HAMPSHIRE

Introduction

Hampshire has an area of 424,490 hectares (1,048,916 acres) with a population of about 1.6 million, a third of which live in the two cities of

Southampton and Portsmouth. The county is roughly rectangular in shape being 40 miles from north to south and 38 miles from east to west. It has no natural boundaries, except for the Solent and English Channel coastline to the south.

In its landscape Hampshire presents a scenery of gently rising hills and fertile river valleys. Two ranges of chalk hills traverse the county. In the NW corner are the rolling chalk downs around Kingsclere and Highclere and in the SE the

South Downs extend from Petersfield to Winchester. These broad bands of chalk are overlain to the north by sands and clays of the Tertiary Age which form part of the London Basin and to the south is the Hampshire Basin.

The chalk provides building materials in the form of clunch, flint and lime, while the Basins yield sand and clays for brick and tile making.

To the south the river valleys of the Avon, Test, Itchen, Hamble and Meon running into the Solent and Channel provide reed for thatch as well as early transport channels to import limestone from Binstead and Quarr on the Isle of

Wight, Portland and Purbeck stone from Dorset and limestone from Caen in

Northern France.

Both the Basins with their heathlands and chalk downland yield, beech, oak, yew, chestnut, ash and other timbers for building.

These materials formed the basis of Hampshire’s vernacular building and architecture until the nineteenth century, when with the advent of the railways other materials such as slate and iron were introduced on an extensive scale, and in turn aided the development of extensive brickmaking industries in the

Hampshire Basin around Bursledon and Fareham.

From this geology and history Hampshire has developed a rich building heritage of timber framed houses and agricultural buildings, stone churches and country houses and brick town houses. Their value is acknowledged thr ough the ‘listing’ of nearly 13,000 buildings and the designation of about

200 conservation areas in the County.

The responsibility for the development, care and repair of these buildings and areas rests with the owners and the local authorities (County Council, 11 district councils and the three unitary authorities, Southampton, Portsmouth and the Isle of Wight) who have statutory and advisory duties.

This Directory has been compiled to assist all who are involved in the conservation of Hampshire’s built heritage. This Directory is not exhaustive nor does it guarantee the standard of service or cost of any firm or organisation listed. Those wishing to be included in a future edition of the

Directory or wishing to amend an existing entry are advised to notify their local

Conservation Officer, from whom further copies of the Directory can be obtained.

Primary legislation is contained in The Town and Country Planning Act 1990 and The Planning (Listed Buildings and Conservation Areas) Act 1990.

LISTED BUILDINGS

Since 1947 governments have compiled listed of Buildings of Architectural and/or Historic Interest for each locality. All buildings built before 1700 that survive in anything like their original form are listed. Most buildings built between 1700 and 1840 are listed together with the best and most important of those built since 1840, including some as late as t he 1960’s.

Grade I

– buildings are of exceptional interest

Grade II – buildings are of special interest

Grade II* - particularly important Grade II buildings

All grades of listed building are equally protected. The listing applies to the outside, inside and the curtilage or the building. Any alteration to a listed building requires Listed Building Consent from the Local Planning Authority.

To carry out alterations to any listed building without this consent is a criminal offence. Essential maintenance and repairs may be carried out to a listed building without any formal permission, but these works must be done in traditional matching materials and using traditional methods.

LISTED BUILDING GRANT

Repairs to the fabric of a listed building such as the roof, chimneys, brickwork, windows, doors, timber infestation, damp penetration or structural work may be eligible for grant assistance from the Unitary, District and/or County

Councils. For certain repair works grants are available ranging from 10-30% of the total eligible costs of repair. In some special areas more is offered with conditions and it is important that applications are made to the local authority

Conservation Officer before any works are carried out.

CONSERVATION WORKS

Conservation Areas were introduced under the Civic Amenities Act of 1967 to incl ude those parts of a local authority’s district that are of ‘special architectural or historic interest, the character or appearance of which it is desirable to preserve or enhance’. These areas are generally the older areas of towns and villages. They often contain listed buildings which combine with other unlisted buildings, street patterns, spaces and trees to create the special character. It is important that this character is not diminished by unsympathetic new development or changes. Conservation Area Consent is required for the demolition of buildings and strict planning controls apply.

PERMITTED DEVELOPMENT AND ARTICLE 4 DIRECTIONS

Permitted development rights generally applicable to dwellings are reduced in conservation areas. In some districts such rights are further reduced by what is known as Article 4 directions, which requires consent to be obtained for alterations to windows, doors, roofs, etc.

TREES IN CONSERVATION AREAS

Trees make an important contribution to the character of a conservation area and are protected. Before commencing any work to trees six weeks written notice of intention must be given to the local planning authority.

PLANNING PERMISSION AND BUILDING REGULATIONS

In addition to Listed Building Consent and/or Conservation Area Consent, development may also require planning permission and building regulation approval for building works.
