maaasahan) Brigade was formulated in reference to the OPLAN “CHAMPOY” of Joint Task Force (JTF) Central with the tasks “attacks to destroy enemy forces and seize all BIFF camps”. With an inch closer to reality to start peace, 1st Mechanized Infantry (Maaasahan) Brigade directed its Line Battalions, the 2nd Mechanized Infantry Battalion composed of One (1) Mech Coy as Main effort to prevent the BIFF from reinforcing their forces at the area and to block their withdrawal. One Mech Company, 1st Mechanized Infantry Battalion (SE) as the supporting effort with the tasks of destroying enemy forces. Battery of 7th Field Artillery Battalion also provide artillery fires support for the operating troops. Likewise coordination with Tactical Operation Group 12 was made for close air support thru Navy AW109 in conducting Intelligence Surveillance Reconnaissance (ISR) on the reported enemy location. 26th Military Intelligence Company, 6th Military Intelligence Battalion Employ action agents to monitor the situation and to conduct CI to preempt saboteurs from conducting atrocities. The 6th Forward Support Medical Team provides first aid and MEDEVAC to the wounded operating troops by respective Support vehicles as situation permits. Two (2) Marine Battalions occupy Pagatin- Mamasapano route in order to prevent the BIFF from reinforcing their forces. Soon series of meetings and planning a joined conference in connection with OPLAN “CHAMPOY” dtd 14 February 2015 of Joint Task Force (JTF) Central was held at H6ID, TOC Old Capitol, Shariff Aguak, Maguindanao attended by 1st Mechanized Infantry Brigade, 601st, 602nd, 603rd Infantry Brigade, Marine Brigade and the key staffs officers of 6th Infantry Division. The next day, COL GENER P DEL ROSARIO CAV (GSC) PA, 1st Mechanized Infantry Brigade Commander, headed the follow – up enjoined consultation on the coming operation. The conference was attended by the Battalion Commanders from Operationally Controlled units, Brigade and Battalion staff officers. All for the glorious advantage, government troops successfully defeated and occupied the rebel’s camp with ninety six (96) killed and more or less one hundred (100) casualties on the enemy, recovery of numerous Improvised Explosive Device (IED) and voluminous subversive documents. Nine (9) KIA and Thirty three (33) WIA on government side. No recorded civilian casualty and damage to properties; residents of affected areas are still at evacuation centers, they returned to their respective home when normalcy has been restored. The BIFF collapsed and fiercest men prevailed throughout the battle. Victorious deeds are credited to troops who paraded their brave tactics, accurate preparation on air and on land and securing mobility from IEDs planted in different areas. BIFF scattered into small group; troops and the combat support units from the different battalions continue to conduct pursuit operation against the member of the Lawless group. In the end, we are brave and fierce fighters against any enemy who will try to destroy our peace and our sovereignty. ‘We want PEACE, Not W AR’ …Peace Advocates in Lanao Del Norte By: CPT RENATO A DOROTEO (CAV) PA “Let’s give peace a chance,” hailed peace advocates during a ‘Gathering for Peace’ in Kolambugan, Lanao del Norte on Feb 25, 2015 Around 2,000 participants with multi-sector representations from the local government units (LGUs) of Tangkal and Kolambugan, headed by the two chief local executives and their officials, converged at the town’s municipal hall ground, in commemoration of the 29th People Power Revolution. Most of them brought along placards bearing messages of peace: “Kapayapaan para sa Mindanao”; “Bawalang giyera, Muslim at Kristyano Nagkakaisa”; and “We are for Peace, No to War“ as they marched going to the convergence area for a program. COLONEL GILBERT I GAPAY CAV (GSC) PA, Brigade Commander, 2nd Mechanized Infantry (MAGBALANTAY) Brigade said, the Peace Rally is a collaborative effort of the two LGUs, the Philippine National Police, Interfaith leaders, students, the 15th IB as well as other Infantry Battalion of the Philippine Army and other groups in the community who are peace advocates. The gathering aimed at shouting out people’s one voice, an “All-Out-Peace, Not All-Out-War” in support to the government’s effort for lasting peace in Mindanao. Representatives from each group conveyed their message of peace and hope for the betterment of Mindanao. A feeling of camaraderie was felt among all civilians and men in uniform, shared smiles and laughter and exchanged talk of hope and peace, united as they stood for the whole duration of the peace rally. Commander 2nd Mechanized Infantry Brigade said “We wanted to shed light on those text messages being circulated against deliberation of the Bangsamoro Basic Law at the Upper House, which are undeniably not true, and to clear out misconceptions reaching people to spoil the government’s on-going peace process in the effect of the Mamasapano incident.” Meanwhile, a peace rally was successfully participated by different groups in Kauswagan, Lanao del Norte on February 22, an activity supported by LGU Kauswagan, local chief executive and officials, leaders in the community, in partnership with the 15th IB and other Infantry Battalion of the Philippine Army, Interfaith leaders and all peace advocates in Kauswagan, Lanao del Norte. Kolambugan and Kauswagan have been victims and a battleground of atrocities as there were prevailing disturbances on peace and order caused by lawless elements way back 1990’s and 2000’s. This time let us hold hands and give PEACE a chance. 5 6 “TAGAPANGUNA” CAVALRY SquadroN Your Armor in Western Mindanao... -Mandala ’06 The 1st Cavalry “TAGAPANGUNA” Squadron has once again lived up to its name “Tagapanguna” or “FIRST” by continuously being one of the significant pillars in the AFP’s thrust for peace and development in Western Mindanao. The word “FIRST” is an acronym for a Code of Honor that every “Tagapanguna” troopers lives by: Fit – always physically and mentally ready to do the job, Innovative–can input new ideas that best serve the accomplishment of the mission, Resilient – can withstand any pressure in the call of duty, Significant– always there to make a difference in the service of the people, Trustworthy – someone you can always count-on to do what must and needs to be done to bring credit to the profession. A professional 1st Cavalry Squadron performing beyond expectation and loved by the people. A Professional 1st Cavalry Squadron performing beyond expectation.... The 1st Cavalry (Tagapanguna) Squadron, Mechanized Infantry Division, Philippine Army has three (3) Light Armor Cavalry Troops or LACT supporting the different military units with their Armor requirements during operations in the whole area of Western Mindanao. It is in this light that the Squadron continuously conducts trainings, seminars, and other skill enhancing activities to keep its troopers sharp, proficient, and perform its mandate beyond expectations. Aside from the regular trainings provided by the Squadron, the LACTs also conduct trainings within their respective units to keep their personnel always prepared for any eventuality. The 11th LACT, under CAPT NAPOLY P CARIASO (CAV) PA, based at Tabiawan, Isabela, Basilan Province, supports the different military units in the whole Province of Basilan in their mission to uphold peace and security in the area. The unit has been involved in numerous operations and engagements in the said area that has been crucial in the overall campaign against terrorists and lawless elements. The most recent was the encounter between the operating troops of Scout Ranger Class 191-14 led by CPT LASANG and undetermined numbers of Abu Sayaff under Sulayman Kasaran in the vicinity of Barangay Kuhon, Albarka, Basilan Province last 15 February 2015. The unit from 11th LACT together with troops from 18IB, 64IB, and SFBn were able to timely reinforce the engaged unit and further conducted blocking operations at Sitio Pagtawanan, Magcawa, Albarka, Basilan Province. The 12thLACT, under CPT ERICKSON A BALANGA (CAV) PA, based at Sanito, Ipil, Zamboanga Sibugay, supports the different military units in the whole Provinces of Zamboanga Sibugay, Zamboanga Del Sur and Zamboanga Del Norte in their mission to uphold peace and security in the area. They provide effective deterrence along the highways and major corridors of the said provinces. A typical example of this credible deterrence provided by 12LACT was the incident that transpired last 10 February 2015 wherein our personnel together with troops from the 102nd Infantry Brigade while conducting checkpoint along Sanito, Ipil Highway were able to hold Seventy Four (74) assorted vehicles with MILF members and supporters proceeding to Zamboanga City to conduct “Peace Rally” in support to the passing of the Bangsamoro Basic Law. The presence of the Armored Vehicles (AVs) of 12th LACT provided a credible deterrence for any possible escalation of the incident to a level which may not be controlled by personnel manning the check point. As such, the supporters were convinced to return to their place of origin and was prevented to proceed to Zamboanga City, which was then on heightened alert and its populace are still recovering from the traumatic effects of the September 2013 “Zamboanga Siege”. The 14th LACT, under CPT GABRIEL B LASTIMOSA (CAV) PA, based at Tagbak, Indanan, Sulu, supports military units operating in the Province of Sulu. Further, one (1) Scout Platoon of 14th LACT is based at Camp Arturo T Enrile, Malagutay, Zamboanga City to support the Armor requirements of Task Force Zamboanga. Just like the two other LACTs, the 14th LACT has been part of many operations and engagements against terrorist groups and criminal elements to preserve the peace and security of the area. Among its latest exploit was during the ambush of the troops from 14th LACT and troops from 35th IB under LTC GAYAT, who were conducting mobile patrol to secure the highway by members of the Abu Sayyaf Group at Barangay Bungkaog, Patikul, Sulu last January 30, 2015. No casualty from the government side and undetermined number of casualties from the Abu Sayaff Group were reported.The presence of our AVs delivering its firepower was a significant factor which prevented the Abu Sayaff from inflicting casualties on the government side by not being able to close-in on the ambushed troops. As a result of these selfless acts and bravery, the 1st Cavalry “TAGAPANGUNA” Squadron troopers earned respect and gratitude from other military units who fought bravely and side-by-side with them from the siege in Zamboanga City to the countless other operations in the area of Western Mindanao. A Professional 1st Cavalry Squadron loved by the people.... The essence of soldiery is not focused on combat alone. Victory is not only winning the war, but “Winning the Peace” and working together with other stakeholders in pursuit of peace and development in the area. Thus, guided by the concept of IPSP “Bayanihan” and the guidance of MGEN MAYORALGO M DELACRUZ AFP, Commander, Mechanized Infantry Division, Philippine Army, as set forth in the Mechanized Infantry Division’s ATR Performance Scorecard, the 1st Cavalry (Tagapanguna) Squadron regularly conducts various CMO activities to assist the local executives in their development programs, promote good relationship with other stakeholders, and deliver basic services to remote areas assigned to the unit. Among the Civil Military Operation activities conducted by the unit are as follows: Open Camp – 1st Cavalry Squadron opened its doors to civilian visitors who wish to visit and see the camp and the AVs up-close and personal. The latest recipient of this activity was the Navalan High School in Navalan, Tukuran Zamboanga del Sur wherein sixty six (66) 4th year high school students together with their teachers were welcomed at Headquarters 1st Cavalry (Tagapanguna) Squadron last 05 February 2015. They were given an information brief by the officers regarding the unit, the Philippine Army and its recruitment efforts.The visitors were also treated a static display of our two (2) AVs and a joy ride inside camp. The activity aims to promote 1CAV troopers as disciplined and professional soldiers that is a source of our national pride. “Love Drive Program” - This endeavour with other stakeholders unequivocably wins the hearts and ...continue to page 38 7 8 “Regalo mo Sagot Ko, Ngayong Pasko” Lucena City- Masigasig Troopers carried out the unit’s “Gift Giving 2014” program benefitting the indigenous (Aetas) and less fortunate children in Southern Tagalog, particularly in Quezon Province on December 11 and 18 2014. The 2nd Cavalry (Masigasig) Squadron Mechanized Infantry Division, Philippine Army. In partnership with the Olympia Hospital at Los Angeles, USA distributed gifts this Christmas at selected elementary schools and barangays of Lucena and Tayabas Cities. Themed “Regalo Mo Sagot Ko, Ngayong Pasko” (your gift is my concern), the program distributed assorted toys and slippers to boys and girls in the area of operations. Recipients of these were mostly aeta children, as well as other indigents. COL FACUNDO O PALAFOX IV, 2nd Cavalry (Masigasig) Squadron Commander said that the activity aims to share and impart the spirit of Christmas to the children who can’t buy or afford toys this yuletide season. “It projects the good image of this unit and Army as a whole and it also enhances the good relationship between the stakeholders in the locality while attaining the objectives of the unit ATR scorecard.” he added. The “Regalo Mo Sagot Ko, Ngayong Pasko” contains 100 assorted truck toys for the boys and 100 Barbie dolls for the girls and 400 pairs of slippers. The project proponents were instrumental in initiating the gift giving. During the distributions, over a hundred of less fortunate children benefited. The Teachers and Parents particularly the pupil beneficiaries were overwhelmed with the activity. KAAGAPAY 101: MAINTANING PEACE THROUGH STAKEHOLDERS ENGAGEMENT Gestalt psychology tries to understand the laws of our ability to acquire and maintain meaningful perceptions in an apparently chaotic world and the central principle which it exceedingly points out that, "The whole is greater than the sum of its parts." Herewith, the principle of totality is greatly stressed where, the conscious experiences must be considered globally, that is by taking into account all the physical and mental aspects of the individuals simultaneously because the nature of the mind demands that each component be considered as part of a system of dynamic relationships. Thus, the efforts to achieve genuine lasting peace and security must emanate and be supported by all as a whole. People play a vital role in realizing this common goal by taking simple steps. This is done by participating and encouraging one another in activities that promote national peace and security. Noteworthy, is that stakeholders’ involvement is highly indispensible. Every government agency, civil society organization and even local government units are all vital in realizing a common goal in achieving peace for the entire populace. With the implementation of the Armed Forces of the Philippines' Internal Peace and Security Plan-BAYANIHAN, the country's security has improved, but stakeholders must continue to contribute in order to enhance and maintain national security. It is not a one man duty nor an organization’s duty but a collaborative effort. Former Chief of Staff, AFP, General Emmanuel Bautista once said "Many Filipinos choose to remain with the silent majority, but to be able to win peace, we need everybody to speak out their minds, to declare that we are for peace rather than continuing conflict. We need the involvement of our stakeholders." The publicity of the Mamasapano incident and the controversy enveloping the Comprehensive Agreement on the Bangsamoro (CAB) and Bangsamoro Basic Law (BBL) somehow, inevitably posed a challenge on the continuing struggle for peace. Hence, subtle undertakings to promote peace become pertinent and immediate to reinforce the volatile situation in Lanao del Norte. Recognizing that winning peace is multi-faceted and must be shared not just among security forces and government institutions but also with Civil Society Organizations (CSO) and the community as a whole, the 3RD Cavalry “KAAGAPAY” Squadron under the sterling leadership of LTC DENIE MAR A CLEMENCIA CAV (GSC) PA with the guidance of COL GILBERT I GAPAY CAV (GSC) PA, Brigade Commander, 2MECH INF BDE, MID, PA in coordination with LTC DOCTOLERO, CO, 15IB, 3ID, PA, initiated and participated in different activities involving LGUs, LGAs, CSOs and NGOs in the Area of Operations. To promote convergent efforts intended to improve peace and order as well as public safety, a series of Peace and Order Council Meetings, both Provincial and Municipal level were conducted involving the local government units down to barangay level to tackle important points on how to maintain and tighten the security and safety procedures. Joint Peace and Security Coordinating Councils (JPSCC)were activated in the area, in coordination with the Philippine National Police (PNP) under PSSUPT MADID MARICOR PAITAO, PD LANAO DEL NORTE which paved way for a smooth integration of security operations between the AFP and the PNP. Collaborations were made with Non-Government Organizations, Civil Society Organizations (CSO), International Monitoring TeamMindanao (IMT) and Nonviolent Peace Force (NP) including representatives from Moro Islamic Liberation Front (MILF) and Office of the Presidential Adviser on the Peace Process (OPAPP) engaging in comprehensive dialogues to set peace instruments at the fore front to prevent escalation of violent reactions from different parties thereby, preventing a possible reproachable armed conflict. In addition, to encourage active participation and solidify the campaign for peace, the 3CAV participated in a series of peace rallies dubbed as ‘A Gathering for Peace,’ involving members of communities in conflict affected areas such as Munai, Kauswagan, Kolambugan, Maigo, Bacolod and Tangkal. Basically, the peace rally series were intended to give peace a chance and to establish strength and unity in rebuilding goodwill and trust for peace in Mindanao. These efforts will serve as a continuous process against any eminent threat toward achieving long lasting peace. The 3CAV under the leadership of LTC DENIE MAR A CLEMENCIA CAV (GSC) PA has this full commitment as an instrument of peace in Lanao del Norte. 9 10 BANGSAMORO BIKE FOR LOVE : A JOURNEY FOR PEACE February 14 to most of us is Valentine’s Day. It is a day of love usually celebrated by couples over a candlelight dinner and bouquet of flowers. On this day in Maguindanao, however, a unique celebration was held. The 6th Infantry Division, Philippine Army hosted a biking activity dubbed as Bangsamoro Bike for Love or BBL. While BBL traditionally stands for the Bangsamoro Basic Law (BBL), the objective of the BBL biking activity is to raise awareness about the law. The biking activity has been in the works since the early part of January 2015. Unfazed with the tragic Mamasapano incident where 44 SAF men died on January 25, 2015, the organizers pushed for the holding of the activity as planned and as scheduled. Pushing through with the BBL biking manifests solidarity among the various stakeholders to really work together in order to attain peace without disregarding the sacrifice made by the 44 SAF heroes. Inspiration was further drawn with the presence of Ms Miriam Coronel, the GPH Chief Peace Negotiator who also graced the event. The 1st Mechanized Infantry (Lakan) Battalion, Mechanized Division, Philippine Army headed by no less than its Battalion Commander, LTC PEDRO C BALISI JR CAV (GSC) PA joined the historic ride. The bike route started at the Headquarters of the 6th Infantry Division in Brgy. Awang, Datu Odin Sinsuat (DOS) and ended at the Municipality of Buluan. More than 500 Muslim and Christian avid bikers and bike enthusiasts alike tackled the 106 km ride under scorching heat. The number includes a delegation from the Armed Forces of the Philippines who flew in from Manila via C-130 aircraft. While the ride may not have been a stroll in the park, all the participants were filled with enjoyment as they had the rare opportunity to join this momentous event. The Lakan Troopers were actively involved. Aside from the usual security coverage, they worked closely with the Local Government Officials of DOS headed by Mr. Israel Sinsuat, Municipal Administrative Officer and Ms. Nimfa Sinsuat, Municipal Secretary for logistical support like meals and drinks for the bikers. There were three (3) designated stopovers along the bike route and one was located at the Gymnasium of the Mindanao State University located in Dalican, DOS, where a medical booth manned by Registered Nurse soldiers assigned with the unit was placed to assist bikers needing medical assistance. The activity culminated with a short program at Silongan Peace Center in Buluan, Maguinadanao attended by Gov. Toto Mangudadatu, Sec. Beles, Archbishop Bagaporo of Cotabato City and MGEN EDMUNDO R PANGILINAN AFP Commander 6th Infantry Division, PA. The Bangsamoro Bike for Love has indeed demonstrated that Muslims, Lumads and Christians can work together under the true spirit of Bayanihan. The event generated popular support from the various stakeholders of the Bangsamoro Basic Law but most of all, it showed that in unity, we can have peace. In Twenty fourteen, as we continue to accomplish our mandated duty - protecting the people and securing the land, the MAKASAG Troopers are on action once again. This time not on any combat operation rather our participation is much more appropriate in our advocacy in protecting nature. As we move forward in this historic battle against climate change, our unity, readiness and effectiveness are once again passionately displayed. The 2nd Mechanized Infantry (Makasag) Battalion, Mechanized Infantry Division, Philippine Army participated in the simultaneous AFP-wide Bamboo Reforestation Project on December 17, 2014 that aims to contribute to the mitigation of climate change and reforestation cost to save our mother earth which was a held at Water Shed Area in Datu Saudi Ampatuan, Maguindanao. This year ender activity is another step in conjunction with our advocacy in addressing a global threat, climate change. We already did it with the Youth Sector, LGUs and this time with the residents of Brgy, Kabingi. The event was spearheaded by Commanding Officer 2nd Mechanized Infantry “MAKASAG” Battalion LTC Laudemer S Kahulugan Jr CAV (GSC) PA, Company Commander 22nd Mechanized Infantry “VALIANT” Company Cpt Rolly Jesson B Melendrez (CAV) PA and Mayor of Datu Saudi Ampatuan, Hon. Samsudin U. Dimaukom, Al-haj. The presence of Makasag troopers, the residents of Brgy Kabingi, Brgy Salbu and other LGUs added significance to the event. The venue of the event is a watershed area of which this water point is a major water seedlings source of the community. In this event, bamboos were planted because bamboos are best suited in this kind of area. It also symbolizes the strength and flexibility of the residents in the community as bamboos are known for its resiliency during a storm. The event was successful leaving a simple message for all of us to ponder on “Tree planting is a symbol is activity of looking forward in battling climate change, not abruptly but little by little, we can effect positive change”. 11 12 Water for Peace Project: An Answer to a Basic Social Problem Province of Tarlac–Everyday, after sunrise to dusk, residents of Sitio San Pedro, Brgy Iba,San Jose Tarlac, both young and old, walk half a kilometer bearing water jugs to collect water from the Saipan river. Residents depend on the River for their washing, cleaning, and drinking needs. Through time, they have learned to adopt of this backbreaking routine as a time to reconnect with people as children take it as an opportunity to play and for adults a time to talk about their plight in this lowly land of Tarlac. Behind every bashful smile and carefree step is hope that someday their plea to have a clean source of water will be heard. In Sitio San Pedro, just like many rural areas in Luzon, water is a scarce resource. Access to potable water for the residents who are mostly indigenous people seem to be beyond reach. To address this concern, LTCJESUS RICO D ATENCIO, Commanding Officer of 3rd Mechanized Infantry (Makatarungan) Battalion, teamed up with Ms Maribel M Masse, and the LGU of San Jose, Tarlac. For a partnership that resulted to the construction of an artesian well that benefitted hundred households in So San Pedro. Residents, local officials, and personnel of the 3rd Mechanized Infantry Battalion, had exhibited the revered Bayanihan value of Filipinos as they worked together to construct the artesian well. It took them four (4) weeks to realize the said project. The construction of the artesian well was a dream come true to the residents and it was deemed as the most viable solution to their basic social problem: lack of potable drinking water. The water for peace project was also a solution to reduce the number of cases of diarrhea and other diseases due to absence of a source of clean water. Part of the turn over ceremony for the project on 12 January 2015 wasfeeding program from our unit and other sponsors and trash can distribution from the Philippine Air Force headed by LTC ARISTOTLE GONZALES, Commander, TOG 3, 1AD.The activity was also graced by the presence of Ms Maribel M Masse, sponsor and Over-all Coordinator; Hon Riza E Joaquin, Municipal Councilor of San Jose, Tarlac; Fr Ignitius Arsenius Balmaceda, Parish Priest of Brgy Iba Catholic Chapel; Brgy Chairman Joselito G Capitulo; teachers headed by Mrs Adoracion G Catapang, School Principal of San Pedro Elementary School and Sitio Chieftain Basilio Castañeda. The Water for Peace Project or the artesian well that was constructed at So San Pedro, BgryIba, San Jose,Tarlac is viewed by the people as a big help to ease their living. Seen as ambassadors of peace and progress, soldiers were considered by the people in the area as their friends, working hand in hand with the residents in the construction of the artesian well. This cooperation aptly demonstrated the spirit of “bayanihan” that is the very essence of our present AFP campaign plan. This undertaking has created a favorable image to the AFP in which we gained the trust and confidence of the community. Such activity has proven to the people that the military is willing to extend help to those who have less and are always ready to become their partner in nation building. Tank Goodness! 4th Mechanized Battalion holds blessing ceremony -bumbLe bEe- CAMP CLIMACO PINTOY, Brgy Suarez, Iligan City - The military often marks significant events with a ceremony. A ceremony is a ritual which is designed to convey the importance of the event and give the sense that a significant change has occurred. On 14 December 2014, 20 and 30 January 2015, the 4th Mechanized Infantry (KALASAG) Battalion under the able leadership of Lt. Col. Anthon G. Abrina, in his aim to improve the living conditions of the KALASAG troopers and ensure the fighting capabilities of our armored assets, spearheaded the blessing ceremonies of the newly restored armored vehicles and newly constructed female barracks and Officers’ Lounge. The blessing ceremony of the newly constructed female barracks and Officers' Lounge was officiated by Fr. Nazzer Zaragoza of St. Vincent Ferrer Parish while the newly restored armored vehicles was officiated by Bishop Geoffrey Saniel of the City Church of Praise. But why is there a need for these blessing ceremonies?? There are many examples of Blessings in the Bible, particularly in the Old Testament, among these was when the Prophet Abraham seek a blessing from Melchizedek, he was the rightful heir of the Melchizedek Priesthood, through prayer and obedient living to learn the will of God (Genesis 14:1720, Hebrews). Another was when an ancient king blessed all the congregation of Israel to forgive their sins (Eg 2 Samuel 6:18, 1 Kings 8:14, 1 Kings 8:55). Blessings serve as a reminder to God’s people of their favoured relationship with Him. History notes that it also endowes power to perform a specific task, or promise prosperity and success. Today, a blessing is an important event that we usually do even before certain events. It also serves as a guide, motivation and protection that we should always perform in our daily lives. These newly constructed facilities show that we give importance on the welfare of our personnel living in the camp as their second home. In addition, the newly restored armored vehicles builds the confidence of the troops making them highly motivated and confident to perform their mandated tasks. It enables the leader to see the battlefield allowing him to strike the enemy when he is least expected. There's a saying that; 'who controls the air, controls the land'. Time and again, the Army Aviation (Bagwis) Battalion's Eye in the Sky, the AEROSCOUT COMPANY based at Old Airport, Sasa, Davao City under the leadership of CPT JOEMARIE B ATANOSO (CAV) PA, operational control (OPCON) to EASTMINCOM, AFP since 01 October 2014, again displayed the significance and the importance of aerial reconnaissance prior to the conduct of any combat operation. As we continue with our mandate in support to the operating troops in the field, Last 01 February 2015, Aeroscout Company received a radio message from Commander EASTMINCOM directing the unit to provide two (2) Cessna aircrafts to be utilized by 1st SF Bn, SOCOM, PA under LTC NASSER LIDASAN purposely to conduct aerial reconnaissance in the municipalities of Baungon, Libona, Manolo Fortich, Sumilao, Lantapan, Talakag and Malaybalay City all of Bukidnon Province. With the desire of giving full support, CPT JOEMARIE ATANOSO led the two (2) Cessna aircrafts (PA 101 and PA 103) and took-off from Francisco Bangoy International Airport, Davao City on 04 February 2015 and prepositioned at Lumbia Airport, Cagayan de Oro City for said flight mission and establishment of a TCP. On 05 February 2015, upon the arrival of the Officers and men of 1st SF Bn headed by no less than their Battalion Commander, LTC LIDASAN, joint briefing immediately took place with regards to the target barangays to be reconnoitered. After the said briefing, the pilots and crew prepared the aircraft for the said flight mission. At about 1353H, PA 101 (Cessna172N) piloted by CPT RIMANDO and CPT PABRO together with CPT BALATBAT and CPT JUDAYA of 1stSF Bn, SOCOM, PA, took off from Lumbia Airport, CDOC and proceeded over the target areas and successfully took aerial photos and videos before returning to Lumbia Airport. AA 0900H on the next day,the same aircraft and pilots together with 1LT JUDAYA and 1LT DULDULAO took off once again from Lumbia Airport, CDOC for another sortie of aerial recon over the same target barangays. Indeed, with the judicious utilization of our air assets, the 1stSF Bn Commander himself was able to obtain significant and vital information that aided in the crafting of their concept of operation and enable them to launch a successful combat operation against the lawless enemy in its area of operations. With this endeavor, the 1st SF Bn, SOCOM, PA, immensely appreciated the importance of conducting aerial recon of the battlefield prior to the deployment of troops. Masinop family continuously responded to requests for mechanical support to line units of the Mechanized Division. Three Companies from this unit, Heavy Maintenance Company catering Armored Vehicles, Light Company for admin vehicle [Luzon based] and Forward Company caters to both admin and Armored Vehicles from Mindanao based areas. These units have been providing assistance for the accomplishment of every mission given to our post and line units. Personnel from this unit often work hand in hand to secure needed parts, rather than waiting weeks for orders to be filled. A good team, a good set of people. The unit is worhtwhile for a soldier to start a career in armor. Each member provides their suggestions and knowledge on ways to speed up the process and timeliness and get these vehicles back out on missions. our men are placed to the test mentally and physically but the challenge and density makes them perform at a higher level. A typical day at the motor pool runs from dusk, till down and judging by the sweat pouring-off from the “mechanico’s”, the days are said to be demanding. The group usually tackle four vehicles for routine maintenance per day, and then deals with whatever repair issues and repairs coming up. Sometimes the crew performs major repairs on up to five to ten (5-10) vehicles a day [Admin and AVs]. Maintenance Battalion have a lot of work we're responsible forand as a team, together means working easier. Each one knows that the most we can do in, this unit is to make sure that those cavaliers risking their lives in every combat operation will not experience breakdown of AVs. Interruption in the combat zone of a faulty AV means danger to our tanker and supported troops. That is why we make sure that no matter how hard our job will be as long as we know we can contribute to our warriors in the field, WE WILL DO OUR BEST. That’s the Maintenance Battalion, “BASTA SAMA SAMA, KAYANG KAYA” 15 16 Foundation of an E During the first month of this year, an incident of massacre of our government’s security forces shocked the country and has been in all media for months already. The country’s security forces were over run by the enemies and government authorities are being summoned to shed light on the incident. The OPLAN, according to various media was a challenging plan. Whatever went wrong with the OPLAN, this article will theoretically review and give ideas on how and what should be the foundation of an effective OPLAN. This is also to remind our staff and unit leaders in the importance of having a plan which go through the process of Troop Leading Procedure or (TLP) or Military Decision Making Process (MDMP) before going into a mission. Some military thinkers criticized MDMP branding it an ineffective decision making tool and arriving into an effective OPLAN. They said that the MDMP canalizes the planner into predictable courses of action and contain their ideas during the process. Those thinkers may be right if the planner learned only the basics of MDMP. MDMP is just a guide for the planner in order that essential aspects of an operation are not missed. MDMP is not a failed process; the planner of a failed mission who followed the steps of MDMP is the one who failed to make his plan work due to the lack of appreciation of the details that the process require at the same time failed to exercise his cleverness to arrive at an effective Course of Action. MDMP or TLP does not limit the thinking process of the planner; it provides a guide for the beginners and even allows multiple COAs to make it unpredictable by the enemy. Most Probable COA and Most Dangerous COA are required as the minimum. We all know that an Operation Plan (OPLAN) is a product of applying the steps of either Troop Leading Procedure (TLP) or Military Decision Making Process (MDMP). Troop Leading Procedure is being applied by unit leaders from squad leaders, platoon leaders and company commanders in arriving into a plan on how to execute a mission. MDMP on the other hand is being done and applied by staff officers and unit leaders of tactical and operational units from the battalion level at the very least. An effective OPLAN is a product of thorough study and analysis of the Mission, Enemy, Terrain and Weather, Troops, Time and Civilians in the battlefield (METT-TC). It should have passed through the processes of development, analysis, comparison and Effective Operation Plan (OPLAN) selection of the best course of action. The courses of action should also be tested and be war-gamed with the enemy’s all possible courses of action as studied by the Intelligence officer. A risk assessment will also be required by the process in order that the planner could calculate the amount of losses he could take in exchange for every course of action. An OPLAN created thru these selected crucial steps of the process will not acquire great losses or failures for an armed force which has the given superiority in all aspects of the elements of combat power. The concept of doing the coordination Time on Target (TOT) with other forces or executing the coordination the time the troops are on the move towards the objective, simply meant that the units to be coordinated with were NEVER really part of the OPLAN as OPLANs becomes an OPORD once the execution time is determined. The expected support from other forces in this case will be indecisive as it will be a hasty support operation. Lack of appreciation of the proper Troop and Time analyses and failed to identify the right assumptions in order to arrive at a sound COA might be the waterloo of a supposedly excellent plan. It is never acceptable for a superior force to accept the death of personnel. War-gaming and risk assessment should be conducted as part of TLP/ MDMP before the plan was executed. Accepting losing the fight is better than saying that the exchange is worthy enough. We are educated to plan and execute far more better than our enemies, we should always use this advantage. A failed mission can be counted into a failed plan by the planners. Studying on whom to blame will not improve the mistakes of those who planned the operation. Let’s go back to the foundation of our planning process. As Alan Lakein said....”Failing to plan is planning to fail”. 17 18 “Emission-free” ---822773--- Climate change is one of the top environmental issues of today’s generation. It is not only just for Filipinos who had a tragic experienced with super typhoon “Yolanda”. It is everyone’s concern but that is why different agencies worldwide continuously searched for different solutions that will best address this serious environmental problem. In line with this advocacy, the Mechanized Division joined with the Philippine Army in implementing policies that will surely help lessen the effect of climate change in a simple but easy way. The Mechanized Division, thru the leadership of MGEN MAYORALGO M DELA CRUZ AFP implemented a policy which aims not only to help save our mother earth but also for the healthful benefits of its military personnel as well. Emission-free (Motor/Car-less) Bike/Walk Day within the Mech Div Camps was implemented, which is imposed every Tuesdays and Thursdays from 0800–1700H. The directive surely lessened the effect of smoke belching coming from different means of transportation of all military personnel and visitors. This initiative will make everyone resort into walking or biking just to be on their post or offices on time. Biking or walking will make everyone healthy because of this additional exercise resulting into sound body and mind. In the long run, troops will eventually realize that they not only have they already lessened their costs for fueling their vehicles but also they were able to function well in all their duties and responsibilities as a well-rounded person. Further, this policy relates with the aim of the Army Transportation Roadmap (ATR) not only for saving our resources but for every military personnel to have a healthy lifestyle in an easy but meaningful way. Taking care of our environment is a wise move for a better future and an investment of our troops for their children and the next generation. Building Memories of Heroes For the first Quarter of 2015, Engineer Combat Company, Mechanized Infantry Division, Philippine Army continues its mandated mission by completing various infrastructure projects that now serves as significant landscapes of our camp. Along with these are building monuments to remember and honor our forefathers and heroes in the service. On 12 January 2015, the COL JACOBO ZOBEL monument was completed. The project was funded by Mr Iñigo Zobel. On 15 March 2015, the Engineer Combat Company also completed the construction of CPT CONRADO YAP bust infront of our admin building. It was formally inaugurated on 16 March 2015 with our Division Commander and members of CPT YAP’s family led by Mrs. Isabelita Yap Aganon as guests. These projects shows that we will never forget the significant accomplishments that these heroesl brought to our organization and the Engineer Combat Company will always be proud that they were instrumental in giving honor to them. Furthermore, on 14 February 2015, the Engineer Combat Company also completed the landscaping of the three (3) Armored Vehicles in HPMA, Fort Del Pilar, Baguio City. The project was undertaken by a 10 man construction team in 7 working days and give cadets and visitors a glimpse of the Philippine Army’s Fighting vehicles in its inventory. It was a cloudy with isolated rain shower 10:00 AM of 03 February 2015 when the Change of Command Ceremony of the 1st Light Armored Cavalry (RAPIDO) Troop began. The mass singing of the Philippine National Anthem assisted by the 5ID Band commenced afterwhich. Awards and recognition was then given to the outgoing Troop Commander of the RAPIDO Troopers. Reading of relief and designation orders of the Division Adjutant, Mechanized Division, Maj. Jerry E. Tucaqui (CAV) PA formalized the Change of Command. The outgoing Troop Commander subsequently delivered his message, thanked each and every RAPIDO Trooper for the services rendered and untiring effort during his incumbency bringing 1LACT(S) resulting for the unit to be the top performing unit of the Mechanized Infantry Division, Philippine Army being adjudged as Best Light Armored Cavalry Troop (Separate) for the 2nd Qtr of 2013, 1st and 2ndQtr of 2014. The unit also bagged the Championship trophy during the Squad Challenge for Calendar Year 2013 and is also the home of the Best Enlisted Personnel of the whole Mechanized Division for CY 2014. One of the events that highlight a Change of Command Ceremony is the traditional Turn-over of Unit Colors. It symbolizes the turn–over of command and responsibility from the outgoing unit commander to the incoming unit commander. Cpt. Segundino P. Beron Jr (CAV) PA humbly received the unit symbol with confidence. In his remarks, he extended his heartfelt gratitude to the command headed by the Division Commander, MGen. Mayoralgo M.Dela Cruz AFP for the trust and confidence given to him. After his remarks, the latter introduced the Presiding Officer of the ceremony, no less than the Assistant Division Commander of the Mechanized Infantry Division, Philippine Army, BGen. Edgar F. Gonzales AFP. BGen. Gonzales delivered his message and told a story about a “Jar”. According to this story, there was once a teacher and his students, and the teacher had a Jar. The teacher instructed the students to fill the jar with stones, and the students followed. The teacher asked the students if the jar is full, the students answered in unison, “yes sir”. Then the teacher again instructed the students to fill the jar with pebbles, the students again followed, and then the teacher asked again if the jar is full, and the students again answered and said, “ yes sir”.The teacher then again instructed the students to fill the jar with sand, the students again followed, and then the teacher again asked the students if the jar is full.The students again answered, “ yes sir”. The teacher again instructed the students to fill the jar with water, the students then again followed and then the teacher again asked the students if the jar is full. This time, most of the student did not answer they thought that their teacher was just fooling them, but one of the students replied and said, “ yes sir, the jar is full”. Now the teacher instructed the student to fill the jar with salt. The student, despite of the doubt, followed. And then the teacher asked the student if the jar is full, the student answered and said, “ yes sir, the Jar is full. BGen Gonzales then explained the lesson that the newly installed troop commander should learn from the story of the Jar. He said that it may seem that the unit had enough and no more to be accomplished. The unit seems to be full because of the various accomplishments during the incumbency of the former Troop Commander as the jar seems to be full. Despite all of those accomplishments, still, there are lots of thing that needs to be done, BGen Gonzales explained further. In the last statements of his message, he reminded Cpt. Beron by saying, “Dino, think of the Jar”. 23 24 A Tool for Success - 2LACT(S) Adopt A School Program 1LT KBA At 2nd Light Armored Cavalry ‘Tagapaglingkod” Troop, we know that every child in our community matters, regardless of their background or how much money their parents earn, and we all benefit when each student is given the utmost opportunity to learn and grow. The Indigenous kids of Sitio Maguintalunan are far from properly equipped for school. In fact, untold numbers of pupils head out in the morning with nothing but a plastic bag to carry their books and school supplies in – if they even have any supplies to carry. For children to succeed in school, they need to have the right tools: pencils, notebooks, crayons and such – and something to carry them in. With these in hand, they can walk out the door each morning with a sense of pride – excited about the day ahead. The Adopt a School Program – Distribution of Educational Kit was launched last 17 Nov 2014. This is one small but important way of our unit to affirm and help ensure that every student starts off the school year feeling good about themselves and ready to succeed. A total of 160 Pupils of New Visayas Elementary School Annex at Sitio Maguintalunan received their individual Educational Kit. An important key to the success of our Adopt A School Program is our collaboration with highly regarded nonprofit partners like Kiwanis Club of Golden Tagum who help us connect the dots with these children as well as their needs. We consider our unit blessed because of our partnership with this organization because just like us they have the greatest desire to help and extend any assistance their club can offer especially to children. During the message of our Troop Commander, CPT RAUL P ESCAT, he said that he himself experienced going to school with limited school supplies that is why our unit aims to instill to every pupils that going to school should be an enjoyable and memorable event, no matter what kind of environment from where he/she comes from. A backpack filled with school supplies can make the difference between a child who stays in school and one who drops out. A child’s educational background is important and it gives our unit a great pleasure to support this type of activity as we know we contribute somehow to be stepping stones of these children to be educated and be productive citizens in the future. 3LACT(S) SHIELD THE TROOPS (A MORALE AND WELFARE PROGRAM) The 3LACT(S) under the leadership of CPT DENNIE M PAJEL (CAV) PA initiated a vaccination and immunization program which aims to increase the resistance of the personnel from Hepatitis B, Flu, Pneumonia and Tetanus. This activity was realized through coordination made by CPT PAJEL and Pfc Belmonte with Ms Saada B Sauk, RN, the Nurse In- Charge, City Health Office, Cotabato City. Prior to start of the vaccination or immunization, CPT PAJEL explained the benefits of having vaccinated and tasked Cpl Wellah Jane C Vera (EW) PA of this unit a Registered Nurse to administer the vaccination to KATAPANGAN TROOPERS. The recipient of the first dose of the Tetanus toxiod and viral infections. Immunization also gives us peace of mind because our system gets to fight against viruses that lead to serious diseases. We all know that “health is wealth”. There is nothing in this life that is more valuable than good health. All of us wants to be healthy all our lives. We cannot execute our job well when we become unhealthy and one of the best ways to be protected is to get vaccinated. Hepa B vaccines were the Headquarters Platoon at Hqs 6ID, PA, 1st Scout Platoon at 602nd Bde, 6ID, PA and Scout Section 1 & 2 at 7IB, PA all in North Cotabato Province. Lastly, our health and wellness depends on us, because in order for us to become a good and effective soldier, we must first have to make sure that we are physically and mentally healthy at all times. Mabuhay ang Team KATAPANGAN!!!!! To ensure complete protection, 2nd dose of hepatitis and tetanus toxoid vaccines were also given. Next vaccination is scheduled on July 2015. Moreover, the Flu and Pneumonia vaccines are given after a year on the date of first shot. The vaccination or immunization was properly initiated to support our personnel to execute their mandated task effectively to prevent any disease and 25 26 INTER-OPERABILITY Our Responsibility “In today’s war, the effective way in defeating the enemy is through the effective and efficient management of combined arms.” With our unit’s way ahead of improving the inter-operability with supported units, the 4LACT(S) have initiated a wide-range Mechanized Infantry Operations Training (MIOT) with our supported units in the Area of Operation. This initiative was made possible through the unit’s effective coordination with the Office of the Assistant Chief of Staff for Training and Educations,G8 and the Office of the Chief of Staff for Operations, G3 of the 4th infantry Division and the Mechanized Division as well. This effort started sometime in October 2014. A coordinating conference was called upon by the Chief of Staff,4ID. It was a clustering conference which aims to establish a program that would improve the performance of combat units in the AOR. CPT MICHAEL JAMES NAVARRO, the Troop Commander, then proposed to the operation’s cluster committee the conduct Mechanized Infantry Operations Training (MIOT)to address the limitation and gaps of combined arms interoperability in a progressive threat environment. The proposal was positively acknowledged by the committee and was put into action to be incorporated in the in-house trainings of supported units in 4ID. To address the training, 4LACT(S) has established a training directorate and adaptable Program of Instruction (POI) led by 1LT JUN C BAGALANON, a veteran of the Zamboanga Siege crisis, and Ssg Darwin V Ramirez, operations and training NCO, and other personnel who are well-rounded and experienced Armor mechanized combat tours. combatants in actual With the tolerable limitation of resources and limit of time, 4LACT(S) has been actively conducting MIOT “crash courses” with other AFP units in the AO. Training was initiated with personnel of TOG10, PAF, Cagayan de Oro City in coordination with then TOG 10 Group Commander, LTC BIENVENIDO J CASACLANG PAF. Said training was participated by 30 personnel. Recently, another MIOT was conducted to personnel of 23rd Infantry Battalion who are undergoing a Battalion of Excellence Training (BOE) training in Camp Kibaritan, Kalilangan, Bukidnon.The training was scheduled for three (3) days from 16 – 18 February 2015 with a total of four (4) platoons with 116 personnel who have successfully undergone lectures and practical exercises. Presently, the unit is already scheduled to conduct Mechanized Infantry Operations training to personnel of 52EBde, 401st Infantry Brigade and 403rd Infantry Brigade. With these untiring efforts, the unit is achieving two (2) important aspects in the battlefield: Training of personnel to be the best and the brightest and Attainment of Operational Capability to achieve combined arms effect. With the current efforts,4LACT(S)’s thrust is to achieve excellence thru training and responsive Armor support. With all of these workloads, the unit is making sure of providing our personnel the necessary activities in fields of Civil-Military operation thru coordinating in the CivilMilitary Operation Group, Philippine Army, Local Barangay within area of responsibility, other Coordinating Agencies and Non-Government Organization Unit, this unit continues to participate in the tie-up activities like MEDCAP, DENCAP, Tree Planting, Clean-Up Drive, Feeding Program and Issue and Concern Pulong-Pulong sa Barangay, Friendly Ball Games and monthly Monthly Socials such as Boodlefights and Happy Hour are conducted to strengthen the camaraderie of our troops. Likewise, passes and rest and recreation are granted to personnel of this unit to give them time off to unwind and spend quality time with their families. 27 28 “Paghiliugyon” Troops on Environmental Conservation By: 6LACT(S) Troopers The ill effects of climate change are some of the major problems faced by the world today. In fact, this phenomenon is most life threatening due to its erratic nature that affects many people in both urban and rural areas. These phenomenon results to tremendous loss of lives, dislocation of livelihood and severe damage to properties. One of the obvious causes of these phenomenons is the wanton disregard and abuse of our environment. A proven solution to this is the constant and aggressive conduct of environmental awareness and conservation programs, initiatives and advocacies. These damaging effects of climate change has just recently been very evident in the areas of Visayas particularly during the onslaught of Typhoon “Yolanda”. Although, efforts on mitigation and rehabilitation have been earlier made and implemented, the conduct of such did not suffice to alleviate the destruction brought about by nature’s wrath. Thus, a tree planting activity was conceptualized by the 6th Light Armored Cavalry (Paghiliugyon) Troop (Separate) under the able leadership of CPT EDGAR S VILLANUEVA (CAV) PA with the collaboration of the United Global Potonanon (UGP) oraganization headed by Mrs Evelyn Betita which aimed to rehabilitate and replace the trees in Barangay Guilbuangan and Calian in Pototan, Iloilo. This activity aims to hopefully protect the said Barangays from future occurrence of devastating flash floods and soil erosion- a classic manifestation of the ill effects of climate change. It was identified that a total of Three Thousand (3,000) seedlings was required to cover the total land area of the target barangays. In this regard, 6LACT(S) together with UGP immediately coordinated with the nearest CENRO at Barotac Nuevo, who was able to provide a total of Five Hundred (500) assorted fruit bearing seedlings and the remaining Two Thousand Five Hundred (2,500) seedlings that are composed of assorted non-fruit bearing trees were donated by PENRO of Dingle, Iloilo. Coordination was also made with adjacent units, LGUs and Local Law Enforcement Agencies namely; 301st Inf Bde, 3ID, PA, TOG6, 2nd Air Division, PAF, LGU of Pototan, Iloilo and Pototan PNP in order to achieve an overall “Bayanihan” effect during the conduct of the activity. On December 31, 2015, personnel of this unit together with the UGP, local Army and AFP units, local NGO’s, LGU, local PNP and residents of Pototan, Iloilo, worked hand in hand in the planting of Three Thousand Five Hundred (3500) assorted seedlings. In the long term, this unit is optimistic that with a forementioned barangays, the chance of floods and soil erosion will be lessened. Through this simple but noble feat, 6LACT(S), Mech Div and the Philippine Army as a whole has shown its commitment once more, in living up to its mandated task of serving the people and securing the land not in the traditional way of combat but a new battle against the effects of climate change and destruction of the environment. MASASARIGAN...“Shield of Pope” By: 2LT SANDAG A once in a life time event… His Holiness Pope Francis, the highest leader of the Catholic Church visited Tacloban City and Palo, Leyte on 17 January 2015. The trip was part of His Holiness’apostolic journey and state visit to the Philippines. In support of Joint Task Force Francis’ IMPLAN “KAUPOD” tasked to ensure the success of the visit and safety of the Pope, nine (9) armored vehicles of 7LACT was committed to augment the PNP and PSG units in the engagement areas. The said armored assets were temporarily pulled-out from their supported units to perform security missions for the very historical event. Ten days prior the D-Day, the deployment and prepositioning of armored vehicles were done. It was like mustering of troops for a big combat operation when nine AVs linked up one by one at the consolidation area in former ROKAF Base, Brgy Candahug, Palo, Leyte. The bad weather, however, did nothinder the POPE from coming to Tacloban and so with the Masasarigan troopers to perform their tasks. Four AVs augmented to PSG led by MAJ LEOBER V SAMUDIO JR, Troop Commander, were deployed at Daniel Z Romualdez (DZR) Airport in Tacloban, in Bishop’s Palace and in Palo Metropolitan Cathedral. While the other five AVs led by 2LT SANDAG (PL) were augmented to PNP units deployed in five different checkpoints and chokepoints around the engagement areas. A day after the visit, troops consolidated back to the former ROKAF base. The troops were on high spirits after diligently doing their respective tasks well. Si MSg Noel S Limos (SC) PA at TSg Cecil P Limos (FS) PA ay parehong sundalo na kasalukuyang nakatalaga sa Camp O’Donnell, Capas, Tarlac. Si Noel ay nasa TRADOC at si Cecil naman ay sa Mechanized Infantry Division. Maganda ang kanilang love story na nagsimula sa pagiging magkaibigan muna noong 1998 hanggang sa kanilang pag-iisang dibdib noong taong 2000 pero hindi iyon ang paksa kung bakit ko sila kinapanayam. Si Cecil ay nakasama ko sa trabaho at nasubaybayan ko rin ang kanilang buhay-pamilya kaya batid ko kung gaano kasinop sa buhay at pananalapi ang mag-asawa hanggang sa pumasok sila sa pagnenegosyo. Sa una pa lamang nilang pagsasama bilang mag-asawa ay nagkasundo na sila sa maayos na pagpaplano ng kanilang buhay mag-asawa. Una nilang ginawa ay ang pag-iimpok kung saan ang sahod lamang na isa sa kanila ang gagamitin para sa kanilang pang-araw-araw na pangangailangan at ang isa naman ay direstong ilalagak sa bangko. Sa una pa lamang ay inisip na kaagad nila ang magkaroon ng sarili nilang tahanan dahil batid nila na anumang oras ay maaari silang ma-assign sa malayong lugar at malayo sa bawat isa. Ang perang kanilang naimpok ang siya nilang paunang puhunan para sa pagtatanim ng mga produktong pang-agrikultura at pag-aalaga ng mga baka. One of the activities of GAD is gender mainstreaming which means to accept that all projects and plans affect and are affected by gender relations. In the recently concluded Gender Audit from 10-11 February 2015 conducted by the Philippine Army Gender Audit Team headed by MGEN DEMOSTHENES C SANTILLAN AFP, Vice Commander of the Philippine Army and GAD Focal Point System Executive Committee Chairperson, the Mechanized Infantry Division is still in the first stage or foundation formation of gender mainstreaming along with other Philippine Army major units. The command still have a long way to achieve its goal in making the unit gender responsive however, with the cooperation of Team Mechanized this can be made possible. To formally set the foundation of GAD and to comply one of the requirements during the gender audit, a directive was published on 06 March 2015 by the Office of the Gender and Development, Mechanized Division for the creation of the GAD Focal System. The GAD Focal Point System shall serve as the catalyst for gender responsive planning in the Mechanized Infantry Division that will address gender sensitive issues both for military and civilian personnel. It shall further ensure that the Mechanized Infantry Division’s flagship programs, activities and projects are gender responsive. Capacity building of personnel. Capacity building includes sending officers and enlisted personnel to undergo Gender Sensitivity Trainings, GAD Planning and Budgeting Seminar Workshops and other gender related seminars and trainings. The Philippine Army GAD Training of Trainers is also an important training to organize a pool of instructors to teach gender and development subjects. Likewise, GAD Orientations should be conducted to all personnel to ensure that soldiers from the division headquarters down to the detachments are GAD aware or gender sensitive. Likewise, line units can ask the assistance of the GAD Officers of the local government units or agencies to conduct the said activity. 2. Gather the sex-disaggregated data. The sex-disaggregated data of every unit is an important tool for the conduct of gender analysis. It includes the class, civil status, age, race, ethnicity, cultural, social and other factors. 3. Conduct gender analysis of sexdisaggregated data and gender-related information. Gender analysis is a framework that compares the relative advantages and disadvantages faced by women and men in various spheres of life including the family, workplace, school, community and political system. Gender issues are then identified during gender analysis. 4. Include the identified gender issues in the unit Annual GAD Plan and Budget. In order to address the identified gender issues, specific GAD programs, activities and projects must be included in the Annual GAD Plan and Budget which shall be submitted every 1st day of September of the current year. All expenses that will be incurred for the activity must be taken from the GAD funds of the unit which is at least 5% of the total budget for the specific period and not as a separate fund. 5. Implementation of the GAD Plan, Monitoring, Reporting and Evaluation. All designated GAD Officers shall see to it that the GAD programs, activities and projects reflected in the unit GAD Plan and Budget are implemented, monitored and reported. GAD Quarterly Reports shall be submitted to the Office of the Gender and Development, Mechanized Division every 25th day of the 3rd month of each quarter and the Annual Accomplishment Report every 1st day of September using the Philippine Commission on Women GAD Accomplishment Report format. Further, accomplishment reports should be accompanied by after activity reports, sex-disaggregated list of attendees or beneficiaries and fund utilization reports. Likewise, all activities shall be evaluated whether the activities have addressed the identified gender issues or not. The Philippine Army Gender Audit Team, Office of the Army Internal Auditor and the Commission on Audit will conduct separate audits for the unit GAD funds and releases from higher headquarters to evaluate also how far have we gone on gender mainstreaming. Just as the saying goes “the journey of a thousand miles begins with a single step”, the Mechanized Division Gender and Development Focal Point System is very optimistic that all units will help in the capacity building of personnel being the first step towards the achievement of our goal which is to make the Mechanized Division a gender responsive command. 33 34 COL JACOBO E ZOBEL CPT CONDRADO D YAP Immortalized Gallantry and Commitment... Most of them are war heroes, officers and men who demonstrated gallantry in action fighting for the freedom of our motherland. It is but appropriate that we remember their courage, dedication sacrifices on the battlefield even to the point of sacrificing their lives. People may say that monuments dedicated to them are too much expensive but the price is nothing compared to what day offered for the country. We should give thanks and recognize our freedom fighters. The Mechanized Division today will not be born without the nucleus of the cavalry and we owe it from our brave, extra ordinary and never be forgotten cavalry men like CPT CONDRADO D YAP (CAV) PA and COL JACOBO E ZOBEL who fought against well equipped and overwhelming enemies on local and foreign soil to preserve freedom and democracy. Therefore, it is right and just that the Mechanized Infantry Division should take necessary actions to make sure that our military heroes are honored and recognized. To immortalize their deeds, the Mechanized Division, Philippine Army under the sterling leadership of MGEN MAYORALGO M DELA CRUZ AFP initiated the building of the statues of COL JACOBO E ZOBEL which is located at the main gate of the Headquarters Mechanized Division. COL ZOBEL is a WVVII veteran hero who served as the first commanding officer of the First Cavalry squadron, a unit with a handful of brave soldiers. He was among the first to stand up and be counted ready to sacrifice his all. He fought in the murk and mire of foxhole of Bataan and with his comrades, faced the enemy with unflinching courage. He survived the ignominious Death March and endured the rigors of the Capas Concentration Camp as prisoner of war. On the other hand, the bust of CPT YAP is located and built at Division Headquarters Admin Building, also named after him. CPT YAP is the tank commander of tank company 10 BCT, PEFTOK. A Medal of Valor awardee (Posthumous), CPT YAP’s heroic acts in the Battle of Yultong Ridge earned the respects of other nation freedom fighters and exalted the level of the Filipino soldier. The statue of COL ZOBEL and CPT YAP was initiated by MGEN DELA CRUZ in recognition of their unparalleled and significant accomplishments. CPT YAP daughter, Mrs Isabelita Yap Aganon and family was present during the unveiling of CPT YAP’s bust last 17 March 2015. The unsung heroes of generations, it amazing to see and let the people know that we in the Mechanized Division treasures what COL ZOBEL and CPT YAP has done. They are the epitome of a cavalry/armor officer that gave their all for love of country just to preserve the freedom and democracy that we enjoy today. The 1st Cavalry Squadron, in coordination with Mrs Nancy Sanchez, head of a Non Government Organization (NGO) in Zamboanga City, conducted a gift giving activity to indigent residents of Barangay Manlayag, Tukuran Zamboanga del Sur. The activity started with a simple program graced by the sponsor and the Bgy Officials of the community headed by Bgy Chairman HALANG. This was followed by the giving of food packs containing 3 kilos of rice, 2 cans of sardines, 2 packs of noodles, sachets of coffee and used clothing to one hundred one (101) selected families. Also distributed during the program are one hundred fifty (150) slippers and assorted toys to the children.The conduct of food feeding also benefited two hundred (200) of the participants. A woman with a generous heart, Mrs Sanchez, has been visiting poor communities and sharing her blessings to the local residents.Through the effort of 1st Cavalry Squadron, she was introduced to the poor residents of Bgy Manlayag and vowed to come back with more blessings soon. Cleanliness Drive – The 1st Cavalry Squadron, in support to the Clean and Green Program of the National Government, also conducts cleanliness drives and tree planting activities in the area. Last 14 February 2015, the Tagapanguna troopers conducted a clean-up drive along the coastal barangays of Tukuran, Zamboanga del Sur. The activity was a joint effort participated by ROTC cadets of Western Mindanao State University-External Studies Unit (WMSU-ESU) of Pagadian City, the local populace of Tukuran, ZDS, and members of the 1st Field Artillery Battalion. The group was able to clean almost two (2) kilometers of shoreline. Sa bawat araw ng intrega ng kita ay agad nilang ibinubukod ang para sa maintenance at iba pang bayarin at gastusin sa operasyon. Para makabawas sa pasasahuring tao ay si Gerry ang namahala sa mga driver at pagpapakukumpuni ng sira ng saksakyan at ang misis naman niya ang siyang natoka sa pagsasaayos ng record ng kita at gastos. Minabuti ni Gerry na pag-aralan ang pagsasa-ayos ng mga sira ng sasakyan at kahit maliit pa lamang ang dapat kumpunihin o palitang piyesa ay agad nilang isinasaayos ito dahil mas malaking gastos nga naman pag ito ay lumala. Dahil masinop, sinigurado nila na sa bawat kita ay may naihuhulog silang impok sa bangko. Sa ngayon, maayos naman at tuloy-tuloy ang pasok ng kita at nabayaran na nila ang mga dapat hulugan. Ang kanilang kinikita sa ngayon ay inilalaan naman nila sa pagbili ng bagong sasakyan para mapalitan na ang tumatanda na nilang taxi.
