2014 has been a great year for PMI Mongolia Chapter. Our Mongolia Chapter
has been officially recognized by Project Management Institute (“PMI”) as part
of its Region 9. PMI is the world’s leading not-for-profit professional membership
association for the project, program and portfolio management profession. Founded
in 1969, PMI delivers value for more than 2.9 million professionals working in nearly
every country in the world through global advocacy, collaboration, education
and research. PMI advances careers, improves organizational success and further
matures the profession of project management through its globally recognized
standards, certifications, resources, tools, academic research, publications,
professional development courses, and networking opportunities. We are very
happy and grateful to be a part of PMI global family.
PMI Mongolia Chapter is much honored to host our first inaugural conference and
workshop with many project management professionals, distinguished speakers,
and interested guests. Mongolia is a great case study for the Project Management
in Emerging Economies conference. Thanks to its abundant natural resources,
Mongolia has attracted interest from global mining majors such as BHP Billiton, Vale,
Shenhua, Anglo American and welcomed multi-billion dollar investments from
Rio Tinto. Furthermore, some of the world’s largest engineering and construction
companies like Fluor, Bechtel, Worley Parsons already operate in Mongolia. A large
number of Mongolian public and private companies are developing and operating
major mining, infrastructure, industrial and civil construction projects, thus many
Mongolians could truly benefit from the growth of the profession demand and
the career opportunities. PMI global standards provide guidelines, rules and
characteristics for project, program and portfolio management. These standards are
widely accepted and when, consistently applied, they help you, your global peers
and your organization achieve professional excellence.

WELCOME MESSAGE
In May 2012, prompted by a clear need to provide a forum for the development
of local project managers, Ganbat, Oyut and I began the process to establish a
Mongolian Chapter of the Project Management Institute (PMI). Although the receipt
of formal approval from PMI International in June 2014 may represent the official
conclusion of this process, we are still in the early stages of helping Mongolia adopt
best practice project management across all projects.

This weekend’s inaugural chapter conference is a major milestone on the road to
achieving this. The conference, with its focus on project management in emerging
economies, comes at a particularly important time. The great rise of the developing
world combined with tough recent economic times locally has increased pressure
for projects to be delivered on-time, on-scope and on-budget.
The organising team has brought together many leaders of project management
thought and practice from around the Asia-Pacific region. Whilst there is a lot we can
all learn from each of our presenters, an equally important part of every conference
is having the opportunity to discuss our ideas and experiences with our fellow
delegates and to build a strong professional network; we hope these two days
provide you ample opportunities to do so.

DELIVERING GREAT PROJECT OUTCOMES IN FRONTIER
ECONOMIES
Abstract
Congratulations to the Mongolian Chapter of PMI for organizing
this conference, and for organizing a great collection of speakers
and panelists who will discuss their experiences and views on
issues critical to delivering great project outcomes.
I look forward to opening the presentations and will specifically
address the issue of whether great project outcomes are more
difficult to deliver in frontier locations. My thesis is that these
projects
• Are generally more complex
• Experience additional expectations and distractions
• Require more CEO and organizational focus
• Do not have as much access to high quality resources and services providers (within the host country)

Given these factors I believe frontier location projects are more difficult to lead and manage
with the demands on project leaders being more intense. This requires additional effort and
strategies to mitigate the difficulties.
Biography
Cameron served a 28 year career with Rio Tinto where his last position was CEO-President of the Oyu
Tolgoi (OT) copper-gold business in Mongolia. He also served as CEO of Richards Bay Minerals in
South Africa, Managing Director of Murowa Diamonds in Zimbabwe and Project Director for the Hail
Creek Coking Coal Expansion project (6mtpa to 12mtpa) in Australia.
Cameron’s career highlight was leading the establishment of the OT business – Mongolia’s worldclass mega-project in the remote Gobi Desert. OT commenced construction in 2010 and moved to
full production before Cameron left in October 2013. Many logistical, geo-political and government
challenges were overcome and the US$6 billion project was commissioned ahead of schedule.
OT is now operating above nameplate capacity. At OT’s peak of construction 15,000 people were
employed on both open-cut and underground development, and at the various off-site construction
locations and offices. A $4.2 billion project finance facility was put into place as was permitting and
contracts for construction of a 600MW coal-fired power plant.
As a business leader Cameron has delivered successful greenfield and brownfield construction
projects in three continents, overarching business transformations and business improvement
projects. At corporate level Cameron has delivered sectoral and country strategies, global IS&T
projects and sponsored cross business unit collaboration projects.
Cameron is experienced in managing the “soft but critical issues” with government at the most
senior levels, working with foreign embassies and influencing strategic direction in the leadership of
national business associations.
Cameron is 55 years, was born in Melbourne, Australia, was schooled in Australia and Africa and
received a commercial degree and MBA (Monash Mount Eliza – 1991).

CHALLENGES AND SUCCESS OF PROJECT MANAGEMENT
IN EMERGING MARKETS – INDIA
Abstract
Infrastructure industry is driving India’s GDP growth is an obvious
fact. This is bolstered by the planned government spending
of around INR 50 Trillion (USD 1 trillion) for the 12th five-year
plan (2013- 17) and a staunch commitment for infrastructure
investment proposed by the government. Planned infrastructure
spends and growth projections however paint only one half of
the picture.

With such large investments coming in, the importance of
completing projects on time has increased manifold. Successful
project delivery and spend efficiency, by the Government and
Private sector alike, are imperative to realize the desired growth
and consequent benefits. While modest strides have been made
in enhancing project delivery, projects are still burdened by
serious time and cost overruns, misconduct, wastage, all within
an inflationary environment.
This presentation looks at the India story as it stands today, the
ground challenges it faces for completing projects on time, the
causes of resistance towards project management v/s the growth
drivers of project management in India and last but not the least
this presentation will cite a couple of examples of successful
projects executed in spite of the ground realities.
Biography
Raj Kalady was named Managing Director of PMI (India) in January 2008. In his current role he
is responsible for the advancement and advocacy of project management and PMI in India. His
key responsibilities include designing, developing and implementing the strategic and business
plan in addition to outlining the corporate culture for PMI in India. A keynote speaker, Raj also
delivers powerful messages about the criticality of project management in achieving success in
today’s increasingly competitive business environment.
Raj has held senior management positions in various companies in India dealing with large
national and international clients during his tenure. Various assignments held by Raj include,
Vice President - Special Projects at Manipal Universal Pvt. Ltd. and Vice President at Aptech Ltd.
Given his experience as an SBU head, Raj has been instrumental in ideation and setting up
businesses for the various organizations. He has also been involved in identifying and managing
strategic alliance partners with global IT companies.

OVERVIEW ON PMI AS A GLOBAL ORGANIZATION
Abstract
The presentation will share an overview of PMI’s global strategy
to advance the project management profession. PMI’s vision is
executed through a holistic portfolio of products and services
dedicated towards helping practitioners, organizations and
academia all over the world to better value and utilize project
management, making it indispensable to enhance business
results.
Biography
SoHyun Kang, from Seoul, South Korea, is Manager for PMI
Chapter Development in Asia Pacific Region. Her responsibilities
include maintaining and developing PMI communities across
the region and developing and implementing regional business
plans. She travels around the Asia Pacific region to represent PMI
at the regional chapter events often not only to build rapport with
the community but also to provide product and service support
update to practitioners.
SoHyun has more than nine years work experience in association
management & consulting and hospitality industry. Previously, she
has worked with various professional associations - Million Dollar
Round Table (MDRT) and International Society of Pharmaceutical
Engineering (ISPE) and participated consulting projects with
Destination Marketing Association International (DMAI)
SoHyun graduated from the Korea University with a Bachelor of
Arts in Linguistics focused on consumer semiotics and consumer
psychology. She holds a post-graduate diploma in Hotel
Management from Swiss Hotel Management School in Montreux,
Switzerland.
She is currently based in Singapore and enjoys travelling to
explore the globe-meeting with new people, experiencing
diverse cultures and tasting local cuisine & wines.

FAST-TRACKING YOUR CAREER
Abstract
Project management skills are critical for business leaders in
today’s dynamic business environment. They rank alongside
leadership, change management and business strategy as core
skills for successful business leaders. This is even more true in
Mongolia which is going through a transformation with change
everywhere you look. I will share my own career experience and
demonstrate the role project management plays in a successful
career. Starting from my early work implementing a quality
management system in a small manufacturing business through
to leading the programme of work to establish Oyu Tolgoi as a
business, project management has been the common thread
throughout my career. I will leave you with a perspective that
every aspiring leader should make a commitment to ongoing
development of their project management skills.
Biography
Ivan Vella is Chief Operating Officer of Oyu Tolgoi LLC. He is responsible
for all aspects of Oyu Tolgoi’s operations, including the open pit
mine, concentrator, infrastructure, inbound and outbound supply
chains. Previously, Ivan held the role of Vice President, Procurement
and Infrastructure Development where he was accountable for
managing the programme of work to establish Oyu Tolgoi as an
operational business and positioning the business for the ramp up
of production. Mr. Vella joined Oyu Tolgoi in late 2010 from Rio Tinto
where he had worked on a range of large business improvement and
transformation projects across different parts of the organisation since
1998. Prior to joining Rio Tinto, Mr. Vella worked in Deloitte Consulting.
He commenced studying law and has since completed a Bachelor of
Business, Master of Business in Operations Management and an MBA.

Biography
After graduating with honors from the Moscow State University’s
Economic Faculty in 1989 he joined Mongolian National University
as a lecturer of Political Economy. After acquiring Master degree in
Economics at the Yokohama City University in 1996 and PhD degree
in Economics at Keio University in Japan (2003) in international
economics, returned to Mongolia to continue to work as a Dean
of the School of Economic Studies of the National University of
Mongolia (2004-2009). In 2009-2012 worked as a Chairman of
National Development and Innovation Committee of Mongolia, a
government agency in charge of national development strategy,
innovations and investment policy. An inaugural chairman of Board
of Directors of newly organized Development Bank of Mongolia.
From 2006 joined the Board of Central Bank of Mongolia and has
participated in a number of international economic and business
studies as a consultant and chief researcher. Since 2012 works as
a Professor of National University of Mongolia and is engaged in
managing a number of pro-business NGO and research consulting
activities.

IMPACTS OF LICENSE AND PERMIT REQUIREMENTS ON
PROJECT IMPLEMENTATION
Abstract
This presentation briefly discusses the challenges faced by
businesses in Project Implementation in Mongolia, and chooses
the Permitting as the most challenging aspect. It draws upon
current legal requirements and the reality of permitting by
presenting most relevant and latest data, and lessons learnt
by MIH Group. For the benefit of all parties involved in Project
Implementation and Management, it suggests approaches and
shares some of its own initiatives.
Biography
Mr. Jargalsaikhan Dugar is the Chairman and CEO of the Mongolian
Investment Holding Group, one of Mongolia’s most diversified
private enterprises with multimarket activities in established and
developing sectors. Before entering the private sector, he had senior
leadership positions in the Mineral Resource Authority, the Ministry
of Heavy Industry, and the Ministry of Trade and Industry. His current
focus is on the development of Mongolia’s financial services industry,
including the introduction of Mongolia’s first life insurance provider,
first venture capital firm, and a comprehensive suite of investment
banking and brokerage services. Mr. Jargalsaikhan has a B.Sc. in
mining economics from the Moscow School of Mines, specialized
training from the Colorado School of Mines, and an Honorary M.B.A.
from the University of Science and Technology of Mongolia. He is a
member of Asia Business Council; Chairman of the Young Researcher
Foundation; Board member of the Business Council Mongolia, and
Chairman of the Mongolia-East Asia Business Council, which aims
to develop business relationships between the DPRK and other
countries.

OT LOGISTICS IN MONGOLIA - RISK CASE STUDY
Abstract
Early delivery of construction equipment and materials to a
greenfield mine construction site is essential to meet construction
schedule and to minimize overheat and lost revenue from mine
operations. This case study will consider the risks and logistics
involved to bring both foreign workforce and materials needed
for the project to a remote site. The majority of the project plant
and materials had to be imported from China or through China
after delivery by ship from oversea ports. All these logistics had to
pass through the Gashuun Sukhait / Ganqimaodu border crossing
and travel on rough dirt, coal truck shared road to the OT mine
site. The issues to be considered and overcome to allow project

Biography
Mr. Tipney’s background is in managing business operations, project
management, commercial, technical and strategic planning of
projects for power generation, associated industry and infrastructure
throughout Asia. Currently, Mr Tipney is the Executive Director of
MNFS LLC a joint venture company between Fluor and MCSI to
provide O&M services to Mongolian industry. In addition, he is the
Project Director with FPMM LLC, managing the Master Plan for the
Sainshand Industrial Complex project. Prior to this role Mr. Tipney
was the Deputy Director, UB Construction, OT LLC for six plus years
managing an Owner’s team involved with the project feasibility study,
project design of specific projects such as road, airport, transmission
line, GoM negotiations, approval process, permitting, construction,
commissioning and close out of phase 1 contracts and warranty
issues to bring the OT mine into commercial operations.

Abstract
Banker magazine named XacBank as the “Best Bank of Mongolia
for the Year of 2013”. Mr. Ganhuyag Ch.Hutagt, former founding
CEO of the bank, will share his insights into success.
Biography
Ganhuyag started his career at the Mongolian Stock Exchange as
a floor supervisor in 1991. He joined the Central Bank’s supervision
division after graduating from the Budapest University of Economic
Sciences (Corvinus University) in 1997. He was hired by UNDP’s
MicroStart Pilot Project in 1998, and then became the executive
director of Mongolia’s first non-bank financial company X.A.C. in 1999.
He has held the position of the CEO of XacBank since its founding
until 2009, when he moved on to lead Tenger Financial Group, a
parent company. In December 2010, Ganhuyag was appointed as a
Vice Minister of Finance of Mongolia and served until 2012. He is CEO
of Ard Financial Group.

the region. She also supports and interacts with various stakeholders
across the region to develop local PMI communities, specifically in
Northeast Asia and Australasia.
Prior to her role with PMI, Ms. Low has work experience in various
service industries, particularly in travel, event management and
hospitality. She has experience working and communicating with an
international client base, primarily in the Asia Pacific region, as well as
in planning and executing large-scale events and conferences.
Ms. Low holds a Bachelor of Business from Nanyang Business School,
Nanyang Technological University, Singapore. Born and raised in the
city-state, Ms. Low is fluent in both English and Mandarin. An avid
supporter of culture and heritage preservation, she volunteers in
her free time to help out with events and marketing activities that
champion this cause.

Project risk management is an important aspect of project

in which a project manager must be competent. Project risk

occurs, has a positive or negative effect on a project’s objectives’.

Mr. Jack Hsieh has over 18 years of experience in planning,

company dedicated on innovation management, new product
development management and project management. He
has offered and served customers worldwide in successfully
deploying PM concept into practice, as well as creating a correct
corporate innovation methodology. Mr. Hsieh and his team have
engaged in services for a broad spectrum of industries, including
high-tech, telecom, bio-science, service oriented, C&E, academic,
research, government sectors and non-profit organisations. Mr.
Hsieh also serves as Northeast Asia Region Mentor in PMI and
provides volunteer services in the PMI community.
Mr. Hsieh was laureled as “Top 10 distinguished project
management trainer of China” in 2013. He holds various
certificates, including PMI Certified OPM3 Professional and PMP.
Mr. Hsieh holds a Master degree majored in Aeronautics and
Astronautics from Stanford University and a Bachelor degree from

Abstract
Taiwan is a country located in south-east Asia. The economy
growth dramatically for past 20 years, however, the growth slowed
down from past few years. To face the challenge, the government
started a series of changes and innovations. In Urban & rural
development aspect, there are projects like government program
information integration, rural development project, industrial
management project and open data project. These projects show
the ambition of innovation in Taiwan society.
In Industrial development aspect, the government set up an
industry innovation act. The act is based on a strategy called
“4 Changes on 3 Industries”, including traditional Industry
specialized, manufacture Industry servitization , service Industry
technicalization and service Industry internalization. A series of
industry innovation programs have been developed to make
changes. The policy makers hope these programs and projects
will make the tradition industry to become more culture and
creative oriented. At the same time, service industry can provide a
service that integrates with more innovation technologies and to
be more international.
The iNantou program is one of the innovation programs that aim
to integrate tourism industry in Nantou County. At the same time,
using design, technology and marketing as means to upgrade
the service capability. To carry out a project like this, many
complexities have to be taking into account. The speech share
that, as change is essential, project becomes a key to change.
Project management also becomes a critical means to cope with
complexity and create value as innovation goes on.

Abstract
One of the major causes of project failure is poorly defined
project scope. Most often the scope definition process is rushed
in order to get into the project planning process. Without a
properly defined scope the project is at risk of having overlapping
deliverables and is very vulnerable to scope creep, resulting
in challenged or failed projects. The focus of this session is to
look at the importance of defining scope, working on the scope
definition process, examining strategies to limit scope creep and
managing the scope change process.
Biography
For the last 20 years, Mr. Tassé has been a Business Development
Specialist focusing on inter-cultural and international projects. He
has a Masters of Global Management from Royal Roads University
in Victoria, BC, and a Masters of International Business Adminis
tration from the Munich University of Applied Science. During his
career he has worked with clients in 10 countries, leading projects
related to commercial finance, e-commerce, physical and network
security, pharmaceutical distribution, apprenticeship and trades
development, immigration and settlement, entrepreneurship,
cultural and community development.
He is currently in Mongolia as the Resident Director of the American
Center for Mongolian Studies, exploring new areas for research and
