Professional Profile
Captain Christopher M. Grant (ret) is the former Chief of Detectives of the Rapid
City (SD) Police Department's Criminal Investigation Division and the former commander
of the Rapid City Area Gang Task Force. He retired from active law enforcement in 2004
after serving his community for 27 years. Mr. Grant is a graduate of the University of
South Dakota (USD) with a Master's Degree in Political Science and a graduate of the 181st
session of the FBI National Academy.
Mr. Grant is a nationally recognized authority on Native American street gang and
prison gang trends. He has worked with law enforcement, educators and community
leaders in 65 tribal communities, providing gang assessments and training programs to
assist in recognizing, understanding and addressing gang activity in Indian Country. Mr.
Grant also frequently speaks at regional and national law enforcement conferences and
seminars regarding the Indian Country gang issue.
Aside from working directly with tribal entities, Mr. Grant has also provided

NATIVE AMERICAN STREET AND PRISON GANGS
ABOUT THE PROGRAM:
The gang subculture affects every race and ethnicity within the U.S., and the Native
American population is no exception. Gang activity is increasingly occurring among Native
Americans residing not only in Indian Country, but in non-tribal urban and rural
communities as well.
This training program examines the growth and proliferation of the gang subculture as it
relates specifically to Indian Country, as well as to urban-based Native Americans. The
program discusses the historical and sociological factors that contribute to Native
American gang activity, the primary reasons for the emergence of the gang subculture in
Indian Country, and the behaviors that either parallel other gang structures or are unique
to Native American gangs.
A comprehensive perspective on Native American street gang activity occurring across the
United States is provided, as is information pertaining to the major Native American
prison gangs nationally. Information is also provided regarding current Native American
gang trends involving body markings, weapons, symbolism, representing, drugs, outlaw
motorcycle gangs and other related topics, including a perspective on Canadian Aboriginal
gangs and their potential influence in the U.S.
The program culminates with a discussion about effective approaches for dealing with
Native American gang activity from both a law enforcement and community perspective.
