A compelling and to the extent possible quantifiable description of the Business need and why
DeepStar should invest in the technology / effort / activity.

b) REFERENCE Case: What will happen (or won’t happen) if the proposed work is not done
c) INVESTMENT Case: What will happen (or won’t happen) if the proposed work is done
d) PROJECT value: Difference between the above 2 cases
e) List of assumptions for the above and discussion on any alternate solutions considered
8) PROJECT (OVERALL) FRAMING & OBJECTIVE:
A time-line summary of all the activities / actions / major decisions and funding necessary to meet /
achieve the Business Case need as outlined in 7 above. Timeline should be overlaid with TRL
progression with appropriate stage-gates from current state of technology maturity to ultimate and
point (Major Capital Project ready / Commercialization / Standard / etc.) Superimposed and highlighted
along the timeline should be the subject CTR, start to finish. (see example/illustration on pg. 2)
Along with the timeline please provide:
a) Clear statement of where the technology stands today (TRL?) and summary of any related work
on the topic.
b) Clear statement of what the subject CTR will do to progress the need from current state (TRL)
through to commercial solution – or the next identified stage-gate. Show clear linkage to a
DeepStar operator identified challenge / need.
c) Some detail on next step / stage-gate and general summary of remaining activities after
successful execution of subject CTR.
9) PROJECT (CTR) ABSTRACT:
Single ¶ description of subject CTR work (This is a subset of the overall opportunity summary required
under 7a. above.
10) PROJECT (CTR) SCOPE OF WORK:
This will be used to define the extent of the work under subject CTR as well as the limits / boundaries.
Define the work required to be done under subject CTR to achieve the Deliverables in 11 below. Include
and required / all sub tasks.

A list of specific and tangible Deliverables and metrics of the project. How will you know when the
project is complete? How will work quality / success be evaluated?
12) PROJECT (CTR) ESTIMATED COST AND SCHEDULE RATIONALE:
Estimate the cost and schedule required to complete the work proposed in subject CTR. This is an
expanded subset of the overall timeline required in 8 above. Sufficient detail should be provided to
justify the estimate. Estimates can be based upon manpower, equipment and/or expense requirements.

Submission Deadline: MINIMUM - 1 week before respective June Quarterly TC
meetings
A standardized submission form is used to ensure that proposed technology is aligned with DeepStar’s
technical strategy and enables a comparative evaluation of competing CTRs. The form is to be completed
before a potential CTR will be considered for funding by the DeepStar Technical Committees or
Management Committee. The form will be used to evaluate the comparative merits of each proposed
CTR. The completed form should:
• Define the technology or regulatory need
• Identify the business need for the technology and the “challenge” addressed
• Quantify the value of the technology
• Summarize the deliverables and work plan for accomplishing the objectives
• Forecast the budget based upon manpower, equipment and expense requirements
Please do not include confidential information on the form. Specific details regarding each form input cell
are illustrated below. Please enter all text in the unhighlighted (white) cells.

2) Project Title: Enter the project title.
3) Submitted by: Enter the full name, company/academia name, phone and email of the person(s) who
submits the CTR.
4) Technical Champion: Enter the full name, company name, phone and email of the Champion. The
Project Champion is a subject matter expert who has a direct interest in and time available / allocated to
advancing the technology impacted by the CTR. The Project Champion adds further value by bringing an
end-user perspective to the development of the technology, ensuring the technology developed meets
industry needs. A CTR may be submitted initially without an identified Champion, but a Champion must
be identified and agreed prior to balloting.
5) Technical Champion: Enter Technical Committee name. Enter multiple if there is synergy and / or
overlap
6) Est. Duration of CTR (months): Enter the estimated number of months to complete the project.
