Welcome
Congratulations! You have been selected to become a member of a prestigious and elite group of
students across the country. In 1921, National Honor Society was founded to recognize and
develop achievement in scholarship, leadership, character, and service. It is a privilege to work with
a group of students who strive to make a positive difference in their school and community. You
are an individual who recognizes the opportunities, risks, and rewards in the world around you.
This year at Killeen High School we look forward to collaborating toward making significant
contributions to our school and community. This is your year to continue being our most vibrant
leaders and role models.
Students, teachers, parents, communities, colleges, and universities recognize membership in
National Honor Society as an indicator of a student’s dedication to making a positive difference for
individuals and their community. National Honor Society members are committed to the pursuit
of exemplary scholarship, leadership, character and service. This reputation for excellence is the
result of years of fulfilling these expectations.
Read carefully through the Student Handbook. The handbook contains details and procedures
related to the expectations that members need to fulfill to maintain active status in National Honor
Society and any privileges it confers. After reading through this handbook, please sign the
Membership Commitment on page 18 to indicate your willingness to make the serious
commitment of time and energy required to be a productive and positive member of the Killeen
High School Chapter of National Honor Society.

Membership Obligations
Academics:
Members must maintain a minimum of an 11.75 GPA. Students whose GPA falls below this
standard will be placed on probation until the next GPA calculation.
Dues
Members must pay dues once a year. Dues are $5.00 for sophomores and juniors, and $7.00 for
seniors. New members must pay their dues prior to the end of the semester when they are
inducted.
Meetings
National Honor Society has monthly meetings in which we come together as a group to conduct
important discussions, plan service opportunities and events, and receive important information
from officers and the faculty advisors. The attendance policy is designed to accommodate the fact
that there will be times that you are unable to attend a meeting for whatever reason. It is your
responsibility to meet the expectations listed below.
Meeting Attendance Expectations:
 Bi-Monthly meetings at 4:20 p.m. in the Library every second and fourth
Wednesday of the month. Make-up meetings are held the following Thursday
morning at 8 a.m.
 Attendance at a minimum of 12 of the 18 total bi-monthly meetings held during the
school year (miss no more than three per semester).
 If a member misses a meeting, they must provide a written explanation regarding
their absence.
 Members who miss three meetings in a semester will be placed on probation.
Service
Each local chapter of National Honor Society is mandated to select at least one service project in
which all members participate. In accordance with the national constitution (Article XIV), this
project shall fulfill a need within the school or community; have the support of the administration
and the faculty; be appropriate and educationally defensible; and be well planned, organized, and
executed. Members are also required to participate in major group fundraising events. In addition to
group service projects, each member shall have the responsibility for choosing and participating in
individual service projects that reflect his or her particular talents and interests. See Appendix A2
for details on Service Hours Guidelines.
Service Expectations:
 Completion of 30 hours of service by May 12, 2016.
 At least 10 of the service hours will come from the group service projects.
 Documentation of service submitted by May 12, 2016.

PILLARS OF NHS

Consequences
You must be informed and aware of your obligations and responsibilities as a member of National Honor
Society. You are expected to maintain the specific standards by which you were selected. If you fall below
these benchmarks or fail to meet specified expectations, your membership will be subject to disciplinary
action up to referral to the Faculty Council for consideration of membership dismissal.
The following disciplinary actions for specific behaviors are intended to serve as a guideline only. This is
only a partial list of behaviors subject to discipline. Consequences will be determined on a case-by-case
basis.

Discipline and Dismissal Procedures
Discipline
It is the responsibility of the chapter advisor to periodically review the standing of members for
compliance with Society standards. When a member falls below the standards by which the
member was selected, the advisor should inform the errant member in writing of the nature of the
violation, the time period given for improvement, and provide a warning of possible consequences
for failure to improve. The advisor will also meet personally with the member to discuss the
situation and develop a plan for improvement.
Discipline measures other than dismissal from NHS are the purview of the chapter advisor. The
goal of disciplinary measures should be to reeducate the student to more appropriate behavior.
(National Honor Society Constitution, Article VI, section 3)
Dismissal
Members who fall below the standards which were the basis for their selection shall be warned in
writing by the chapter advisor and given a reasonable amount of time to correct the deficiency,
except in the case of a flagrant violation of school rules or civil laws, in which case a member does
not necessarily have to be warned.
The Faculty Council will determine the dismissal of a member after providing written notice to a
member and conducting a pre-dismissal hearing. The presence of five members of the Faculty
Council constitutes a quorum. A simple majority vote of the Faculty Council is necessary to dismiss
a member.
Procedures
Notification
 A member will receive a written notice from the chapter advisor of the violation of the
chapter standards, the possibility of dismissal, and the scheduling of the pre-dismissal
hearing.
Pre-Dismissal Hearing
 NHS Members are encouraged to attend the hearing, but attendance is not mandatory.
Parent(s)/guardian(s) of the member may be present with the member. However, it
should be noted that the primary focus of the hearing is to allow the member to present
his or her case.

Pre-Dismissal Hearing (cont.)

Members are encouraged to present information and explain their behavior verbally or
in writing during the hearing. Members who are not present may submit written
information for consideration by the Faculty Council during the hearing.

The rules for the hearing will be designed to facilitate consideration of the facts and the
rules of evidence will serve as guidelines, but not be strictly enforced.

After the Faculty Council collects information from the parties at the hearing,
individuals who are not members of the Faculty Council will leave the room. The
Faculty Council will determine the appropriate disciplinary action for the member, up
to and including dismissal from the chapter, by a majority vote.

Members, parent(s)/guardian(s) and the principal will be informed in writing of the
decision of the Faculty Council. As a common courtesy, the chapter advisor is expected
to verbally inform the member or their parent(s)/guardian(s) of the Faculty Council’s
decision verbally prior to receiving the written notice.

Members who have been dismissed from the National Honor Society must surrender
their NHS certificate to the chapter advisor.

Members who have been dismissed from the National Honor Society will never again
be eligible for membership status or benefits.
Appeal Process
The dismissed member may appeal the decision of the Faculty Council under the local
school district’s policies governing disciplinary appeals.

The dismissed member may make a written appeal of the Faculty Council decision to
the principal within five school days of the decision. The principal will hear the appeal
and respond in writing within fifteen school days.

The dismissed member may make a written appeal of the principal’s decision to the
district in accordance with district disciplinary appeals.

Resignation

Resignation from the honor society requires a written statement signed by the member
and his or her parent(s)/guardian(s). A form is available from your advisors.

Students cannot be “forced” to resign from the society for this will be interpreted as a
dismissal without due process.

Members who have resigned from the National Honor Society will never again be
eligible for membership status or benefits.

Bylaws

ARTICLE I: PURPOSE
The purpose of the bylaws of the Killeen Chapter of the National Honor Society shall be to
extend, clarify, and amplify the Articles and Sections of the Chapter Constitution of the National
Council as provided for in Article XVII, Sections 1 and 2 of the National Constitution.
ARTICLE II: AMENDMENTS TO THE CONSTITUTION
Section 1: These bylaws may be amended by a two-thirds vote of the membership, excluding those
members on probation.
Section 2: Amendments may be proposed by a written petition signed by one-fourth of the
membership eligible to vote or by recommendation of the executive council of the chapter.
Section 3: Any proposed amendment must be proposed to the membership by voice reading and
by written copy to each member present at a regular reading of the chapter.
Section 4: No proposed amendment may be voted on for final approval in less than thirty days
after the presentation to the membership.
Section 5: Sections 3 and 4 may be abridged with the consent of the majority of the membership,
the consent of the chapter advisor, and the consent of the principal of Killeen High School.
ARTICLE III: MEMBERSHIP
Section 1: Selection for membership should be based on outstanding scholarship, character,
leadership, and service.
Section 2: Membership shall be known as active, graduate, or honorary. Active members shall
become graduate members upon graduation. Graduate and honorary members shall have no
voice or vote in chapter affairs.
Section 3: The faculty council shall reserve the right to award honorary memberships to school
officials, teachers, National Honor Society advisors, or citizens in recognition of outstanding
service rendered to the school in keeping with the purpose of the National Honor Society.
Section 4: New members shall be inducted during a formal induction ceremony.

Section 5: Members who are seniors in good standing in the membership are eligible to be
nominated by their chapter to compete in the National Honor Society Scholarship Program.
Section 6: A National Honor Society member who transfers to this school from another school
and brings a letter from a former school principal or chapter advisor stating that the individual is a
member in good standing of that chapter shall be accepted automatically as a member of the
Killeen High School Chapter. A transfer member must meet the Killeen High School Chapter’s
standards within one semester in order to retain membership.
Section 7: Members who resign or are dismissed from the chapter can never again be eligible for
membership or its benefits. The chapter advisor will see that such dismissal or resignation of a
member will be noted on the transcript of the individual member by causing any mention of
National Honor Society to be removed from the said transcript.
Section 8: Dues for each school year shall be $7.00 for seniors and $5.00 for juniors and
sophomores. Dues must be paid prior to the end of the first semester or the end of the semester
when inducted, whichever comes first.
ARTICLE IV: SELECTION FOR MEMBERSHIP
Section 1: To be eligible for membership, a student must be a member of the sophomore, junior,
or senior class. Freshmen are not eligible for membership. A student of the above classes must be
in attendance at Killeen High School for one full semester or enrolled in KISD for a full semester.
Section 2: Candidates must have a cumulative grade point average of at least 11.75 or its equivalent
at the time of consideration by the faculty council.
Section 3: Candidates shall be evaluated by the faculty council on service, leadership, and
character.
Section 4: The chapter advisor shall prepare a list of scholastically eligible candidates to be
determined by the registrar who prepares the class ranking of each student in each of the
sophomore, junior, and senior classes. This list shall be prepared and presented to the faculty for
their consideration via e-mail.
Section 5: The selection for membership to the chapter shall be by a majority vote of the faculty
council.
Section 6: A description of the selection procedures shall be published in the annual “Student
Handbook” or similar publication, which is issued to each student enrolled in Killeen High
School. This description will include information regarding the candidate form and the written
essay.
Section 7: The decision of the faculty council in the selection of members shall be final.
ARTICLE V: DISMISSAL

Section 1: The procedures for dismissal shall be determined by the faculty council in compliance
with the rules and regulations of the National Honor Society Constitution (Article X).
Section 2: A written description of the dismissal procedure is available from the chapter advisor for
interested members.
Section 3: A member who is removed from the chapter will return his/her membership card and
any other item or devices that contain the logo of the National Honor Society.
ARTICLE VI: PROBATION
Section 1: A member may be placed on probation by the chapter advisor. The notice of probation
will be put in writing and a signed acknowledgement will be received by the member.
Section 2: A member may be placed on probation for any of the following reasons:
 Failure to maintain an 11.75 GPA for any semester
 Failure to perform the required service hours for each semester
 Serious violations of character
 Excessive absences from school or chapter meetings
Section 3: A member on probation may participate in all chapter activities and is expected to
perform the required service projects, but cannot vote on any motion during a meeting or in an
election of officers.
Section 4: Excessive absence from school or chapter meetings is defined as ten days of regular
school per semester or three chapter meetings per semester. Exceptions include prolonged illness
or unavoidable absences beyond the control of the member.
ARTICLE VII: OFFICERS
Section 1: The officers shall be President, Vice President, Secretary, Treasurer, Reporter, and
Historian. They shall be elected annually in a regular meeting of the chapter during the last four
weeks of the school year.
Section 2: Officers of the chapter will hold office from the date of installation, to be held between
the election and the end of the school year.
Section 3: In the event of the removal, transfer, of the inability to carry out the duties of a
member’s office, a special election shall be held by the chapter advisor(s). A minimum of fourteen
days must pass between the nomination of the candidates and the vote for election to fill the
vacancy of an officer.
Section 4: All officers of this chapter shall be elected by a majority of the members present at the
time of the vote. Each member shall have one vote in the election of officers.

Section 5: A simple majority of the members in good standing shall constitute a quorum for
business.
Section 6: The president must be a senior in good standing. Duties include the following:
 Presiding at all regular and called meetings of the chapter
 Presiding at all meetings of the executive committee
 Serving as an ex-officio member of all committees, without vote
 Voting only when votes are equally distributed
 Serving as spokesperson for the chapter in all activities for which a spokesperson is
necessary or advisable
 Appointing all select and ad hoc committees
Section 7: The vice president must be a junior or senior in good standing. Duties include the
following:
 Presiding in the absence of the president
 Serving as president in case of a vacancy of that office until a new president can be selected
 Running as a candidate for the office of president in case of a vacancy to that office, but not
presiding during the election to fill that office
 Serving as chairperson of the initiation committee
Section 8: The secretary shall be a junior or senior in good standing. Duties include the following:
 Keeping the minutes of all regular and called meetings
 Appointing someone, with concurrence of the president, to take minutes of a meeting
during the secretary’s absence
 Maintaining records of all business conducted by the chapter
 Maintaining a current file of all records in the National Honor Society office or such place
on school property as designated by the chapter advisor
 Submitting, with the concurrence of the chapter advisor or the principal, the certification of
all names of the current school year in the annual report to the National Secretary of the
National Council
 Serving as an ex-officio member of all committees requiring correspondence with groups or
activities outside of the chapter
 Presenting the minutes of the preceding meeting to the president for action
 Ordering any supplies for the formal induction of the new members
Section 9: The treasurer shall be a junior or senior in good standing. Duties include the following:
 Maintaining records of all receipts and disbursements in accordance with school regulation
of funds
 Serving as an ex-officio member of all products and programs involving receipts and
expenditures of funds
Section 10: The reporter shall be a junior or senior in good standing. Duties include the following:
 Arranging for publicity for the chapter activities
 Arranging media coverage for events of the chapter

Coordinating the above activities with the director of student activities of Killeen High
School
Chairing the Teacher of the Year Committee
Maintaining the chapter trophy case along with the historian
Section 11: The historian shall be a junior or senior in good standing. Duties include the
following:
 Accumulating articles about the Chapter activities from the media
 Taking or collecting photos and other information for placement in the annual chapter
scrapbook
 Responsible for producing the annual scrapbook
 Maintaining the chapter trophy case along with the reporter
 Presenting the annual scrapbook at the annual officer installation ceremony at the annual
chapter banquet, if any
 Chairing the annual banquet and officer installation ceremony
ARTICLE VIII: THE EXECUTIVE COMMITTEE
Section 1: The executive committee shall consist of the officers of the chapter and faculty advisors.
Section 2: The member of the executive committee shall have the following duties:
 Supervising affairs of the chapter between meetings
 Making recommendations to the chapter
 Supervising all projects and programs of the chapter
 Ensuring that chapter projects, activities, and program procedures are within school policy
and regulations
Section 3: All actions and recommendations of the executive committee are subject to review and
approval by the chapter membership.
ARTICLE IX: MEETINGS
Section 1: The chapter shall conduct a regular general meeting twice each calendar month, but no
closer than fourteen days.
Section 2: Meetings will be held bi-weekly.
Section 3: Special meetings may be called by the president with the consent of the executive
committee and the chapter advisor.
ARTICLE X: ACTIVITIES
Section 1: The chapter shall conduct at least one service project per semester. In the fall semester,
the chapter will also conduct the Teacher Appreciation Breakfast.
Section 2: These projects shall have the following characteristics:

Fulfill a need within the school or community
Have the support of the administration and the faculty
Be appropriate and educationally defensible
Be well-planned, organized, and executed
Section 3: Each member must participate in at least one chapter service project each semester, in
addition to the Teacher Appreciation Breakfast in the fall. Members must accrue five (5) group
service hours and ten (10) individual service hours per semester for a total of 15 each semester.
New inductees must accrue two hours between induction and the end of the semester.
ARTICLE XI: THE PRINCIPAL
Section 1: The principal shall reserve the right to approve all activities and decisions of the chapter.
Section 2: The principal shall annually appoint a member of the faculty as chapter advisor, who
may serve consecutive terms.
Section 3: The principal shall annually appoint a Faculty Council composed of five members of
the school’s faculty who may serve consecutive terms.
Section 4: The principal shall receive appeals in cases of non-selection of candidates, and the
disciplining or dismissal of members.

REQUIREMENTS FOR NHS ACTIVE STATUS AND RECOGNITION AT GRADUATION



Standards: I realize that as a National Honor Society member I will be expected to uphold the
standards of exemplary scholarship, leadership, service, and character by which I was selected for
membership in National Honor Society. I recognize that these elements are essential to maintaining
an active membership in National Honor Society. I understand that if I fail to uphold these
standards, my membership will be subject to disciplinary action, up to and including dismissal.
Service: I recognize that one component of membership in National Honor Society is providing
service to my school and community. Meeting the service requirement and submitting
documentation by the deadline are required to maintain active status in National Honor Society and
recognition at graduation.
Meeting Attendance:
 Bi-Monthly meetings at 4:20 p.m. in the Library
 Attendance at a minimum of 12 of the 18 total bi-monthly meetings held during
the school year (miss no more than three per semester).
