Understand Decimal Place Value
A decimal is a fractional number with a denominator of 10, 100,
1,000 or some other power of ten. A decimal number is written with
a decimal point, “.”. The decimal point separates the whole
number part from the fractional part. Like whole numbers, digits in
decimal numbers have a place value.

Read the number 0.4 as a decimal.
The place value chart shows four tenths, 0.4.
To read a decimal number that has no ones, skip the 0. Then read the
number as you usually would and look at the value of the last digit.
The 4 is in the tenths place, so read “four tenths.”
