MINISTRY OF FINANCE Department 34 – State supervision over betting games and lotteries TECHNICAL SYSTEM STANDARDS – ELECTROMECHANICAL ROULETTE This material is to be considered as a summary of minimum parameter claims posed on gaming system that will pass judgment on gaining a license to operate by license committee by enactment § 50 par. 3 law n. 202/1990 Sb., about lotteries and betting games (below only as “law”) with effect from 1st June 2007. 1. Technical system is a program electronically controlled gaming system that is equipped with mechanical roulette wheel and operated as a multi-seat electromechanical roulette (below only as “TS”). By course of this point even a hybrid system using mechanical, electromechanical or electronic-displayed roulette wheel whose activity is being transmitted and used for multi-seat gaming post is considered to be TS. TS is equipped with central program system (below only as “CPS”) that provides the run of the game. TS enable multi-session game for more players who operate separated gaming posts and place bets on combinations of numbers. Gaming posts are interconnected with CPS and together they make up one functional complex. 2. Before giving the licence, accredited and authorized person [authorization based on law n. 22/1997 Sb., law about technical requirements on products (below only as “LTRP”)] expertly pass judgment on TS if it fulfils the demands of the law, demands of LTRP and technical parameters of this standard. Output documents of the authorized person are Serviceability certificate of the technical system, registration mark, Inspectional report and Inspectional certificate. Registration mark must be located at an easy get-at-able place. 3. Player enters the game by depositing banknotes, coins, credit key or etc. via automatic input module to the TS. From this deposit he withdraws amounts for particular bets. Deposit (or credit) is displayed on electronic screen. 4. CPS limits the maximum bet-high on one combination - that is 1.000,- CZK or 50,- EUR per each player and 50.000,- CZK or 2500,-EUR per one entire game. Winning process is operated by the program, win or loss are determined by random process of random-numbers electric generator. TS uses random-numbers electric generator, hybrid type TS with electronically displayed roulette wheel and data transmission can use a software generator of randomnumbers that is part of CPS. Winnings are calculated from the bet-amount and relevant multiple of particular game combination according to game plan. Winning amount is displayed on corresponding screen. Average value of winning quotient is 97,3% for TS with one zero (with one and double zero it is 94,73%) with tolerance of +/- 7%. TC doesn`t pay off in cash. Win is paid off by charged person after verifying its high on the electronic screen. 5. The data about inserted and paid amounts are recorded by means of at least two independent counting systems connected to CPS and installed in TS, while they enable the data evidence of sum totals from all individual gaming-posts as well as from entire TS. TS has to record last 50 thousand games in order to be able whenever verify randomness of gaming process, winning quotient and impossibility of anticipating game combinations. TS is equipped with an independent electronic and electromechanical counter that is not possible to reset or disconnect. If disconnected any further operations of TS are blocked. Ratio 1:10 may be set on the electromechanical counter. Ratio has to be clearly indicated. 6. Through the medium of CPV, TS enables electronic data archiving from TS initiation up to the capacity of archiving system. Archiving system has to be able refresh the data in the case of TS failure at least in the range of time period before the failure have occurred. It has to be able to refresh the data of bets amounts, gaming combinations, winning amounts and other data recorded on counters; data interconnection between TS and server must not be somehow affected. Archiving has to be secure from data manipulation. 7. Operator has to provide telecommunication data connection between each TS and server. Server shall located in secured place in company or hosting centre.Data interconnection has to provide transmission and archiving of information about the bets, wins and error notices (any kind of interference of TS). Server archives the data for at least 12 months after the fiscal period closing and has to be inaccessible for unauthorized person. Data has to be secure against misuse. Server provides automatic archiving of data IN, OUT, RES once in 30 minutes. 8. TS can be operated only by the person with the license, beginning by the date of license issue. TS can be also installed for third person but only on the base of contract. Installation, connection and engagement, disconnection and removal have to be performed by authorized person. 9. Operator books the TS operations as asset or rent, separately from other business activities. Operator will report the booking of TS operations (provisions, profits, assets, rent and other services related to the operating of TS) to the state supervision and will keep detailed registration of all persons who have access rights to the finance balance of TS. 10. Operator provides on his expenses a passive and secure access to the server (located in company or hosting centre) for the state supervision, access does not affect any TS parameters. Technical support has to be able to get actual data from all TS TOTAL counters in categories IN and OUT. 11. Operating of TS can be permitted for 10 years time period providing that reference of technical control will be set to license commission in two years intervals. This document refers to the actual TS quality and functionality and it is made out by authorised person. Following control consists of the check of TS type and control of data collection and transmission. Registration marks of each TS will be handed out by the authorised person at the same time with the report of technical control. If operator does not present the technical control certificate in 60 days from the date of presentation he may become a subject of administrative procedure in terms of § 43 of the law. To satisfy this duty also request introduction accepted by authorised person must be presented 15 days before two years time period expiry at the latest. 12. Operator also provides monitoring of the TS with camera system in visual, uninterrupted and independent recording mode. Visual record has to be bright, clear and distinctive. Operator has a duty to keep the records for at least 70 days from the data of recording so they are available for state supervision. Records have to be stored on safety place that excludes its damage, improper use, theft or destroy. 13. TS operating will not be allowed in places marked like “casino” or “casino”, composites or combinations of those words, provided that it is casino certified in accordance with § 2 letter i) of the law.
