CAMPGROUND HOST SERVICES FOR COLUSA-SACRAMENTO RIVER STATE
RECREATION AREA
THIS SERVICE AGREEMENT (hereinafter referred to as “Agreement”) is
entered into this
by and between the CITY OF COLUSA, a municipal
corporation, (herein “City”) and , collectively herein “Campground Host”), for
volunteer campground host services to be provided at the Colusa-Sacramento River
State Recreation area. This Service Agreement is a volunteer agreement and shall
not be construed as an employment contract.
WHEREAS, the City has taken over operation of the Colusa-Sacramento
River State Recreation Area (“Park”), in order to avoid closure of the Park; and
WHEREAS, Campground Host positions interpret Park features to the public;
assist with aspects of campground operation; and
WHEREAS, the essential functions of these positions include, visitor services,
maintenance services, effective communication and clerical/recordkeeping work;
and
WHEREAS, Campground Host provides Park visitors with information,
resource interpretation, directions and assist park and City staff with campground
registration, housekeeping, litter cleanup and firework sales; and
WHEREAS, the Campground Host is interested in volunteering for the City,
and assist in the operation of the State of California Recreation Area.
NOW THEREFORE, the Parties agree as follows:
1.
PURPOSE OF POSITION
Campground Host agrees to provide a minimum of twenty (20) hours per week of
volunteer services and provide Park visitors with information, resource interpretation,
directions and assist park and City staff with campground registration,
housekeeping, unskilled maintenance, litter cleanup and firework sales, as detailed
in Exhibit A.

to assist in implementation of the Campground Host position.
2.
CAMPGROUND HOST SITE REQUIREMENTS
Campground Host may maintain his/her campground in the space or spaces
designated as Host Site or Sites by City. Campground Host shall maintain a neat
and orderly campsite. Personal belongings shall be stored out of site. Landscaping
for the Host Sites shall not be altered, fencing shall not be erected and equipment
not related to camping is prohibited at the site. Campground Host shall not alter the

site landscaping, utilities, add or change locks, re-key existing locks or change
opening devices, or make any alterations to the Park or site without the City’s written
consent.
3.
CONTACT FOR CITY
Jesse Cain, at telephone number (530) 682-2933 will be the main contact person for
the Campground Host on behalf of City
4.
COMPLIANCE WITH CITY POLICIES AND STATE LAW
Campground Host agrees to comply with all City policies, regulations, directives and
instructions, and to conduct himself/herself in a professional manner. Campground
Host agrees to comply with State law. Camp Host shall comply with park rules, laws
and regulations, including those regarding pets in parks if pets have been permitted.
5.
TIME COMMITMENT
Campground Host agrees to provide a time commitment of at least twenty (20)
hours per week.
6.
RESPONSIBILITIES AND ROLE OF CAMPGROUND HOST
Campground Host shall begin his/her position after the approval and execution of
this Agreement and thereafter shall do all work, attend all meetings, produce all
reports and carry out all activities necessary to completion of the services described
in this Agreement, subject to changes by the City Manager or his/her designee.
Typical Campground Host tasks may include the following:
A. Major Duties
1. Provide visitors information about park facilities and resources, park
rules and regulations, local area attractions and facilities.
2. Assist the park in making camp checks and registering campers.
3. Perform light housekeeping duties such as, sweeping restrooms,
replenishing restroom supplies, picking up litter, cleaning picnic tables
and camp stoves.
4. Water the park and keep green.
5. Mow and trim weekly.
6. Blow camp sites and parking lot when needed.
7. Assist with interpretive programs as directed.
8. Report possible violations to appropriate City Staff.
9. Report maintenance needs to appropriate City Staff.
B. Requirements

Campground Host Agreement
1. Become familiar with park rules and regulations; observe such rules
and regulations at all times.
2. If provided, wear the Camp Host uniform during scheduled duty hours.
3. Be on site and available as scheduled. Provide visitor assistance
whenever needed at all other hours.
4. Acquire knowledge of the park and local features in order to assist
visitors with their questions.
C. Campground Host Qualifications/Representations
As a material condition of this Agreement, Campground Host represents
that Campground Host:
1. Is at least eighteen (18) years of age;
2. Has provided accurate, current information to the City in the
Campground Host application, including a certification that the
Campground Host is physically able and qualified to provide
Campground Host services;
3. Possess and will maintain during the term of this Agreement, all of the
following:
a.
A valid and current California vehicle’s driver’s license;
b.
Current vehicle registration with the Department of Motor
Vehicles.
c.
Current vehicle insurance that meets the minimum insurance
requirements of the State of California..
4. Campground Host is qualified and has an:
a.
Ability to provide accurate information in a friendly positive
manner.
b.
Ability to maintain positive working relationships with the public
and staff, and to communicate effectively.
7.
OCCUPANTS/PETS/GUESTS
The Campground Host site is for the sole use of the Campground Host and the
following named person(s). The total site occupancy may not exceed three (3)
people:

Not all pets are permitted at the site, nor shall any pet be kept on or about the site
without the City’s prior written consent.
8.
EQUIPMENT AND KEYS ISSUANCE
Campground Host acknowledges receipt of the following items:
One (1) set of Keys that open the bathrooms, gates, iron ranger

9.
CITY REIMBURSEMENT OF CAMP HOST EXPENSES
In lieu of direct reimbursement for expenses, during the term of this Agreement, City
will provide Campground Host with the following:
a.
A complementary and temporary license to use one recreational
vehicle site, and associated water, electrical, and garbage services, which shall be
limited to reasonable and normal use;
b.
Complimentary fingerprinting clearance service with the Colusa Police
Department;
c.
Waiver of applicable vehicle entrance fees for the Campground Host
and the listed occupants, as set forth in this Agreement;
d.
A stipend in the amount of $500.00 per month, paid on the last working
day of each month. The host must invoice the City on the third week of each month.
Host shall be entitled to no other benefits except as provided in this Agreement.

DURATION OF AGREEMENT
The Parties agreement that this agreement remains in effect only as long as is
mutually agreeable to both Parties. Either Party may terminate this agreement, at
any time upon seven calendar (7) days written notice. City will deliver such notice to
Campground Host at the site; and Campground Host will deliver such notice to City
on Jesse Cain, or the City Manager. Upon expiration of the seven days’ notice

period, Campground Host must have removed all personal property from and
vacated the Campground Host site. In the event that Campground Host does not
vacate the Campground Host site as provided in this section, in addition to any other
rights and remedies under the law, City will charge Campground Host all fees
associated with rental of the site and park entrance.
11.
SCREENING AND ADDITIONAL FORMS
Campground Host shall complete such additional forms in order to determine his/her
eligibility for the position. Such forms include, but are not limited to forms related to
screening Campground Host to ensure that he/she has not been convicted of
specified offenses.
12.
VOLUNTEER
Campground Host enters into this Agreement as a volunteer and not as employees
of the City. Campground Host shall have no power or authority by this Agreement to
bind the City in any respect. Nothing in this Contract shall be construed to be
inconsistent with this relationship or status.
13.
NON-DISCRIMINATION.
Campground Host shall not discriminate in any way against any person on the basis
of race, color, religious creed, national origin, ancestry, sex, sexual orientation, age,
physical handicap, medical condition or marital status in connection with, or related
to, the performance of this Agreement.
14.
ASSUMPTION OF THE RISK.
Campground Host is aware that Campground Host services may involve danger or
risk of injury. Campground Host is voluntarily participating in these activities with
knowledge of the risks involved. By signing this Agreement, Campground Host
accepts any and all risks of injury or death.
15.
RELEASE
Campground Hosts hereby agrees that Campground Host, and Campground Host’s
assignees, heirs, guardians, and legal representatives (collectively referred to in this
section as Campground Host”) will not make a claim against or sue the City on
account of any injury or damage resulting from the active or passive negligence or
other acts, however caused, by an employee, agent, or contractor of City as a result
of Campground Host participation in the volunteer services. Campground Host
releases City from all actions, claims, or demands, that Campground Host may have
for injury or damage resulting from the volunteer services.

Campground Host Agreement
Campground Host’s waiver is as to all claims, known and unknown, relating to the
matters set forth herein, and all such rights under California Civil Code section 1542,
and any similar laws of any other state or territory of the United States,
notwithstanding California Civil Code section 1542 which states:
Certain Claims Not Affected By General Release. A general release does not
extend to claims which the creditor does not know or suspect to exist in his
favor at the time of executing the release, which if known by him must have
materially affected his settlement with the debtor.

KNOWING AND VOLUNTARY EXECUTION
Campground Host has carefully read the assumption of the risk and release above,
and fully understands the terms. Campground Host is aware that this is a release of
liability and signs it of Campground Host’s own free will.
17.
MISCELLANEOUS
A.
If any one or more of the provisions contained herein shall for any
reason be held to be invalid, illegal or unenforceable in any respect, then such
provision or provisions shall be deemed severable from the remaining provisions
hereof, and such invalidity, illegality or unenforceability shall not affect any other
provision hereof, and this Agreement shall be construed as if such invalid, illegal or
unenforceable provision had not been contained herein.
B.
The headings of the several sections, and any table of contents
appended hereto, shall be solely for convenience of reference and shall not affect
the meaning, construction or effect hereof.

C.
This Agreement constitutes the entire agreement between the parties
relative to the services specified herein and no modification hereof shall be effective
unless and until such modification is evidenced by a writing signed by both parties to
this Agreement. There are no understandings, agreements, conditions,
representations, warranties or promises, with respect to this Agreement, except
those contained in or referred to in the writing
