BYLAW NO. 1778
A BYLAW TO ESTABLISH THE OFFICER POSITIONS OF THE THOMPSON-NICOLA
REGIONAL DISTRICT AND TO ESTABLISH THE POWERS, DUTIES AND
RESPONSIBILITIES OF SUCH OFFICERS
WHEREAS, pursuant to the authority contained in Section 196 of the Municipal Act, Chapter 323, R.S.B.C.,
1996 and amendments thereto, the Board of Directors may by bylaw establish officer positions, and may
assign powers, duties and functions to those said officers.
AND WHEREAS, pursuant to the authority contained in Section 200 of the Municipal Act, Chapter 323,
R.S.B.C. 1996 and amendments thereto, the Board of Directors may provide for the appointment of
employees to carry out the business of the Thompson-Nicola Regional District.
NOW THEREFORE the Board of Directors of the Thompson-Nicola Regional District, in open meeting
assembled, enacts as follows:
1. CITATION
1.1
This bylaw shall be cited as the “Thompson-Nicola Regional District Officers Bylaw No. 1778,
2000.
2. INTERPRETATION
2.1
In this bylaw the following words and phrases have the meanings set opposite them unless the
context otherwise requires;
Board of Directors – Means the Board of Directors of the Thompson-Nicola Regional District
3. GENERAL
3.1 The business of the Thompson-Nicola Regional District under the direction of the Board of
Directors shall be carried on by and through the Officers as set out hereinafter in this bylaw.
3.2 The Board of Directors may by resolution establish the terms and conditions of employment for
Officers and Managers including but not limited to remuneration, benefits, expenses, hours of
work and manner of appointment, promotion, discipline and dismissal provided they do not
conflict with any agreements and/or other senior government legislation.
3.3
The Oath of Office as set out in Section 201 of the Municipal Act is hereby adopted as the Oath of
Office for Officers and Managers of the Thompson-Nicola Regional District.

3.4
The Officers set out in Clause 4 hereinafter, may themselves or by delegation to or in consultation
with other Officers, appoint Managers as identified in Clause 5 hereinafter, and other employees to
assist in carrying out the business of the Thompson-Nicola Regional District.
3.5
Notwithstanding any clause in this bylaw, one person may be appointed to two or more of the
positions as hereinafter noted. All of the positions as hereinafter noted need not be filled if, in the
opinion of the Board of Directors, it is not warranted at that time.
3.6
Notwithstanding any clause in this bylaw, the powers, duties and responsibilities of the Officer
Positions as hereinafter noted in this bylaw shall become the responsibility of the Chief
Administrative Officer or his designate in the absence of the subject Officers.
4. OFFICER POSITIONS

Thompson-Nicola Regional District;

6. POWERS, DUTIES AND RESPONSIBILITIES
6.1
In addition to the powers, duties and responsibilities assigned to the Officer positions as
hereinafter noted in this bylaw, the Board of Directors may by resolution assign to said Officers,
additional powers, duties and functions, as it deems necessary and appropriate.
6.2
In addition to the powers, duties and responsibilities assigned to the Manager positions as
hereinafter noted in this bylaw, Officers may assign to said Managers under their supervision
and direction, additional powers, duties and responsibilities.

6.3
All Officers and Managers, as a primary component of their job functions, shall exercise
authority and responsibility with respect to the appointment, evaluation, scheduling, promotion,
supervision, direction, discipline and discharge of subordinate employees, as well as the
resolution or settlement, on behalf of the Thompson-Nicola Regional District, of disputes arising
with respect to such subordinate employees under the terms of any collective agreement between
the Thompson-Nicola Regional District and Canadian Union of Public Employees Local 2587 or
B.C. Government and Service Employee’s Union.
6.4
The powers, duties and responsibilities of the Chief Administrative Officer or his designate are as
set out in Section 197 of the Municipal Act and in Schedule “A” attached hereto.
6.5
The powers, duties and responsibilities of the Clerk/Director of Community Services are as set
out in Section 198 of the Municipal Act and in Schedule “B” attached hereto.
6.6
The powers, duties and responsibilities of the Director of Finance are as set out in Section 199 of
the Municipal Act and in Schedule “C” attached hereto.
6.7
The powers, duties and responsibilities of the Director of Development Services are as set out in
Schedule “D” attached hereto.
6.8
The powers, duties and responsibilities of the Director of Environmental Services are as set out in
Schedule “E” attached hereto.
6.9
The powers, duties and responsibilities of the Director of Library Services are as set out in
Schedule “F” attached hereto.
6.10
The powers, duties and responsibilities of the Administrative Assistant are as set out in Schedule
“G” attached hereto.
6.11
The powers, duties and responsibilities of the Executive Secretary are as set out in Schedule “H”
attached hereto.
6.12
The powers, duties and responsibilities of the Manager of Building Inspections are as set out in
Schedule “I” attached hereto.
6.13
The powers, duties and responsibilities of the Manager of Economic Development are as set out
in Schedule “J” attached hereto.
6.14
The powers, duties and responsibilities of the Manager of Environmental Health are as set out in
Schedule “K” attached hereto.
6.15
The powers, duties and responsibilities of the Manager of Finance and Administration are as set
out in Schedule “L” attached hereto.
6.16
The powers, duties and responsibilities of the Manager of Information Services are as set out in
Schedule “M” attached hereto.
6.17
The powers, duties and responsibilities of the Manager of Library and Support Services are as
set out in Schedule “N” attached hereto.

6.18

6.19
The powers, duties and responsibilities of the Manager of Utility Services are as set out in

7. MISCELLANEOUS
7.1
That Regional District Designated Officers Bylaw No. 7, 1969 be repealed.
7.2
That Regional District Terms of Employment Bylaw No. 8, 1969 be repealed.
7.3
That Thompson-Nicola Regional District Planning Director Bylaw No. 9, 1969 be repealed.
7.4
That Designated Officers Increment Schedule Bylaw No. 10, 1969 be repealed.
7.5
That Regional District Terms of Employment Amendment Bylaw No. 102, 1972 be repealed.
7.6
This bylaw shall come into force and take effect on and after the date of the adoption hereof.
