Annual Progress Report (APR): 2014 Bangladesh: Third National Communication to the UNFCCC (TNC) project Submitted by: Project Management Unit (PMU) Department of Environment April, 2015 Table of Contents Context …………………………………………………………….......................................................................3 Implementation Progress………………………………………………….......................................................4 Financial Status and delivery in 2014...……………………………………………….......................................5 2 CONTEXT Bangladesh prepared its Initial and Second National Communication and submitted to the United Nations Framework Convention on Climate Change in 2002 and 2012 respectively and at present implementing its Third National Communication project under the financial assistance of GEF/UNDP Bangladesh to prepare the Third National Communication. This process will facilitate the integration of climate change concerns (both mitigation and adaptation) into the national development policies and plans through sharing of knowledge and experiences and disseminating relevant data and information among more people, community and stakeholders from different socio-economic sectors. The TNC preparation process will also promote energy efficient pathways of growth and development, self-reliance, reduction of risks from climate related hazards, strengthen cooperation between all relevant stakeholders and enhance capacity building at national level. This will also be an update of the activities undertaken by the Government under other enabling activities including the Initial (i.e. the First) and the Second National Communication. The Third National Communication (TNC) project will assist the GOB for preparing the TNC towards fulfillment of obligation to the convention, following guidelines adopted by the COP of the UNFCCC. The main components of the TNC project are: (a) national circumstances, (b) inventories of greenhouse gases for 2006 - 2010, (c) programmes containing measures to mitigate GHG emission, (d) studies on vulnerability and impacts and formulate programmes containing measures to facilitate adequate adaptation to climate change, (e) programmes and plans that are considered relevant towards achieving the objectives of the UNFCCC, and (f) constraints and gaps, and related financial, technical and capacity needs. The Third National Communication project provides a renewed opportunity for efforts to enhance capacity within GOB agencies and personnel, while stakeholders are involved in consultations/workshops/round tables to voice their concerns on various relevant issues that relate to MDG 7 concerns; and other capacity building activities. For example, the workshops and meeting which will be organized during the implementation period of the TNC project will provide opportunities build on available knowledge on various aspects of climate change and will help develop and maintain a network among the policy makers, professional groups, scientists, governmental officials, civil society groups and other stakeholders for knowledge sharing and disseminating data and information for better understanding and implementing the components/activities of the TNC project. Coordination will be ensured through Steering Committee, National Technical Advisory Committee, Project Implementation Committee and five other Core-Sectoral Working Groups to monitor the activities of each component and jointly review work plans of the project. Concerned stakeholders will be trained on procurement of activity data and archiving them in appropriate formats under the Green House Gas Inventory preparation Process. 3 Implementation Progress The Project Document on Bangladesh: Third National Communication to the UNFCCC was signed between UNDP and the Government of Bangladesh in 12 November 2013 and the Technical Assistance Project Proposal of the same project was approved by the Ministry of Environment & Forests (MoEF) on 28 May, 2014. 3 project personnel (1 Project Manager, 1 Programme Assistant and 1 Finance Assistant) have been recruited by UNDP of which the Project Manager and the PA have joined the project on 16 and 17 November 2014 and the Finance Assistant on 4 January 2015 respectively. Project management office has been established in December, 2015. Tender &Proposal Opening Committee (T&POC) and Tender & Proposal Evaluation Committee (T&PEC) have been formed. Request for Expression of Interest (EOI) for preparing reports on 5 components of the TNC had been prepared and published in the daily Newspapers: Prothom Alo and The Daily Star, and in the website of the Planning Commission and Department of Environment (DOE). The components are; (a) National Circumstances; (b) GHG Inventory for 2006-2010 highlighting emission sources and sinks; c)Programmes containing measures to mitigate GHG emission; (d) Studies on vulnerability and impacts and formulate programmes containing measures to facilitate adequate adaptation to climate change; (e) Programmes and plans that are considered relevant towards achieving the objectives of the UNFCCC, & constraints and gaps, and related financial, technical and capacity needs. Eight Consulting Firms have submitted their Expression of Interests (EOI) for sub-contracting 5 components of the TNC. These EOI’s have been opened by the T&POC and later on handed over to the T&PEC with documents for evaluating the proposals. Quotations/Tender documents have been prepared and circulated for procuring some equipment, furniture and hiring (renting) a car for the project office. 4 Financial Status and Delivery in 2014 The budgeted amount of AWP was US$ 6,750.61. Delivery rate is given in the following Table-1.
