Definition
Area feature
A feature which is portrayed as a region or surface. An area feature is bounded by one or more
polygons.
AS2482
Australian Standard 2482 defines Geographic information systems – Geographic data –
Interchange of feature-coded digital mapping data.

Geographic Information – Data Product Specifications
This standard was used as a source for developing the Vicmap Data Product Description
template. See also PSMA Data Product Description.
Attribute
A particular characteristic or property of an entity. Attributes can be spatial (or locational) and
aspatial (or non-locational).
Attribute Object
The addition of non-locational information about a feature instance. These data identify the
feature class and the aspatial attributes of a specific instance of the feature type. The attribute
object is composed of one or more attributes.
Attribute Value
The value assigned to an attribute for a specific feature instance.
Chain
A line composed of a sequence of non-intersecting line segments bounded by nodes. Chains
reference the polygons to the left and right of the chain.
Data
The base level of information stored in electronic databases. Generally, “raw” data has not

Entity
A real world phenomenon not divided into phenomena of the same kind.
Feature
Instance
An abstraction of an entity. The description of a feature instance encompasses only selected
properties of that entity. Feature instances can also be referred to as features.
Feature Type
A class of real world phenomena with common properties.
A group of feature instances defined by a set of rules and having common attributes and
relationships that are properties of the corresponding real world phenomena. Within the Oracle
tables that comprise Vicmap Digital Property, classes may refer to “link” tables, which establish
direct relationships between the point and/or line and/or polygon structures that may be used
as spatial objects.
The feature structure of the feature based data model can be summarised as:
feature instance = [spatial object + attribute object]
GeoCASE
The modeling tool is a proprietary computer-aided software engineering product called
GeoCASE. It is based on the entity–relationship (E–R) model extended to suit an objectoriented approach to representing the real world. (See Ross Honeyman)
Georeferenced
PDF
A PDF which has embedded the projection file of the associated map extent and therefore
contains location data relating to the area in physical space.
Information
Services
Branch
A body within Department of Environment and Primary Industries, responsible for spatial policy
for the State and for providing and maintaining a statewide spatial infrastructure, including the
Victorian Geodetic Framework and Vicmap Digital.
Layer
Subdivision of a theme into one or more layers of data on the basis of topological relationships.
Linear networks, polygons and point/line features are placed in separate layers.
Linear Network
A theme layer consisting of linear features which are connected forming a pathway along which
movement is possible.
Metadata
Metadata, defined as ‘information about information’, provides fundamental information
management tools at three levels:
•
Discovery: enabling users to locate and evaluate information.
•
Management: enabling custodians to better manage their spatial information.
•
Utilisation: enabling users to access and manipulate information by means of
automated / distributed systems.
Node
A point that is a junction of two or more chains or which is the end point of a chain.
Node/Chain
Structure
The structuring of linear features in a theme layer so that they consist of chains broken by
nodes at intersections or at the point where an attribute of the feature changes.

The Notification for Editing Service (NES) is an initiative that is crucial to supporting
government delivering outcomes by aiding in the provision of authoritative location based
services across business for users of all levels of expertise. The objectives of NES are to:

Improve spatial data quality

Provide simple, efficient, effective, low cost maintenance processes
•
Create a fully transparent maintenance process for all participants
•
Enable maintenance process availability to any potential maintainer

Persistent
Feature
identifier (PFI)
Unique Feature Identification (each feature is uniquely identified for change management) is
managed through the use of two identifier attributes; namely the Persistent Feature identifier
(PFI) and the Unique Feature Identifier (UFI).

PDF
Portable Document Format (PDF) is a file format used to represent documents in a manner
independent of application software, hardware, and operating systems. Each PDF file
encapsulates a complete description of a fixed-layout flat document, including the text, fonts,
graphics, and other information needed to display it.
Polygon
A set of chains used to define the boundaries of an area. There is one external polygon and
there may be one or more internal, non-nested polygons.
Positional
Accuracy
Statistical estimate of the degree to which planimetric coordinates and elevations of features
agree with their real world values.

Segment
A direct line between a pair of points, or a point and a node.
Sliver
Long, thin triangle or polygon of very small area formed by overlaying of almost-coincident
lines. Often a result of twice-digitising the same linear feature.
Spatial Object
The addition of all of the locational attributes of the feature instance and may comprise
geometrical objects such as points, lines and polygons. Spatial objects carry a spatial address
that consists of one or more couplets (x, y) or triplets (x, y, z) of co-ordinates. In the feature
based data model topological relationships will be carried as part of the spatial object
whenever the transfer formats support them.
Theme
The information contained in the map production material can be divided into themes which
contain logically-related geographic information, each theme capable of being used as a data
set in its own right.

Vicmap
Vicmap is a set of spatially related data products made up from individual datasets. They are

Australian Bureau of Statistics
ASGC
Australian Standard Geographical Classification.
ASGS
Australian Statistical Geography Standard
CAD
Computer-Aided Design is the production of drawings, specifications, parts lists, and other
design-related elements using special graphics- and calculations-intensive computer programs.
CAD systems originally merely automated drafting but now often include three-dimensional
modeling and computer-simulated operation of the model.
GDA94
The Geocentric Datum of Australia (GDA) is the latest Australian coordinate system, replacing
the Australian Geodetic Datum (AGD).
The GDA is a part of a global coordinate reference frame and is directly compatible with the
Global Navigation Satellite Systems (GNSS).
It is the result of more than a decade of anticipation and work by the Intergovernmental
Committee on Surveying and Mapping (ICSM) and its predecessor, the National Mapping
Council (NMC).
When the NMC adopted the Australian Geodetic Datum (AGD84) coordinate set in 1984, it
recognised the need for Australia to eventually adopt a geocentric datum. This was further
recognised in 1988 when the ICSM recommended the adoption of an appropriate geocentric
datum by 1 January 2000. This resulted in the adoption of the GDA94.
GIS
Geographic Information System. A spatial database which is manipulated with a set of spatial
operators or commands.
ICSM
Intergovernmental Committee on Survey and Mapping. ICSM's role is to provide leadership
through coordination and cooperation in surveying, mapping and charting. ICSM's core function
is to coordinate and promote the development and maintenance of key national spatial data
including geodetic, topographic, cadastral, street addressing, tides & sea level, and

IUF
Incremental Update Format
A system whereby maintenance updates are provided as change only, add/modify/delete
incremental update files, between nominated dates/times.
MGA94
Map Grid Australia. A cartesian coordinate system based on the Universal Transverse
Mercator projection on the Geocentric Datum of Australia 1994. The unit of measure is the
metre.
SDE
Spatial Data Engine – an ESRI product
Software used by Information Services Branch to manage the spatial component of it’s Unified
Data Store, which includes copies of the whole of the Vicmap Digital product suite.
SDTS
The United States Spatial Data Transfer Standard. This standard is to be the basis of the new
Australian Standard for the transfer of spatial digital data.
VSIS 2011-14
In 2008, the Victorian Spatial Council’s Victorian Spatial Information Strategy 2008-101
introduced the strategic goal of creating a ‘spatially enabled Victoria’.
The role of the Strategy is to create the frameworks that enable all sectors of the spatial
information community2 to be highly engaged and their efforts integrated towards delivering a
spatially enabled Victoria.
Development of this 2011-14 Strategy has allowed the Council to review the landscape it
painted in 2008 and set out the requirements for continuing to respond to the challenges
associated with meeting this goal.
VSIS 2011-2014 incorporates four integrated strategic directions:

Creating a framework in which the use of spatial information can flourish.

Adopting an inclusive approach to the management of spatial information
•
Developing the spatial information community through collaboration and partnerships

Informal description of the data product
Vicmap Topographic 1:30 000 Online Mapping is the online delivery channel of Victoria’s authoritative
topographic mapping. It is created using the most current available data from the Department of
Environment and Primary Industries Vicmap Digital Framework Datasets and Victoria Spatial Data
Library (VSDL). It depicts both natural features, such as watercourses, contours, cliffs and tree cover,
and constructed features, such as drains, gates, roads and administrative boundaries.

Abstract
Topographic maps display natural and constructed features on the ground including contours, rivers,
streams, waterfalls, lakes, vegetation, roads, cliffs, localities, park boundaries, shipwrecks and more.
Vicmap Topographic Hardcopy Maps is a published state wide mapping series of 289 map sheets
comprising of two different products (Standard and Special) and three different scales (25K, 50K &
100K). Each map sheet is 960 x 770 mm in size. (See table 1.)

Geographic description
Vicmap Topographic Hardcopy Mapping covers the entire state of Victoria as well as 100 kilometres into
New South Wales and 1 x 1:100 000 tiles into South Australia
Vicmap Topographic Hardcopy Mapping is made up of three different scales; 1:100 000, 1:50 000 &
1:25 000. State wide coverage is at 1:50 000 with 1:100 000 and 1:25 000 maps being available over
selected areas. These maps are based on the existing 100K, 50K and 25K index system.
Vicmap Topographic Hardcopy Mapping is also made up of Specials centered over areas of interest (usually
National or State Parks or a geographic extent). See table 1.
The following lists the longitude and latitude range of the different scales:

The 1:25 000 map sheets measure 17 minutes of longitude and 7.5 minutes of latitude.

The 1:50 000 map sheets measure 34 minutes of longitude and 15 minutes of latitude

The 1:100 000 map sheets measure 68 minutes of longitude and 30 minutes of latitude.

Data content and structure
The 1975 to 1995 published 1:25,000 printed topographic maps have been used as a benchmark for Vicmap
Topographic Mapping products in terms of the features depicted as well as the symbolisation of that
depiction. (See Appendix D, diagram 2). The subsequent diagrams in Appendix D show the same area in
Vicmap Topographic Mapping in the different scales; 1:25 000 (diagram 3), 1:50 000 (diagram 4) and 1:100
000 (diagram 5).
Vicmap Topographic Mapping is made up of the map content as well as the surrounding information –
the marginalia which includes map name and number, legend, disclaimer etc (diagram 6, 7 and 8)
Vicmap Topographic Hardcopy map sheets are uniquely numbered and relate to the associated 1:25 000,
1:50,000, 1:100 000 and 1:30 000 topographic mapsheets. (see diagram 1)

The datum used in the construction and maintenance of Vicmap data is the Geocentric Datum of Australia.
Data is held in geographicals (latitude/longitude) computed in terms of the GDA at 01 January 1994
(GDA94).

Data quality
Accuracy
Standard of accuracy conforms to specifications and classifications AA1 of the Survey Co-Ordination
(Surveys) regulations 1992. That is :
HORIZONTAL: Not less than 90% of well defined detail within +/- 12.5 metres of true position at map scale.
VERTICAL: Not less than 90% of elevation within +/- half of contour interval.
NOTE: This horizontal accuracy does not apply to the administrative boundaries sourced from
1:100 000 data i.e. PLM100_POLY

Data capture

All data was sourced directly from Information Services Branch central data area and from the
Department of Sustainability and Environment’s Victoria Spatial Data Library (VSDL).

Preliminary compilation of the data set using photographic scale reduction of existing 1:10,000 mapping,
photogrammetric plotting and digital scanning or digitising at 1:25,000 scale for map publishing
purposes. State coverage of data was attained by 1994 following an accelerated mapping program
commencing in 1980.

1st Stage Data Capture occurred 1985-94 creating a mandatory data set (Hydrography, Relief, Roads )
which used processes such as raster scanning of negative separations and vectorising, together with
some direct digitising from source material ( compilation plots, mapping artwork) to capture the data.

2nd Stage Data Capture occurred 1994-97 and captured the balance of data covering infrastructure,
vegetation, spot heights & contour values and text. Capture was carried out by scanning or hand
digitising from compilations, negative separations and printed map source material.

Originally mapbase data was stored in (CAD environment) microstation design file format as individual
1:25,000 single or double mapsheet tiles. Features were separated into 63 levels and attributed using
AS2482 feature coding and symbol style. The data was only “spaghetti” data in that it had no topological
structure or attribution with the exception of AS2482 code and contours and spot heights, which were,
tagged with respective height values. This data was known as the State Digital Map Base (SDMB)Topographic. Coverage of the State was complete and focus now changed to sustainable maintenance.

State Digital Map Base 1996-97 This data covering Victoria, was cartographically correct but lacked
connectivity (overshoots & undershoots), attribution and topology required for modern GIS environments.
The data had to be cleaned and polygonised. The migration of the rest of the SDMB was set to integrate
the existing databases; Cadastral, Road Network and Topographic.

To make the SDMB GIS ready with full attribution, topology and unique identification, Department of
Sustainability and Environment developed a model using the GEOCASE modelling tool to create a
feature based seamless information set across Victoria. This was stored in a Relational DataBase
Management System (RDBMS) conforming to national (ICSM) data model standards. It was designed to
populate layers in the Department of Sustainability and Environment’s Unified Data Store (Oracle/SDE
base) without loss of any existing Vicmap Digital data.


Maintenance and update frequency
Vicmap Topographic Hardcopy Maps are updated every three to five years. Table 2 displays the currency of the maps
sheets as pre August 2013

Appendix C Depiction of Public Land
Vicmap Topographic 1:30 000 Online Mapping utilizes four different data sets for the depiction of public
land.(see table below)
1. CROWNLAND.PK_PARKRES is used to depict boundaries and labels of Parks and Conservation
Reserves.
2. VMPROP.V_PARCEL_MP_APPROVED is used to depict boundaries of all Crown Land. In most cases,
as CROWNLAND.PK_PARKRES is derived mainly from VMPROPERTY, line work should be identical
to CROWNLAND.PK_PARKRES.
3. PLM100_POLY is used to depict boundaries and labels of overlays such as Reference Areas, Heritage
rivers etc. It is also used to depict labels of generic State Forest.
4. PLMGEN is used to depict Commonwealth or restricted areas
5. PLMGEN is used to depict State Forest names

12. North Arrow
Displays north arrow orientated towards grid north. Hence the map angle is grid north
13. Magnetic angle information
Displays unique mapsheet magnetic declination, grid convergence and grid magnetic angle
14. Sheet number and name
Displays unique 1:50 000 / 1:25 000 / 1:100 000 identifier number which can be linked to the existing

19. Technical details
Displays technical details such as Projection, Datum, Grid, Elevation, and Accuracy
20 Compilation Dates
Displays compilations dates of themes. These are generic dates covering the whole state. For example
map features coming under the banner of Vicmap Transport have a state wide currency range of 2000 to
2012. It is important to note that road and road names are continuously updated and hence are current
as of 2012 or at the time of map creation. However other features under the Transport theme, such as
ferry, rail, aeronautical, etc, may be updated less frequently.
20. Generic Map Legend
Legend information for map features. This legend is used for all mapsheets. Features in the legend are
grouped according to the following themes: Administration, Hydrography, Relief, Vegetation, Features
and Transport

Appendix E Generalisation for the creation of 1:100K
scale mapping
Hardcopy maps at a scale of 1:50 000 is derived directly from Vicmap Topographic Mapping 1:25 000. Only
the cadastre has been removed. All line networks, roads, contours, watercourses etc, have been retained
with no line work generalisation. The most significant generalization has been in the display and position of
labels. Due to space issues some roads will not be labelled in order to retain a legible and cartographic map
output. This is most evident in the labels of roads in built up areas. (see diagram 9)

Vicmap Topographic 1:50 000 8225-N
Hardcopy maps at a scale of 1:100 000 have been derived directly from Vicmap Framework data (except for
the public land layer PLM100_PLY). In order to depict this information (captured nominally at 1:25 000) at
1:100 000 and still have a legible product, several generalisation methods were implemented:

Elimination: Data that was deemed non vital and would cause congestion on the map if displayed
was removed. e.g. spot heights, building points and silos.

Filtering: Data that was deemed vital but would cause congestion on the map if displayed in its
entirety was filtered. This methodology required the data to be structured in order to apply the
filtering. e.g. local roads are displayed but not labeled, water bodies less than a certain area are not
displayed and only 50metre contours are displayed.

Symbology: Data that was deemed vital but would cause congestion on the map if displayed in its
entirety and was unable to be filtered was displayed with changes to the standard topographic
symbology. e.g. All rivers and creeks were shown but with a lighter blue than standard.

Cartographic Representation: Essential spatial point data was cartographically displaced to avoid
overlapping symbology. e.g. Emergency symbology was displaced.
