BOX 525 Aberdeen, Maryland 21001 Zilpha Smith, President Harford County Branch NAACP Bond/Chandler Memorial Scholarship The Scholarship was established in 2011 as a memorial to Joseph Bond and Eugene Chandler. Joe and Eugene were past presidents of the Harford County Branch of the National Association for the Advancement of Colored People and gave unselfishly of their time and talents to promote equality among people of color. We believe they were change agents for full equality. Joe was a faithful and devoted member of the NAACP. He left a legacy through his many accomplishment and the lives that he touched. The hymn, “May The Works I Have Done, Speak for Me” epitomizes his life and service to his family, community and his commitments to NAACP and humankind. Eugene was a warrior and champion for human and civil rights. His commitment and compassion for humankind knew no boundaries of race, religion or nationality. His quest was to make the American dream of equal opportunity a reality for all. He once stated, “The NAACP is the only organization that has waged the longest struggle in the fight for the rights of Black American” and the full equality for all Americans is a realistic goal rather than a cruel mirage”.
