GANBAT CHULUUNKHUU President of PMI Mongolia Chapter 2014 has been a great year for PMI Mongolia Chapter. Our Mongolia Chapter has been officially recognized by Project Management Institute (“PMI”) as part of its Region 9. PMI is the world’s leading not-for-profit professional membership association for the project, program and portfolio management profession. Founded in 1969, PMI delivers value for more than 2.9 million professionals working in nearly every country in the world through global advocacy, collaboration, education and research. PMI advances careers, improves organizational success and further matures the profession of project management through its globally recognized standards, certifications, resources, tools, academic research, publications, professional development courses, and networking opportunities. We are very happy and grateful to be a part of PMI global family. PMI Mongolia Chapter is much honored to host our first inaugural conference and workshop with many project management professionals, distinguished speakers, and interested guests. Mongolia is a great case study for the Project Management in Emerging Economies conference. Thanks to its abundant natural resources, Mongolia has attracted interest from global mining majors such as BHP Billiton, Vale, Shenhua, Anglo American and welcomed multi-billion dollar investments from Rio Tinto. Furthermore, some of the world’s largest engineering and construction companies like Fluor, Bechtel, Worley Parsons already operate in Mongolia. A large number of Mongolian public and private companies are developing and operating major mining, infrastructure, industrial and civil construction projects, thus many Mongolians could truly benefit from the growth of the profession demand and the career opportunities. PMI global standards provide guidelines, rules and characteristics for project, program and portfolio management. These standards are widely accepted and when, consistently applied, they help you, your global peers and your organization achieve professional excellence. Without further ado, please enjoy the conference, network with fellow professionals and use the PMI global standards in managing and growing your business, while contributing to the national economy. Sincerely, Ganbat Chuluunkhuu President, PMI Mongolia Chapter 3 INAUGURAL CONFERENCE AND WORKSHOP, 2014 WELCOME MESSAGE In May 2012, prompted by a clear need to provide a forum for the development of local project managers, Ganbat, Oyut and I began the process to establish a Mongolian Chapter of the Project Management Institute (PMI). Although the receipt of formal approval from PMI International in June 2014 may represent the official conclusion of this process, we are still in the early stages of helping Mongolia adopt best practice project management across all projects. COLIN MURPHY General Secretary and Executive Director of PMI Mongolia Chapter This weekend’s inaugural chapter conference is a major milestone on the road to achieving this. The conference, with its focus on project management in emerging economies, comes at a particularly important time. The great rise of the developing world combined with tough recent economic times locally has increased pressure for projects to be delivered on-time, on-scope and on-budget. The organising team has brought together many leaders of project management thought and practice from around the Asia-Pacific region. Whilst there is a lot we can all learn from each of our presenters, an equally important part of every conference is having the opportunity to discuss our ideas and experiences with our fellow delegates and to build a strong professional network; we hope these two days provide you ample opportunities to do so. Thank you for attending and we hope you find PMI Mongolia Chapter’s inaugural conference to be both enjoyable and professionally rewarding. I am also incredibly grateful to the dozens of organisers, volunteers, speakers and sponsors, without whom this event would not have been possible. Sincerely, Colin Murphy Executive Director, PMI Mongolia Chapter Welcome to Mongolia, It is my pleasure to welcome all of you to the inaugural PMI Mongolia Chapter’s international conference. Since March our team of volunteers has been diligently working at creating a professional and educational experience. With dedication and long hours, we have strived to not only apply the principles of project management, but showcase some of the best Mongolia has to offer. I’d like to take this opportunity to thank the volunteers and sponsors, who have made this event possible without their support and dedication, none of this would be possible. MARC TASSÉ Conference Chair, VP Events of PMI Mongolia Chapter I hope you have an exceptional two days and depart with a thirst to deliver all of your projects on time, on scope and on budget. Sincerely, Marc Tasse Conference Chair, PMI Mongolia VP of Events 4 INAUGURAL CONFERENCE AND WORKSHOP, 2014 INAUGURAL CONFERENCE AND WORKSHOP, 2014 DAY 1: CONFERENCE FRIDAY, 3RD OCTOBER 2014 08.00-09.00 REGISTRATION 09.00-09.10 WELCOME REMARKS Colin Murphy, Executive Director, PMI Mongolia 09.10-09.40 DELIVERING GREAT PROJECT OUTCOMES IN FRONTIER ECONOMIES Cameron McRae, President of Skypath Partners, Institute of National Strategy of Mongolia 09.45-10.15 CHALLENGES AND SUCCESSES OF PROJECT MANAGEMENT IN EMERGING COUNTRIES: INDIA Raj Kalady, Managing Director, PMI India 10.15-10.30 PANEL DISCUSSION: 1. AND WORKSHOP, 2014 12 INAUGURAL CONFERENCE Mobile +27 83 625 2626 / johan.lubbe@rsvinternational.com CONFERENCE SPEAKER DELIVERING GREAT PROJECT OUTCOMES IN FRONTIER ECONOMIES Abstract Congratulations to the Mongolian Chapter of PMI for organizing this conference, and for organizing a great collection of speakers and panelists who will discuss their experiences and views on issues critical to delivering great project outcomes. I look forward to opening the presentations and will specifically address the issue of whether great project outcomes are more difficult to deliver in frontier locations. My thesis is that these projects • Are generally more complex • Experience additional expectations and distractions • Require more CEO and organizational focus • Do not have as much access to high quality resources and services providers (within the host country) CAMERON McRAE Executive Chairman, Skypath Partners LLC Given these factors I believe frontier location projects are more difficult to lead and manage with the demands on project leaders being more intense. This requires additional effort and strategies to mitigate the difficulties. Biography Cameron served a 28 year career with Rio Tinto where his last position was CEO-President of the Oyu Tolgoi (OT) copper-gold business in Mongolia. He also served as CEO of Richards Bay Minerals in South Africa, Managing Director of Murowa Diamonds in Zimbabwe and Project Director for the Hail Creek Coking Coal Expansion project (6mtpa to 12mtpa) in Australia. Cameron’s career highlight was leading the establishment of the OT business – Mongolia’s worldclass mega-project in the remote Gobi Desert. OT commenced construction in 2010 and moved to full production before Cameron left in October 2013. Many logistical, geo-political and government challenges were overcome and the US$6 billion project was commissioned ahead of schedule. OT is now operating above nameplate capacity. At OT’s peak of construction 15,000 people were employed on both open-cut and underground development, and at the various off-site construction locations and offices. A $4.2 billion project finance facility was put into place as was permitting and contracts for construction of a 600MW coal-fired power plant. As a business leader Cameron has delivered successful greenfield and brownfield construction projects in three continents, overarching business transformations and business improvement projects. At corporate level Cameron has delivered sectoral and country strategies, global IS&T projects and sponsored cross business unit collaboration projects. Cameron is experienced in managing the “soft but critical issues” with government at the most senior levels, working with foreign embassies and influencing strategic direction in the leadership of national business associations. Cameron is 55 years, was born in Melbourne, Australia, was schooled in Australia and Africa and received a commercial degree and MBA (Monash Mount Eliza – 1991). 12 INAUGURAL CONFERENCE AND WORKSHOP, 2014 CONFERENCE SPEAKER CHALLENGES AND SUCCESS OF PROJECT MANAGEMENT IN EMERGING MARKETS – INDIA Abstract Infrastructure industry is driving India’s GDP growth is an obvious fact. This is bolstered by the planned government spending of around INR 50 Trillion (USD 1 trillion) for the 12th five-year plan (2013- 17) and a staunch commitment for infrastructure investment proposed by the government. Planned infrastructure spends and growth projections however paint only one half of the picture. RAJ KALADY Managing Director, PMI India chapter With such large investments coming in, the importance of completing projects on time has increased manifold. Successful project delivery and spend efficiency, by the Government and Private sector alike, are imperative to realize the desired growth and consequent benefits. This presentation looks at the India story as it stands today, the ground challenges it faces for completing projects on time, the causes of resistance towards project management v/s the growth drivers of project management in India and last but not the least this presentation will cite a couple of examples of successful projects executed in spite of the ground realities. The majority of the project plant and materials had to be imported from China or through China after delivery by ship from oversea ports. You can’t afford failures caused by poor or inaccurate requirements. Poor requirements management is a major cause of project failure, second only to changing organization priorities. However, our latest Pulse of the Profession® research has some startling findings for organizations: • Only 49 percent have the resources in place to do requirements management properly; • Only one-third say that their leadership values requirements management as a critical competency for projects and strategic initiatives; and • 53 percent fail to use a formal process to validate requirements in an unbiased way. When properly implemented and supported, the critical competency of managing requirements enables you to exceed stakeholder expectations, improve performance, meet expected project benefits and achieve tangible business outcomes. Use the resources in the Knowledge Center to improve your requirements management capabilities and maturity, and your project or program success. PROJECT RISK IDENTIFICATION AND MANAGEMENT Abstract Project risk management is an important aspect of project management. According to the Project Management Institute’s PMBOK Risk management is one of the ten knowledge areas in which a project manager must be competent. Project risk is defined by PMI as ‘an uncertain event or condition that, if it occurs, has a positive or negative effect on a project’s objectives’. We will focus on risk identification by using Meta Language, as well as manage identified risks. 25 INAUGURAL CONFERENCE AND WORKSHOP, 2014 JACK HSIEH PMP NPDP, PMI Certified OPM3® Professional, PMP, NPDP, PMI Registered Consulting Program, Jack Hsieh, PMI Region 9 Mentor, PMI Taiwan Regional Office WORKSHOP SPEAKER Biography Mr. Jack Hsieh has over 18 years of experience in planning, executing, managing and consulting on innovation and related project management.
