One major concern surrounding
the crash investigation had been the
known issue with the “pitot tubes”
on the plane. These small tubes are
used to measure air speed, but were
prone to freezing over in certain
conditions meaning the pilots could
not accurately determine how fast
the plane was travelling. Airbus had
known about the “pitot problem”
for several years and Air France had
deferred replacing the faulty probes
on the plane in question.

n 1 June 2009, Air
France flight 447
from Rio de Janeiro
to Paris inexplicably
plunged into the
Atlantic, killing all 228 people
on board. It became Air France’s
deadliest ever accident and one
of the biggest mysteries in recent
aviation history.
After a 2-year search, the black
box recorders of the Airbus 330
were recovered and investigators
have managed to salvage vital
flight data and voice recordings
from the last minutes of the fateful

summer – and in the winter
I have to confess that I am
sometimes one of them. But
then it comes to August and
do you know what… it ain’t
all it’s cracked up to be.
Given the choice between
being a bit cold and being a
bit hot, I will take the cold
every time – I hate being
hot. I know that we have
made a big deal of July’s
poor weather in this edition
- and it is a big problem for
those in the tourist trade
who look to these two
summer months to make
their money for the rest of
the year – but August has
been an absolute scorcher in
places. I have one of those
old houses with thick walls
that takes an eternity to heat
up if it has lain empty for a
while in winter, but which
keeps the heat for days
once warm. Conversely, in
summer, the house stays
cool during the day when
it is roasting outside. This
only works for a few days,
though and if the nights
aren’t cool, eventually
the house heats up and it
becomes unbearable. I hate
it. No one gets any sleep,
it’s stifling and you have
to take showers every few
hours just to feel clean.
Then there’s the ‘outof-towners’. I may only
have been here five or
six years, but already I
am starting to become
distrustful of number plates
that don’t end in a familiar
departmental number. They
are everywhere… and they
never know where they are
going! If you need to look
at a map – pull over!! Don’t
drive along at 5 kph in front
of me while you try to work
it out!!!
And is it just me, or do
the supermarkets add a
cheeky few cents to all
their products around this
time of year?
I apologise if I sound like
I’m being a bit grumpy.
Truth be told, I can cope
with all the above, they
are just the minor niggles
of summer. There is one
other huge drawback to
these warm days… one
that exacerbates all the
other small inconveniences
and turns me into Victor
Meldrew… the annual visit
of the in-laws.
Now don’t get me
wrong, I love my wife,
but if there was one thing
I could change about her,
it wouldn’t be her that I
would be changing. The
arrival of their first two
grandchildren has drawn
some of the heat to be fair,
but the flip side is that the
visits are becoming longer.
I mean, honestly, since
when was three weeks an
acceptable amount of time
for someone to visit!
They do mean well. My
father-in-law, for example,

has very kindly been rearranging my kitchen. He
has a rule of thumb that
goes something along the
lines of “when you use
something, be sure to put
it back somewhere other
than where you found it”.
I’ve never been the fastest
cook in the world, but
with the added adventure
of having to remember
that the cheese grater now
lives on the shelf inside the
biggest saucepan, dinners
are getting later by the day.
Although he has cleaned
my oven. I say ‘cleaned’,
but I should probably say
‘started to clean’…. three
days ago. When he will
finish is anyone’s guess,
but I’m running out of
meals that can be cooked
on a hob.
Ah, it always feels good to
have a nice rant – cathartic.
I seem to remember doing a
similar thing last year. This
column is certainly cheaper
than a therapist.
They know I’m joking of
course and they will almost
certainly read this in the
coming days.
So Joan, you are welcome
any time you want to come
over. I am very lucky to
have such a delightful
mother-in-law and we do
appreciate the work that
the ironing fairy does. It
is probably the biggest
drawback of living over
here that we get to see you
so little.
And John…. put back
the cheese grater where it
belongs!!

Man dies in Haute-Vienne
following fatal hornet attack
A
man
from
Vaulry, HauteVienne,
has
died following a
hornet attack. The unlucky
man, who was dead within
15 minutes, had 4 stings,
one of which was on his
head. Although he suffered
from no known allergies,
the sudden rush of poison
into his body caused an
acute anaphylactic shock.
Wasp and bee stings
are common, and unless
you
have
a
serious
allergic
reaction,
they
are rarely more than a
temporary, albeit painful,
inconvenience.
Hornet
stings, however, are much
more painful and in sad
cases such as this one, can
prove fatal if an allergic
individual is not treated
promptly. According to one
local doctor, “Cases such
as this one come about at
least once or twice a year.”
It was not revealed what
type of hornet caused the
death, but numbers of
Asian hornets have been
on the rise in France in
recent years. Believed to
have first come from the
Far East in shipments of
pottery, the hornets have
quickly colonised much of
France and there are recent
reports of them moving into
Spain. Despite the obvious
dangers to humans, they
have also decimated local
bee populations, which
they hunt as prey.
Individual hornets can
sting multiple times; unlike
a typical worker honey bee,
the hornet does not die after
stinging because its stinger
is not barbed. People who
are allergic to wasp venom
are also generally allergic
to hornet stings.
Hornets,
like
many
social wasps, can mobilize
the entire nest to sting in
collective defence, which
can be highly dangerous
to humans. The hornets
use a special pheromone to

armed robbers following a
raid in broad daylight on the
tabac-presse in the usually peaceful
village of Cieux, Haute-Vienne. The
three masked men struck at 9:15 in the
morning stealing €300 from the till
and a number of cartons of cigarettes,
before making off as they had arrived
- on foot.
Jean-Claude Thomas, the husband
of the shop’s owner, was alone in the
premises at the time, a fact for which
he was grateful. “Luckily, my wife was
not here. At that time of the morning
you’d never imagine you’d get held up
at gunpoint.”
According to Mr Thomas, the three
men, who he described as being young
and having no discernible accent,
appeared nervous. “Let's be calm.
Everything will be fine”, he told the
robbers as one waved a handgun in
his face. They then pushed him to the
back of the store before fleeing with
their modest bounty.
Gendarmes were quickly on the
scene and locals reported seeing
people they didn’t recognise and a
suspicious car. A specialist dog handler
unit was unable to immediately trace
the suspects and the investigation is
ongoing. ■

cyclists
take A20
Three
brothers
from
England found themselves
in hot water recently when
they were caught travelling
down the A20… on bicycles!
Having decided to head south,
they had apparently looked at
a map and chosen “the biggest
road” they could find.
After reports came in from
concerned members of the
public, the Gendarmes finally
caught up with the cyclists at
junction 37 near Boisseuil, just
before lunchtime. They were
given a verbal warning and sent
on their way… via the D-roads!!
TVA set to rise
on equestrian
activities
The cost of keeping horses
in France could be about
to rise as the EU looks at
increasing the rate of TVA
on equestrian activities from
5.5% to 19.6%. Many have
been in fear of such a move for
some time, but now it looks
set to come into force at the
end of 2011. Countries that
will be immediately affected
are France, Ireland, Holland,
Germany and Austria.

Aubusson politics
Apple picking season
thrown into disarray begins in earnest
I
t is a political spat that
has rumbled on for
months and has now left
the town of Aubusson,
Creuse, without a conseiller
général.
It all started on 27th March
this year when Jean-Marie
Massias caused an upset and
beat the incumbent Michel
Moine by a single vote to be
elected as the town’s general
councillor.
Michel Moine, who is
also the socialist mayor
of
Aubusson,
appealed
shortly after to the tribunal
administratif (TA) in Limoges,
arguing that three votes had
arrived in support of him on
the day after the election,
and asked that the result be
overturned in his favour.
On 23rd June, the TA agreed.
They annulled the result and
ordered that the election be rerun in September, but crucially
did not declare Michel Moine
the victor. Jean-Marie Massias
accepted the decision and
declined his right to appeal
before the Conseil d’Etat. By
this time, two other defeated
candidates had announced
their intention to back JeanMarie Massias in any fresh
vote.
But then, on 25th July,
Michel Moine himself shocked
everyone by appealing the

decision by the TA that had
effectively been given in his
favour. “I am demanding a
reversal of the result,” stated
a determined Mr Moine. “The
secrecy behind the ballot has
been lifted by the tribunal and
two people have attested that
they intended to vote for me,
and the third vote… that was
me! The decision by the TA
in Limoges therefore does not
satisfy me. I am waiting for the
Conseil d’Etat to declare me
the winner of the election.”
This political manoeuvring
meant that Jean-Marie Massias
would remain as the conseiller
général whilst the appeal was
held, which would not be a
fast process. Most political
observers saw this as an attempt
to delay any fresh elections for
as long as possible, therefore
giving Mr Moine more time
to canvas voters and secure his
re-election.
In a final twist, Jean-Marie
Massias has now announced
that he is stepping down as
conseiller général, therefore
forcing a new election
within 3 months. Speaking
to La Montagne, Jean-Marie
Massias said, “I do not want
to talk about stepping down
– that signifies that I am
renouncing my position – I
prefer to talk about renewing
my mandate”. Whilst seizing
control of the timeframe
of any new elections, Mr
Massias is putting faith in the
voters. “Michel Moine would
prefer to be crowned by a
court rather than by the vote.
So I am going to give him no
option!” ■

employ 4,000 people in
the Limousin and hopefully
result in the picking of over
100,000 tonnes of precious
Golden du Limousin apples.
Towards the end of August
there were 1,300 jobs up for
grabs in Saint-Yrieix-la-Perche
(Haute-Vienne) and 2,700 in
Objat (Corrèze). “As a general
rule, we find enough people”,
explained
Marie-Angélique
Bagur from a local pôle emploi
agency. “This year the harvest
will begin a little earlier, nearer
the beginning of September,
which means we may get
more students applying. No
professional qualifications are
needed, but there are physical
requirements because it is very
strenuous work. You mustn't
be afraid of heights, must be
happy to work in the rain and
be gentle with the fruit whilst
able to work quickly – you
need to pick one tonne of fruit
every day.”
Much of the picking will
be focused on the so-called
“golden triangle” of SaintYrieix-la-Perche, Lanouaille
and Pompadour, where specific
job centres are set up for the
massive annual recruitment
drive. Since 2002, organisers
have laid on free transport for
the pickers from Limoges,
Tulle and Brive town centres
in order to try and generate as
much local labour as possible.
85% of all apples picked
will be of the famous Golden
du Limousin variety, a type of
Golden Delicious. These apples
were awarded an appellation
d'origine contrôlée (AOC) in
France in 2005, which means
only apples grown in a certain
area may be called Golden du
Limousin. The region’s most
famous fruit was then given
appellation d'origine protégée
(AOP) status in 2007, which
is the equivalent of the AOC
but on a Europe-wide level
and remains the only apple in
France with this protection.
In order to be able to carry
the AOP label, producers
have to conform with certain
regulations relating to the
specific location and production
conditions of the orchard,
as well as rules surrounding
texture, sweetness and acidity
levels of the finished fruit. ■

Voisins Vigilants scheme July's wet weather
introduced in Creuse
hits tourist industry
T
he more observant among us may
have noticed new signs appearing
on the way into towns and villages
across the Creuse. These signs,
featuring a wide open eye, are part of the
voisins vigilants et attentionnés campaign,
introduced this summer.
The campaign was the brainchild of the
current prefect of the Creuse, Claude Serra,
which he first introduced in the department of
Grasse, Alpes-Maritimes, when he was deputy
prefect there in 2007. The idea is simple: to
recruit responsible members of the public
from communes across the department to act
as the eyes and ears of local law enforcement,
not too dissimilar to the Neighbourhood
Watch scheme that operates in the UK. These
référents are volunteers chosen by local
authorities who can contact the Gendamerie or
Police if suspicious people or vehicles are seen
in the area.
When introduced in Grasse, it was so
effective in deterring crime that the interior
ministry began to roll it out across other
departments of France. So it was only logical
that when Claude Serra became prefect of
Creuse, he would introduce the scheme there
also.
Grasse is one of the more wealthy areas
of France, with plenty of large holiday villas
surrounded by large fencing making it the
perfect target for burglars, so is the scheme
really necessary in the department with the
lowest crime rate in the country? Absolutely,
according to Claude Serra. “The fact that
Creuse does not have much crime compared
to other areas of France has its consequences:
it engenders a kind of apathy towards basic
safety measures. Furthermore, the presence of
a dual carriageway that now crosses the entire
department has opened it up to France and
paradoxically also means thieves can come
and go more quickly.”
Indeed, the number of burglaries and breakins is up significantly this year compared to
previous years, both in Creuse and HauteVienne.
The plan has been presented to local
authorities across the department and trials are
being rolled out in selected communes with a
view to expanding the scheme in the coming
months and years.
One question asked at the launch press
conference was whether the référents involved
risked being seen as some kind of anonymous
militia. “Absolutely not,” said Olivier Quérard,
Procureur de la République in Guéret. “This
initiative is aimed at protecting the public by
appealing to their sense of civic pride - a civic
pride that is still strong in Creuse.” ■

o one needs to be
told that July 2011
was a wet month –
especially those in
the tourist trade – but now it
is official: July was basically
your average November!
Although the rain was a
welcome relief for farmers
across the region, the grey
days, cold temperatures
and unusual quantity of
rainfall were a disaster
for those who look to the
summer months to fill
up their terraces or keep
their turnstiles ticking.
One
exception
were
the indoor museums,
however; the aquarium in
Limoges made the most
of the inclement weather
and quadrupled its visitor
numbers compared to the
same period last year.
With Limoges seeing 95mm
of rainfall in July, compared
to an expected average of
67mm and Guéret 97mm
instead of the usual 66mm,
the Haute-Vienne and Creuse
received 50% more rain this
July. Corrèze saw the biggest
downpours with 145mm
recorded in Tulle - 100%
up on the annual average of
70mm. This massive increase
can largely be put down to
one huge storm that deposited
89mm on Ussel in just 24
hours. To give a comparison,
July 2010 saw 18mm of rain
all month.
According
to
Pierre
Gabassi from Météo France
Limoges, these are the kind of
figures that would normally
be expected for November.
Temperatures were also
down by 1.5ºC across the
Limousin for an average
of 17.3ºC for July, making
the month more like a
typical September.
Speaking in La
Montagne, Mr Gabassi
refused to be drawn on
what this meant for autumn
and winter. “We can't
create
meteorological
data quite that easily, so
it is impossible to know
if this means it will be
nice in September or if
winter will be tough.” All
he would be drawn on was
that there would be some hot
days ahead later in August, a
prediction that certainly did
come true! ■

However, in its latest report, the
French air accident investigation
agency, the Bureau d'Enquêtes et
d'Analyses (BEA), appears to lay the
blame with the pilots, following a
“series of failings”.
Whilst the investigation confirmed
the failure of speed sensors - which
froze and set off the catastrophic
chain of events - the report said the
pilots lacked training to deal with
this situation. The pilots flying flight
AF447 could have saved the plane
after it temporarily lost its speed
readings, concluded France's air
investigation authority. Instead, they
did the opposite of what was required,
pulling the aircraft up to a height at
which it stalled and fell from the sky
at 10,000 ft per minute. “The situation
was salvageable,” BEA director, Jean
Paul Troadec, told reporters.
An unnamed French pilot agreed
and told Le Figaro newspaper: “This
manoeuvre [the pulling up of the
plane] is totally incomprehensible.
My colleague must have panicked.”
Captain Marc Dubois, 58, was
resting when the Airbus began
encountering turbulence, leaving copilots David Robert, 37, and PierreCedric Bonin, 32, in the cockpit.
Bonin was at the controls when the
speed sensors failed. As is normal, the
autopilot reacted by disconnecting
itself and handing control of the plane
back to the pilot, who immediately
hauled the aircraft up to 37,500ft in an
apparent attempt to slow it down. As a
consequence the A330's stall warning
sounded, meaning that the plane's
aerodynamics were not generating
enough lift even though its twin
engines were working normally.
Robert, Bonin's co-pilot at the
time lost precious seconds calling
the captain and failed to correct
his colleague's error as the plane
plunged towards the sea, said the
report. Dubois had returned to the
cockpit seconds before the crash but
was unable to save the situation as it
hit the Atlantic belly first.
A transcript of the voice recorder
reveal how panicked the co-pilots
appeared to be.
"What do you think? What do you
think? What should we do?" says
Robert.
“I don't have control of the plane,
I don't have control of the plane at
all,” Bonin replies, as a stall alarm
sounds for the sixth time in two
minutes and they await the captain.
“Hey what are you …?” Dubois is
heard to say when he gets back,
to which Robert replies: “What's
happening? I don't know, I don't
know what's happening.”
“What's the altitude?”
“What do you mean what altitude?
Yeah, yeah, yeah, I'm descending
right?”

Air France has defended its pilots,
claiming that they may have been
confused by previous experiences
with faulty alarm warnings.
According to one airline source, the
stall alarm would sometimes sound
while a message would appear on
pilots' screens telling them to ignore
the “superfluous” warning.

“There are more 1982 Lafites in China than have been produced in
France,” said Romain Vandevoorde, a wine importer in Beijing.
Whilst wine consumption is on the increase in China, few know
much about the wines they are drinking, making them easy targets for
fakes. Stories abound of classic vintages worth thousands of Euros
being mixed with Coke.
The industry predicts that China could be the sixth largest consumer
of wine as early as 2014. By then, producers of the great vintages
hope to have taught China’s consumers the difference between a fake
and the real thing. ■

company takes over
Metrolink
The French state-owned
transport company RATP,
which currently runs the
Paris Metro system, has
replaced Stagecoach as
operators of Metrolink,
Britain's most successful
tram network.
The
surprise
move,
announced at the London
Stock Exchange in August,
came half way through
Stagecoach’s
10-year
contract to run Manchester’s
sprawling tram system.
Metrolink
currently
carries 20 million passengers
a year and is regarded as
a model transport system
for other British cities. A
much-anticipated extension
to the southern suburb of
Chorlton recently opened
and there are plans to extend
the tram network to connect
Didsbury,
Ashton-underLyne, Oldham, Rochdale,
and Manchester Airport via
Wythenshawe. There are
also plans for a second line
to cross Manchester city
centre.
Paul Matthews, chief
executive of RATP Dev UK
(the British arm of RATP)
said: “Metrolink is one of
the UK's most successful
tram networks, so we are
naturally delighted to join
with the existing team to be
able to bring our expertise
and know-how to continue
its further development.”
Following
the
liberalisation of UK bus
and rail services, national
rail operators in Germany,
France and the Netherlands
all now have a presence in
British transport. Jim Steer,
a rail industry consultant
said international companies
had probably saved the
taxpayer millions of pounds
by competing for transport
franchises such as this one.
“Without them, perhaps the
taxpayer would have ended
up putting more money into
the system,” he said. ■
London riots familiar to France
F
ollowing a series
of riots that rapidly
spread from a single
flashpoint to engulf
the whole country, the nation’s
leader spoke of the problems
affecting his homeland. The
shocking events, he said, had
laid bare a “profound malaise”
at the heart of society,
exposing “a crisis of identity”.
But, he warned, “youths who
attack … must know that they
cannot break the law without
being caught, judged and
punished” and their parents,
if they did not “accept their
responsibilities”, should be
punished too.
This may sound like it has
been lifted straight out of a
recent British newspaper,
but is in fact Jacques Chirac
speaking in Paris in 2005
following the riots that swept
through France that autumn.
The parallels between les
émeutes des banlieues de 2005
and August’s rioting in Britain
are striking to say the least.
“Of course they are,” said
Michel Fize, a sociologist
at the Paris National Centre
for Scientific Research who
specialises in youth behaviour
and urban violence. “The
root causes are, essentially,
the same. They may express
themselves slightly differently
from locality to locality, but
the underlying issues are
absolutely the same. Not just
in France and Britain, either.”
French riot police have
even been offering advice to
their British counterparts on
how to deal with disturbances
and looting. According to
Le Monde, interior minister
Claude Guéant passed on a
series of public order tips to
the police in the UK, in what
the paper described as an
“exchange of experience”.
In the French riots, the
flashpoint came on 27th
October 2005 in Clichysous-Bois, when police were
called to a construction site to
investigate a possible breakin. Three teenagers, thinking
they were being chased by the
police, climbed a wall to hide
in a power substation to avoid
the lengthy questioning that
youths in the housing projects
said they often faced from
the police. Whilst hiding, two
of the boys, Zyed Benna and
Bouna Traoré suffered fatal
electric shocks.
French
authorities
subsequently cast doubt on the
claims that the youths were
being chased, but the deaths
triggered the biggest wave
of civil unrest France had
witnessed since 1968. That
first night, 15 cars were set
alight in the banlieu (suburb)
of Clichy-sous-Bois on the
outskirts of Paris, an area home
to 30,000 residents, mostly
second and third-generation
immigrant families living in
poor conditions in high-rise
apartment blocks.
The
violence
quickly
spread and over the next 20
days reached as far as Rennes
Bordeaux, Strasbourg and
Marseilles. Nearly 3,000
people - half of them minors were arrested, more than 9,000
cars were set on fire and 126
policemen and fire-fighters
were injured. As in London,
the vast majority of the rioters
and looters were from the
discontented youth.

The French introduction of the ‘burka
ban’ has provided a welcome boost for
businesses… in London! The major stores
are cashing in as tourists from the Middle
East desert Paris and head north of the
Channel to spend their money. Selfridges,
for example, has seen the number of
foreign shoppers increase by over 40 per
cent this year compared to 2010, with
Middle Eastern tourists leading the way.
The French Government has made it
clear that foreigners will not be exempted
from prosecution for wearing a face
covering veil and evidence is suggesting
that wealthy visitors from the Middle East
have voted with their wallets and snubbed
France altogether.
“People from this region are particularly
policing, it was the onset of
rain and the resumption of
schools and colleges after
a 2-week half term that
eventually quelled the riots.
Chirac
subsequently
went on record as saying
that the “poison” of racial
discrimination was at the
heart of the problem, saying
it “saps the foundations of the
republic”. He subsequently
announced a raft of measures
to improve the life chances
of youths from disadvantaged
suburbs: 5,000 extra teachers
and
assistants;
10,000
scholarships; individual help
with job-seeking; incentives
for companies moving near to
sink estates.
Michel Fize believes that
this merely papered over the
cracks: “A bit of money got
thrown at the problem,” he
said. “But this could happen
again in France. The ashes
are still smouldering. It just
needs the spark. The political
and economic systems have
both failed these youths – in
France, in Britain, but also in
Spain, Greece. Even the Arab
Spring reflects the same root
problems.” ■

Do baguette vending machines Wee, je veux bien
spell the end of a way of life?

A
s many despair at the decline of the
‘traditional’ French way of life, a further
blow has come with the introduction of 24hour, coin-operated baguette dispensers in
the nation’s capital. Not long ago, it would have been
akin to putting foie gras in a squeezy tube, or Dom
Pérignon in a wine box, but is now a reality thanks to
entrepreneur Jean-Louis Hecht, the inventor of the
baguette vending machine.
Whilst many claim that the sacred baguette should not
be degraded in such a way, dispensed from machines
like a pack of condoms or a can of Coke, Mr Hecht
claims that he is simply responding to a demand. In the
past, everyone from housewives to restaurant owners
would visit their local boulangerie at least twice a day
to ensure their bread was as fresh and crisp as possible.
In modern times, however, this tradition is on the wane.
Today, people are often too busy to get to the bakery
multiple times a day and high business rates, coupled
with traditionally poor working conditions for bakers,
have caused many closures.
“It is answering a real need. People who work at night
or early in the morning can get their fresh bread. To me
it's a public utility.” Hecht first came up with his idea
two years ago. Like many bakers he was living over
his boulangerie and was often disturbed by customers
knocking on the door for bread after he had closed. “My
wife said: 'We'll never get any peace’, so I said, 'We'll put
out a bread distributor and we'll be left alone.’”
Mr Hecht has so far installed two vending machines,
one in his home town of Hombourg-Haut, close to the
German border in north-east France and another in Paris,
both next to his existing bakeries. “This is the bakery of
tomorrow,” Mr Hecht said. “If other bakers don't want to
enter the niche, they're going to get decimated.”
“It's like with banks,” said the inventor. “Before,
everyone went to a teller; now, everyone uses cash
dispensers. It will be the same with bread: today,
everyone goes to the bakery; tomorrow, they'll go to the
baguette dispenser.”
Not everyone is convinced. Marc Nexhip of the Paris
bakers' union admitted he had not yet tasted one of the
vending machine baguettes, but told Associated Press:
“I'm not convinced that good taste can be maintained
over time. Maybe for 15 minutes, but not for several
hours.” ■
France's first no smoking beach a hit
threat of a fine behind it.”
Police, who already patrolled the beach before the
ban, can now hand out a €35 fine to anyone seen lighting
up on the sand. But the threat appears to be enough and
Collura says so far peer pressure and gentle warnings
have been sufficient to keep the beach smoke free.
A recent survey by polling agency Ifop showed threequarters of French people support a beach smoking ban.■

L
a Ciotat, a small town on the Mediterranean coast of Provence,
has taken a novel approach to boosting tourist numbers by
creating what it calls the first non-smoking beach in France.
The ban came into force at the beginning of this summer’s tourist
season, and its success has taken even the local officials by surprise.
“We don't stop smokers from going elsewhere,” said deputy-mayor
Noel Collura. “But this one [beach] we want to reserve for nonsmokers, for mothers and children so they can make sand castles and
not cigarette butt castles.”
The town of 34,000 - a number that triples in the summer months is known as the birthplace of the Provencal game Pétanque and is also
location of one of the first ever films by the Lumière brothers who
lend their name to the beach chosen for the trial, the “Plage Lumière”.
“For years we sent people around the beach passing out ashtrays,
we handed out pamphlets asking people to not drop their cigarette
butts on the beach, but nothing worked,” Collura said. “We found that
like anywhere else in the world, nothing will change unless there is the

Depardieu has been ejected
from a CityJet flight bound
for Dublin. According to a fellow
passenger, the Cyrano de Bergerac
actor stood up shortly before take-off
and declared “Je veux pisser” and then
proceeded to do exactly that… in the
aisle of the plane.
The star offered to clean up any
mess, but the aircraft taxied back to the
terminal at Charles de Gaulle airport
and Mr Depardieu was removed
from the flight, which was eventually
delayed for two hours.
The plane had been due to take
the actor to Ireland to film the fourth
installment of the ongoing Asterix
series of films in which he plays the
larger than life character Obelix. The
incident occurred after he was told by
cabin crew that the seatbelt sign was
on and he could not use the toilet until
the plane was airborne.
The actor later tried to diffuse what
quickly became known as “pipigate”
by apologising, saying that a prostate
problem had caused the sudden urge,
and claiming that he had tried to
evacuate into a plastic water bottle, but
that a little had fallen on the floor.
His entourage said the actor, who
recently said he could drink up to six
bottles of a wine a day, was “stone cold
sober” when the incident occurred.
While fellow passengers were no
doubt understandably irate, CityJet saw
the funny side. Although declining to
publicly name the actor, they tweeted
later in the day: “As you may have
seen, we are busy mopping the floor
of one of our planes...” adding, “We'd
also like to remind all passengers that
our planes are fully equipped with
toilet facilities...” ■

What could be more
French than a beret?
As clothing manufacturers look
to the Far East for ever cheaper
products, what has happened to
the traditional French-made beret?
Charlie Marsh takes a look at this
iconic piece of French fashion.
was considered a standard
part of school uniform.
The trend spread from the
countryside to the cities and
became synonymous with the
anytime soon, so all he has to
do is persuade buyers that his
berets are the best and most
reliable in the world!
Aside from its practical
uses, the beret has also
enjoyed a period as a fashion
accessory and it is the wish
of Béatex to relaunch the
beret as a fashion item. In the
past, artists such as Picasso
and revolutionaries such as
Che Guevara have sported
the headgear as a statement
succeeded in getting its
hats included in collections
by Dior and Hermès. The
possibilities in the fashion
world seem endless, with
trendsetting celebrities such
as Madonna seen wearing the
iconic hat. The factory owner,
Pierre Lemoine, admits that
baguette or bottle of red wine
as an essential component to
any cartoon of a stereotypical
Frenchman. The beret was
so emblematic of France
that there was even a super
hero ‘Super DuPont’ who
sported the hat. Of course the
main reason for the beret’s
popularity was its practical
benefits, which were also
recognized by the military
forces.
The first of the two
factories, Blancq-Olibet, is
relaxed but practical addition
to uniforms. Available in an
array of colours and varying
in shape and size, the headgear
is customized for each force’s
needs. The French Army
rely upon Blancq-Olibet to
produce high quality and
durable hats for soldiers. In
the future the factory owner
hopes to secure deals with
military forces elsewhere. It
seems unlikely that the trend
which began in the early
20th century will disappear
of individuality. It was worn
in the cities by intellectuals,
artists, revolutionaries and of
course those who had migrated
from rural areas. People wore
the beret abroad to give an
impression of sophistication,
an ‘air français’.
Béatex has launched an
upmarket range of berets
and as a result the Frenchmade beret is covering new
ground in the fashion world.
Proposing a kind of ‘peasant
chic’ look, the factory has
going upmarket is his only
option if he wants to be
able to compete with Asian
manufacturers. Whilst it
may be a little ironic that the
trendsetting fashionistas are
choosing to wear the practical
beret of the French peasant, it
is not the first phenomenon of
its kind. We only have to look
as far as the UK for another
example.
The British brand Hunter
launched a pricey version of
the wellington boot and to the

the
global economic
crisis,
an
increasing
number
of
consumers are turning to
local businesses to fulfil
their needs. Preferring to put
their money back into their
own economy, the French
are buying French products,
made by the French, for the
French. Businesses such
as Madine France promote
everything from helicopters
to macaroons and it's all
made in l’Hexagone!
So what about the Frenchmade Beret? It seems only
right that the home-grown
beret should hold precedence
over versions of the hat made
elsewhere. Unfortunately, the
latter half of the twentieth
century saw the demise of
the once extremely popular
headgear and whilst the hat
became less fashionable,
the globalisation of the
textile industry forced the
manufacturing of berets to
migrate to Asia. The once
booming industry of South
West France is now home
to only two functioning
factories: Blancq-Olibet and
Béatex. However, the beret
makers are always eyeing up
potential clients who will help
to keep the tradition alive and
both factory owners agree that
the iconic French beret isn’t
ready to become a distant
memory yet!
The beret didn’t become
a symbol of the country just
by chance. During the early
nineteen hundreds it enjoyed
widespread
popularity.
Men and boys of all ages
were wearing the hat and it
capitalizing on this demand
for military berets, focussing
its attention on big money
deals with military forces.
The Chasseurs Alpins (Alpine
Hunters, the elite mountain
infantry of the French Army)
were the first to adopt it as
part of their military uniform
and the beret went on to
become associated with the
French Resistance during
WWII. Today, for forces
worldwide the beret is a
disgust of genuine countryside
people, almost overnight
all followers of fashion had
discovered the benefits of the
footwear. Offering a range
of colours and styles, Hunter
made the boots a must-have
for farmers, the fashionable,
celebrities and even the
Queen. Like Béatex, Hunter
has teamed up with upmarket
designers such as Jimmy
Choo. The success of Hunter
wellies has proven that
even the fashion conscious
appreciate
practicality.
However, unlike Béatex,
Hunter has admitted defeat
and moved the manufacturing
of its expensive footwear and
accessories to Asia. So are
Béatex and Blancq-Olibet
trying to do the impossible?
Perhaps Béatex will do what
Hunter has been unable to and
capitalize on the fast growing
trend of buying French-made
products. One thing for sure
is that both Blancq-Olibet and
Béatex will need to attract
international
business
in
order to keep their traditions
alive. The odds aren’t exactly
stacked in their favour, but
there are some things better
made in France. If cheaper
wine started to be produced in
Asia we wouldn’t stop buying
our favourite French bottles,
so why would we choose to
snub the French-made beret?
Admittedly, at 70 euros a hat,
it’s not cheap, but consider
it as an investment. For 70
euros you can be the proud
owner of a world-renowned,
practical, one of a kind hat that
refuses to go out of fashion!

they were given their paving stones.
But while the cobblestones look quite harmonious
with their surroundings, the change wasn’t always easy.
Montmartre, a neighborhood famous for its steep cobbled
streets and stairways, is a high hill that had been hollowed
out since ancient times for the gypsum it contained.
Its pavés were added starting in 1860, when the former
village was incorporated into Paris. The stones and the
traffic they held were sometimes too heavy, and sections
of streets collapsed, dragging trees, carriages, and even
people, into the ground. Les Pavés

Paris is famed for its cobbled
streets. Lots of us will have
walked over these pavés at one
time or another, but have you ever
stopped to think about the stories
that the worn cobblestones could
tell?
T
hough the city’s history began long before
cobblestones, they are an essential part of
Paris. The streets of Paris were first paved in
the late 12th or early 13th century, under King
Philippe-Auguste, who also constructed the
city's first wall. While the wall was built to provide security,
the streets were paved, it's said, because the king found the
smelly mud of Paris’ rues unbearable. The original paving
stones were apparently kept until around the 16th century,
when they were replaced with newer ones.[1] Paris in the Middle Ages wasn’t the same as today. For
most of that era, it was a relatively small section of the heart
of the city, encompassing the Ile de la Cité and farmland
on the Right Bank, running from a point on the present-day
rue Montorgueil to the north, to a location soon-to-be the
Bastille to the east, and to the west, a port just before the
Louvre, which was then a fortress outside the wall. The
southern part of the wall contained a significant portion of
the present-day fifth arrondissement, and a smaller portion
of the present-day sixth arrondissement. Other areas of the
City of Lights we know today were farmland, or villages
Montmartre: the sloping rue Ravignan. Notice two kinds
of paving stone arrangements: a series of fan shapes
(background), and those simply placed in gridlike order
(foreground). You’ll see a lot of both in Paris. Luckily, the problem of Montmartre's once treacherous
paved streets has been solved today, though I’m not sure
how. Maybe a walk up to my favorite spot in Paris, la place
Emile Goudeau, is really a walk of faith. The eye delights in the lovely pavés of Paris. You may
notice, though, that they aren’t everywhere in the city. And
in some places, they’ve been covered with asphalt. “A
practical measure,” you could say, and in many ways you'd
probably be right. But it also has to do with the delicate
balance between beauty and caution that everyone needs to
use when dealing with Parisians. You see, ever since the July Revolution of 1830, paving
stones have been wrenched from the streets to serve as
material in barricades and, occasionally, as projectile
weapons. In the mid-19th century, Baron Haussmann was ordered
to demolish older, insalubrious parts of Paris and widen
streets and boulevards, mainly so that, if necessary, the
military could move easily through the city. However,
the Baron didn’t count on the power of the cobblestones;
in 1870, Napoleon III, who’d commissioned him to so
dramatically change the landscape and architecture of
the City of Lights, was captured by the Prussians. A new
government was established, and soon challenged by
Communards, who wanted even more of a change. Once
again, the cobblestones were prised up and used to make

Far left: Modern Paris is a mixture of cobblestones and asphalt
until 1929. Near them ran La Ligne de Petite Ceinture (the
Little Belt Railroad), a small train line that made a circle
around Paris, from around 1852 to 1934. The train became
obsolete with the expansion of the Métro, and today a bus
service runs a similar route. But a few years ago, city
planners decided it would be wise to repeat history in a
way and create a tram that would run on the boulevards
des maréchaux, serving the same purpose as the Petite
Ceinture once did. The project has been underway for at least half a decade,
and certain portions are complete and running. In the east
of the city, the boulevards have been dug up – including
the pavés that had been paved over. Many will be used in
the new, larger sidewalks that are being constructed. For
now, along some sections of the boulevards, they’re piled
up as they were in the days of the barricades. The project is a massive one, involving not only the
laying of tracks and the building of tram stations, but first
checking and sometimes reinforcing gas pipes. In front of the Pantheon, at the top of the rue Soufflot, the
same street that was depicted in the painting of the 1848
barricade, paving stones in different colors are used to
make a decorative motif.
The Paris Commune was eventually suppressed, and the
established order restored. But it wasn’t until 1968 that the
government started thinking differently about les pavés.
In May of this year, an uprising of students and workers,
unsatisfied (to put it mildly) with their current government
effectively shut down the city, regularly clashing with
police. The period is known, among other things, for its
anti-government posters and slogans, including "Sous les
pavés, la plage!" - "Under the cobblestones is the beach!"
The protestors knew this first-hand, since they pulled up
the stones, revealing Paris’ sand-like soil, and famously
used them, not only to make barricades, but to throw at
police. Though pavés had been thrown at opposing forces
before, the idea of young people – many from bourgeois
families – doing such a thing, shocked society. And that’s why many streets in the city are no longer
cobbled. Could this act be like the cutting of Samson’s
hair? Since 1968, no major protest by the French
people has had as great an effect. Most Parisians are
content with orderly demonstrations, parading loudly
and slowly down mostly asphalt-covered boulevards.
You can still see pavés today, especially in areas where
it seems to serve the tourism industry well, but in more
residential areas there’s usually just pavement on major
streets.
Recently, though, some of the past has resurfaced. The
boulevards des maréchaux (so called because they’re
named after marshals who served under Napoleon I)
surround Paris, where the last of the city’s walls stood
It seems the government has become complacent
in the years since 1968: not only do they leave
unearthed pavés unguarded, but they even joke about those
tumultuous times: here, a public announcement reminds
residents: "Sous les pavés, le chauffage!" - "Under the
cobblestones are heating pipes!" Still, les pavés haven’t lost their importance. Some will
look at them and merely see beauty. But these cobblestones
are more than their appearance. In many ways, they are the
soul of this city, where aesthetics, anger, love, and death
have all met – and still meet – on avenues, alleyways, and
boulevards. ■

Cour du Commerce Saint-André
The area, bordering the outside of the city wall, was
built up by the time of Charles V (14th century),
but this particular street was created in 1776. The
cobblestones are much larger and more widely spaced
than the pavés found in other areas. Could they be
18th century originals? This passage, located near the
Odéon Métro stop, is a lovely place to visit, and is full
of history: besides a remnant of Paris' first city wall,
you’ll also find: the Procope Restaurant, hangout of
many notable 17th and 18th century celebrities and
politicians and the first place coffee was served in
Paris (1686); and, in the Cour de Rohan, a courtyard
off the passage, the place where Revolutionary
extremist Marat printed his famous newspaper L’Ami
du Peuple, as well as the location in which Dr
Guillotine first experimented with his new invention, a
more humane way to execute criminals (he used sheep
to test it out).

jobs for September in the kitchen
Continuing her gardening series,
Michelle Pierce from independent
nursery Un Jardin en France tells
us what we should be thinking about
over the coming month.
T
he media is full of the woes of
disappointed holidaymakers and
the problems of a wet August for the
tourist industry…... but I imagine
that I'm not alone in welcoming
the rain. It was really starting to get worrying
in the garden, with even established trees losing
condition (not to speak of the perennials!) But
there we go, a few good downpours and the
majority of things have bounced back. As have
the weeds......
Get busy
September should be quite a busy time in the
potager. It's really the last opportunity to sow
stuff for next year, as days are still warm enough
for germination and the young plants should,
hopefully, have enough time to bulk up before
the cooler weather and shorter days kick in.
Sow radish, spinach, spring cabbage, radiccio,
oriental vegetables like khol rabi, winter lettuce,
lams lettuce, rocket and winter purslane. It's
quite a long list that one can make, especially
if you are going to give them a bit of protection.
My favourites are the various leaf mustards beautiful to look at, and tangy, spicy flavours to
pep up a winter salad. Try Red Frills or Osaka
Purple. Some clients buy them just as decoration,
they're so pretty.
Also you can sow hardy annuals and biennials
for next year - foxgloves, wallflowers, sweet
Williams etc.
You can plant onion sets and garlic, which will
seem not to do much over the winter but should
crop earlier than those spring sown. If you have
very wet winter ground, plant them on slight
mounds to improve drainage.
Harvest, harvest, harvest
Harvest as much as you can before the first
frosts. Bottle, freeze, dry, transform or store the
maximum. You may not be able to face another
apple or pear now, but in a month’s time they
may be just the thing. If you have tomatoes,
cucumbers, gherkins, pumpkins and squashes
which aren't ripening too quickly, cut off leaves
to enable the sun to reach the fruits more easily.
Remember to burn mildewed leaves – don't put
them on the compost heap!
The cold is coming
Of course, we may enjoy an Indian summer,
as so often happens in the Limousin, but one day
or other we will wake up to frost. Now is the
time to get organised for cold weather: dig out
your cloches from the depths of the shed and
make sure they're in good order; wash or replace
fleece; and clean out the tunnel or greenhouse in
readiness for winter use.
Soft fruit
Prune out the canes of blackberries, loganberries,
tayberries etc which have fruited this year, and
tie in the new ones. Prune blackcurrants if you
didn't earlier, and gooseberries if the bushes need
it. Stick your prunings in the ground and you
should have some new plants next year.
Don't leave your veg plot unoccupied
over the winter
All that will happen is that the weeds will
get a hold, creating more work next year.
Consider sowing a green manure, planting it
up, or covering it with something porous - weed
suppressant textile lets the water and air through
and looks tidy, or a layer of cardboard, straw or
old carpet will do the same job. Black plastic is
not good.
Fruit
The Limousin is a great area for growing fruit.
This year has been excellent - trees dripping with
cherries, plums, pears and apples. Unfortunately,
as everywhere, the traditional varieties are being
lost - so many of them were strictly local, and
had specific uses. I have two old pear trees in the
garden, no idea of their identity, but one is clearly
an eater and the other, a keeper, with smaller,
hard fruit which would have been collected and
stored for later use. Regarding apples, we talk
about “cookers and eaters” but we should add
“keepers, cider apples, compote apples” and
probably lots of others to the list. If you have
a healthy fruit tree in your garden which gives
fruit that is not very edible, ask an old boy. It
may be that it had a specific purpose. There are

the environment.
I
sometimes marvel at
how energy efficient
a gas camping stove
is, a 2 kg bottle can
last for 3 weeks or
more, and then I wonder why
the gas ranges in domestic
kitchens aren't the same.
It seems some of the
reason is due to the type of
gas, but much of the issue
is noise. A camping stove
is quite noisy compared to
a household gas range, but
it's this feature that makes
it so efficient, i.e. the size
and number of holes in the
burner. It's another example
of how we have swapped
efficiency for aesthetics
to our financial and the
environment's detriment.
We use an awful lot of
energy when cooking: think
about how long it takes to
bring a pot of water to boil
on an electric stove; turned
up full blast, it's chewing
up to and sometimes
beyond 2400 watts per hour.
While there may not be
noxious fumes pouring out
of your kitchen (unless
you burn something or are
cooking cabbage), they
are produced elsewhere,
for example where your
electricity is generated.
Coal-fired
electricity
generation is a major
contributor
to
carbon
dioxide emissions, the main
culprit causing climate
change. It's also a major
source of mercury emissions
and
other
atmospheric
pollutants.
While
comparatively
cleaner, natural gas is a
fossil fuel, another industry
that has inflicted a huge
amount of environmental
damage and is set to do
more through the increase
of extraction processes such
as fracking.
There are some ways to
work around the inefficient
appliances in our kitchens to
reduce their environmental
impact. Here's a few tips:
1. Cover up - Where
possible, cover up your pots
and pans. This will help your
food to cook more quickly
and generates a higher
temperature, allowing you
to turn down the stove.
2. Take the heat off Instead of turning off the
stove when the food is
done, experiment a little
with switching it off just
before the food is cooked.
An oven can be switched off
up to 10 - 20 minutes earlier
depending on how well
it's insulated and sealed. It
may not sound like a huge
saving, but particularly with
electric stoves, the euros
will add up.
3. Nuke it - Instead of
boiling water in a pan, zap
it in a microwave instead. In
fact, try to use a microwave
as much as possible as it will
save a stack of electricity.
4. In the raw - What is it
with cooking carrots? They
taste great uncooked in my
opinion, as do many other
vegetables.
Experiment
a little more with raw
foods, you'll not only save
electricity and gas, but
nutrients which cooking
destroys.
Cats and dogs
This month Bugle reader Andrew Wignall pins his colours to the
mast... he's a dog man, and proud of it!
I
t’s always been a
question of clarity
hasn’t it? No shades.
No ambiguity. It’s
simple and straight
forward. Black and white.
Are you a dog person or a cat
person? Are you The Beatles
or The Rolling Stones?
Brunettes
or
blondes?
Newman
or
Redford?
Daybreak or Breakfast?
City or United? Fishing or
sleeping (the same)?
I know that this may
offend many but I’m for
dogs. 100% dogs. To me cats
really are an enigma. I can’t
understand how anyone
could love a cat. Sure,
kittens are cute. They play
with balls of wool and drink
milk but then they get big
and scratch you whenever
the mood takes. If your
neighbour has a better brand
of tuna fish then they’ll be
around there in a flash and a
larger bowl of milk will take
the feline to the other side of
the village.
And then there’s the look.
That look that only cats can
give. The smug one. The one
that says “I’m better than
you and I can jump over
walls and up trees and you’ll
never be able to catch me”.
Maybe I’m paranoid but I’m
sure I’m not alone.
When I was a kid in the
1970’s my Mum found
an Alsatian cowering and
abandoned under a derelict
building near where she
worked. She was starving
and close to death so we took
her in. The vet told us she
was around two years old
and over the next five years
she gave us more love and
happiness than any family
could ever hope for. Then
she died. The vet had been
wrong. She wasn’t two. She
was more like seven years
old when my Mum found her
and to me it was like losing
a sister and losing her too
soon. I was certain that there
could never be another dog
like that.
But here we step up to
now and life in France. I’m
sure most of you when you
look around see fields and
country paths. Woods and
privacy. Wide open spaces
with an invisible invitation
to inhale the clean air and
stretch your legs towards
the horizon. After all this is
here and not the UK where
you need the dog on a lead
before it steps on a broken
bottle, comes face to face
with a pit bull or gets kicked
by a hooded chav.

in a pot. Every extra drop
requires more energy to
heat and will increase the
cooking time.

saved power and the end
results were delicious too!
7. Splurge on pots and
pans - Resist buying cheap
pots and pans as they'll cost
you more in the long run. A
good sturdy, thick walled
set will last you a lifetime
and while they take a little
longer to heat up, the heat
distribution is better and
they'll also store heat for
longer. Glass and ceramic
pots and pans are said to
be the most efficient, but
personally I like heavy
steel.
8. The right pan for the
job - If you can see the
heating element or the gas
Two years ago we saw an
ad for a black lab and took the
trip to see him. He was two
and called Cookie. He was
lively and full of mischief
and we brought him home.
He hadn’t been mistreated
in any way but left alone
all day due to the working
responsibilities of his owner.
I’m sure everyone thinks their
dog is a one in a million and
everyone is absolutely right.
I’m no different. Cookie is
perfect. Even when he’s bad
he’s good!
And now we have another
one. Another black lab called
Tequila. From a shelter.
Beaten and abused, leg
broken, kicked out of a car
and left to die at the side of
the road. We didn’t rescue her.
The shelter rescued her and
we’ve just given her a home.
As I write this she’s lying
on an air bed in our lounge
securely bandaged after
her most recent operation
but happy because she has
some love. That’s what she’s
getting used to – being loved.
She’s never had any before
but I guess between me, the
wife and Cookie she’s going
to get more than she can
handle now.
The other day I took her
for one of her short walks.
There’s a camper van
recently arrived and parked
around the corner from us
with an orange electric wire
flame is licking a little on
the side of the pot or pan,
it's too small and much of
the heat is being wasted.

Is this the future ?
Scientists at the University of Minnesota claim to have
discovered a natural preservative which could spell the end of
rotting food.
They have pinpointed and received the patent for a naturally
occurring lantibiotic which could be added to food to kill
harmful bacteria like salmonella, E. coli and listeria.
The preservative could extend the life of a variety of everyday
foods which have strict use-by dates including seafood, cheese
and canned goods.
In some cases these foods could last for years and may not
even need to be kept in the fridge, the researchers claim. ■
Wealth Tax
W
ith
perhaps
one eye on
next
year’s
presidential
election, President Sarkozy
announced several months ago
that the government would
carry out a review of the way
that capital is taxed and, in
particular, how Wealth Tax
(Impôt de Solidarité sur la
Fortune) was to be levied.
On 29th July this year, and
after much discussion, the ‘Loi
de Finances Rectificative pour
2011’ finally became law.
As well as reforming Wealth
Tax, the legislation covers other
changes to personal taxation and
in next months’ issue we shall
look at how these have been
affected.
WEALTH TAX
The government believes
that by undertaking these new
measures, 300,000 households
will no longer have a wealth tax
liability. At the same time, they
have also sought to simplify
how the tax is calculated and
declared.
So what are the changes
being introduced by the new
law? Well, here are the answers
to some commonly asked
questions:

5. Be prepared - It's easy
to turn on the cooker ring
and then start slicing and
dicing, wasting a bit of
gas in the process. Always
ensure your ingredients
are prepared as much as
possible before turning on
the heat.
6. Slow food - Growing up
in the 70's, Crock-Pots/slow
cookers were all the rage.
These were heavy pots that
took ages to cook anything,
but cooked at a very low
temperature. The idea was
to switch it on before you
headed off to work and by
the time you came home,
the food was done. They

chance and you know what?
She’s given us another
chance even though people
in general maybe don’t
deserve one with her. She’s
still frightened of everything
but she’s getting better and
better as her heart mends
along with her body.
Cats are cats and dogs are
dogs and I’m not waging
war against the cotton ball
chasers but this article is
about dogs. Dogs don’t care
about anything except the
people who love them. No
matter how much affection
you give they’ll give twice
as much back and they’ll do
it as long as they live. ■
A: Only households with taxable
assets worth over €1,300,000
are now subject to wealth tax.
Q: What will be the new tax
rates?
A: From 2012, there will now
only be two tax rates: 0.25% on
taxable assets up to €3,000,000
and 0.5% for assets worth over
that. These new rates will apply
to total assets, however, and there
will no longer be a ‘nil rate band’.
However, to avoid an increase in
tax for those whose assets are just
above the thresholds, there will
be discounts.
For 2011, assets above
€1,300,000 will be taxed in
accordance with the existing
system, meaning that the first
€800,000 will be in the nil rate
band and the rest will be taxed
according to the existing bands
and tax rates.
Q: For those still liable to
Wealth Tax when is the payment
deadline, previously 15th June?
A: As an interim measure
for 2011, the deadline for
declaration is 30th September.
From next year, however,
the declaration process will
change. Anyone with assets of
less than €3,000,000 will now
declare their assets for wealth
tax on their income tax return.
Only those with more than
€3,000,000 of taxable assets
will continue to make a separate
wealth tax return.
Q: Are there any reductions
available from the tax bill?
A: There are reductions from
the wealth tax bill for dependent
children,
including
adult
children in full-time education,
of €300 per child (up from
€150).
Q: Has anything be done to the
“Bouclier Fiscal”?
A: The “Bouclier Fiscal” (or
‘Tax Shield’), which limits total
taxation, will be abolished in
2012.
There is good news,
however, for those new French
residents with assets over
the new threshold, as they
can benefit from a temporary
exemption, whereby assets held
outside France do not have to be
declared for the first five years
of residency.

t never ceases to amaze me
the sheer number of Clubs,
Charities and Associations
that exist across the region.
New ones seem to pop up all the
time and there is obviously a
desire out there amongst the expat
community to keep busy, even
though many may have come
here for a quieter life. Some exist
for purely social reasons, many
exist with the aim of facilitating
the integration of expat and local
communities and others are
charities in the traditional sense,
run altruistically by volunteers.
We try wherever we can to help
promote these organisations (the
selection of these organisations
and I would urge anyone with
time on their hands to take a look
at page 18 of this paper as there
are plenty of ways that you can
get involved, keep busy and do
something positive!

“Cantique” is actively seeking new members of
all voices to join them for the new season.
We are an international choir based in
Rochechouart. Currently having some 25
English, French and Dutch members, we are a
high standard choir singing the best choral music
from the Renaissance to the present day.
The choir is under the leadership of Colin
Cartwright, who was for many years a member
of the choir of St George’s Chapel, Windsor
Castle. In the past 12 months concerts have
been given at Rochechouart, Saint Mathieu and
Manot, and plans are well in hand for a visit to
Meppel (Holland) in 2012.
There is room in the choir for a small number
of new members, who should have a reasonable
musical background and ideally the ability to
read music. Admission to the choir is by informal
audition. Anyone interested should email info@

helped make 'Lascauxfest' on 30th
July such a successful event. This includes all
the musicians, who played free of charge, our
many helpers and sponsors and the two hundred
or so paying visitors. The music and ambience
throughout the day and evening was fantastic
and we are all motivated to start thinking about
'Lascauxfest 2012' .
The really good news is that, as a direct
result of this event, we are able to present a

affected. Do you need help? Are you struggling to understand? Do you know of people
who are? Would English language support help? Cancer Support France exists to meet
these needs.
Cancer Support France (CSF) is an association set up according to the 1901 French
law. It is made up of a growing number of affiliated associations across France, supported
by the umbrella organisation, CSF-National. The movement exists to support Englishspeaking people living in France who are affected by cancer.
Their country of origin does not matter.
Support is provided in a number of ways by offering a listening ear; accompaniment to
hospital appointments to aid understanding of treatment issues and guidance on sources
of practical help where needed. All those who work with patients in a listening role are
fully trained “Active Listeners”.
Following last years' successful Awareness Week, when the profile of the association
was raised, the organisers of Cancer Support France (CSF) are launching their second
awareness campaign
Awareness Week 2011 will run from 24 to 30 September. It has two main aims: to
reassure English-speaking people affected by cancer that there is help available, and also
to publicise opportunities for involvement as a volunteer.
This year, affiliated associations will be inviting people to come and have a look at
what Cancer Support France actually does through a variety of events across the country
from open centres to book sales; meetings, walks, teas and suppers. Why not take the
opportunity to come to an event near you and see how CSF supports English-speaking
people affected by cancer, whatever their country of origin.

hen things in your lives seem almost
too much to handle, when 24 hours in
a day are not enough, remember the
mayonnaise jar and the 2 cups of coffee.
A professor stood before his philosophy class
and had some items in front of him. When the
class began, he wordlessly picked up a very large
and empty mayonnaise jar and proceeded to fill it
with golf balls. He then asked the students if the
jar was full. They agreed that it was.
The professor then picked up a box of pebbles
and poured them into the jar. He shook the jar
lightly. The pebbles rolled into the open areas
between the golf balls. He then asked the students
again if the jar was full. They agreed it was.
The professor next picked up a box of sand and
poured it into the jar. Of course, the sand filled up
everything else. He asked once more if the jar was
full. The students responded with an unanimous
“yes”.
The professor then produced two cups of
coffee from under the table and poured the entire
contents into the jar, effectively filling the empty
space between the sand. The students laughed.
“Now,” said the professor as the laughter
subsided, “I want you to recognize that this
jar represents your life. The golf balls are the
important things - your family, your children,
your health, your friends and your favourite
passions - and if everything else was lost and only
they remained, your life would still be full.
“The pebbles are the other things that matter
like your job, your house and your car.
“The sand is everything else - the small stuff.
“If you put the sand into the jar first,” he
continued, “there is no room for the pebbles or the
golf balls. The same goes for life. If you spend all
your time and energy on the small stuff you will
never have room for the things that are important
to you.
“Pay attention to the things that are critical to
your happiness. Play with your children. Take
time to get medical checkups. Take your spouse
out to dinner. Play another 18. There will always
be time to clean the house and wash the windows.
Take care of the golf balls first - the things that
really matter. Set your priorities. The rest is just
sand.”
One of the students raised her hand and inquired
what the coffee represented. The professor smiled.
“I'm glad you asked. It just goes to show you that
no matter how full your life may seem, there's
always room for a couple of cups of coffee with a
friend.” ■

returns, Cordiale Assistance can help you. Cordiale Assistance is a
non-profit-making organisation that helps English-speaking people
living in the Creuse, Corrèze and Haute-Vienne departments integrate
more effectively into their local communities and the French way of
life. A range of services is offered both on an individual and group
basis, including free information meetings for members on key topics,
individual advice and language lessons that will help you make the most

Faceaface is an association founded to facilitate and encourage
interaction between all members of the local community. As our first

The Melting Pot
Members of the Ambassador's Club of the Welcome en Limousin

irstly, a big thank you to Steve and all the editorial
family at the Bugle for the fantastic job month
in month out in reporting the issues and, where
applicable, posing the questions that concern all of us.
Living, working in a different country where language
and culture differs from what we are either used to or
have experienced is difficult enough, but the advice and
support offered in the Bugle is superb, and we applaud
your efforts.
Sorry to say, but we cease business at Vetrianos as
at Saturday 24th September, we are at the end of our
lease, but other issues must now take precedence. Our
sincere thanks to all customers, clients and contacts for
all your support throughout our fantastic journey since
February 2006, and hope we all meet again sometime in
the future.

The Journées européennes du patrimoine (European
Heritage Days) take place this month on 17th and 18th
September. This is a popular event throughout France,
which sees many state buildings and museums open their
