Stålnacke har utviklet metodikker for kilde-oppsplitting og tidstrend analyser. Stålnacke har en vitenskapelig visjon om å forbedre gapet mellom forskning og operativ vann- og miljøforvaltning. Vitenskapelige meritter Stålnacke er forfatter eller medforfatter i over 60 vitenskapelige publikasjoner. Han har vært redaktør i 4 bøker (Gooch&Stålnacke, 2006; Gooch&Stålnacke, 2010, Gooch, Rieu-Clarke and Stålnacke, 2010, Lillebø, Stålnacke and Gooch, 2015) om integrert vannforvaltning. He har hatt mer enn 50 foredrag på internasjonale konferanser og lignende. Han har blitt invitert foredragsholder i mer enn 10 konferanser (for eksempel Stockholm Water Symposium, 1997 and 2007; AQUAECO: Science in Support of European Water Policies - Sustainability of Aquatic Ecosystems', Italy, 2002.; EEA Expert meeting on the linkage between agriculture and water quality 21-22 February 2005, EUTRO 2010 in June 2010, IWRM I Dresden oktober 2011). Han har moderert sesjoner på internasjonale konferanser f.eks. workshop session på DIPCON 2003 i Dublin, session chairman at ’Management of Northern River Basins’, Oulu, June 6-8, 2001, session Chairman at Nordic Hydrology, Denmark,2006. Han er ofte invitert til referee oppdrag i vitenskapelige tidsskrifter. Prosjektleder erfaring Stålnacke har stor PL-erfaring der han f.eks. koordinert 3 EU-prosjekt; 2001-2004: MANTRA-East og i 2006-2009 STRIVER (www.striver.no) med 13 prosjektpartners og 3,5 M EUR i budsjett. Mellom 2011-2014 var han koordinator for et FP7-prosjekt om forvaltning av kystnære laguner der flom i kystbyer er en av problemstillingene (http://lagoons.biologiaatua.net/) Forvaltnings erfaring Forvaltningserfaringen er i hovedsak rettet til konsulentbistand i prosjekter med vann- og miljøforvaltningen i Sverige, Norge, Estland, Latvia, Russland, Kambodsja, Vietnam, India som klient. I Norge har han jobbet i prosjekt tilknyttet Vansjø, nedre Glomma og Haldenvassdraget. Mellom 1997-2003 var han ansvarlig for å rapportere tidstrender i JOVA programmet. I perioden 2004-2007 var han assisterende prosjektleder i RID-programmet og er siden 2007 ansvarlig for trendanalyser i RID-programmet. Han har også vært faglig ansvarlig for en trendanalyse av det europeiske RID-programmet i 2007. Han har også hatt mindre konsultentoppgaver knyttet til vanndirektivet. Øvrigt Han er siden 2014 norsk representant i IAHS (International Association of Hydrological Sciences). Han har også vært med i forskjellige evalueringsoppdrag for EU (INTAS, FP5 og FP6), evaluering av forskningssøknader i Sverige og Tsjekkia og evaluert det svenske forskningsprogrammet ‘Øvergødning’ på SLU (2013). NORSK CV PER STÅLNACKE VERSION APRIL 2015 1 Utdanning og ansettelse historikk Stålnacke har en tverrfaglig PhD grad i Vann og miljøstudier fra Sverige i 1997; Avhandlingen har tittelen ‘Nutrient loads to the Baltic Sea’. Avhandlingen inkluderte innsamling og en kritisk analyse av elveovervåkingsdata I mer enn 130 vassdrag I Østersjøen nedbørfelt. Stålnacke viste i avhandlingen at tilførslene av næringsstoffer vært kraftig underestimert I den offisielle rapportering av HELCOM. Videre viste Stålnacke at det vært få statistisk signifikante trender i tilførslene i perioden 1970-1993. Etter doktorgraden i 1997 blev han ansatt dom forsker på Jordforsk, der han i hovedsak jobbet med næringsstofftap fra landbruksedominerte nedbørfelt. I perioden august, 2003 til april 2007 arbeidet han som seniorforsker på NIVA. I april 2007 blev han ansatt som seniorforsker på Bioforsk Jord og Miljø og er siden 2009 forskningssjef og seksjon leder på ‘Vannkvalitet og hydrologi’ på Bioforsk miljø.
