2012-2013 TOWNSHIP
RESIDENTIAL TRASH &
RECYCLING COLLECTIONS
The regular trash collection schedule is
as follows with the exception of holiday
pickups and additional yard waste pickups
which are explained in detail in other articles
following this article. Please make sure you
read all the articles for Trash and Recycling
for all updates and changes in our program
services.
Ward 2, Ward 4 & Ward 3 (West of S.
Queen Street) Trash is picked up on Monday
and Thursday. Four (4) 32 gallon size
bags/cans per each day pickup. Recycling is
picked up on Monday. No limit. One Large
Item limit is picked up on Thursday.
Ward 1, Ward 5 & Ward 3 (East of S.
Queen Street) Trash is picked up on Tuesday
and Friday. Four (4) 32 gallon size bags/cans
per each day pickup. Recycling is picked up
on Tuesday. No limit. One Large Item limit is
picked up on Friday.
All items must be placed out prior to
7:00 a.m. each morning of pickup. You may
place your items out for pickup after 8:00
p.m. on the evening prior to pickup day.
Please remember to take your empty
cans and recycling bins back in as soon as
possible after pickup. No full or empty
containers can remain at the curb between
your pickup schedules. There is a 50 lb weight
limit for regular trash. Dirt, Stones or
construction debris of any kind will not be
picked up.
Residential Collection Overview:
Bag Limit: Four (4( 32 gallon size
bags/cans per pickup. (No oil drums or
boxes.)
Trash Collection Days: Monday &
Thursday or Tuesday & Friday according to
Wards.
Recycling Collection Days: Monday or
Tuesday according to Wards with unlimited
amount. All Cardboard must be broken down
and placed in recycle bin or tied and bundled
and placed next to recycle bin.
Large Items: Thursday or Friday
according to Wards – One Item per week
Yard Waste Collection: Monthly on
the fourth (4th) Saturday from April through
October – unlimited.
RECYCLING BINS
Thirty two (32) gallon recycling bins
were delivered to our residents by our
contracted hauler, Penn Waste Inc. If you did
not receive one, they are available at the
Township Administration Office, 558 S Ogontz
Street.
As in the past the new bins are
Township property and must remain at the
address they are assigned. Additional and
replacement bins are available to our
residents. The staff recommends that you put
your address on the bins with a permanent
ink marker, so they can be returned to the
correct address if blown away in a storm.
HOLIDAY COLLECTION
SCHEDULE & INFORMATION
If a collection day falls on/after an
observed holiday, all collections are
delayed by one day. For example:
Thanksgiving is on Thursday, so Thursday’s
pickup will be on Friday and Friday’s pickup
on Saturday. If a major holiday falls on a
Monday the entire week is delayed one day. If
the holiday falls on Tuesday, Monday will be
picked up on Monday and Tuesday’s on
Wednesday, Thursday on Friday and Friday’s
on Saturday.
Our contracted hauler, Penn Waste Inc.
observes 6 major holidays: New Year’s Day,
Memorial Day, 4th of July, Labor Day,
Thanksgiving and Christmas. If the actual
date of any of these holidays falls on a
Saturday or Sunday, there will be no
change in a normal pickup schedule. Penn
Waste advertises holiday notices in the York
newspaper.
In case of inclement weather Penn
Waste broadcasts on the following stations for
weather related emergencies. Operation
Snowflake: WSBA 910 AM and 103 FM; Storm
Watch: WHP 580 AM, 97.3 River FM, 94.9
BOB FM, 99.3 KISS FM, WHP TV-21 CBS,
WLYH TV-15, WGAL TV-8.

WHAT ARE ACCEPTABLE ITEMS
TO RECYCLE
LARGE ITEM COLLECTION
GUIDELINES
Metal: Aluminum beverage cans, Steel
food and beverage cans and empty aerosol
cans.
Glass: Clear, brown and green glass
food and beverage containers.
Plastics: #1 through #7 containers and
bottles with necks smaller than their bases.
Paper, Paperboard and Cardboard:
All sizes of cardboard boxes – Pizza boxes,
Food boxes (i.e. cereal and jello boxes), EMPTY
paper towel and toilet paper rolls; Paperboard
packing (i.e. tissue boxes), Office Paper (any
color), Shredded paper, Newspaper and
inserts, Magazines, catalogs and brochures,
Envelopes and junk mail, Paper bags, Phone
books and other soft covered books.
Residents of Spring Garden Township
may place out for collection one (1) large item
on the second day of trash pickup. Nothing
heavier then what two men can lift. You do
not need to call for pickup, just have the item
curb side by 7:00 a.m. the morning of your
pickup. Items can not be placed out for
collection until the evening before your
scheduled pickup. Residents who place more
than one large item out and leave them curb
side after the scheduled pickup of one (1) large
item is subject to a ticket and fine.

Non-Acceptable items:

7. Construction materials or
debris (i.e. drywall, brick,
cement,
blocks,
treated
lumber,
roofing
shingles,
ceiling tiles, floor tiles, doors
or windows.
UNACCEPTABLE ITEMS
The following items are unacceptable
for recycling. If placed in your recycling bin
the entire container will not be emptied.
NEEDLES (DO NOT place used needles
with recycling! This is a serious health hazard
to everyone.)
Plastic tubs, cups and trays; Broken
glass; Windows; Mirrors; Ceramics; Drinking
glasses; Aluminum Foil; Scrap metal;
Tupperware or disposable plastic containers;
Plastic tableware (knives, forks, spoons, etc.)
Plastic grocery bags; Light bulbs; All Solvent,
Oil and chemical containers; Food soiled
material;
Paperboard
juice
and
milk
containers; Soaked and/or wet papers or
cardboard; Plastic food wrapper; Used paper
towels or tissues.
HOW TO PREPARE RECYCLABLES
FOR COLLECTION
All recyclable items can be placed in the
same bin. There is an unlimited amount of
acceptable items. Paper, Paperboard and
Cardboard must have all packaging removed
(Styrofoam peanuts, plastic bubble wrap,
plastic
liners,
etc).
Flatten
ALL
boxes/cardboard. Bundle any cardboard that
does not fit in bin. Cover loose paper with the
heavier containers to prevent it from blowing
away. Metal Cans, Glass and Plastics must
have caps and lids removed, rinse thoroughly
and it is okay to leave on labels and neck
rings.
IMPORTANT CHANGE TO
LARGE ITEM PICKUP
Due to new State and Federal
regulations on the recycling of televisions
and other electronic devices our contract
hauler, Penn Waste, can no longer pick those
items up for regular trash or large item
pickup beginning January 24, 2013.
The mandated law requires computer
and television manufacturers to facilitate and
fund the recycling of electric devices they
manufacturer. Computers contain both
valuable precious metals and hazardous
components that must be handled in an
environmentally safe way.
ELECTRONIC RECYCLING
COLLECTIONS AND
INFORMATION
The PA Covered Devices Recycling Act
of 2010 (CDRA) dictates that all electronic
devices defined in the act be banned from
landfill disposal and must be recycled. A Free
E-Recycling drop-off program is available to
Spring Garden Township residents by the
York County Solid Waste Authority every third
(3rd) Saturday of each month. The collections
are held at the Authority’s Yard Waste
Transfer Facility off of Flour Mill Road from
9:00 a.m. through 1:00 p.m.
Items that MUST BE RECYCLED:
Mandated Devices as defined by
CDRA (All televisions, and anything
directly connected to a computer system):
 CPUs/Towers
 Laptops
 Computer monitors – CRT and
LED/LCD
 Peripherals (mice, keyboards, speakers)
 Printers
 Copiers (desktop and stand-alone)
 TVs- all types and sizes (console,
desktop, rear projection, etc.
Eligible Items for Recycling include:

HOUSEHOLD HAZARDOUS
WASTE COLLECTION
-NEW OPTION OFFEREDSpring Garden Township residents
along with other County residents can now
take advantage of a new service for proper
management of their household hazardous
waste that’s as easy as stepping out your
front door. York County Solid Waste
Authority began a new service for all York
County residents in 2012 called “At Your
Door Special Collection.” This service offers
residents the opportunity to schedule two
(2) pick-ups per home, per calendar year
and enables them to request up to two (2)
kit bags per pick-up to fill with accepted
household hazardous products. Bags
measure 30” wide by 40” high. The “At
Your Door Special Collection” pick-up
requires a $15.00 co-pay.
The Authority will continue to
conduct its FREE Annual Household
Waste Collection Program at the
Management Center.
Residents who wish to participate in “At
Your Door Special Collection” pick-ups
may call: 800-449-7587 Monday through
Friday from 8:00 a.m. to 8:00 p.m. to
schedule a pick-up. Plastic kit bags, an
instruction sheet, cable ties, a survey card,
labels for unlabeled containers and a
payment envelope (payment may be made
by check or money order) will be sent via
the US Postal Service prior to the
scheduled pick-up date. The maximum
quantity of waste to be collected is limited
to what will fit in the bag(s). In addition to
the bag(s), residents may place up to eight
fluorescent tubes per bag out for pick-up.
Fluorescent tubes should be placed
outside and next to the bag(s).
Household hazardous waste includes
any products from the home that are
corrosive (drain cleaners or bleach),
flammable (gasoline), reactive (chemistry
kits) or toxic (pesticides). Due to State
regulatory
requirements,
commercial
entities are not eligible to participate.
This program offered by YCSWA
benefits you by identifying hazardous
wastes fund in the home and providing an
opportunity for you to manage these
materials in an environmentally safe
manner.
YARD WASTE COLLECTION
GUIDELINES AND SCHEDULE
Curbside collections for recycling of
yard waste for Spring Garden Township
residents are held on the fourth (4th)
Saturday of each month from April
through October.
Yard waste is material such as tree
trimmings, shrubbery, and other organic
landscape vegetation. Exceptions would
be grass clippings, fruits and vegetables,
leaf waste, and dirt and stones. (Do not
place any of these items out for yard waste
collection).
Please prepare your yard waste
properly. Yard waste in plastic bags will
not be collected. To properly prepare yard
waste:
1. Place yard waste in biodegradable
brown paper bags or bundle it with
biodegradable twine in easy to
handle
bundles.
(Biodegradable
bags can be purchased at most
home centers, i.e. Lowes, Ace, Home
Depot and Walmart).
 Bundles may be no longer
than four feet (4’) in length.
 Bundles may not weight more
than 30 lbs. each.
 Branches may not exceed six
inches (6”) in diameter.
2. Once prepared, yard waste must be
placed at the curb on the scheduled
pick-up day before 7:00 a.m.
3. An unlimited number of bags or
bundles may be placed at the curb
for these special collection days.
WHAT TO DO WITH YARD WASTE
BETWEEN COLLECTIONS
H & H General Excavating
Company located at 660 Old Hanover
Road will accept branches and brush
for their mulching operation. They will
not accept grass clippings, weeds or
yard waste other than branches and
brush. Their facility is free of charge,
seven days a week during daylight
hours only. You may also take leaves to
this location free of charge. No treated
lumber is accepted and all must be free
of garbage, stones or dirt. You can
reach them for further information at

WHAT TO DO WITH MEDICAL
NEEDLES
If you take shots at home for a medical
condition and must dispose of needles, we
recommend that they be placed in a glass or
very heavy plastic bottle with a secure cap and
put in the trash. If you are a small medical
office or dental office that uses a residential
trash pick-up service you are required to
dispose of needles and other medical waste
through a medical and infectious waste
removal company.
FREE PRESCRIPTION
MEDICATION DISPOSAL
AVAILABLE
Residents
who
have
unused
prescriptions can make an appointment to
deliver them to the York County Resource
Recovery Center for free if they do not wish to
place them out with the regular garbage. Only
prescription (no over the counter) medications
are accepted and residents must call 717-8451066 to make an appointment to deliver them
to the RRC. Residents are asked to call in
advance (please allow one to two week’s
notice) to schedule their desired disposal date.
The disposal process takes approximately 20
minutes. You are required to complete a brief
registration form and will be escorted into the
RRC by an Authority representative to dispose
of the medications. Medications from multiple
households cannot be accepted.
Residents who wish to dispose of their
over the counter and prescription medications
in the regular trash are asked to minimize
potential impacts to human health and the
environment by taking the medications out of
it’s original container and mix with an
undesirable substance, such as used coffee
grounds or kitty litter. The medication will be
less appealing to children and pets and
unrecognizable
to
people
who
may
intentionally go through your trash. Put it in a
sealable bag, empty can or other container to
prevent the medication from leaking or
breaking out of a garbage bag. Before
disposing of a medicine container, scratch out
all identifying information to make it
unreadable. This will help protect your
identity and the privacy of your personal
health information. Processing medications in
a waste-to-energy facility reduces it to an inert
ash and helps produce green power.
DISPOSAL OF PAINT
AND PAINT CANS
Residents may dispose of oil/latex
liquid paint in the regular trash after being
properly prepared. First the liquid must be
dried up by pouring the paint out on
newspaper and letting it dry or placing oil dry
or kitty litter in the can to absorb the liquid.
After the liquid is dry you may place the can
in the regular trash. Please place in a good
solid garbage bag to make sure nothing
splashes out when thrown in the back of the
garbage truck and do not place too many cans
in one bag as the can or bags would be over
the weight restrictions for trash removal. If the
cans are completely empty of paint and
completely dry they can be placed in the
recycling bin. Full or partially full cans can
not be placed in the recycling or in the
regular trash!
DONATE YOUR OLD CELL PHONE
Old cell phones may be donated to the
“Hope Line” a program sponsored by Verizon.
Hope Line provides cell phones for domestic
violence prevention programs. Take your old
cell phone to any Verizon retail store in York
County and donate it for free.
RECYCLE USED MOTOR OIL
Pour all collected used motor oil into a
clean, empty sealable container such as
plastic milk jugs. Specialized used oil
containers can be purchased at local auto
parts stores. Do not mix used motor oil with
any other substances, such as antifreeze,
paint or other chemicals. It is a good idea to
call ahead to confirm the hours of operation
and to be sure that the site still accepts used
oil. At the collection site, ask an attendant
where to deposit used oil. Don’t leave your
container of used oil at the site if unattended.
Take your empty container home with you to
use again. The following retail establishments
will accept used motor oil for recycling:

PORTABLE GRILLS
These are items that can be placed out
for large item pick-up. They must be
empty of all oil, grease and gas!
OLD PROPANE TANKS
There are several retail establishments
that accept old propane tanks. The
following retailers were accepting propane
tanks: Agway Energy Products, HandyGas,
Smith Village and Spangler’s Home Center.
It’s The Law
It is illegal to remove any recycling materials
from bins placed curbside. This includes
aluminum cans, newspapers, etc. Report any
such removal immediately to the Spring Garden
Township Police at 843-0851 If you can give a
description of the person (s), their vehicle and/or
a license plate number to the police it will help in
the capture of the individual(s) committing this
illegal act.
HELP ELIMINATE LITTER AND
ILLEGAL DUMPSITES
Spring Garden Township residents can
help our community celebrate Earth Day
every day of the year.
Residents,
organizations, civic groups, schools and
neighborhoods that want to clean up litter
or eliminate illegal dumpsites, can dispose
of waste from a clean-up effort free of
charge at the York County Resource
Recovery Center. The Authority is working
with Keep York County Beautiful to stop
illegal dumping in our community and
clean up existing dumpsites. If you are
looking for a site to help clean up call Tom

Keep
York
County
Beautiful will assist with providing free
gloves, bags and safety vests. To register
for the Authority’s free litter disposal

WHAT TO DO WITH
AUTOMOBILE TIRES
Automobile tires can be placed out with
the regular trash, but must be off the rims.
Each tire is considered one container of
trash. You may place the rims out for large
item pick-up.
2013 Christmas Tree Pickup
Penn Waste will pick up Christmas
Trees for recycling on Saturday, January
12, 2013 for Spring Garden Township
residents. Please place your trees out
where you would place your regular trash
for collection by 7:00 a.m. Trees must not
have any ornaments, tinsel or other
decorations. They must not be in a tree
bag. Trucks will not go back for trees that
are placed out after 7:00 a.m.
