bawat Pilipino tuwing eleksyon sa
pagkakaloob sa kanila ng tig-iisang
boto, malaon nang ipinagkait sa
kanila ang tunay na kapangyarihan
at kalayaang pumili ng kanilang
mga pinuno. Batbat ng mga tala
ng pandaraya at karahasan ang
nakalipas na botohan, at nananatiling nakalutang ang abstraktong
konsepto ng demokrasya para sa
kalakhan ng mga mamamayan.
Ilang buwan pa lang bago ang
halalan, pinamugaran na ng mga
elemento ng militar maging ang
mga komunidad sa kalunsuran,
isang hinihinalang pamamaraan
ng rehimeng Arroyo upang siguruhin ang boto para sa kanyang
mga kandidato. Talamak ang mga
ulat ng pananakot at pagpatay, lalo
na sa pagitan ng mga magkalabang
pwersa sa lokal na eleksyon. Hindi
rin nakaligtas ang mga militanteng partido mula sa mga kaso ng

buong UP. Pinapanatili pa rin ng
panukalang batas ang elitistang
istruktura ng Board of Regents,
at pinaiigting pa nito ang kapangyarihan ng lupon na pumasok
sa komersyal na mga iskema at
kasunduan.
Sa huli, hindi nagtatapos ang
demokrasya sa simpleng pagpuno
sa mga blangko ng balota. Labas
pa sa kapirasong papel na umano’y
magtatakda ng kapalaran ng
bayan at ng mamamayan, higit na
makapangyarihan ang demokrasyang iniluluwal ng pag-aaral at
pagtindig, ng pakikisangkot at
pagpanig.
Sapagkat sa pagkakataong
tayo’y biguin ng hinirang nating
mga pinuno, walang pangingimi
nating itutuloy sa lansangan ang
ating pakikipagbuno.

Call center to rise at S&T park

T
he UP North Science and
Technology (S&T) Park has
started its construction on
17.5 hectares of UP land
along Commonwealth Avenue last
April, with two buildings intended
to house a bank’s call center.
According to a May 2007 publication of the Hongkong Shanghai
Banking Corporation (HSBC), the
bank entered into an agreement
on April 26 with Ayala Land Inc.
( ALI ), the park ’s developer, to
put up a Global Service Center
( GSC ) now being constructed
b y t h e Ma k a t i D e ve l o p m e n t
Corporation.
The GSC will “[provide] global
support and contact services to
the HSBC Group in Europe, North
America and East Asia,” and is
expected to be operational in the
first quarter of 2008, according to
the publication.
According to S&T park project
engineer Jore Montelibano, the
two GSC buildings, each costing

In October 2006, the UP Board
of Regents approved a 25-year
lease contract with ALI to develop
the North S&T Park.
According to Vice President
for Development Ruperto Alonzo,
head of the UP S&T Park project,
the rental fees shall be divided
between UP and Ayala on a 60-40
percent basis.
Opposition
Shahana Abdulwahid, chair person of the University Student
Council, opposed the construction of a call center in the S&T
park as a clear manifestation of
commercialization.
“Para saan ang isang call center
sa university? Hindi naman ito
makatutulong academically,” Abdulwahid said.
Student Regent Terry Ridon
added that the S&T park should
contain research and techno logical facilities, as indicated in
the approved contract.
“ In your face na talaga ang
commercialization ng UP lands
at UP education. Kailangang magcampaign ang mga estudyante
laban sa sabwatan ng Ayala at UP
dahil hindi tayo nag-aaral para
lang maging call center agents,”
Ridon said.
Not UP’s plan
Alonzo, however, denied knowledge of the call center’s construction as HSBC’s contract is with
Ayala and not UP.
Alonzo added that only companies which satisfy the purpose of
the S&T Park to promote collaborative research and technology
projects between the industry and
the academe shall be allowed to
lease the buildings.

CSC upholds accreditation of
academic employees’ union

T
he Civil Service Commission (CSC) has upheld its
March 26 accreditation
of the All- UP Academic
Employees Union (AUPAEU) as
the official negotiating agent of the
academic rank-and-file employees
of UP, denying objections coming
from the UP administration.
In a May 15 letter to UP President Emerlinda Roman, CSC Chair
Karina Constantino-David reiterated the commission’s earlier
accreditation of AUPAEU, saying
the union was able to secure the
signatures of majority of eligible
UP academic employees.
The CSC issued Certification of
Accreditation No. 624 to AUPAEU,
making it the sole representative of UP academic employees
in negotiating talks with the UP
administration. Last year, the AUPAEU submitted a petition for accreditation to the CSC along with
a list of signatures of academic
employees who are members of
the union.
In a meeting on May 4, UP
Vice President for Legal Affairs
Marvic Leonen told AUPAEU officials that the administration
is opposing the accreditation of
the union because the signatures
submitted in its petition included
names of employees who occupy
administrative positions or who
are not in service due to death or
retirement.
AUPAEU President Judy Taguiwalo, however, said the CSC only
counted valid names according to
the roster of employees submitted
by the UP administration itself.
On June 12, while conceding to
the commission’s accreditation of
AUPAEU, Roman maintained that
based on a second “updated” list,
the union still “failed to meet the
required [number of ] support
signature[s] of the majority of
the academic rank-and-file employees [of UP].”
The CSC , however, rejected
the second list as it was not
the plantilla of positions from
the Department of Budget and
Management.
Meanwhile, Taguiwalo said the
negotiating panels of both the
union and the administration will
meet by the end of June or early
July to discuss the ground rules
for the drafting of a Collective Negotiations Agreement (CNA).
The CNA is the standing agreement between the UP administration and the union which determines cash and fringe benefits
to academic employees, like a
signing bonus, health insurances
and rice subsidy. These negotiations towards the drafting of the
CNA would be the first in the history of UP.

The survey, however, was only dismissed
by Arroyo, saying the study was based on
old facts. She also blamed the opposition
for her administration’s negative image.

he is literally all around the place.
In her glamorous outfits made
especially for state visits, she set
foot in Australia and New Zealand
to discuss security concerns. She had been
to China to negotiate with big Chinese
businessmen to invest in the country. In
Portugal, meanwhile, she called for strong
relations between the European Union and
the Association of Southeast Asian Nations.
She also visited the Pope in the Vatican,
inviting him to visit the country soon.
Behind the photo-ops, rehearsed smiles
and pleasantries, however, lies the real
score. No matter where she goes, President
Gloria Arroyo is hounded with issues that
have earned the country a foul reputation
with various foreign organizations and
agencies, such as bagging the number one
post in the list of most corrupt countries
in Asia. Apparently, her regime’s reputation precedes her. No matter the distance,
no presidential jetplane can outrun the
scorn.
Economic aptitude
As the government fails to deliver employment opportunities domestically,
Arroyo scuttles to forge agreements with
other countries for employment oppor tunities. On television and newspaper
photographs, she could be seen grinning
with her two hefty incisors out whenever
news about a stronger peso and stock
market comes. She claimed that because
of her administration’s efforts, the Gross
Domestic Product was up by 6.9 percent
and the Philippine Stock Exchange had hit
its highest rate in 10 years.
Filipinos, however, still grapple with
dismal statistics. There are 31.3 million poor
Filipinos or 40 percent of the population,
according to the National Statistics Office.
The unemployment rate has reached 11.2
percent, translating to 3.5 million jobless
Filipinos. The daily minimum wage remains
stagnant even as the daily cost of living
perpetually shoots up.
Moreover, according to Renato Reyes,
secretary-general of militant organization
Bagong Alyansang Makabayan, “Nakatali
sa external factors gaya ng exports ang
pag-alam sa economic stability ng bansa.
Hindi naman pwedeng i-asa ang pag-unlad
ng ekonomiya sa OFW remittances. Kung
tumaas man ang halaga ng piso at lumakas
ang stock market, hindi naman ito nararamdaman ng mga karaniwang tao gaya ng
mga manggagawa.”
Iron grip
Her eyes exuded a faint reverence as
both her hands gripped the hand of Pope
Benedict XVI during her visit to the Vatican.
Also in Europe, Arroyo appeared saintly,
displaying a wide grin as she was dubbed
the first Philippine head of state to make
a pilgrimage to the shrine of Our Lady of
Fatima.
The cited images indeed belie the claims
that her regime is capable of violating
human rights. In flaunting her Catholic
beliefs, Arroyo seemingly proffers the
delusion that her administration respects
lives.
Human rights group Karapatan, however, recorded cases of more than 850
activists killed, with 300 attempted murders and 200 recorded abductions since
Arroyo assumed presidency in 2001. In the
homefront, some groups have even claimed
that Arroyo had already overtaken former
dictator Ferdinand Marcos’ dismal human
rights record. The spate of political killings
and continuing violence have drawn the
international spotlight, with a handful of
foreign organizations echoing the clamor
to resolve the killings.
For instance, according to Amnesty International (AI), an international organization upholding human rights, “the killings
constitute a pattern, and a continuing
failure to deliver justice to the victims represents a failure by the government to fulfill
its obligation to protect the right to life of
every individual in its jurisdiction.”
The said pronouncement poignantly
places the government in the hot seat.
State policy such as Oplan Bantay Laya
and a declaration of an “all out war ”
against the communist insurgency have
evidently aggravated the spate of killings
as military forces are deployed all around
the countryside.
In his 10-day visit to the country, moreover, United Nations Special Rapporteur

Philip Alston concluded that the government must exert more effort in solving
cases of political killings in the country. He
also linked the military to this issue. “ The
AFP remains in a state of almost total denial of the need to respond effectively and
authentically to the significant number of
killings which have been attributed to it,”
he said.
Corruptibility
The Arroyo administration has always
publicized its efforts to ease corruption.
However, the survey done by the Hong
Kong-based Political and Economic Risk
Consultancy (PERC) still dubbed the Philippines the most corrupt country among
13 surveyed Southeast Asian Nations.
The survey was done with 1,476 expatriate businessmen in the
region, 100 of which are
Philippine-based.
While the Department
of Budget and Finance calculated that P400 billion
or almost 20 percent of the
national budget is leaked to
corruption annually, the Makati Business
Club claimed that “no big fish” have been
caught yet. “People are just growing tired
of the inaction and insincerity of leading
officials when they promise to fight corruption,” the PERC added. It also cited
alleged cheating during the 2004 presiden-

always assert on occasions like this that the
Philippines is a good site for investment, as
she claims that the economy grew during
her administration’s “good leadership” and
campaign against corruption.
So much for the fanfare. The smiles in
front of camera lenses are nothing more
than masks which aim to conceal the real
situation of the country. As Arroyo trumpets
the supposed “gains” of her administration
such as abstract figures to signify economic
growth, the people are left to live with dire
conditions exacerbated by violent threats
against their civil liberties.
She is trying to elude the foul tags by referring primarily to economic growth. With
her frequent visits to other countries, she
scampers to forge a neo-liberal economic
program with foreign trade institutions
which further emphasizes the country ’s
subservience to the economic agendas of
developed countries.
Moreover, Arroyo seemingly seeks the
blessing of the international community
through the cited state visits especially
since scores of Filipinos and various groups
have denied her any sense of legitimacy.
In the homefront, a different picture is
captured – that of an iron hand gripping
the desperate hands of the people mired in
poverty and economic dependence. There
are no foreign dignitaries trailing along
Arroyo’s path, only tallies of violence and
unabated records of corruption.

ilabas ng militar ang dalawa. Subalit makalipas ang sampung buwan, ibinasura ng Court
of Appeals ang kaso.
Kaya noong Hunyo 6, nagsampa ng motion
for reconsideration ang pamilya nina Karen
at She upang baligtarin ang naging desisyon
ng korte. Nais din nilang mapalitan ang mga
huwes na didinig sa kaso dahil naniniwala silang kung parehas na tao lamang ang didinig,
parehong negatibong resulta ang lalabas.
Ani Atty. Rex Fernandez, abogado ng
pamilya nila Karen at She, “baka abutin
na naman ng apat na buwan” bago umano
maglabas ng resulta ang korte.
Subalit ani ‘ Nay Lynda sakaling hindi
sila makakuha ng katarungan sa ginawa ng
militar, “mayroon pa ring ibang paraan na
magbabayad sila.”
Nitong mga nakaraang linggo, mayroong
sasakyang umiikot-ikot at nagmamanman sa
paligid ng bahay nina ‘Nay Lynda sa Laguna.
Wala umanong plaka ang sasakyan ayon sa
mga kapitbahay. Ngunit hindi naman ito
ikinakatakot ni ‘ Nay Lynda. “ Wala naman
akong kasalanan bakit ako matatakot? Kung
ikukulong din nila ako, isama na nila ako sa
pinagkulungan nila kay Sherlyn.”

24. Isa siya sa mga nagtatag ng Kilusang Mayo
Uno at nagtaguyod sa iba’t ibang unyon ng
manggagawa.
Sa umiigting na kampanya ng militar
alinsunod sa OBL , inasahan na ni Mang
Gemo at ng buong pamilya na isang araw
maaari siyang dukutin. Hindi lang daw nila
inasahang magiging ganoon kaaga. “ Tukoy
na siya lagi,” ani Glenda, 31, anak ni Mang
Gemo. Noon pa man, sinusundan na siya ng
mga militar. Sinusundan daw siya kung saan
man magpunta. Minamanman din diumano
pati ang mga pagtawag niya sa telepono.
“Malakas kasi ang impluwensiya ni tatay,”
ani Glenda. “ Nakita ko kung paano niya
napapasunod ang mga tao. Isa siya sa likod
ng matagumpay na unyon sa Manila Hotel,”
aniya. Si Glenda ang drayber ni Mang Gemo
kapag may mga lakad sila ng samahan. Siya
lang umano ang nakakasama niyang anak.
Kahit noong kabataan pa lang niya, aktibo
na si Mang Gemo, kwento ng kapatid na si
Mang Romeo, 54. Suportado naman siya ng
mga kapatid at magulang. “[Nang lumaon],
pati ako sumabak na rin,” ani Mang Romeo.
Inasahan na raw ni Mang Gemo na kahit
na anong oras noon, maaaring siya na ang
dukutin ng mga militar. Kaya naman sinabi
na niya sa pamilya na “mangalampag” sa
publiko kapag nawala siya. Ibinigay na rin
niya ang mga taong dapat nilang kausapin
at hingan ng tulong.

Ngayong taon umabot na sa 17 ang
bilang ng mga sapilitang dinukot. Kabilang sa talang ito si Jonas Burgos, 37 na
dinukot noong Abril 28 habang kumakain
sa Ever Gotesco Mall sa Commonwealth.
Si Jonas ay anak ng tanyag na mamamahayag na si Jose Burgos, kilala bilang tagapagtaguyod ng kalayaan sa pamamahayag
noong Martial Law.
Ipinagpatuloy ni Jonas ang simulain
ng kanyang ama. Isa siyang agriculturist
at full-time na miyembro ng Kilusan ng
Magbubukid ng Pilipinas ( KMP ), alyansa
ng mga organisasyong pesante sa buong
sa lalong madaling panahon. At gaya ng
mga nakaraang pagdinig, patuloy pa rin ang
militar sa pagtangging may kinalaman sila sa
pagkawala ni Jonas.

Burgos sa itinakbo ng pagdinig, “expected iyong hearing kahapon, hanggang doon na nga lang siguro sila,”
ani Gng. Burgos.
Kahit nangangamba sa sinapit
ng kanyang anak, hindi kailan
man sinisi ni Gng. Burgos ang
pagiging aktibo ni Jonas sa pagtulong sa pagpapaunlad ng kalagayan ng mga magsasaka. “It never
entered my mind,” aniya. “Ang
pagbabahagi umano ng talento sa
iba ang siyang palaki ng kanilang
ama sa kanilang mga anak. “Respetado namin si Jonas,” dagdag ni
Gng. Burgos.

Jonas ang karanasan nila noong
Martial Law. Tinugis noon ng rehimeng Marcos ang amang si Joe

na kami ng ama namin sa ganitong pangyayari.” Nasabihan na umano sila kung sino ang

Gemo. Nang may ihaharap sanang
testigo sa korte ang pamilya, idineklara ng korte ang pagtestigo bilang
“irrelevant”.
Hanggang sa ngayon, wala pa ring
iniusad ang kaso dahil hindi pa rin ito
pinapansin ng korte. Nakatabangan
na ng asawa ni Mang Gemo ang paghahanap sa kanya. “Kayo na lang ang
bahala,” sabi niya kina Mang Romeo.
Nakatanggap din umano ang asawa ni
Mang Gemo ng pagbabanta mula sa mga
dumukot kay Mang Gemo.
Bagamat ganoon, “positive pa rin
kami [na buhay pa si tatay], sabi ni
Glenda. ‘ Pero ewan na lang kung bebeybehin pa siya nung mga abductors.”
Ipinag-aalala ng pamilya ang kalusugan
ni Mang Gemo dahil may sakit siyang diabetis at kaka-opera lang sa mga mata niya
bago siya dinukot. “Patuloy kaming sasali
sa mga rally at hahanapin namin siya sa mga
kampo,” dagdag ni Glenda.
Sa eskwelahan ng kanyang mga anak,
hindi nangingimi si Glenda na ilahad
sa ibang mga magulang doon na isa siyang kaanak ng desaparecidos “upang
malaman ng madla na totoong may
ganitong nangyayari” at para magkaroon
sila ng simpatya sa mga naiwang kaanak.
Pilipinas. Kasalukuyan siyang nagbibigay
ng teknikal na pagsasanay sa pagsasaka sa
mga miyembro ng Alyansa ng Magbubukid
ng Bulacan.

si Jonas ng KMP, hindi kasapi ng NPA .

lamang umano ang plaka mula sa sasakyan nilang nakaparada sa kampo
nila.

ni Jonas, patuloy na itinatanggi ng

Sa pinakahuling pagdinig ng kaso
sa Commission on Human Rights
(CHR), tumestigo sa panig ng AFP si
Major General Delfin Bangit, pinuno
ng Intelligence Service of the Armed
Forces of the Philippines (ISAFP).

kaso ang mga pamilya ng desaparecidos,
mahabang panahon naman ang ikinaaantala
ng paglilitis. Makapaghapag man ng matibay
na ebidensya at testigo ang mga kaanak ng
desaparecidos, sa huli negatibo pa rin ang
nagiging resulta ng paglilitis gawa na rin ng
pakikipagsabwatan ng militar at estado.
Para palalalain pa ang sitwasyon ng karapatang pantao sa bansa, sa darating na Hulyo
15 ay ipapatupad na ang Human Security Act
of 2007 o Anti-Terrorism Law. Sa mga probisyon nitong laban sa mga kritikal sa pamahalaang Arroyo, inaasahang lalo pa nitong
maaantala ang pagkamit ng mga kaanak ng
desaparecidos ng hustisya para sa kanilang
mga nawawalang mahal sa buhay.
Bagamat hindi pa rin natatagpuan sina
Karen, She, Jonas, Mang Gemo at iba pang
desaparecidos, tuluy-tuloy pa rin ang paglilingkod nila sa Bayan. Hindi nauubos ang
mangangahas na tumangan sa labang kanilang sinilaban.

Ayon sa isang panayam sa direktor nitong si Bong Ramos,
ang ipinagkaiba raw ng Haw-Ang sa iba
pang pelikula ay ang pagkilala nito sa
uri ng edukasyong labas sa konsepto ng
klasrum. Natututo rin ang kabataan mula
sa kultura at kapaligirang ginagalawan
nito—ang katutubong pamumuhay nila
at ang ugnayan sa mga rebolusyonaryong
kanilang nakakatuwang.
Ipinakita ng Haw-Ang ang isang magandang pananaw sa edukasyon ng mga

at ng mga kabigan nito ay muling tatalima
sa ganitong papaunlad na relasyon ng
pagkatuto at pagsisilbi.

Lider estudyante noon si Kiri sa UP
Los Baños (UPLB). Nagsimula ang pakikisangkot niya sa mga isyung panlipunan
nang masaksihan ang kalagayan ng mga
mahihirap sa Laguna. Kaya naman, nang
makapagtapos sa UPLB at sa Mowelfund
Film Institute, kasama siyang bumuo sa
film collective na Southern Tagalog Exposure (STEx). Dito ipinagpatuloy ni Kiri
ang paggamit sa sining bilang porma ng
pakikisangkot at pakikipaglaban para
sa mga karapatan ng mga manggagawa’t
magsasaka.
Pagpapaliyab

Mayroon namang nakahigang may balingkinitang katawan na tila humahagulgol.
Ang isa ay babaeng nagdadalang - tao.
“Modelo nito ang kaibigan kong musician
na merged with Eden Marcellana.” Ayon
kay Kiri, ang posisyon ng babae kung saan
nasa ulunan nito ang kaniyang mga kamay
ang umano’y itsura ng natagpuang bangkay
ng pinaslang na mamamahayag.
Kapag gabi, nagkakaroon ng video
projection ng nagbabagang apoy ang espasyong kinalalagakan ng eksibit. Nililikha
nito ang ilusyon na nasa hurno ang mga
rebulto. Mula sa natural na kulay ng natuyo
at nasolidong lupa, nagkukulay apoy ang
mga hinubog na kababaihan. “ Yung apoy
ay maaaring symbol ng dissent,” ayon kay
Kiri.
Saksi si Kiri sa malawakang paglabag ng
karapatang pantao lalung-lalo na sa mga
kababaihan. Sa higit 800 biktima ng pampulitikang pamamaslang, marami sa
mga ito ang mula sa Timog Katagalugan kung saan nakabase ang
STEx. “Kahit kami noon sa STEx ay
naharass ng mga militar,” aniya.
Hindi maipagkakailang ang mga
karanasang ito ay sinalamin ng
mga obrang rebulto ni Kiri.
Gawa sa terracotta ang mga
iskulturang nakahubog sa katawan
ng mga babae. Ang una ay isang
maliit na rebultong nakapatong sa mga terracotta brick.
Pagkawasak at Pagbubuo
Mula sa video documentaries at ngayon naman ay
terracotta sculptures, naipatampok ni Kiri sa lungsod
ang nagliliyab na kalagayan
ng pandarahas at pakikibaka
sa kanayunan. Gayunpaman,
nililimitahan pa rin ito ng
apat na sulok ng galering
nasa isang komersyalisadong
gusali. Sa pagbabalik ni Kiri
sa siyudad, pinagtatagpo niya
ang kontradiksyon sa pagitan
ng mga progresibong likha at ng burgis na
espasyo ng mga galeri. Bagamat kinikilala
ni Kiri na mangilan-ngilan lang ang may
kakayahang pumunta sa mga eksibit, minamaksimisa niya ang mga pagkakataong ito
upang umugnay sa iba pang mga artista’t
maka-sining at iparating ang tunay na
kalagayan ng panlipunan.
Para sa mga artistang katulad ni Kiri,
ang karanasan niya sa kanayunan bilang
human rights advocate ang naglilinang
ng bawat obrang kaniyang iniluluwal. Sa
patuloy niyang paglubog sa nakaririmarim
na sitwasyon ng mga pinagsasamantalahan, magpapatuloy din ang paglikha ni
Kiri ng sining, ano man ang porma nito, na
pumapanig sa masa. Higit pang mag-aalab
ang ningas na bubuo ng
marami pang imahe at
hubog mula sa realidad
ng kanayunan. Hanggang
sa ang alab ay kumawala
sa mga galeri ng siyudad,
at tupukin ang lansangan
ng kalunsuran.

Of regularities and resistance
T
his is your regular Collegian.
Which is not saying that last
year’s withholding of the Collegian’s
funds by the UP administration has
already been forgiven or forgotten, or that
the question on whether the Collegian is a
government unit or not has been resolved.
Save for the fact that the UP community
can now expect the publication to regularly
come out, things remain irregular.
Like how we were practically coerced by
UPD Chancellor Sergio Cao into submitting
the selection of the publication’s printer to
a bidding process, to be facilitated by the
UP administration, by virtue of a questionable procurement law. The message was
clear: unless we agree to an administration-facilitated bidding, the publication’s
funds will not be released. And so for a time,
you, student readers, were deprived of what
is trumpeted, and rightly so, as the most
concrete manifestation of your democratic
rights, the student publication.
Or like how the previous issues of the
Collegian have yet to be paid, months after
the said issues were released and circulated. (The chancellor has already approved
the payment as early as June 12, something we would not have been informed
of had I not personally called one of his
subordinates.) You can thus only imagine
how difficult it is for the current term to
scout for a printing press, given the bad
impression such non-payment leaves on
the Collegian’s financial records. We have
already submitted to the prescriptions of
the law, in spite of ourselves, and yet its ill
implications we continue to suffer.
It was never an easy decision for the current editorial board, composed of the same
people from the previous term. We were the
same ones who stood undaunted, insisting
that the Collegian
is an independent
student institution
funded solely by
the students and
hence should not
be treated like any
regular government
office. We were the
same people who led the march from the
corridors of AS to elicit support from the
students, all the way to the Chancellor’s
office to demand that the publication’s
funds be released.
We, however, were made to choose
between two evils, so to speak: to remain
unperturbed in our position and witness
the slow demise of this historic student
institution, or enter into a compromise with
the UP administration (which is really not a

Close encounter with Garci
W
e’ve heard of Virgilio Garcillano
as the Comelec commissioner
who, instead of guarding the
sanctity of the vote, developed
electoral cheating into shiny perfection,
making 2004 one of the dirtiest in history.
Garci’s talents were legendary: wherever
he went, vote-rigging was sure to follow.
His expertise includes wide-scale maneuvering – difficult to do without detection if
not for Garci’s extensive experience in the
field of fraud.
Thus, when the Garci tapes surfaced, his
name acquired a connotation so unsavory
that even someone as notorious as Lintang
Bedol, who delivered a “statistically impossible” 12-0 win to Team Unity, resents being
called the “second Garci.”
Just imagine my consternation when I
arrived home for summer. Although I knew
beforehand that Tito Boboy was running
for mayor in Manolo Fortich, Bukidnon, it
never occurred to me that he was running
under Garci’s party. In a confrontation,
some relatives reasoned that the objective
of elections is to win. And Garci presented
that opportunity because of his hold on
the Comelec and the military. The other
candidates were just as corrupt anyway,
and Garci constituted the “lesser evil.”
Moreover, his close ties with Malacañang
ensured a bigger budget for Manolo.
I did not know which was harder to
swallow: their willingness to tolerate
Garci’s tricks or their overly selective per-
ception. By their blind consent, they unduly
spoiled the residents’ votes; by their parochial views, they ignored what was good for
the entire nation.
I finally met Garci during the party ’s
miting de avance, where various baranggay
officials and community leaders were in
attendance. With his small height, plump
figure, round face and upturned lips, he
looked like Tolkien’s Bilbo, only
without the beard.
He seemed harmless, not quite the
master vote-rigger
I know him to be.
Yet, this smiling,
little man helped
p l u n g e o u r na tion into one of
the worst crisis in
recent history, the
damage so severe
that neither the presidency nor the Comelec can ever regain its credibility without
major overhaul.
Meanwhile, Tito Boboy was up in front,
pointing out how Manolo suffered during
Coring Acosta’s term: the rampant increase in electricity and water rates, unfinished roads, lack of free clinics and
subsidized medicines, all of which were
never a problem when he was mayor years
ago. To me, he was the better candidate
than re-electionist Acosta, who seemed hell
Garci’s
victory
would mean,
not just the
circumvention
of the law,
but also the
frightening
use and
abuse of his
Congressional
powers

compromise as it still compels us to submit
to the very law we continue to protest) and
go back to the publication’s “regular” operations. Clichéd as it may sound, we chose
the lesser evil.
Submission, however, does not always
preclude the possibilities of resistance. To
dismantle the master’s empire, quoted a
former Collegian editor, one potent tactic
is to use the master’s tools.
It is through this perspective that the
current editorial board agreed to an administration-facilitated bidding process.
For all its worth, the standoff worked best
only for the UP administration. Janitors
were retrenched, the No ID, No Entry policy
was implemented, the approval of tuition
hike and other fees was railroaded, and
the students were left mostly in the dark
as regards their university ’s sordid state
of affairs.
To repeat, things remain irregular, and
the withholding of funds by Cao, an act
most vile especially for a weekly publication
like the Collegian, will neither be forgiven
nor forgotten. The Collegian resumes its
operations with a renewed passion and the
fiercest determination to expose the evils of
the neo-liberal state apparatus that is UP.
The battle rages on.
Alaysa Tagumpay E. Escandor
bent in making a political dynasty out of her
family, with son Neric running for governor
and daughter Malou for Congress. Yet, when
he accused the Acostas of corruption and
massive cheating, I wryly wondered how
he will explain his association with Garci. I
was at pains when I heard him announce in
Bisaya, “Siya po ang susulong ng kaunlaran
sa Manolo! Ang pambato natin sa Kongreso,
Si Atty. Virgilio Garcillano!”
After a long round of applause, it was
Garci’s turn to speak. And how I marveled
at his utter lack of shame. “ Tumatakbo
ako sa Kongreso upang linisin ang aking
pangalan,” he said in a mixture of Tagalog
and Bisaya. “ Wala akong ginawang mali,
wala akong kasalanan.” Speaking with
breathtaking ludicrousness, Garci brazenly
proclaimed that he will use his office to end
the investigations against him.
You have to give it to the man. He has an
unfailing knack for demonstrating everything that’s rotten about our politics. Garci’s victory would mean, not just the circumvention of the law, but also the frightening
use and abuse of his Congressional powers
– all in the name of, well, his name. Like
any other trapo, Garci is running for public
office, not to serve the Filipino people, but
to serve his own private interests.
That night, I went home terrified at the
possibility.
Two months after, Garci lost. So did Tito
Boboy.

B
efore anything else, allow
me a puff of smoke and a
sigh of relief. After, let me
embrace gravity and its
stubborn refusal to relent
its grip. Then, ask me how
my flight went. I’d say “fine,” it’s a 13hour trip across time zones and obscure
islands in the Pacific. It’s warm across
the platform between plane and port.
Don’t say you missed me. I’ve only been
gone for seven months. I can still curse
you in our dialect.
Never ask me why I came back nor
when I will be departing again. I brought
that place to ruins. I shattered promises,
cursed at a lucid dream, I twisted and
turned during sleep, I hid in a closet to
talk with you. I bought a one-way ticket.
And that’s all I will afford.
I’m a seasoned acrobat nowadays. I
know how to elude those questions. I’d
tell you I’m pursuing better goals. I’ll be
enrolling this semester in UP. I would
pursue a career in law, just as we agreed
upon three years ago. I promise not to
join “those rallies” again. From now
on, you’ll see unos in those class cards
instead of the usual inc, drp, or NG. Just
to elude your caustic questions.
I’d tell you instead how the previous
weeks went. I still could not manage to
arrest my panic when riding jeeps, they
speed through avenues insanely and I
forgot how normal that was. I crossed
streets while obsessively checking both
lanes. If only you’ve seen how I stopped
cars dead on their tracks during those
times at Mendiola.
I was dismissed from the Political
Science Department since I ’ ve been
AWOL and spent four semesters under
probation from the department. These
days, I ’m spending time fleeting and
veiled under the shadow of anonymity
as a non-major. I’m planning to shift to
creative writing after two semesters.
See, I’ve anticipated your question.

he campus press in Hong Kong is
under attack!
The Chinese University Student Post (CUSP), due to printing articles that tackle “controversial” issues,
has its editorial board indiscriminately
tagged as “indecent” or “immoral” and
thereafter punished by paying a HK$
400,000 fine and possibly being subjected to one-year imprisonment.
Without trial, both the Television
and Entertainment Licensing Authority
(TELA) and the Obscene Articles Tribunal (OAT), agencies of the Hong Kong
government, have charged the Chinese
University Student Post as indecent on
May 12 and 15, respectively. The verdict
made has already been pronounced to
the media even before the said dates.
This they did without consideration
to the right of the concerned students
to defend themselves and be entitled to
their inherent right to due process.
In retrospect, the editorial board
and writers of the Chinese University
Student Post did nothing out of the
ordinary. In the February issue of
their publication, they have surveyed
university students about the latter’s
perceptions and feelings on sexual
perversions such as incestuous sex or
bestiality. Results were published in
the March issue.
What is controversial is not the
writing and printing of a survey on
Hong Kong students’ feelings on sexual
perversions, which in our view, did not
violate the ethics of journalism.

What is controversial is the way the
Hong Kong government, through TELA
and the OAT, has dealt with the case.
By dipping their fingers on a university case, it has blown the issue out of
proportions. By judging the article as
indecent without allowing the students
to defend themselves, it has created
a precedent that will impact negatively on the rights of people to free
speech, expression and thought. By
announcing the judgment to the media
even before the trial, it has unjustly put
the students in bad light.
The high-handed attack of the government authorities on the Chinese
University Student Post is one-sided
and onerous. If left uncorrected, it will
spell disaster on the democracy movement in Hong Kong.
The government should correct this
mistake by recognizing the capacity of
young people in Hong Kong to think
and act responsibly for themselves and
others. The young are given the free
rein to practice campus journalism
bound in its ethics developed for many
centuries.
We call on all journalists in the
campus and mainstream media here
and abroad as well as all press freedom
advocates to support the campaign
of the CUSP to uphold, promote and
defend campus press freedom in their
university and in Hong Kong.

telebisyon ang balitang ipinangakong isasahimpapawid nang mas maaga. Daraan ang hinahanging
watawat ng Pilipinas habang naglalakbay ang camera sa larawan ng iba’t ibang sektor ng lipunan. Ito ang mukha ng mainstream na midya ngayon: advocacy journalism na isinusulong
ang pagmamahal sa bayan.
Alingawngaw
Mahigit sa dalawang dekada na ang nakararaan, bago maging animo perya ang
balitaan, dumanas ito ng panahon kung saan higit pa sa nakamamanghang visual effects at naglalakasang tinig ng tagapagbalita ang naglalaban upang
mapanood ng tao.
Sa ilalim ng rehimeng Marcos, ang GMA 7 ng mga Jimenez ang
nangunguna sa paglikha ng mga palabas na mas pinahahalagahan
ang seryosong mga ulat: isyung panlipunan, pulitikal, at pangekonomiya na siya ring laman ng late-night talk programs. Ilan
