ECSE SETTING CODES EXAMPLES/ANSWERS
11/1/06
1) Melissa attends the ABC Community School District early childhood program 4 days (7 hours
per day) per week. Her IEP is being implemented in that setting. She also receives
speech/language services in that classroom for 40 minutes per month.
LRE % __100____ ECSE Setting Code ___A1___


7 hours per day = 28 hours per week (7 x 4) = 112 hours per month (28 x 4) = 6720
minutes per month (112 x 60). This is her total IEP service time.
6720 ÷ 6720 = 100% of the time in the LRE setting.
2) Sara attends an ECSE classroom 5 days per week from 11:30 – 2:15. She gets speech 2 times
per week for 20 minutes per session in the speech room down the hall. Sara also attends the 3
year old early childhood classroom 5 days per week from 9:00 – 11:30. The IEP is not
implemented in that setting.
LRE % __0___ ECSE Setting Code ____B1______

You really don’t need to calculate this one, as all IEP services happen within a
segregated setting. You don’t count the time she’s in the EC classroom because the IEP
is not implemented in that setting.
3) Levi attends an ECSE classroom 4 hours per day, 5 days per week. Two days a week Levi and
his classmates go down the hall for one hour per day to interact with the children in a
community based early childhood program. The IEP is implemented in that setting. In
addition to the above program, Levi also gets 40 minutes of speech per week in the speech
room.

4 hours per day = 20 hours per week (4 x 5) = 80 hours per month (20 x 4) = 4800
minutes per month (80 x 60). This is the ECSE classroom time
2 hours per week = 8 hours per month (2 x 4) = 480 minutes per month (8 x 60). This is
the EC classroom time
40 minutes per week = 160 minutes per month (40 x 4). This is the speech time.
4800 + 480 + 160 = 5440 (the total time the child receives IEP directed services)
Only 480 minutes per month are in the EC setting, so
480 ÷ 5440 = 8.8 or, rounding up, 9% of integration.
4) Erika attends Head Start 5 days per week, 6 hours per day. She has a full-time para educator
with her due to safety, mobility, and self care needs associated with her diagnosis of spina
bifida. Her IEP is implemented fully in this setting. She receives physical therapy one hour per
month at the local elementary school and one hour per month in her home.
LRE% ___98___ ECSE Setting Code __A1____

6 hours per day = 30 hours per week (6 x 5) = 120 hours per month (30 x 4) = 7200
minutes per month (120 x 60). This is the EC classroom time


1 hour per month = 60 minutes per month. This is the PT time
7200 + 60 = 7320 (the total time the child receives IEP directed services)
7200÷7320 = 98%
5) Kayden attends the early Learning Program at the elementary school five days per week. The
IEP is implemented in this setting. The Early Learning Program includes an equal number of
typically developing peers and early childhood special education students and is taught by an
ECSE teacher. Speech/language services are provided in the classroom for one hour per week.
The typically developing peers arrive at 9:00 and go home at 11:30. The ECSE students arrive
at 9:00 and leave at 1:00.
LRE% __0____ ECSE Setting Code ____B1_______


The key here is that there is an equal number of non-disabled kids and kids with IEPs in
the setting. Therefore it must be considered a setting for students with disabilities or a
non-inclusive setting. There has to be at least 51% of non-disabled children in the
setting for it to be considered an inclusive setting.
The entire time the child receives IEP directed services would then be considered “pullout” or non-inclusive, so the LRE% would be 0.
6) Kim attends a school district preschool 2 mornings per week from 9:00 – 11:30. Her IEP is
implemented in that setting. She receives speech/language services in that setting for 30
minutes per week. Occupational therapy services are provided in this setting for 30 minutes per
week. Kim also receives ECSE instruction for 1 hour per week in her home. She also receives
AEA contracted physical therapy services in a hospital setting for 30 minutes per week.
LRE% ___77___ ECSE Setting Code __A2_____


5 hours per week = 20 hours per month (5 x 4) = 1200 minutes per month (20 x 60).
This is the EC classroom time
Because she receives OT and SLP services in that setting, we don’t add this time into
our calculations.
1 hour per week = 4 hours per month (1 x 4) = 240 minutes per month (4 x 60). This is
the ECSE time
30 minutes per week = 120 minutes per month (30 x 4). This is the PT time
1200 + 240 + 120 = 1560 minutes per month of total IEP services
1200 ÷ 1560 = 77%
7) Landen attends a Head Start program 20 hours per week. He also attends an ECSE program 10
hours per week. His IEP is implemented in both settings.
LRE% __67____ ECSE Setting Code ____A2_____




20 hours per week = 80 hours per month (20 x 4) = 4800 minutes per month (80 x 60).
This is Head Start time where the IEP is being implemented
10 hours per week = 40 hours per month (10 x 4) = 2400 minutes per month (40 x 60).
This is ECSE time
4800 + 2400 = 7200 minutes per month of total IEP services
4800 ÷ 7200 = 67%

8) Mable attends an ECSE classroom 4 mornings per week for a total of 20 hours per week. In the
afternoons she attends the local child care center where her IEP is not being implemented. She
also receives speech/language services for one hour per week at the local elementary school.
LRE% ___0___ ECSE Setting Code _____B1____

Since Mable attends an ECSE program and SLP services are segregated, this child’s
LRE would be 0%. It is a B1 code (as opposed to a B5 code) because the child is in a
separate class the majority of her IEP time.
9) Callie attends Little Lambs Preschool two morning per week from 9:00 – 11:30. She will also
attend the LEA’s ECSE program two mornings per week from 8:30 – 11:30. The IEP is being
implemented in both settings.
LRE% ___45___ ECSE Setting Code ___A2____




2.5 hours per day = 5 hours per week (2.5 x 2) = 20 hours per month (5 x 4) = 1200
minutes per month (20 x 60). This is EC time
3 hours per day (for 2 days a week) = 6 hours per week = 24 hours per month (6 x 4) =
1440 minutes per month (24 x 60). This is ECSE time
1200 + 1440 = 2640 minutes per month of total IEP services
1200 ÷ 2640 = 45%
10) Caleb attends a Shared Visions program 5 mornings per week from 8:30 – 11:30. His IEP is
being implemented in that setting. He also receives PT services in the home 2 hours per month.
LRE% __97____ ECSE Setting __A1___




3 hours per day = 15 hours per week (3 x 5) = 60 hours per month = 3600 minutes per
month (60 x 60). This is EC time
2 hours per month = 120 minutes per month (2 x 60). This is PT time
3600 + 120 = 3720 minutes per month of total IEP services
3600 ÷ 3720 = 97%
11) Camden attends the early Learning Program at the elementary school five days per week. The
IEP is implemented in this setting. The Early Learning Program includes eight typically
developing peers and six early childhood special education students and is taught by an ECSE
teacher. Speech/language services are provided in the classroom for one hour per week. The
typically developing peers arrive at 9:00 and go home at 11:30. The ECSE students arrive at
9:00 and leave at 1:00.
LRE% __63____ ECSE Setting Code ___A2________



2.5 hours per day = 12.5 hours per week (2.5 x 5) = 50 hours per month (12.5 x 4) =
3000 minutes per month (50 x 60). This is EC time (note that there are more “normal”
kids in the classroom from 9 to 11:30 than children with IEPs, so the time is counted as
EC time.
4 hours per day = 20 hours per week (4 x 5) = 80 hours per month (20 x 4) = 4800
minutes per month (80 x 60). This is the total minutes per month of IEP services
3000 ÷ 4800 = 63%
