East District Police has arrested three persons for murdering and robbing
Sh. Subhash Gupta, a taxation advocate in his office at Vikas Marg on the night of
13.12.2012.
INCIDENT
Sh. Subhash Gupta, a taxation advocate, 57 was discovered murdered in
his office located at Surana Building, Vikas Marg, Delhi around 12 midnight by
his relatives after he did not reach his home as promised at 9.30 PM, and when
his mobile phone was found switched off. Late Sh. Gupta had last spoken to his
wife at 8.30 PM on the fateful night. His hand, feet, and ankles were found tied
up with cellophane, and he was also found gagged with the same material. Some
valuables like his gold ring, mobile phone, wallet and gold chain etc. were found
missing from the person of late Sh. Subhash Gupta. The incident attracted lot of
media attention because Sh. Subhash Gupta was engaged in public/social
activities.
INVESTIGATION
A number of teams were constituted to investigate the incident in view of the
attention that the incident had attracted. The place of occurrence indicated that
the killers were known to late Sh. Subhash Gupta since there were no signs of a
forced entry. The various teams systematically compiled a list of persons; late Sh.
Subhash Gupta was in contact with either professionally, personally or socially.
An examination of the occupants of the complex housing late Sh. Gupta’ office,
the employees of Sh. Subhash Gupta and the caretaker of the complex revealed
that late Sh. Subhash Gupta was usually visited by some persons during late
evening hours. Sh. Subhash Gupta was found to be in contact with one such
person in the evening of 13.12.2012.
Further investigation indicated that the
said person was also in contact with two more persons on the same day around
the same time. These persons were tracked down by a team of Special Staff of
East District and were apprehended on 15.12.2012, from Kapashera. These three
persons confessed to have committed the robbery-cum-murder of late Sh.
Subhash Gupta after sustained interrogation.
PROFILE
1. Mohd. Wasim, 22 yrs., s/o Nisar Ahmed, r/o Village Kaserwa, Tehsil
Budhna, P.S. Shahpur, Distt. Muzaffarnagar, U.P. & presently staying at
46/9, Jindal Colony Heera Lal Ka Makan, Kapasahera, Delhi. He has
completed Aeronautical Maintenance Engineering Licence Course from
Alpine Institute of Aeronautics, Prem Nagar Dehradun U.P. His father is a
farmer. He came to Delhi in the month of October, 2011 in search of job
and started residing with his friend Mukesh at Kapashera. He worked at
SPANCO (BPO) Call Centre, Udyog Vihar, Phase-4, Plot No. 96/97 Gurgaon
from February, 2012 to July 2012. Presently, he was in search of a job.
He has two sisters and one brother.
2. Dharmender @ Dharmee, 21 yrs., s/o Swaroop Singh,r/o Village Jorasi,
Tehsil Tauru, Distt. Mewat, Haryana. He has studied upto Class 12.
Presently, he was staying at Jai Ambe P.G., near CRPF Camp, behind Royal
Enfield Showroom, Atul Katariya Marg, Gurgaon. He sticks and distributes
pamphlets for Talent Hunt, a placement agency in Gurgaon and earns Rs.
200 per day. His father is a farmer. He has one elder brother and three
sisters.
3. Vijay Singh, 21 yrs., s/o Sohan Singh, r/o 4212/31, B- Block, Rajender
Park, near Santra Devi Public School, Gurgaon, Haryana. He was working
at SPANCO (BPO) Call Center Udyog Vihar, Ph.-4, Plot No. 96/97,
Gurgaon. His father is a driver.
INTERROGATION
Interrogation of the accused persons revealed that Mohd. Wasim had a
dispute with Sh. Gupta over some matter. Mohd. Wasim was upset and it was in
this process that he stumbled upon Dharmender @ Dharmee at a kiosk in
Dwarka. Mohd. Wasim disclosed this to Dharmender and both of them agreed to
find ways and means to deal with late Sh. Subhash Gupta.
Late Sh. Subhash Gupta agreed to meet Mohd. Wasim on 13.12.2012.
Mohd. Wasim, Dharmender and Vijay got together near Lokpriya Hospital,
Dhunda Hera, Gurgaon and left for Laxmi Nagar. The trio reached Laxmi Nagar
around 7.30 PM and Mohd. Wasim informed late Sh. Subhash Gupta of his
arrival. Sh. Gupta advised Mohd. Wasim to come to his office at 8.45 PM. Vijay
stood guard outside the building while Mohd. Wasim and Dharmender went up to
meet late Sh. Gupta. Late Sh. Gupta served liquor to both Mohd. Wasim and
Dharmender.
Mohd. Wasim and Dharmender who had already hatched a
conspiracy to rob and do way with late Sh. Subhash Gupta, hit him on his nose
and face. Thereafter, they pinned down late Sh. Subhash Gupta on the ground, as
a result of which Sh. Gupta lost consciousness. Thereafter, Mohd. Wasim and
Dharmender tied the ankles, knees, hands and mouth of late Sh. Subhash Gupta
with cello tape which they had carried with them as a part of the criminal
conspiracy. Then Mohd. Wasim & Dharmender robbed his gold chain, wrist watch,
mobile phone wallet, office keys and car keys and fled from the spot. Late Sh.
Gupta apparently died of suffocation and smothering. The accused have been
taken on three days police custody for effecting recovery of the robbed valuables.

Rajaji Puram, Lucknow, U.P, an Inspector with central Excise & Customs with
Meerut Division and his associate Abhishek Rai S/o Parmatma Rai R/o H.No. 741,
Shri Ram Gali, Arthla Mohan Nagar, U.P. Cases of cheating with impersonation at
wedding venues have been worked out and cheated amount to the tune of
Rupees. 94,000/- has been recovered.

INCIDENT
On 15.12.12, the accused persons Parmod Kumar Gupta & Abhishek Rai
went to IP Motel on Rohtak road and introduced themselves to the Motel
Manager as Pankaj Kumar Singh superintendent service tax and Inspector
service tax respectively. They asked the manager to show the bill books and
catering details. The manager got suspicious and contacted some known service
tax officials who told the manager that there were no such official with them. The
manager Ashok Kumar brought this to the notice of local police also. ASI Balwan
Singh of P.S Mundka further interrogated the suspects and it was revealed that
Parmod Kumar Gupta was an Inspector with central Excise and Customs posted
at Meerut Division. He disclosed to have cheated many wedding venue owners
impersonating as service tax officers. Shri Neeraj Mahana, Deputy Manager,
Cosmic Palms also identified both the accused persons and stated that on
15.12.12 both had cheated him of Rupees 10000/- by impersonating as service
tax officers. On his statement case FIR No. 228, dated 16.12.12, U/s 419/420/34
IPC P.S Mundka was registered and investigation entrusted to SI Anuj Kumar. The
accused persons have disclosed to have cheated 12 other wedding venue owners
throughout Delhi. Owner of Dashmesh wedding venue Bhajanpura has also
identified the both and stated cheating of Rupees 54000/- on 12.12.12 with same
modus-operandi by the accused persons. Further interrogation and investigation
is in progress.
Staff involved in the good work is being rewarded suitably.

TWO ROBBERS/SNATCHERS ARRESTED TRYING TO FLEE AWAY IN THE
AREA OF P.S. MUKHERJEE NAGAR AFTER COMMITTING ROBBERY.
INTRODUCTION:With the arrest of accused Naresh @ Pappu Pajer S/o Uday Veer Singh
r/o Jhuggi No. 25 Kishore Market Kingsway Camp (age 28 Years) and Pardeep Singh
S/o Balwant Singh R.o Jhuggi No. 22 Kishore Marlet Kingsway Camp, Delhi worked out
a case of robbery when accused caught red handed by the police with the help of
public when after committing crime of robbery in the area of P.S. Mukherjee Nagar
were trying to fled away.
INCIDENT:
In the intervening night of 15/16-12-12 Sh. Shaurabh Dhawan resident of
Rohini presently residing in a PG at Hudson Lane and working with a software company
came to withdraw cash. Rs. 500/- from an ATM of Kotak Mahindra Bank GTB Nagar,
Delhi. As he left the ATM after withdrawing cash Rs. 500/- and walked towards his
house, suddenly one boy later on indentified as Naresh @ Pappu Pajer S/o Uday Veer
Singh r/o Jhuggi No. 25 Kishore Marelkt Kingsway Camp, Delhi-9 (age 28 Years) came
from back side and put a knife on his back and threatened him for handing over all the
cash and valuables belongings and also threatened to kill if he had made any move or
noise and robbed Rs. 500/-.In the meantime, another two boys also came from back
side, one of the boys later on identified as Pardeep Singh S/o Balwant Singh R.o
Jhuggi No. 22 Kishore Marlet Kingsway Camp, Delhi robbed him with his wrist watched
make TITAN. The third boy robbed his purse from his pocket containing ATM and PAN
Card. During this incident, accused Naresh @ Pappu Pajer tried to stab with a big knife
in the stomach but the complainant Sh. Saurabh Dhawan caught the knife and got
injuries in his hand and other two boys started beating him up. During this process,
the complainant raised alarm for his help. On hearing his alarm, beat Head Constable
HC Om Prakash who was on patrolling duty came forward for his help and overpowered
two persons namely Naresh @ Pappu Pajer and Pardeep on the spot with the help of
passersby public whereas, their third associate managed his escape from the spot.
RECOVERY
 One robbed currency note of Rs. 500/-.
 One robbed wrist watch.
 One big knife.
PROFILE OF THE ACCUSED ARRESTED:Accused Naresh @ Pappu Pajer is an active BC of PS Mukharjee Nagar and has
been involved in more than 12 case of robbery/snatching/Arms Act. He was just bailed
out from the jail one month ago.
Accused Pardeep is a school dropout and indulged in criminal activities with
Naresh @ Pappu Pajer for earning easy money.

SNATCHER APPREHENDED
The beat staff of P.S. Rani Bagh, deployed in M2K, DDA complex, have arrested a
snatcher Amar Nath (32 years) while he was trying to abscond with a snatched mobile.
The snatched mobile phone was recovered from his possession.
INCIDENT, TEAM & ARREST
In order to apprehend bag lifters, auto-lifters, thieves and snatchers, etc. the beat
staff of P.S. Rani Bagh have been regularly briefed to carry out intensive patrolling near
the isolated areas and roads. They were also briefed to remain maximum vigil especially
during evening time as maximum incidents of snatching have been reported during this
period.
On 16/12/12, Beat Ct. Nitu Kumar No. 2524/NW and Beat Ct. Hans Raj No.
1100/NW of DDA Commercial Complex market beat, were patrolling near Fawara Chowk,
Rani Bagh. At around 7.30 PM, they noticed one boy (aged 17 years; whose name and
address was revealed as Anil s/o Rampal R/o Sant Nagar, Rani Bagh) was chasing a
running man and was shouting for help. At this, both the beat Constables responded by
chasing and apprehending the person who was trying to escape. He came out to be one
Amar Nath S/o Matau R/o House No. 648, G-Block, J.J.Colony, Shakur Pur, Delhi, Age32 years; Permanent Address:- Village Budhna Jalalpur, PS Loni Katra, Distt Barabanki,
UP and snatched mobile was recovered from his possession. Accordingly, a case vide FIR
No. 369/12 u/s 356/379/411 IPC PS Rani Bagh was registered and accused Amarnath
was duly arrested.
INTERROGATION
During sustained interrogation, accused Amarnath disclosed that he used to work
as a plumber but for last few months he was jobless. He further revealed that he is
alcoholic, so he started committing theft in order to fulfil his urge to consume alcohol.
PROFILE AND MODUS OPERANDY:
Accused Amarnath has studied up to 5th standard and his wife use to work as
domestic help in nearby houses. With the passage of time he started doing plumber work
independently and fell in bad company and started consuming alcohol on daily basis. Due
to his drinking habit he stopped doing his work and started committing petty
thefts/snatching. On sustain interrogation accused has also disclosed that he had stolen
one stereo from a car parked in Raja Park vide FIR No.348/12 dated 22.11.12 u/s 379
IPC, P.S. Rani Bagh.

TWO AUTO LIFTERS ARRESTED
INTRODUCTION:
With the arrest of (1) Gaurav Kumar S/o Vinod Kumar R/o H No G-5/186 Sec. 16 Rohini,Delhi.and
(2)Rohit Sharma S/o Chander Mohan Sharma R/o A-3/251 Sec. 17 Rohini Delhi, the police of PS Jahangir
Puri, North West Dist. has solved a M.V theft case. Truck No PB-10-CF-9565 has been recovered.
INCIDENT:
The complainant Yogender Singh resident of Sanjay Gandhi Transport Nagar stated that in the
intervening the night of 15/16-12-12 at about 10.45 PM, he along with his helper was going towards ISBT
and when they reached in front of Kabristatan, one Maruti Alto was lying in accidental condition. His truck
was also hit on that Alto Car. A hot argument started between both the parties and the car driver demanded
the compensation for damage. On this issue he informed the matter to the truck owner but he did not come at
the spot. So both the parties wer going towards Sanjay Gandi Transport Nagar and reached near Mukarba
Chowk they stand their truck on the road. After sometime, they found that the truck was stolen by the driver
of Alto Car and taken towards Rohini. A Case FIR No. 322/12 dt 16-12-12 u/s 379 IPC PS Jahangir Puri was
registered and investigation was taken up.
INVESTIGATION:
During investigation police apprehended the alleged Gaurav Kumar and Rohit Sharma. During
interrogation, they confessed their guilt and stolen truck No. PB10CF9565 was recovered at their instance.

Whereas, there is mushrooming of BPOs ( Business Process Outsourcing Centers) prominently
known as Call Centers, Corporate and Media Houses in Delhi and other parts of the NCR offering
employment opportunity for the youths.

And whereas, the employees including young women from across the country have been staying in
various parts of Delhi while their work place may be in the NCR region and their employers are
providing cab services for the purpose of picking up and dropping them from their place of stay to
office and back. As these organizations are functioning round-the-clock, the cabs are ferrying
employees even at late night hours. Such employers are reported to have hired cabs on contract
basis and have not been able to properly monitor these cab operators and their drivers for ensuring

safe and secure transportation of the employees resulting in grave danger to human life, safety and
security of the employees, especially of women employees.
And whereas, it has come to notice that certain criminal and anti-social elements look for soft
targets, particularly during the odd hours and the women employees who travel during late night
hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely
and safely at their places of stay.
And whereas it is rendered imperative to put some regulatory checks on organizations having such
service of picking and dropping their employees and the transporters, security agencies, drivers and
security guards involved in the same so that anti-social and criminal elements may not cause danger
to human life & safety and their property and it is felt that immediate action is necessary in this
regard.
Now, therefore, in exercise of the powers conferred upon me by the virtue of Sec. 144 Cr.P.C., 1973
(No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U11036/(i) UTL dated 09.09.2010, I Vinod Kumar, Asstt. Commissioner of Police, Sub. Division
Gandhi Nagar, Delhi do hereby make this written order that all such organizations like BPOs,
Corporate and Media Houses having the system of picking up and dropping their employees and the
concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub
Division Gandhi Nagar, Delhi shall :Maintain a data base of all employees, security personnel, cab drivers and contractual workers
working with them for access by the police as and when required.
Hire the security personnel and other contractual personnel as far as possible from licensed
agencies only.
Ensure verification of antecedents of all their employees including contractual employees.
Ensure that women employees are not made to travel alone with the cab driver during the night
and a duly verified security guard is invariably deployed in each cab carrying women staff.
Choose the route in such manner that as far as possible a woman employee is not the first one
to be picked up for the last to be dropped.
Ensure that cab involved in transportation of women employees drops such employee’s right at
their houses remains halted at the point where a woman employee has been dropped till she
confirms about her arrival/reaching at her residence/place of stay through a telephone call.
Ensure that, whenever the house of a woman employee is so located that the approach road is
not motor able, the duly verified security guard accompanies the employee on foot up to her
house and takes a confirmation about her safe arrival.
Exercise effective check and control on the vehicle’s movement in order to check any
unwarranted activities of the cab drivers, such as picking up strangers, straying away from the
designated route etc.
Get GPS system installed in the cabs used in the transportation of employees, especially of
women employees.

These orders shall come into force with effect from 17.12.2012 and shall remain in force for a
period of 60 days unless withdrawn earlier.

Any person/employer contravening this order shall be liable to be punished in accordance with
the provision of Sec. 188 of IPC, and
As the notice can not be served individually on all concerned, the order is hereby passed exparte. It shall be published for the information of the public through the press and by affixing
copies on the notice board of the offices of all DCsP, Addl. DCsP, ACsP, Tehsil Offices, all Police
Stations concerned and the offices of NDMC and MCD.

visit them to use the facilities available in such place including e-mail facility.

And whereas, it has come to notice that certain criminal anti-social elements/terrorists are also
using these facilities to mislead the security/investigating agencies, create panic amongst the public,
endanger the security of VVIPs and Govt. Institutions, and help in the terrorist activities directly
affecting the security of the State.
And whereas, it is necessary to take speedy measures in this behalf to prevent danger to human life
or safety, to thwart/prevent terrorist activities, which may affect the security of the State and
disturbance of public order and tranquility.
Now, therefore, I, Vinod Kumar, Asstt. Commissioner of Police, Sub. Division Gandhi Nagar, Delhi,
in exercise of the powers conferred upon me under Section 144 Criminal Procedure Code, 1973
(No.2, 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U11036/1/2008 - UTL, dated 26.11.08, do hereby make this written order for strict compliance by the
owners of such Cyber Cafes in the entire G. Nagar Sub-Div. Delhi :a. Prohibiting the use of Cyber Cafe by unknown person and whose identity has not been
established by the owner of the Café.

Maintaining a register for identity of the visitor/user.
c.
Make an entry in the handwriting of the visitor/user mentioning name, address, telephone
number and identity proof. The visitor/user shall also sign the register kept for this purpose.
d.
The identity of the visitor/user shall be established through identity card, voter card, ration
card, driving license, passport and photo credit card (any one of them) ;
e.
Activity server log should be preserved in main server and its record should be preserved for at
least six months.
f.
If any activity of the visitor is of a suspicious nature the owner of the Cyber Café will
immediately inform the Police Station ; and
g.
Record along with photograph be maintained about the specific computer used by the person.
This order shall come into force with effect from 17.12.2012 and shall remain in force for a period
of 60 days unless withdrawn earlier.
Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.
As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It
shall be published for the information of public through press and by affixing copies on the notice
boards of the offices of all Districts DCsP, Addl. DCsP, ACsP, Tehsil offices, all Police Stations

Whereas, reports have been received that due to the situation prevailing in the areas of Police
Stations of Sub. Division/ Gandhi Nagar, East District, Delhi, it is apprehended that terrorist/ anti-social
elements may seek hideouts in the residential areas of the said Police Stations and there is every likelihood of
breach of peace and disturbance of public tranquility and also there is grave danger to human life and safety
and injury to public property on that account.
And whereas it is necessary that some checks should be put on landlords/tenants so that
terrorists/ anti-social elements in the guise of tenants may not cause explosions riots, shoot outs, affray etc and
that immediate action is necessary for the prevention of the same.
Now, therefore, I, Vinod Kumar, Asstt. Commissioner of Police, Sub. Division Gandhi
Nagar, Delhi, in exercise of the powers conferred by clause (b) of Sub-section (I) of the Section 70 of the Delhi
Police Act, 1978 (34 of 1978) upon me under Section 144 Criminal Procedure Code, 1973, read with Govt, of
India, Ministry of Home Affairs, New Delhi’s Notification No. B-11036/1/ 2008 UTI, dated 26.11.2008 do hereby
order that no landlords/owner/person of any house/property which falls under the jurisdiction of Police
Stations specified above, shall let/sublet/rent out any accommodation to any person unless and until he has
furnished the particulars of the said tenant (s) to the Station House officer of the Police Stations/ concerned.
All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House
Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also
inform in writing to the Station House Officer concerned in whose jurisdiction the premises fall about the
particulars of the said tenants.
This order shall come into force with effect from 17.12.2012 and shall remain in force for a

Whereas a large number of complaints are being received that people purchasing
liquor from liquor vends often start consuming it in front of the liquor vend and at other public
places. Vendors selling eatables and juices, at time, also station themselves unauthorisidly
outside liquor vends which further facilitates this undesirable activity. At times, Baraties
accompanying Barat also openly drink liquor etc. on the roads while the Barats are moving.
Drinking in public is a nuisance with a serious potential to result in brawls and quarrels causing
serious injuries/death and damage to public and private property. This affects the peace and
tranquility of the area and creates problems in maintaining law and order. It is also a punishable
offence under section 40 of The Delhi Excise Act, 2009.

And whereas, it is necessary to take speedy measures in this behalf to prevent danger to
human life or safety, to thwart/prevent untoward incidents which may affect the peace and
tranquility of the area of Sub. Division Gandhi Nagar, East District, Delhi.
Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal
Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s
Notification No. U-11036/1/2008 –UTL, dated 26.11.08, I Vinod Kumar, Asstt.
Commissioner of Police, Sub. Division Gandhi Nagar, Delhi do hereby make this
written order for strict compliance by the owners of such liquor vends in the area of Sub.
Division/ Gandhi Nagar, East District, Delhi :a.
Install CCTV with sufficient number of cameras and recording system to cover upto
50 meters area in front of the shop. The CCTV should monitor anyone consuming
liquor or facilitating consumption of liquor or any unauthorized vendor stationed in the
coverage area.
b.
The recording system shall preserve a digital record of CCTV coverage for not less
than 10 days.
c.
The vend owner or his agent shall cause to copy the CCTV coverage on a CD on a
daily basis which shall then be handed over to the Beat Constable of the area
against proper receipt in a register to be maintained at the liquor vend.
d.
Before starting sales for the day, the Manager of the liquor vend should ensure that
the CCTV system is in proper working order and in case any defect is noticed,
immediate action to get it rectified should be taken. An entry should be made in the
register and intimation in writing should be sent to the Police Station simultaneously
to be got duly received from the Duty Officer of the Police Station mentioning Daily
Dairy Number on the intimation.

During the course of monitoring of the CCTV system, the Manager or anyone
specifically designated by the Manager for real time monitoring of the CCTV shall
immediately inform the Police Control Room at telephone No. 100 and also the
nearest Police Station in case any illegal drinking in public or unauthorized vendor is
noticed in the CCTV coverage area.

The vend owner shall display prominently at least two bilingual sign boards
mentioning that drinking in public places is an offence and standing of unauthorized
vendors outside the liquor shop is strictly prohibited. Telephone number of nearest
Police Station shall also be mentioned on the sign boards.
The order shall come into force with effect from 17.12.2012 and shall remain in force for
a period of 60 days unless withdrawn earlier.

Whereas, a large number of private courier services operate in and around the capital to
facilitate sending of goods through courier across the country.
And whereas, it has been noticed that the private courier services generally book goods or
items to be transferred on the face value of the courier sender without bothering to verify his of her
address thereby paying the way for unscrupulous persons using the courier services for illegal
activities.
And whereas, instances have come to notice where criminals have used courier services to
send incriminatory items, contraband and even dead bodies in the guise of courier.
And whereas, it has also been observed that the record of courier senders are not kept by
the courier services or agents engaged in the business of facilitation courier of goods making it
difficult for the investigation agencies to identify the culprits behind such crimes.
And whereas, it is thus rendered imperative to put regulatory check on the private courier
services who deal in booking and sending goods from one place to another so that the anti social
elements may not be able to use them to send incriminatory things through them and it is felt that
immediate action is necessary in this regard.
Now therefore, in exercise of the powers conferred upon me by virtue of section 144
Cr.P.C., 1973 (N0. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s is
Notification No.U-11036/(i)UTL, dated 09.09.2010, I, Vinod Kumar, Asstt. Commissioner of
Police, Sub-Division, Gandhi Nagar, East District, Delhi do hereby make this written order that
all such private courier services or agents who deal in booking and sending goods in the jurisdiction
of Sub-Division, Gandhi Nagar, East District, Delhi shall:(a) Maintain a register of courier senders and detail of goods to be sent through courier.
(b) Keep copies of identification documents like election card, ration card, PAN card, driving
license etc. of the courier sender for access by the police as and when required.
(c) Crosscheck from the concerned company of office if its representative or employee
approaches for getting the goods booked for courier in case sender is acting on behalf of
a company of office or organization.
(d) Generally satisfy one about the goods before accepting the goods before accepting the
packet/parcel booked for courier.
(e) Install CCTV with sufficient number of cameras and recording system with play back
facility, to cover booking office and the area where goods are to be kept. The CCTV
should monitor anyone coming for booking a courier.
(f) The recording system shall preserve a digital record of CCTV coverage for not less than
30 days.
(g) The private courier service or agent shall cause to copy the CCTV coverage on a CD
and hand over to the police whenever demanded.
(h) Inform the nearby police station if the courier sender of the goods is found suspicious.
The order shall come into force with effect from 17.12.2012 and shall remain in force for a
period of 60 days unless withdrawn earlier.
Any person dealing in business of courier services or agent who contravenes this order shall
be liable to be punished in accordance with the previsions of section 188 of the I.P.C.

Whereas, a large number of people sell and purchase Second Hand Vehicles including Motor
Cycles, Scooters and Cars in Delhi through dealers engaged in this profession.
And whereas, it has been noticed that the Second Hand Vehicles are commonly sold without
filling all the columns especially date of transaction of Form No.29 and Form No.30 (Part-I &
II) thereby resulting in transfer of vehicle in the records of Transport Authority. This is to
circumvent the requirement of section-50 of the Motor Vehicle Act, 1988, that the fact of
transfer of vehicle should be reported to the Transport Authority within 14 days for local
transfer and 45 days for inter-district transfer.

And whereas, it has been noticed that the stolen vehicles involved in crime are sold to
several purchasers through dealers/agents of Second Hand Vehicles. Such second hand vehicles are
likely to be used for commission of various type of crime like robbery etc. and may be used even in
terrorist activity.

And whereas, it has also been observed that the record of seller and purchaser are not kept
by the dealers or agents engaged in the business of facilitating sale and purchase of second
hand vehicles making it difficult for the investigation agencies to identify the criminals
involved in such crimes.

deal in sale and purchase of Second Hand Vehicles so that the anti social elements may not
use them to sell the stolen vehicles through them and it is felt that immediate action is
necessary in this regard.

by Section 144 of the Criminal Procedure Code, 1973 read with Govt. of India, Ministry of
Home Affairs, New Delhi’s Notification No. 11036/3/1978(1) UTL, dated- 01.07.1978, and
further delegated to the undersigned vide Govt. of India, Ministry of Home Affairs, New
Delhi’s Notification No. 11.36/1/2010 UTL, dated- 09.09.2010, I, Vinod Kumar, Assistant
Commissioner of Police of Sub-Division Gandhi Nagar, East District, Delhi, do
hereby make this written order that all such vehicle dealers who deal in sale and purchase
