EURO CPR – CALL FOR PAPERS 2004 The Scientific Committee of EURO CPR calls for abstracts for papers in the areas mentioned below. Abstracts will be judged upon the following criteria: Methodologically sound comparative research (within and outside the EU), theoretical advancement and policy-relevance. Abstracts are expected to give a clear picture of the intended contribution (paper and presentation) in 1,5 pages. Abstracts should clearly mention the objectives, method and the material on which the paper is based as well as highli ghting the contribution of the paper to existing knowledge on ICT policy. Deadline for receipt of abstracts 31st October 2003. CONFERENCE THEMES KEY DATES INFORMATION SOCIETY DEVELOPMENTS This theme may include research on the implications of globalisation for European social development and economic growth; the role of social capital formation in the ‘new’ economy; the interaction of supply and demand and the problems involved in ICT consumption; the relationships between information commodities and public or quasi-public goods; the transformations of value chains, the effects of pricing models on e-service development; the relationship between employment, changing work styles and ICTs; and the sustainability of the emerging e-Europe environment. INNOVATION AND INDUSTRIAL ORGANISATION This theme may include research on the strategies of incumbent and new entrants in the convergent ICT industry; the potentially disruptive effects of innovations in wireless technologies and various kinds of digital platforms; the emergence of new institutions to support trust, dispute resolution, and security of networks and services; analysis of the social and economic attributes of open source software development; the impact of a changing investment climate on technological innovation in ICTs and the viability of new services; the changes in inter-organisational and intra-organisational learning and use of ICTs to support e-service use of all kinds. REGULATORY AND POLICY EFFECTIVENESS This theme may include studies of the relationships between alternative forms of regulation and their effectiveness (self, co- and conventional regulation) as well as the use of Competition Law; studies of the interaction between national, regional and international regulatory moves; the benefits and deficiencies of ‘convergent’ regulation into a single regulatory agency embracing telecoms, content and potentially the Internet; also the interaction between EU policies (cohesion, competitiveness, sustainability, skills enhancement) for the esociety and formal sector level regulatory measures. It may include specific sector studies on issues such as local loop unbundling, mobile termination charges, intellectual property rights, privacy and data protection as well as the issue of surveillance .
