TRAINING ACTIVITIES HELD DURING 2007
During this period, 10 training and human resource activities for the port sector were directly
organized and supported. Four hundred and twenty six individuals from Member States of the
Organization of American States (OAS) participated and 59 scholarships were awarded.
1.
Seminar for port reforms in Latin America: The seminar was organized and held on
March 19, 2007, in San Salvador, El Salvador. The seminar was organized by the Autoridad
Marítima Portuaria (AMP) of El Salvador and the Secretariat of the CIP/OAS. The objective of the
seminar was: to offer an integral vision of the background and perspectives of port reforms in Latin
America, with a special emphasis in Central America, identify relevant variables and their limits and
benefits. Sixty two participants attended from the AMP, the Comisión Ejecutiva Portuaria Autónoma
(CEPA), Viceministerio de Transporte, Secretaría Técnica de la Presidencia, Corporación
Salvadoreña de Inversiones (CORSAIN) and the Superintendencia de Competencias. The report for

2. International Seminar on Port Costs and Tariffs: The seminar was organized and held from
March 20-23, 2007, in San Salvador, El Salvador. The seminar was organized by the Autoridad
Marítima Portuaria (AMP), the Comisión Ejecutiva Portuaria Autónoma (CEPA), and the Secretariat
of the CIP/OAS. Objectives of the Seminar: to consolidate the cost analysis and disseminate the use
of port tariffs to increase investment, efficiency, and competitiveness in the port sector of Central
American countries, in addition to simulate the practice of port tariffs in the environment of foreign
commerce policies to achieve port efficiency in countries of this region. The participants of the
seminar were professionals from the port sector, with academic training in the area of administration,
accounting, economics, finance, and specializing in costs and tariffs. Thirty four participants were in
attendance. The CIP/OAS awarded 7 scholarships to participants from the Member States of Costa
Rica, Guatemala, Nicaragua, and Panama. The report for this seminar is document

3. Seminar on Hemispheric Strategy to Promote the Participation of Women in the Port
Sector: The seminar was organized and held from June 19-22, 2007, in Santo Domingo, Dominican
Republic. The Seminar was organized by the Autoridad Portuaria Dominicana (APORDOM) and the
Secretariat of the CIP/OAS with the technical support of the Chair of the Subcommittee of the CIP on
the Participation of Women in Port Affairs of the Hemisphere. Objective of the seminar: to obtain
information that serves as a basis for the elaboration of a strategic hemispheric plan to promote the
participation of women in port affairs. The participants of the seminar were functionaries and
executives of public and private organizations of the Dominican Republic and other OAS Member
States, Observer States, international organizations and guests. Sixty five participants were in
attendance from Antigua and Barbuda, Argentina, Bahamas, Belize, Colombia, Costa Rica,
Dominica, Dominican Republic, Ecuador, El Salvador, Greece, Grenada, Guatemala, Mexico,
Nicaragua, Peru, Saint Kitts and Nevis, Spain, Suriname, Uruguay, United Status, and Venezuela.

4. Seminar for the Caribbean Countries on Port Statistics, Costs, and Tariffs: The seminar was
organized and held from August 27-31, 2007, in Kingstown, Saint Vincent and the Grenadines. It

was organized by the Saint Vincent and the Grenadines Port Authority (SVGPA) and the Secretariat
of the CIP/OAS. Objective of the Seminar: to supply the concepts and tools for the use of statistics,
function indicators, systems of costs and tariffs, and the creation of port sector strategies. The
participants of the seminar included directors of port companies, functionaries that worked in the port
sector, and professionals with academic training in costs and tariffs. The CIP/OAS awarded 15
scholarships to participants from the Member States of Antigua and Barbuda, Bahamas, Barbados,
Belize, Dominica, Guyana, Grenada, Jamaica, Saint Lucia, Suriname, Saint Kitts and Nevis, and
Trinidad and Tobago. Thirty one participants attended. The report for this seminar is document

5. Eighth Ibero-American Course on Port Technology, Operations, and Environmental
Management: The course was organized from September 16, 2007 – October 13, 2007, in
Santander, Spain. The course was organized by Puertos del Estado of Spain, the Autoridad Portuaria
de Santander and the Secretariat of the CIP/OAS. Objective of the course: provide technical
formation in the area of port technology, especially in the areas of port operations, environment, and
port engineering, using advanced methodologies and techniques in these areas, with reference to the
case and experience of Spain. The CIP/OAS and Puertos del Estado of Spain awarded 15
scholarships to participants of Member States from Argentina, Chile, El Salvador, Guatemala,
Honduras, Panama, Peru and Uruguay. The report for this course is document CIDI/CIP/doc. 9/07.
6. Twelfth Ibero-American Course Port Management: The course was organized and held from
October 1-27, 2007, in Madrid, Spain. The course was organized by Puertos del Estado of Spain and
the Secretariat of the CIP/OAS. Objective of the course: to analyze the current principle models of
port development in the world with a special emphasis on cases from Spain and Latin America. In
addition, to studying the principle elements and techniques in port management in Spain that are
oriented towards achieving the efficiency and competitiveness that modern ports require, insisting on
indicators of an economic, financial, commercial, and informational nature, along with human
resources. The CIP/OAS and Puertos del Estado of Spain, awarded 20 scholarships to participants of
Member States from Argentina, Chile, Costa Rica, Dominican Republic, Guatemala, Honduras,
México, Panama, Peru, and Uruguay. The report for this course is document CIDI/CIP/doc. 10/07.
7. Seminar on “Logistic Activity Zones”, “Ports as a Logistical Platform”: The seminar will be
held from December 3-5, 2007, in Lima, Peru. The seminar is organized by the National Port
Authority (APN) of Peru, Puertos del Estado of Spain, and the Secretariat of the CIP/OAS.
Objectives of the seminar: to contribute to the creation of technology in port materials common to all
countries of Ibero-America that facilitates technical exchanges and commerce between these
countries and contributes with maximum efficiency. The participants of the forum will be directors,
managers of port entities, in addition to consultant companies and entities that conduct work related
to the central themes of the seminar.
8. Seminar “Port Planning Driving Development”: the seminar was organized and held from
March 14-16, 2007, in Montevideo, Uruguay. The seminar was organized by the National Port
Administration (ANP) of Uruguay, Puertos del Estado of Spain and the Secretariat of the CIP/OAS.
Objective of the seminar: to contribute to the creation of technology in port materials common to all
countries of Ibero-America that facilitates technical exchanges and commerce between these
countries and contributes with maximum efficiency. The participants of the forum were directors,
managers of port entities, specialists of the sector, in addition to consultant companies. Ninety one
participants were in attendance.

9. Seminar “Port Challenges Facing the Transport Chain, Factors of Competitiveness”: The
seminar was supported and held July 25-27, 2007, in Veracruz, Mexico. The seminar was organized
by the Coordinadora General de Puertos y Marina Mercante of Mexico, Administración Portuaria
Integral of Veracruz, Puertos del Estado of Spain, and the Secretariat of the CIP/OAS. Objective of
the seminar: to contribute to the creation of technology in port materials common to all countries of
Ibero-America that facilitates technical exchanges and commerce between these countries and
contributes with maximum efficiency. The participants of the forum were directors, managers of port
entities, in addition to consultant companies and entities that conduct work related to strategic port
planning. One hundred and forty three participants were in attendance.
10. Scholarships for a Master in Port Management and Intermodule Transport: The Master is
supported and is being held from October 4, 2007 to June 29, 2008, in Valencia, Spain. The Masters
is organized by the Fundacion Valenciaport and the Universidad Pontificia Comillas of Madrid, and
the Secretariat of the CIP/OAS. Objective of the master: to analyze the current global principle
models of port development with a special emphasis on the cases of Spain and Latin America, and
study the principle elements and techniques of port management in Spain, that are oriented towards
achieving the efficiency and competitiveness that modern ports require, insisting on indicators of an
economic, financial, commercial, and informational nature, in addition to human resources. The
CIP/OAS and Fundacion Valenciaport, awarded 2 scholarships for this master to students from
Ecuador and the Dominican Republic.
