Guideline for Entering to Peruvian Waters Reporting: Please note below detailed the current regulations issued by the Peruvian Coastguard, regarding the radio reports that you MUST send (compulsory) , during your transit in the peruvian waters (entering and transit between peruvian ports). These reports must be sent to the following E-Mail Address: Costera.Callao@dicapi.mil.pe copying to Dicapi.TraficoMaritimo@dicapi.mil.pe and copying to our E-Mail address: operationsperu@iss-shipping.com in case the E-Mail address is not available you should try with telex number: 36 26042 (Callao Radio) and copy to our Telex Number 36 26149 (Inchcape Shipping Services Callao). You must obtain an answer back or any message answering they did received your reports (as a proof which will not accept any objection.) This message either E-Mail answer either Telex will be presented to the Peruvian Authorities at arrival, but you must keep always the original in a safe place. Also note that the non-fulfillment of said regulations will be fined up to US$ 10,000.00 Please report "epw" when coming south bound at 03 grades 25'S and 18 grades 20'S when coming northbound. Note that any stoppage at sea must be reported using "dr" report as explained in item 5. 1.- Upon entering peruvian waters - "epw" shiprep / epw / vessel name / call sign / flag / date and hour / last port of call / latitude and longitude / course / speed / next port of call / eta / agency name 2.- Position reports at 08:00 and 20:00 hrs -"pr" Shiprep / pr / vessel name / call sign / flag /date and hour / latitude and longitude / course / speed / next port of call / eta 3. Departing from Peruvian Waters- DPW The report of departing peruvian waters dpw has been replaced by the navigation plan "structure sailing plan report" which will be handed to you for your signature and stamped before sailing. 5. Change of Route or Stoppages Report of change of route or any stoppages at sea (dr) to be transmitted in case of correction to of one report or navigation plan. Please be sure to get answer back to E-Mail or Telex sent to Callao Radio as a unique proof of transmission, otherwise inform us immediately. Solas All local regulations regarding ships safety and marine pollution are based in solas / marpol conventions according to their marpol upgrading regulations program the Peruvian maritime authority has adopted imo a.774 resolution becoming compulsory its correspondents guidelines for all vessels entering to Peruvian waters, that we are briefing as follows : Ballast Guidelines for water ballast operations before arriving to Peruvian coastline became compulsory. All vessels coming from abroad in full or partial ballast condition have to renew ballast at the edge of 12 miles previous to the coastline. This ballast renewal operation has to be registered at the corresponding log and engine books indicating: a) geographical position: latitude and longitude b) volumes discharged and renewal percentage of total ballast c) date and time of renewal operation in case the vessel can not, by data entry to books, demonstrate to authorities the ballast renewal operation , should have prior to start deballasting at harbor to add ballast tanks with sodium hipoclorityus in a rate of 100 grs per mt. Or with calcium hipoclorityus in a rate of 14 grs per mt. And should have to wait 24 hrs before starting deballast. When due to sea conditions or others majors events , the vessel was impaired to perform deballast at sailing must, prior to arrival, inform to the port captaincy. The maritime administration , once the vessel is at port, will inspect vessels to verify this procedure up to their best convenience of date and time. Vessels not complying with these rules can be exposed to fines and administrative queries according to the captaincy regs. Oil pollution: it is forbidden to discharge ballast tanks or tank residues with oily water whilst in port or off the peruvian coast. The discharge at sea of any other oily waste water, etc. Is strictly in accordance with international agreements, and there are fines for infringements. Discharge of oil or oily water for the safety of the ship, or of other vessels or for the saving of life at sea, or through a leak that cannot be repaired, may be exempted. All ships must keep an oil record book covering every loading, discharge or escape of oil. If not up to date the ship is liable to a fine. Fines The items given below are forbidden and subject to penalties, which will be of liability of the vessel (in usd): 1. Mooring, unmooring, coming alongside, shifting, anchoring, sailing vessels with more than 500 grt: for each maneuvering without official pilot...……………………………………………………..…….. 1,000.00 2. To throw flammable, toxic corrosives liquid or others from the draining system, each case….1150.00 8.to inundate total or partially the pier.………………………………………………………………...350.00 9.to inundate total or partially the pier and the warehouse…………………………………………...500.00 10.to make works of welding, scrapping or painting the hull without port authorities authorization ............……………………………………………………………………………………………… ……. 500.00 11.to make any repair, that unable the vessel to sail, without port authorities authorization .........………………………………………………………………………………………………… …...1,150.00 12.to use any equipment or material of property of port authority without the respective authorization...... 300.00 (unsooting of the ship's funnel which affects the cleanliness of the port is also an infringement (environmental pollution of black smokes exhausting out of the ship's funnel). When authorities visit the vessel, an officer has to receive them at the gangway. If port captain is the authority visiting, then the master of the vessel is the one who must receive him; if vessel on maneuvering, master to be represented by the chief officer Repairs, labours, maneuvers or drills whilst in port In case you need to carry out repairs, labours, maneuvers or drills whilst in port, please inform us accordingly, in order to obtain the corresponding permissions from authorities. Please note that it is forbidden to effect any of the above mentioned activities, if no permission is obtained from the port authorities, specially if those imply: a) immobilization of main engine. b) use of terminal installations, or the possibility of contamination of those (fyg, even ballast or freshwater overflow on the pier is considered by the port administration as such). c) to interfere with port operations. Ship's boats: ship's boats can not be lowered into the water during vessel's stay in port/anchorage unless permission of the port captaincy is granted. Peruvian flag during the stay of your vessel at any Peruvian port, we suggest to take note of the following: - Peruvian flag has three vertical divisions red, white, red. - flag should be in good conditions (clean, not unsewed, etc.) - Peruvian flag for merchant vessels should not have the insignia on the white stripe. Non compliance of this will originate fines for the vessel. Callao is the main naval base and is a saluting station. - Peruvian flag should fly from 08:00 hrs. To 18:00 hrs. Yellow flag should fly at arrival up to free practique granted. Dangerous cargo: if the vessel is loading/unloading or has dangerous cargo in transit, the red flag must be shown during day time and during night time a red light according to international regulations. Overloading: if a ship is below her marks on sailing, a fine is incurred, varying with the draught. Sailing of vessel would not be authorized by the authorities. Hawse holes: are recommended to be blocked up, specially at night when anchored in the roads, to prevent marauders using them to board the ship. Water outlets: must be covered to prevent the discharge flooding the wharf. There are heavy fines for infractions. Rat guards: must be secured on all mooring ropes. There are fines if the port inspectors find them out of place. Nets: a safety net must be placed between gangway and shore, there is a fine for no compliance. Cabins: it is highly recommended to lock securely all cabins, storerooms, lockers, to close port holes and put away all easily removed tools. Garbage: garbage, rubbish or sweepings must not be thrown overboard whilst in port. If to much accumulates on board, agents can arrange for removal, at ship's expense. Stowaways: a close search should be made for stowaways on sailing and, any found must be reported at once to the port captaincy authority and to be the agent. Drug trafficking : according to local regulations it is the responsibility of the general bureau of harbor master and coast guards to repress contraband and any other illegal activity, recommendations have been issued by the international maritime organization (imo) for the prevention of illegal drug trafficking. According to this peruvian coastguard issued r/d 035/90 guidelines. If a ship is used as a means of transport for illegal drug trafficking, violators will be penalized with imprisonment and outrageous fines, ship's agents and captains will be held jointly responsible for paying fines as well as legal penalties included in common law. Crew: on arrival of the ship, crewmembers are given a temporary identity card for use ashore, which must be returned to the agent on sailing. Weapons: crewmembers are forbidden to land carrying firearms under penalty of a heavy fine. Peru time Time in Peru is 5 hours behind gmt Electric current: The current is 220 volts ac, throughout Peru. Migration regulations In order that a vessel can be cleared immediately on arrival alongside, and passengers proceed ashore without any further formalities two Peruvian immigration officers must join the vessel at previous port in order to expedite clearance procedures prior to vessel´s call at Peruvian ports. All passengers/crew require valid passports and seamen books. Passports and seaman´s books are checked. (passports are collected by purser). Luggage Please note luggage cannot be introduced into the port alone, but the passengers must accompany it. Your tourist agents in charge of passengers bring passengers with their luggage in a bus alongside ship and then luggage can be introduced onto ship at ship's gate. Shore passes We will forward you official cards. Passengers/crew going ashore will use landing cards. These cards must be collected from passengers before departing and submitted to authorities. If newly embarking paxs after embarking wish to go ashore for any reason, they will need shore passes. Visas No visas required unless passengers proceeding from communist countries: Continental China, Camboya & Northern Corea. Regarding crewmembers disembarking, they are allowed to remain in country only 48 hours (not on vacation). If there is a justifiable reason to remain more time, another permit must be obtained from immigration authorities. If crewmembers wish to remain on vacation, suggest they enter as a tourist, who are allowed 3 months to remain in the country. Health regulations Sanitary authorities will grant free-practique together with authorities on arrival. Fyg yellow fever vaccination is compulsory for crew. Official forms Authorities will accept ship-produced forms, which are attached to our Callao agents forms. Our agents will do all arrangements /payments to customs and immigration authorities for clearance of papers, but need to receive from you the "passenger list" and the "passengers dis/embarking list" which we have to present to authorities latest 48 hours before vsl´s arrival. Arrival papers: - crew list 9 copies - passenger list 9 copies - crew effects declaration 4 copies - passengers embarking list at Callao 7 copies - passengers disembarking list at Callao 7 copies - ship stores declaration 4 copies - crew vaccination list 3 copies - health declaration 2 copies - list of ship calling ports 6 copies - tonnage certificate 3 copies - International ships security Certificate 02 Copies - Document of Compliance 02 copies - shiprep / epw message 1 copy - last port departure clearance 2 copies, the quantity of pax and crew must to be same that your crew and pax lists - Copies of all the passport for crew members with nationalities around Perú - Derrating Certificate 02 copies - mailing list (if applicable) - Ballast Report 02 copies (merchant ships will also present one set of cargo manifest for discharge with copies of bs/l, dangerous cargo manifest, and one set of in transit cargo manifest). Departure papers - crew list 9 copies - passengers list 9 copies - navigation plan 2 copies Ship´s services Shops and casino are closed in port, bars/restaurant can open. No duties for cigarettes/liquors, but only restricted to personal consumption, not for sale. Shuttle Service Port do not allow passenger and or crew to walk inside the port’s operations area, so it is required to arrange a shuttle service from the Vessel’s alongside to the Port’s main gate and vice versa. In this case we can arrange vans and taxis for your vessel. Recommendations about security: As in many other countries, Peru has its share of petty thieves and increased unemployment has aggraviated this problem. We feel passengers should be alerted to this danger and that ladies be dissuaded from wearing jewellery on shore. If you wear a watch be sure it is well covered by your shirtsleeve. A very close eye should be kept on watches, wallets, cameras, etc. Especially in the streets of lima. Ladies handbags are a particular target. Keep purses and packages on your lap when resting, not on a chair or on the floor beside you, they can be slashed and contents removed without the owner being aware. For your guidance time involved to go from pier to downtown is aprox. 35 minutes. Hantavirus inspection It is compulsory when vessels arrived from Argentina or Chile it is made at bay usually takes approx. three hours. In order to avoid this inspection we ask you to send by fax or email the Maritime Health Declaration in advance and we will present this document to Sanitary Department CALLAO Regulations for navigation within restricted waters, channels, bays and inner roads (callao). All ships approaching to port must communicate to "callao port control" (tramar) to enter to control area and ask the corresponding authorization when they are at 20 miles from the anchorage, using vhf (ch.16) as first contact and switch to indicated channel to make communication. When ships are at 4 miles from the anchorage must reduce speed to 5 kts. Maximum. All ships within inner roads, going into harbor, in transit or anchored, moored to buoys, intended to sail or to make any maneuver must call to "Callao port control" (tramar) and ask corresponding authorities to comply the above in to avoid fines. Pilot Pilotage is compulsory. Pilot boards the vessel at pilot station (sea buoy) about 1.5 miles Nw from breakwaters. Pilot uses vhf channel 69 (156.475 mhz). Ship allowed to arrive or depart during dark hours. Authorities will board the vessel at pier. Pier the traditional cruise pier in Callao is 5a and ship can be berthed either port side or starboard. The height of the water at low tide is 2.20 meters, and at high tide is 2.60 meters. Clearance Upon arrival, about 4 officers: health (01) , customs (01) ,inmigration (01) Port Captaincy (01 ) are expected to board the vessel. Clearance taking about 30 minutes. Visitors to ship whilst alongside Please note that Callao port terminal is strictly controlled by authorities. Any person intending to visit the ship (for example a passengers friend or relative) in addition, of course, to master´s approval to board the ship, must apply for a permit. This latter permit must be requested to authorities with due anticipation. Water Is available either pier side or by barge, but it isn't recommendable for drinking purposes, just for services. (water supply rate about 10 m.tons/hour/hose.) Bunkers Bunkering of f.o. Is possible by barge The capacity of bunkers per hour is about 150 m/t. If vsl arrives on weekend, then any request for bunkering must be done with at least four days anticipation. Garbage Without additional costs for usual shuttle container garbage .Normally 1 garbage containers are provided by port terminal. They are placed alongside ship's gate. Container capacity around 5 meters each. (garbage disposal is also available by private companies both pier side and by barge). Oily water, slopes, bilge waste, black water (sewer waste): Off loading of above can be arranged with private companies. (fyg there is not any local specific regulations regarding the use of vessel´s own sewage treatment system while at anchor). Spares in transit Should it be required that any spares be sent to ship whilst in Callao then please note that all merchandise for ship must indicate in all documentation (awb, etc) "ship stores in transit for motor vessel" " / c/o Milne Servicios Maritimos S.A. A copy of the corresponding awb and the commercial invoice should be faxed to us in due time for arrangements and quick customs clearance. If vessel arrives on weekend, then spares in transit documents should reach us at least four days before arrival.
