SECTION 1
1.
INTRODUCTION
These papers are designed to give you as much information as possible to allow you to prepare for the
races and to assist you with the planning of your arrival at the race ports. Each port has provided
specific information which you will be required to follow. The Arrival Arrangements for Falmouth should
be studied very carefully. Further detailed information will be provided later for Royal Greenwich.
Because of the volume of paper that will build up as the races begin, it is strongly recommended that
each vessel appoints one officer to be responsible for the paperwork. He should advise the
Captain/Master on what affects him. He should ensure that everyone on board gets the maximum
benefit from the many invitations and arrangements that have been made for the vessels taking part.
Liaison Officers will be available in each port to come on board and assist in the interpretation of the
papers issued by that particular port.

2.1
Racing & Sailing Rules and Special Regulations - 2014 Edition
These are the official Rules governing the race and incorporate Special Regulations. If you have an
earlier edition, destroy it! Copies of the Rules are also available online on the Captains’ Page at
www.tallshipsraces.com/captainspage
2.2
Advance Notice
The Advance Notice was published in earlier this year and is to bring you information about the
plans made so far for the Falmouth-Royal Greenwich Tall Ships Races 2014 and associated events.

2.3
Captains’ Manual
Each host port will produce a Captains’ Manual that will have full details of the arrangements in
their port. A printed copy will be issued to each ship in Falmouth, but the Captains’ Manuals will
be available in advance on-line on the Captains’ Page at www.tallshipsraces.com/captainspage
2.4
Crew Lists
Rule 12.1 of the Racing & Sailing Rules 2014 Edition explains the requirement. Captain/Masters
are reminded that no vessel may start a Sail Training International Race until her Crew List has
been handed in to the Sail Training International Mobile Race Office.
Please remember the age rules and how they affect your vessel and no person under the age of 15
is to be on board during a race, cruise-in-company or associated events.
The official deadlines for arrival in port are as follows, and there are penalties for being late:

There will be no penalty for ships arriving later than midday but before midnight on 5
September. This relaxation is because it is recognised that time is tight on this event.
Ships should make every effort to be in by midday on 5 September
Vessel Life Saving Appliances Check List
It is essential that the Captain/Master completes the Vessel Life Saving Appliances Check List and
hands it in to the Sail Training International Mobile Race Office in Falmouth within 12 hours of
the stated deadline for arrival in port as published. Failure to do so will incur a Standard Time
Penalty or lead to disqualification.

RACE PENNANTS WILL ONLY BE ISSUED TO A VESSEL ONCE A COMPLETED CREW LIST AND VESSEL
LIFE SAVING APPLIANCES CHECK LIST ARE RECEIVED BY THE SAIL TRAINING INTERNATIONAL
MOBILE RACE OFFICE AND THE VESSEL HAS PASSED ITS INSPECTION.

SHIP’S ENVELOPE
On arrival at Falmouth, Captains/Masters are to report to the Sail Training International Mobile Race
Office and collect their ship’s envelope. This envelopes will contain:

Sail Training International Sailing and Communications Instructions
This document includes information about the race start and a list of vessels taking part. An
updated communications schedule will be issued at the Captains’ Briefings in Falmouth which will
be held at 1500 hrs on Saturday 30 August and in Royal Greenwich at 0930 hrs on Monday 8
September.
4.2
Race Declaration Forms
A Race Declaration form must be completed, signed where indicated and handed in to the Sail
Training International Mobile Race Office * as soon as possible after finishing the race and arrival
at Royal Greenwich. Failure to do so will result in the vessel receiving a Standard Time Penalty or
being treated as having failed to complete the course. It is the Captain/Master’s responsibility to
ensure that the Race Declaration Form is delivered to the Sail Training International Mobile Race
Office.
*Because all vessels will not be berthed in the same location, declaration forms should be
handed in as follows:
- Vessels berthed in West India Docks – STI Mobile Office
- Vessels berthed at Woolwich Pier– STI representative at Woolwich Pier
- Vessels berthed at Victoria Deep Water Terminal (VDWT) – STI representative at
VDWT

2. FREQUENCIES
Radio Communications
VHF channel 09 is the pilotage service frequency and should be used for all arrival communications, pilotage
requests and notifying emergency situations whilst at anchor. Communications with Falmouth Docks on
berthing matters or emergencies when berthed should be made on VHF Channel 11. Communications with
Port Pendennis Marina will be on VHF Channel 80. Communications with Falmouth Haven will be on VHF
Channel 12.
3. CALL SIGNS
The call sign for Falmouth Pilots is “Falmouth Pilot Radio”
The call sign for Falmouth Docks is “SPINDRIFT”
The call sign for Port Pendennis Marina is “Port Pendennis Marina”
The call sign for Falmouth Haven Marina is “Falmouth Haven Marina”
4. ARRIVAL PROCEDURES
Vessels requiring pilots follow procedure below. Vessels not requiring pilots should call Falmouth Pilots on VHF
Ch09 before entering pilotage area to confirm their ETA and call again to report their position after anchoring.
Vessels proceeding to berth in Falmouth Docks /Port Pendennis Marina / Falmouth Haven Marina should call
“SPINDRIFT” on Channel 11 / Port Pendennis Marina on Channel 80 / Falmouth Haven Marina on Channel 12
after passing St Anthony’s Point or on leaving their anchorage.
5. PILOTS
VHF Ch 09
Pilotage directions to be found in Admiralty List of Radio Signal Vol 6(1).
Pilotage is compulsory for vessels over 75m in length proceeding to anchor in the Carrick Roads or to the
Docks. Vessels requiring pilots should advise their ETA to Falmouth Pilot Radio at least two hours before arrival
at the pilot station and confirm ETA one hour before.
6. TUGS
VHF Ch 11
Vessels requiring tugs for berthing should book these via their agent or by contacting the Dock Master on
01326 214666.
Tugs are free of charge to those ships that request them. One free assistance in and one out of port.
7. CUSTOMS
Each ship is requested upon arrival to hand over the customs declaration to the Liaison Officers who will then
take it to the Chief Liaison Officer Portacabin, where they will be collated and passed to the relevant parties.
Masters are advised to retain a copy on board for inspection in case Customs Officers wish to board your
vessel.




It is forbidden to sell any imported good on the quayside alongside ships.
Customs officers may inspect ships for prohibited goods.

8. IMMIGRATION
It should be noted that it is the responsibility of the individuals concerned to obtain any visa’s that may be
necessary. Failure to be in possession of such documents may have implications for them and the operators of
the host vessel. Entrants are also reminded that regulations for visa’s etc are liable to change.
All crew members/passengers must hold a valid passport and visa where necessary. Citizens from non-EU
countries and/or those necessitating visa must apply for it in advance.
The requirement for a visa will depend on the nationality of the individual. Failure to be in possession of a valid
visa may render the person liable to removal from the United Kingdom at the vessel’s expense.

9. BUNKERING
Requirements for fuel should be passed to liaison officers so that refuelling arrangements can be made. It is
recommended that fuelling is undertaken prior to berthing as there will be limited opportunities to receive
fuel after berthing and after un-berthing on race day.
Larger ships will need to use fuel barge run by Falmouth Petroleum Ltd – 01326 211333 (and press 2 for Sales)
or Channel 16
Payment is by credit card or BACS prior to arrival.
Fuel available between 0800 and 1700hrs or by direct arrangements with ship.
Smaller ships can use the Falmouth Haven Fuel Pontoon (Chartered Depth 2.5m) – 07854 084824
NO FUEL BY ROAD TANKERS
10. FRESH WATER AND ELECTRICITY
Water
Fresh water is available on the Duchy and County Wharves Port Pendennis Marina and Falmouth Haven
All participants are kindly requested to use it with the maximum economy.
Ships may connect hoses to the supply system existing on the piers. If special connectors are required, please
consult the Liaison Officer.
Electricity
Electricity supply on Duchy and County Wharf is 3 phase 50Hz 440 volts.
Electricity supply at Port Pendennis is 240volts -16/32 amp or 3phase 415volt-100amp.
11. WASTE
Falmouth Docks
International food waste and general waste facilities available
Port Pendennis Marina

Officer (for disposal at the Docks).

Please contact A&P Dock Master or Port Pendennis Manager for oily waste and slops waste disposal.
12. LIQUID WASTE
Sewage
Ships in need for sewage tank emptying are to fill in the form handed to the Captain upon arrival by the LO’s.
The LO’s will make a request to the Dock Master.
Emptying the sewage tank can only take place outside public opening hours (1200 – 2000 Thursday 28th; 1000
– 2000 Friday 29th & Saturday 30th).


Sewage is collected by special vehicle and should not be pumped overboard!
There is only one free empty per vessel.
Bilge Water
Ships in need for bilge water tank emptying are to fill in the form handed to the Captain upon arrival by the
Liaison Officer. The LO will make a request to the Dock Master. There is only one free empty per vessel.
13. FENDERS & GANGWAYS
All vessels are expected to provide their own fenders and means of access to the shore.
14. EMERGENCIES
All emergencies should be reported immediately to the National Emergency Phone Number (Ambulance, Fire
and Police): 999
Communications with Falmouth Docks on emergencies when berthed should be made on VHF Channel 11.
Afterwards, please contact your LO’s who will then report to the Event Control Centre and Port Committee
(your LO’s will provide you with the LO-team phone number upon arrival).
15. SECURITY
Outside ISPS area: Ships with ISPS certificate may receive DOS upon request.
16. LIAISON OFFICERS
Falmouth has assigned dedicated liaison officers (LO’s) to each vessel taking part in the Tall Ships Regatta. They
will be dressed in yellow coloured T shirts.
Your vessel will be met by your LO and assistant LO upon arrival to the port of Falmouth. A team of LO’s will be
available from Monday 25th August and your designated LO will be available from Wednesday 27th August.
The LO’s will then be at your service every day and will report on board after the early LO briefings. They will
be available 24 hours and when not on board your vessel, will be available via mobile phone.
Through the LO’s we will provide you with essential information, much of which is contained within the
Captains Manual and will keep you up to date with any revised or new material throughout your stay in
Falmouth.
17. SHIPS’ MAIL

RADIO COMMUNICATIONS
The Port of London Authority (PLA) requires all vessels over 13.7 metres to be equipped with a VHF radio
capable of communicating with the PLA and VTS Centres. All daysailing ships must have 2 VHF radios which
meet the requirements and will be used by a trained operator.

Channel 77 will be the working channel used to communicate between all vessels.
During the passage from Tilbury to Greenwich, all vessels will monitor channel 68 and 77 until Crayfordness then
channels 77 and 14 from Crayfordness onwards.
For voyages between Royal Arsenal and Tower Bridge, each vessel will maintain a listening watch on channel 14
as well as channel 77.
All vessels, must report their arrival, departure and passage at the designated reporting points to VTS on
channel 14. This will be included in the passage plans of each ship.
Communication between all vessels and the organisation will be made by mobile phone.

Berthing locations will be in the captains manual which will be delivered during the briefing in Falmouth on the
30th of August.
Linesmen will be in attendance to take ships lines when approaching the berth.
Please ensure that your vessel’s AIS unit is fully operational and updated accordingly.

Port State Control
Please ensure that you are compliant with international and national pre-arrival requirements.
Inspections may take place on arrival in Falmouth. Please have your certification ready for
inspection if requested by Port State Officials and/or MCA.
PILOTS
Pilotage is free of charge. A pilot should be requested in advance through VTS. The centre operates 24 hours a
day, 7 days a week. An advance request should be made 12 hours prior to arrival or departure. A binding
request for a pilot is made three hours prior to the vessel’s arrival at the pilot station upon entry into Finnish
waters, and two hours prior to the intended departure from a Finnish port.
“Sea Reach No.1 Pilot Station” means the Pilot landing area in position 51°29.3'N000°52.70'E;
Subject to the exceptions in Directions 5 and 6 below, pilotage is compulsory in the London Pilotage District for
the following vessels, in the following areas:
(1) To the east of Sea Reach No.1 Buoy for:
a) Vessels or Tugs and Tows of 90 metres or more in Length Overall;
b) Vessels or Tugs and Tows of 50 metres or more in Length Overall which are Specified Vessels,
Passenger Vessels and vessels carrying Marine Pollutants in Bulk;
Direct to the Port of London Authority (for less frequent users).
Port Control will take your order direct, although we do ask that it is followed up with all the necessary
information using our Notification Form.

An officer in Port Control can discuss the options as to which Pilot Station to use, agree a boarding time and will
be able to liaise with a senior PLA Pilot should there be a problem with draught and available depth.

Orders by all other means than online should be accompanied by a completed Notification form, to ensure
that PLA has all information necessary to create an entry on our operational database (POLARIS). Download the

TUGS
Tug assistance will be available free of charge. If required please email info@sailroyalgreenwich.co.uk.
CUSTOMS
A Customs Officer may board you on arrival to complete Customs controls.
IMMIGRATION
Upon departure from Falmouth you will need to email a crew list with passport numbers to
info@sailroyalgreenwich.co.uk which we will send to local customs and immigration agents. After arriving in the
Royal Borough of Greenwich the border authorities will carry out passport inspections in port once the ship has
docked. It is forbidden to leave the ship before border control checks have been carried out.
FUEL
Fuel will be supplied by Certas Energy UK, the contacts person at Certas is Ellen McClelland.
Fuel can be ordered through the Liaison Officer appointed for the ship. Orders must be made upon the day of
arrival. The delivery will take place on Sunday 7 September and Monday 8 September.
The ships are requested to pay in cash or by card. In case you have your own agent, you can make your own
arrangements.
FRESH WATER
Fresh water will be available free of charge. Ships on the river will be supplied by a water barge.
ELECTRICITY
Ships without their own generator can ask for electricity through the LO’s. There is no guarantee of a supply,
and ships should not expect to receive electricity constantly during the event.
WASTE
Ships should use their own garbage sacks for garbage. Waste sorting is not required.
Waste sacks are to be brought to waste containers on the quay, or designated areas, between 20:00 and 01:00
by the crew members.
Please follow the instructions given by the stewards or site management.
POLLUTION
Oil Pollution legislation imposes strict prohibition over any discharge of oily mixtures. Any vessel causing or
sighting such pollution is obliged to immediately report all details to the Port Authorities. The Liaison Officer
should also be informed.
Sewage
Ships that need to empty their sewage tank must fill in the form handed to the Captain upon arrival by the LO’s.
The LO’s will make a request to the Emptying a sewage tank can only take place after confirmation and
approval.
 Sewage is collected by a special vehicle and should not be pumped overboard!
Bilge Water
Ships that need to empty their bilge water tank must fill in the form handed to the Captain upon arrival by the
Liaison Officer. The LO will make a request to the entrepreneur. There is only one free empty per vessel.
FENDERS & GANGWAYS
Vessels are expected to provide their own fenders and means of access to the shore.
EMERGENCY PROCEDURES IN PORT
All emergencies should be reported immediately on VHF Channel 14 to the event operations
centre, and asking for the appropriate service or directly to the emergency telephone number 999:




LIAISON OFFICERS
A Liaison Officers’ Organisation has been established in order to assist you in every aspect. Shortly after your
arrival at your assigned berth, your Liaison Officer/s, who will attend and assist you throughout your stay in the
Royal Borough of Greenwich, will visit you. They will be at your service every day and will report on board after
the 08:00 liaison officer briefing.
