NOTICE OF INTENT (NOI)

Introduction
The Notice of Intent (NOI) is an advance declaration of intention to submit
one of the four declarations (SAD COM, SAD COM Transfer, SAD EX Under
Control and SAD EX)..
The NOI has a twofold purpose: 
To provide CAP control and export officers with sufficient advance
information to facilitate selection of goods for examination and where
necessary, to make arrangements for attendance by the relevant control
officer at the trader’s premises.

Where CAP goods are to be removed from a Control regime (warehousing
or SAD EX Under Control) and the SAD EX declaration is to be submitted
to the export station, the NOI is the declaration controlling removal of the
goods from the approved premises to the export station pending
submission of the final SAD EX declaration.
The details provided in the NOI must be sufficiently accurate and
complete to enable this two-fold purpose to be realised.
The NOI has the similar format to an electronic SAD. Full validation applied
by Revenue is detailed below to assist traders and software developers in
complying as easily as possible with CAP DTI requirements.
Traders may submit only one NOI in respect of each corresponding SAD
declaration and vice versa. Therefore NOIs in respect of a SAD COM, SAD
COM transfer or SAD EX under control may only have one line item.
As the maximum number of line items on a SAD EX declaration is 15, the
maximum number of line items on the corresponding NOI is also 15. Please
be aware, however, that as separate SAD EX forms are required for goods
being exported from different procedures as listed below, it follows that
separate NOIs must also be submitted in such cases: –
•Warehoused Goods - Consignments of goods which have been prefinanced
by being placed in a Customs (CAP) Warehouse (Combined Procedure Code
at Box 37a1 & 37a2 equal to 1076, 1077);
•Re-export goods - Consignments containing goods which are being reexported (Combined Procedure Code 3171, 3176, 3177);
•Direct Exports - Consignments that have not been previously imported
and have not been warehoused (Combined Procedure Code at Box 37a1 &
37a2 equal to 1000, 1073); and

1. 1H10 & 1H11 must be completed. The first eight digits must conform to a valid date and the values for the last four digits must conform to the 24- hour clock.
Regarding the values of the last four digits, the first two digits of these must be between 00 & 23 inclusive and last two digits between 00 & 59 inclusive. 1H11
(Box 44/2) must be later in time than 1H10 (Box 44/2).
2. Where Box 44 (code 1H02) equals “E” (export) and Box 44 code 1H29 is not equal to Box 30 (Location of Goods) then 1H11 (date & time of completion of
operation) must be later than “0900” on the next day after submission of the Notice. [‘Time’ portion of Box 44/2 of code 1H11 is the last 4 digits]. This check does
not apply where code 1H01 is entered in Box 44.
3. If Box 44 (code 1H02) equals ”E” then “N823” or “1G14” must be declared. If both fields are completed Revenue will reject.
4. If Box 44 (code 1H02) equals ”C” or P then Box 44 must contain 1D87 or 1H87. If both fields are completed Revenue will reject.
5. If Box 44 (code 1H02) equals “E” or “R” or “S” or “W” then Box 44 must contain 1D87, if equal to 1H87 rejection will occur.
6. Must contain “1D81” or “1G81” (but not both codes)..
7. When 1D81 is declared then its Box 44/2 must contain 12 digits and its value must be valid on APN table.
8. When 1G81 is declared then its Box 44/2 must contain 8 digits and should equal Box 33.1.
9 Must contain “1J90” [no. of containers]. The value of code 1J90 has a minimum of ‘0’ and a maximum of ‘20’.
10 (a) The value of Code 1G07 (CAP Notice of Intent reference) will be checked against CAP Notice of Intent reference numbers for all previous Notices for the
Exporter at code 1G03. The reference number must not repeat. If repetition occurs rejection will occur.
(b) The value of 1G07 will also be checked against CAP Notice of Intent reference numbers for all other previous declarations (i.e. for SAD EX U/C & SAD COM
TR.] for the Exporter at code 1G03 and where the number repeats rejection will occur unless code ‘1H01’ (Retrospective Notice) has been declared.

15. Code 1G07 is a unique reference generated by the trader, it cannot be used on another NOI. However this unique number must be quoted on the subsequent
declaration at code 1G07, exactly as quoted in the NOI, in order to that the declaration is correctly associated with the NOI.
