TO: Representatives of Member Institutions FROM: The President RE: Draft of Profumo Reform Bill Dear Colleagues, Through the kind courtesy of a colleague, a draft of a Reform Bill circulated to interested parties (not to us!) by Minister Prof. Francesco Profumo, Ministro dell’Istruzione, dell’Università e della Ricerca (Minister of Instruction, Universities and Research), has reached our attention. The draft of the full bill can be found on www.dariobraga.it/ web/uploads/MIUR/DdLProfumo.pdf). A copy of Article 13 in both Italian and in English (our translation) are attached for your study. Also attached are an introduction with comments both in Italian and English. As you will note, the draft would seriously restrict and penalize AACUPI programs. First, the new rules would limit the course offerings of foreign universities to subjects relating exclusively to the literary, judicial, artistic, monumental or archeological patrimony of Italy through direct contact with it. It is not clear why other disciplines should be prohibited that are already being taught in our programs here: architecture, marketing and business, communications, fashion and industrial design, environmental studies, theology, philosophy, political science and international relations, to name a few. No explanation is given in the draft for how this restriction would be applied. Another restriction is clearly defined in that only students previously enrolled for a twelve-month period in the same institution offering study in Italy would be allowed to follow the program here. Why twelve months? Six? Nine? No freshmen, then, or students from institutions not themselves involved in study abroad in Italy? What creative regulations could possibly be invented to enforce this law if passed? None is mentioned. Inexplicably, the draft seems to totally ignore the recently-passed Fornero Reform. No mention is made of the Barile Law which currently officially recognizes most long-standing AACUPI programs. It is unclear why Minister Profumo would opt to discourage our presence by establishing these regulations and push us into the welcoming arms of other nations. Why would Italy want to lose an economic reality which has been in constant academic, cultural and social growth for the past forty years? What motivates this action? Colleagues, we need to act in unison immediately to block this initiative before the draft becomes a bill and quickly gets voted into law as is customary with this Monti government.
