EDUROAM CONFEDERATION CHARTER draft 0.7 Eduroam federation policy Draft version 0.8 eduroam confederation The eduroam confederation works for providing roaming network access to its members: eduroam federations. eduroam confederation purpose The purpose of the eduroam confederation is to maintain, expand and develop the eduroam service. eduroam confederation scope eduroam consist of the following levels: European international confederation, national federations and institutional members. The international confederation connects the national federations of eduroam institutions. National research and educational networks (NREN) or equivalent network organisations that organize and represent eduroam federations can become member of the eduroam confederation. At the national level the NREN or equivalent network organisation(s) decides who will be able to join their federation but the name eduroam and international roaming based on the confederation described herein will only be provided for higher education and research. Joining requirements Federations can join eduroam as soon as they 1. conform to the eduroam minimal security requirements (affiliated with this document) 2. conform to the eduroam service level agreements (affiliated with this document) 3. acknowledge the eduroam policy management authority (PMA) 4. acknowledge the possible sactions highlighted in the later section of this document When the higher level of the bilateral agreement can confirm that 1) and 2) are being realized and 3) and 4) are being acknowledged by signing the present 'eduroam federation policy', which is to be kept at the higher organisational level of the bilateral agreement (eduroam Secretariate or NREN). Both parties agree to inform the other party of changes in their contact information. EDUROAM CONFEDERATION CHARTER draft 0.7 eduroam policy mangament authority (eduroam PMA) The ‘eduroam PMA’ gather (preferably physically) once a year to approve or discard suggested changes to the eduroam policy document and its’ affiliated documents. Votes are decided by simple majority. All members (federations) of the confederation have the right to: - put forward proposals or discussion items placed on the agenda of the eduroam PMA promote or participate at the eduroam PMA vote at the eduroam PMA (one vote per member) Changes to the eduroam federation policy can be put forward by one or more members of the eduroam PMA. eduroam PMA may delegate tasks in order to serve eduroam. eduroam policy authority The eduroam policy authority is whi? (known herein as the eduroam PMA) .The eduroam PMA delegates the authority of enforcing the eduroam federation policy on an annual basis to a group of three representatives, the 'eduroam Secretariat’, which will act as the operative policy authority towards the NRENs. The NRENs will act as policy enforcing authority towards the institutions as the institutions will towards the end users. The eduroam Secretariat is obligated to ensure the enforcement of the policy either proactively, reactively or both with the hereunder described formal sanctions at hand. This must be done in coorporation with the relevant NRENs. Possible sanctions - Notice of policy breach Notice of termination from federation Confirmation of termination with grievance process Details of how to rejoin Liability The eduroam federation has no liabilities, nor is it applicable to claim for any lost profit, lost savings and incidental or consequential damages resulting from its activities. The eduroam federation is not responsible for the actions or defaults of any of its members. Accreditation of an authority does not imply any assumption of liability by the eduroam federation. eduroam minimal security requirements eduroam must always provide the means for trustworthy and secure transport of credentials, authorization- and other messages traversing the eduroam infrastructure.
