The audience of this proposal is the Environmental Board on the City council. I’m
assuming that most of the members have very little information regarding ozone
depletion and the Austin area pollutants that affect this process. I assume that they have
some knowledge of pollution problems and that they actively look for ways to reduce
pollution. As seen in the cover letter I have attached, I found out about the need for the
proposal through the Austin American Statesman In this assignment I have chosen to use
a cover letter.

I became aware of your need for a technical background report on ozone depletion for the
Austin area through the request for proposal announcement in the Austin American
Statesman. I would like to put together a technical report for the Environmental Board of
the Austin City Council in order to help address the Austin area’s contribution of
pollutants involved in ozone depletion. This report will give you the information needed
to determine what regulations need to be put in place for residents of the Austin area. The
enclosed proposal contains my understanding of your need for the report, a description of
the report, an outline, and a list of possible graphics and tables. I have also included my
qualifications for completing the research, a tentative schedule, and the cost for the
report. If for any reason there is something missing from the proposal, please contact me
in order to revise the proposal to meet your needs.

PROPOSAL: AUSTIN AREA POLLUTANTS AND OZONE
DEPLETION
The following is a proposal for a technical report concerning ozone depletion and the
Austin area’s role in emitting pollutants involved in ozone depletion. After reading the
request for the proposal in the Austin American Statesman, I understand that the
Environmental Board of the Austin City Council needs more information concerning
ozone depletion in order to help recommend possible environmental regulations. I am
confident that my qualifications and previous success with environmental issues that I
can adequately deliver a technical report that will meet your needs. This proposal
includes a description of the report, an outline, a list of possible graphs and tables, a list
of sources, a schedule for completion, my qualifications, and a cost summary for
completion of report. There will not be any recommendations made in this report. The
possible solutions for a reduction in ozone depleting pollutants are solely based on facts
found through the research conducted for this technical report.
Description of the Technical Report
The report will be a technical background of ozone depletion and the Austin area’s
contribution of pollutants that promote this process. The following topics are covered in
the report:




Definition of ozone depletion
General ramifications of continued ozone depletion
The pollutants the Austin community emits that contribute to ozone depletion
Possible solutions to lower Austin’s contribution to ozone depletion
The report will be structured with the assumption that the members of the Austin City
Council have no prior understanding of ozone depletion or to the possible effects of
ozone depletion on the environment and civilizations around the world. The report will
supply the council members with the knowledge they require to make educated and
informed decisions with respect to pollution regulation in Austin. I have estimated the
report will be approximately 8-10 pages long with black text and graphics illustrating
general chemical reactions involving the main pollutants the Austin area contributes to
ozone depletion.

The following is a tentative outline for the report:

Graphics and Tables
Graphics will be used in this report to illustrate areas of ozone depletion in the
atmosphere. Also, the general breakdown of ozone by several pollutants will be
illustrated. A table of common pollutants emitted by Austin area businesses and residents
will be included.

Qualifications
I have been an environmental consultant at Delta Environmental Consultants for over
three years. During my time in this position I have written various proposals assessing
environmental issues regarding ozone depletion. I received my Bachelors degree in
Environmental Science from Texas A&M Corpus Christi. I then attended the University
of North Texas in order to receive my Masters degree in Environmental Science, where I
focused my research on factors contributing to ozone depletion. I have written similar
proposals for the City Councils in Houston and Dallas. With my education and
experience, I am certain I will produce a report that will meet your needs.
Cost Summary
I have estimated that this report will take approximately 50 hours to complete. My
hourly rate is $50 per hour. The cost of the printing and binding of the reports should be
approximately $10 per report. This may vary slightly, depending on the company used to
print and bind the report. I estimated the need for 20 reports to be printed. I will charge
$50 for the delivery of the report to the Environmental Board. The total cost is detailed
below:
