Box-by-Box Completion of Notice of Intent (NOI) NOTICE OF INTENT (NOI) Version 2.2, January 2008 Introduction The Notice of Intent (NOI) is an advance declaration of intention to submit one of the four declarations (SAD COM, SAD COM Transfer, SAD EX Under Control and SAD EX).. The NOI has a twofold purpose: To provide CAP control and export officers with sufficient advance information to facilitate selection of goods for examination and where necessary, to make arrangements for attendance by the relevant control officer at the trader’s premises. Where CAP goods are to be removed from a Control regime (warehousing or SAD EX Under Control) and the SAD EX declaration is to be submitted to the export station, the NOI is the declaration controlling removal of the goods from the approved premises to the export station pending submission of the final SAD EX declaration. The details provided in the NOI must be sufficiently accurate and complete to enable this two-fold purpose to be realised. The NOI has the similar format to an electronic SAD. Full validation applied by Revenue is detailed below to assist traders and software developers in complying as easily as possible with CAP DTI requirements. Traders may submit only one NOI in respect of each corresponding SAD declaration and vice versa. Therefore NOIs in respect of a SAD COM, SAD COM transfer or SAD EX under control may only have one line item. As the maximum number of line items on a SAD EX declaration is 15, the maximum number of line items on the corresponding NOI is also 15.
