Bios of Five researchers (Dec09, Forum of Federations) Paper – The Balochistan Package Dr Rasul Bakhsh Rais is Professor of Political Sciences, at Lahore University of Management Studies (LUMS) since November 2002. A former Fullbright scholar, he earned his Ph.D. (Political Science), from University of California, Santa Barbara, USA, Fall 1981, and his M.A. (Political Science) from University of Punjab, Lahore, Pakistan, 1973. His publications include Recovering the Frontier State: War, Ethnicity and the State in Afghanistan (Lanham, MD: Lexington Books, March 2008), The Indian Ocean and the Superpowers: Economic Political and Strategic Perspectives (Croom Helm, England 1986, Barnes & Noble, USA 1987, Vissar, India, 1987), Pakistan: 1995 (co-editor) (Boulder:Westview Press, 1995). Paper – The Gilgit-Baltistan Order Altaf Hussain is a Social Anthropologist, and a native of Gilgit-Baltistan, Pakistan. He has been involved in research activities for long time covering political, social and environmental issues. He has presented a number of research papers in international seminars and contributed to international publications. He was a prominent student leader in his college and university life and later got leadership training from International Academy for Leadership (IAF) Gummersbach, Germany. Paper – FATA integration into NWFP "The researcher Mr. Shakeel Kakakhel, a Pashtun belongs to district Charsadda of NWFP. He has been raised and educated in Peshawar, capital of the province. As a student during the 80's he has closely observed the political happenings in Afghanistan especially after the Soviet invasion in December 79 and the fundamental changes it has brought in NWFP and FATA. After joining the elite Civil Service of Pakistan he has served on key positions in NWFP both at the field and secretariat levels and therefore he has a thorough understanding of the way of working of government. By virtue of his interest as well as practical work experience in Afghanistan he is also aware of political thinking on the other side of the Durand Line. He holds a masters' degree in Social Development from the London School of Economics and since the last three years is advising the Government of NWFP and FATA Administration on key public sector reforms on behalf of DFID and USAID. He speaks fluent Pashtu and Persian, the two key languages spoken in NWFP, FATA and Afghanistan". Paper – The SPCCR and Concurrent Powers Raja M. Ali Saleem holds a Master’s degree in Development Management (University of Manchester) and MBA (University of Calgary). He joined the Ministry of Finance and worked on budgetary/financial issues for seven years before resigning. For the last eight years, he has worked as development professional directly for or on governance projects funded by ADB, World Bank, UNDP, CIDA, DFID and provincial (Punjab) and federal government of Pakistan. Paper – Constitutions and Concurrency "Amir Khan Goraya is a development professional working as the Governance Focal person at the Swiss Agency for Development and Cooperation (SDC) in Islamabad. He has a Master degree in International Relations and has worked in various capacities at the National Assembly of Pakistan, Election Commission of Pakistan and United Nations Development Programme (UNDP). During the course of his professional duties he has had extensive interaction with political leadership at all levels, international development agencies and civil society organizations."
