Bullard Elementary Student Council Meeting Dates 2013~2014 Meetings are held at 7:30 am on Wednesday of each week in the Computer Lab. All representatives should dress as school leaders on meeting days. These meetings days will be known as “We Shine Wednesdays” and representatives shall dress accordingly. Develop the agenda for and preside at student council meetings. Know the basic rules of the parliamentary process. Liaison between the Student Council and the Principal. Conduct him/herself with academic integrity and exemplary conduct. Reviews year’s activities and makes recommendations for the following year Prepare an end of year speech Votes when there is a tie. Vice President Represent the student body at school, district and civic meetings. Know the basic rules of the parliamentary process. Serve in the absence of the president. Conduct him/herself with academic integrity and exemplary conduct. Oversees reporting to younger grades Coordinate the work of committees (when necessary). Keeps records of job assignments given to representatives Secretary Take role at the meetings. Keep accurate minutes of the meetings. Type and deliver a copy of the meeting’s minutes to teacher sponsor and the principal by the Friday after the meeting. Reports at each meeting the minutes from previous meeting. Keep a master calendar for Student Council Handles all council correspondence. Writes Thank you letters and notes Conduct him/herself with academic integrity and exemplary conduct. Treasurer Keep accurate records of all income and expenses. Reports at each meeting on money matters. Helps to coordinate fundraising projects with the student council. Conduct him/herself with academic integrity and exemplary conduct. Bullard Elementary Student Council The purpose of Student Council is to develop a positive school climate by involving all students in making Bullard the best it can be. Student Council strives for good citizenship, respects all individuals in the school and community, and gives students experience in a leadership role. Student Council helps other citizens in our community through service and makes recommendations to improve the morale and spirit of Bullard Elementary School. Membership: • All students in Grades 4, & 5 shall have the opportunity to be nominated, to vote, and to offer ideas to Student Council. • Members shall be elected by their peers. • Student Council officers consist of The President, Vice President, Secretary, & Treasurer, and are elected by all students in grades. • Each class in grades 4 and 5 shall elect two class representatives. • Each class shall also have an alternate in case the representative is unable to attend a meeting. Qualifications: A student who wishes to be a candidate for the Student Council shall: • Follow all school rules • Be a hardworking student • Maintain a “C” average or above throughout the school year • Get along well with other students and adults • Agree to be a Council Representative/Officer • Attend all meetings (notify an advisor if unable to attend) Nominations/Elections: • Students may nominate themselves or another student • Parental Permission must be given in order to run for an Officer. • Only students in grade 5 shall be elected as Student Council Officers • Students running for a Student Council Officer must write a speech (approved by the sponsor) to be presented on the Bullard News Network to all Bullard staff and students. Students will be provided a rehearsal time the day before elections to prepare. • Teachers will decide how classroom elections are done. • Students that receive the majority of votes shall be declared the winner • Should a representative no longer be able to serve on Student Council, the student who received the second highest number of votes in the original election will replace him/her. This person will also be considered the Alternate if the representative is unable to attend a meeting. • The term of office shall be for one school year, beginning the date the election results are announced and ending the last day of school. Meetings: • All meetings are run in a democratic manner • Council meetings shall take place at least twice (2) a month. • Officers and Advisors will determine the dates of all meetings • Students must bring a notebook and planner to all meetings • An agenda must be prepared in advance for all meetings • Each representative shall conduct class meetings at least one day before and within two days after each Student Council meeting for the purposes of gaining suggestions and reporting back about Student Council actions. BULLARD ELEMENTARY STUDENT COUNCIL GUIDELINES 2013~2014 STUDENT COUNCIL (n) - a group of officers, classroom representatives, committees, and an advisor who work together to promote school spirit, make important team decisions as part of student government, and provide special events and projects for the school community. Purpose of the Bullard Elementary School Student Council •To give students a voice and formal setting to share ideas related to school improvement and decision making •To allow students the opportunity to give back to the Bullard community and surrounding areas through participation in service projects •To help students acquire and refine desirable leadership skills •To promote positive attitudes in students that will foster pride and commitment to their school and surrounding community •To maintain healthy and productive communication between school staff and the student body Participants: Any student meeting the below criteria may run for classroom election. two members will represent each 4th and 5th grade classroom. Criteria: 1. Must be responsible, a good team player, creative thinker, hard worker and good listener. 2. Must display outstanding behavior and social skills at all times, having no less than a "satisfactory" in behavior on last year's report card. Must be a model student of character, respectful to adults and peers at all times. 3. Able to attend all Student Council Meetings held in the computer lab starting promptly at 7:30 a.m. on Wednesdays. 4. Permitted by parents to be photographed or videotaped for educational purposes in newspapers and/or webpages as part of Student Council. 5. Permitted by parents to join an email list to receive urgent Student Council news or reminders from the advisor. Emails are mandatory, can be sent to parent’s email addresses, and are sent as blind copies so that addresses are not shared. 6. A permission slip signed by a parent and approved by a current teacher confirming the student meets the criteria must be submitted in order to be a candidate. Requirements: 1. Attend and participate in Student Council meetings, providing ideas and contributing to decision-making. Note: students must arrive to the meeting by 7:30 am prepared to get started at exactly 7:30 am. They must also attend any events or meetings held during other times of the day. Three unexcused absences from a meeting will dismiss them from Student Council (excludes approved school absences). 2. Participate in all Council-hosted projects and events, including Spirit Days. Participation in fundraisers is encouraged, however it is not required. 3. Dress for success on “We Shine Wednesdays”, Student Council Meeting Dates. 4. Gather ideas and comments from classmates to share at Council Meetings, and report back to classmates on all Council Meetings. 5. Be a role model for citizenship and character, a cooperative peer and hard-working student of Bullard, abiding at all times by the Student Council Pledge. Student Council Pledge: “I, as a Student Council Member, promise that I will use kind words and appropriate language at all times. I will attend all meetings. I will take all ideas under consideration, and I will respect all opinions and decisions. I will attend any after school activity if possible. I will participate in meetings and decisions. I pledge to do the most important thing a Student Council member can ever hope to do, which is to be responsible, to be there for anyone and everyone who needs our help, and to work together with my team to make the school a more peaceful, more fun, and all in all a better place to learn.”
