B. Assignment of a Mission Information Officer (MIO)
In accordance with Section 11.b. of CAPR 190-1 (4 June 2007), appointment of a fully qualified MIO is mandatory for all CAP emergency missions lasting, or expecting to last, more than 48 hours. A Listing of qualified Mission Information Officers is published in Appendix A of this Document.
C. Callout Procedures
Once a decision has been made to commit MSWG personnel to respond to an emergency situation occurring in Mississippi, the Wing Commander, the Vice Wing Commander, or the Wing Emergency
Services Officer or his/her designee (such as an Incident Commander) is directed to contact the Wing
PAO to serve as MIO for the mission. If the Wing PAO cannot be contacted or is otherwise unavailable, the Incident Commander will contact a qualified MIO who resides nearest the location of the planned, proposed, or existing Incident Command Post or Joint Information Center. If that MIO cannot be reached or is unavailable for assignment, calls are to be made to the other MIOs in order of their proximity to the incident location until one can be reached who can commit to the assignment.

D. Roles and Responsibilities
The Wing PAO or the MIO accepting the assignment will serve as the lead MIO for the MSWG on this assignment until relieved or released. If this is a mission where CAP is the sole or lead agency, the MIO is to contact the other qualified MSWG MIOs by phone or e-mail, notifying them of the assignment and asking them to standby for callout if additional assistance is needed if they are available.
The MIO serves as a member of the Command Staff of the incident under the Incident Command System.
Under joint or unified operations, this may require reporting to a non-CAP lead Information Officer and/or Incident Commander. The MIO is to perform necessary duties in accordance with all MSWG,
CAP and USAF policies under the direction of the Incident Commander.

F. Crisis Scenarios and Action Plans
Ideally, each Wing MIO will assemble a “Crisis Kit” for use at each incident. This “Crisis Kit” should be available for rapid response to a variety of incidents. At a minimum, the Wing PAO will assemble a
“Crisis Kit” to be stored at the Primary Command Post as outlined above. The “Crisis Kit” will contain the following items:

M. Periodic Review of this Crisis Communication Plan
The Mississippi Wing Public Affairs Officer will conduct a review of this plan at least annually or after personnel changes to the membership of the Crisis Communication Team. The Mississippi Wing Commander shall be notified of the completion of this review in writing or via electronic mail. Necessary changes shall be approved by the
Mississippi Wing Commander or his/her designee.
