Ministry of Education ESOL INITIATIVE – TESSOL (Teaching English in
Schools to Speakers of Other Languages) Tuition Fees Scholarship
To help improve outcomes for English language learners, the Ministry of Education offers
funding to cover tuition fees for teachers who undertake study towards TESSOL
qualifications.
Teachers of English language learners in state and state-integrated schools in the
Christchurch area are invited to apply for a scholarship for one of the following courses:
1. Local study towards the PGDipEd (Teaching and Learning Languages) at the
University of Canterbury College of Education. The Ministry of Education will fund
each teacher for the two compulsory papers of the qualification. This includes course
fees and up to $100 per paper for books. The scholarship does not include payment
of the University’s Student Levy of $745.
2. Distance study towards the Graduate Certificate in Teaching English as an Additional
Language (GradCert TEAL) through Massey University. The Ministry of Education will
fund each teacher for a total of four core papers. This includes course fees and up to
$100 per paper for books. It does not include university student fees or other levies.
You are expected to study over two years (two papers per year).
Eligibility criteria
The Ministry especially encourages nominations for mainstream/curriculum primary and
secondary teachers.
Nominated teachers must:
 have at least two years’ classroom teaching experience
 be currently teaching new learners of English in mainstream or specialist ESOL classes
 have New Zealand residency and New Zealand teaching registration
 be committed to completing at least four courses of a TESSOL qualification while
employed by your school
 agree to provide a one page report on the impact of the training on school and
classroom practices to the Ministry’s National Migrant, Refugee and International ESOL
Team at the completion of each course (a template will be provided).
Schools must:
 agree to fund a minimum of one teacher release day per course to enable teachers to
attend workshops or to undertake intensive study
 give the scholarship holders the opportunity to share their learning with colleagues
 contact the Ministry if a teacher moves or withdraws from the course.
The selection committee may also take into account:
 whether your school already has teachers with TESSOL qualifications
 your school’s demonstrated commitment to ESOL professional development.

The ESOL Advisory Committee has selected:
 the PGDipEd (Teaching and Learning Languages) taught at the University of
Canterbury College of Education, Health and Human Development as the approved
programme for the Christchurch area
 the Graduate Certificate in Teaching English as an Additional Language (GradCert
TEAL) taught extramurally at Massey University as the approved distance education
programme.
These programmes will help teachers effectively incorporate knowledge, learning needs and
cultural backgrounds of students with English language needs into the classroom

Enrolling on the Canterbury University course
After we have let you know that your application was successful, you will need to contact
Una Cunningham, Coordinator for the PGDipEd (Teaching and Learning Languages), by email
una.cunningham@canterbury.ac.nz and complete a 2016 Postgraduate and Professional
Development application form as soon as possible. You will also need to apply to enrol on
the University’s website. You can find enrolment information and application forms at

Course details for University of Canterbury College of Education
The PGDipEd (TLL) consists of two compulsory papers, which will be funded through the
scholarship. The papers are:
1. EDEM631 Foundations of Language Acquisition and Learning, which is taught online,
with online tutorials scheduled (may be subject to change) for late afternoon, from
14 July to 13 October 2016, with a break for school holidays.
2. EDMM632 Issues in Language Acquisition and Learning, also taught online,
scheduled at the same times in semester 1 2017, from 23 February to 1 June 2017,
with a break for school holidays.
To complete the PGDipEd (TLL) qualification you must complete an additional two papers
from the Master of Education or Master of Arts Schedule. You will need to discuss your
choices with the Coordinator. You can find recommended additional courses, including

The scholarship does not cover the University of Canterbury’s Student Levy of $745 for the
year. If you are studying part time or live more than 50km from Christchurch you may be

able to apply for a rebate on this levy. You can find more details and an application form at:

Payment details
The Ministry of Education will pay the scholarship amount at the end of January 2016. A
payment of approximately $1790 per person will be made directly into your school’s bank
account.
The University of Canterbury will invoice the school for the course fees of approximately
$1690 per funded course.
The school will reimburse participating teachers for the actual cost of books up to $100 per
funded course.
Enrolling on the Massey University course
After we have let you know that your application was successful, you will need to enrol for
the course through http:/enrol.massey.ac.nz/. You may also need to submit verified
transcripts and certificates as well as a short CV to the University to support your enrolment.
You must apply for enrolment by 2 December 2015 (if you are a new student to Massey) or
by 13 January 2016 (if you have studied with Massey before). If you have any difficulties
enrolling, please call the Massey Contact Centre: 0800 MASSEY/0800 627 739.
If you wish to transfer your TESSOL scholarship funding to postgraduate study, email Alyson
McGee (A.McGee@massey.ac.nz) or contact@massey.ac.nz for advice on relevant papers
and programmes. You will then need to contact Richard von Sturmer at the Ministry of
Education to request to transfer the scholarship funding to postgraduate study and for
approval of your programme. Note that if you transfer TESSOL scholarship funding to
postgraduate study, it will only cover tuition costs for two relevant postgraduate papers.
Payment details
The Ministry of Education will pay the scholarship amount for the first paper at the end of
January 2016. A payment of approximately $910 per person will be made directly into your
school’s bank account. This includes a tuition fee of approximately $685 for a 15 credit
paper and a Distance Learning Student Services Levy of $125 (0–15 credits), but does not
cover any other non-tuition costs.
Massey University will invoice the teacher for the tuition and non-tuition fees. They will
send an invoice with the exact amounts on confirmation of enrolment. You can also check

The teacher must pass the invoice to the school and the school must pay this invoice by the
due date.
The school will reimburse participating teachers for the actual cost of books up to $100 per

SECTION C – TESSOL outcomes
Provide a brief outline of the expected impact on school programmes of teachers being
trained in TESSOL. How will you evaluate this?
Support from the school is crucial if scholarship holders are to meet the burden of study and
full-time teaching. A factor in the success of TESSOL study is the support from principals in
allocating a minimum of one teacher release day for each funded course, for the completion
of course assignments. Please outline what support will be given to nominated teachers.
Principal declaration
The school is committed to supporting each nominated teacher during the course of study.
At the completion of each course we will send a one page report of its impact on school and
classroom practices to the National ESOL Advisory Committee.
