SENSATIONAL MURDER CASE SOLVED WITHIN 12 HOURS
The Outer District Police of P.S. S.P. Badli has arrested one Hansraj @Sonu, Age 30
years, s/o Kasturi Lal, and solved a case of sensational murder of Santosh, Age 28 years w/o
Hansraj @Sonu, r/o A-5, B-Block, Near Geeta Bhawan Mandir, Badli Extension, Delhi
BRIEF FACTS :
On 16/4/09 a PCR Call was received at 1130 hrs that a person has killed his wife with
knife at A-5, Gali No. 11, Near Geeta Bhawan Mandir, Badli Extension Delhi. On reaching the
spot a blood stained dead body of Mrs. Santosh, 28 years was lying in a pool of blood at H.No.
A-5, Gali No. 11, near Geeta Bhawan Mandir, Badli Extention, Delhi. A Case FIR No 80/09 u/s
302/ IPC dated 17.4.09 was got registered at PS S.P.Bali.
TEAM
Immediately teams were constituted by Shri Atul Katiyar, DCP/OD comprising of.
Insp Sanjeev Kumar, SHO/S.P.Badli 2. Insp. Satbir Inspr(Invest), 3.SI Sugan Lal under the
supervision of Shri D.K. Gupta, ACP/Alipur.
On the basis of information gathered from neighbours immediately a team was rushed
and the accused was arrested near Rohini Jail within one hour. On interrogation it revealed that
accused Hansraj was residing at Badli extension as a tenant for the last 2 years and working as
helper with the vegetable vender at Azadpur Subzi Mandi. He has one daughter Anjali, 7 years
old and one son Rishi, Aged 4 years. His daughter was residing with maternal grand mother at
Prem Nagar, Nangloi. His son Rishi is living with him who is also a witness to the crime which
was committed by the accused.
Motive.
On sustained interrogation the accused revealed that he has killed his wife as he was
having doubt on the character of his wife and he suspect that his wife has some extra marital
relations. On 16.4.09 at about 11 PM when he came back from his work, he had some quarrel
with her on which he locked the room from inside and stabbed his wife with knife and sharp
edged handle of ‘Tawa’

SENSATIONAL MURDER CASE OF LADO SARAI SAKET, COMMITTED FOR A QUARTER
OF LIQUOR, SOLVED WITHIN 24 HOURS : NOTORIOUS CRIMINALS PREVIOUSLY
INVOLVED IN MURDER CASES ARRESTED
The South District Police has arrested two notorious criminals and solved the
sensational murder case of Lado Sarai Saket registered vide case FIR No. 139/2009, dated
15.04.09 U/s 302 IPC, PS Saket, New Delhi.
ACCUSED ARRESTED.

Ashok @ Bhambal age 38 years S/o Ram Pal R/o H.No F-47 Lado Sarai, New Delhi.
INCIDENT:
On 15.04.09, a PCR call was received in Police Station Saket that one person is lying
unconscious in house No. F-82 Lado Sarai, New Delhi On receipt of the said information Inspr.
Pankaj Singh, SHO/ Saket alongwith staff reached the spot and found dead body of a male
person, aged around 28-30 years lying in pool of blood inside the house. The diseased was
brutally murdered as he was having multiple head injuries and his eyes were also smashed with
a sharp weapon. As no eye witness of the brutal crime was found at the spot, a case vide FIR
N139/2009 U/s 302 IPC PS Saket, registered on D.D entry and investigation taken up.
TEAM AND INVESTIGATION
Keeping in view the sensitivity of the crime, a team comprising of Insp Pankaj Singh
SHO/ Saket, Inspr. A. S. Rawat, SIs Gagan Bhaskar, Praveen, Dalip Kumar,Jitender Kashyap
Ct. Satish & Ct. Pramod was constituted under close supervision of ACP/ Hauz Khas Shri
Mehar Singh to work out the case. The team members and other senior officers visited the
place of incident and leads available were persuaded minutely. During the course of
investigation, the deceased was identified as one Bhupinder @ Pagla. It was further developed
that prior to the incident, the deceased Bhupinder alongwith the owner of the house Vijay S/o
Sardar and his close friend Ashok S/o Ram Pal were drinking liquor at the place of occurrence.
A witness also confirmed that the deceased was drinking liquor with Vijay and Ashok. After the
incident Vijay and Ashok were not found there and were absconding. Keeping in mind the
available evidence gathered from the spot and disappearance of the above persons after the
incident, the team so formed made sincere efforts to ascertain the whereabouts of the
absconding persons. The team worked day and night and all the persons, friends, colleagues,
who had been associated with the absconding persons were interrogated at length. After
developing information of suspected hideouts of suspects, various raids were conducted and
the accused Vijay age 39 years S/o Sardar Singh R/o H.No F-82, Lado Sarai, New Delhi and
Ashok @ Bhambal age 38 years S/o Ram Pal R/o H.No F-47 Lado Sarai, New Delhi were
apprehended from the forest of Lado Sarai.
INTERROGATION
During interrogation, both the accused Vijay and Ashok @ Bhambal broke down and
confessed their involvement in committing murder of Bhupender. The accused Ashok @
Bhambal disclosed that they both are friends from years and use to drink liquor together. The
deceased Bhupender was an unemployed person and they knew him from few years, he helped
them in petty household works and in return they used to provide him drinks and food to the
deceased. On 14.4.09, the accused Ashok bought two quarters of liquor and they had
consumed one quarter together. The deceased insisted of drinking the other quarter of liquor
also but they denied and kept it in the room. The accused Ashok and deceased went for
sleeping on the roof of his house. When he woke up in the morning, he found that the
Bhupinder had consumed another quarter of liquor and had burnt his belongings lying in the
room. Out of the burnt articles, Bhupinder had also burnt few clothes given to him by his friend
Vijay, which were gifted by his father. He got furious on this act of Bhupinder and informed
about the same to Vijay They decided to take revenge and as per plan they bought liquor and
invited Bhupinder at the residence of Vijay. They started consuming liquor and while drinking,
Vijay scolded Bhupinder for drinking the quarter of liquor without their acquiescence and for
burning the belongings. They started beating Bhupinder and when he resisted, he caught hold
of him from legs and Vjay started hitting him with a big iron fork (Chimta, kept by the sadhus)
on his head and face, till he died. After killing him, they ran away from the spot. Accused Vijay
was also interrogated at length and he also disclosed the same.
RECOVERY
On the instance of the accused Vijay, the weapon of offence blood stained Chimta and
blood stained clothes of accused were recovered from his house under the bed. Blood stained
clothes of accused Ashok @ Bhambal were recovered on his instance from the house of Ashok,
which were concealed behind the almirah.

Both the accused persons have previous criminal history and are involved in the
following cases.

The investigation of the case is in progress and the police personnel involved in the
good work are being suitable rewarded.

ORDER
Whereas there have been incidents of explosion in the Cinema
Houses in Delhi in the past causing loss of life and property.

And whereas I have reasons to believe that circumstances exist
where carrying of concealed arms/fire arms/explosives, etc. inside any
place of public amusement, etc. is likely to cause danger to human life,
safety, disturbances of public tranquillity or a riot.

Now, therefore, in exercise of the powers conferred upon me by
Section 144 Criminal Procedure Code, 1973 (No.2 of 1974) read with
Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U11036/3/1978 (i) UTL dated 26.11.2008, I, H.G.S. Dhaliwal, Deputy
Commissioner of Police, South District, New Delhi do hereby prohibit the
carrying of any Box, including Tiffin Box, Bag, Hand Bag and any other
container capable of concealing any arm/fire-arm/explosive material inside
any place of public amusement including Cinema Houses in the jurisdiction
of South District.
4.
The order shall come into force with effect from 17.04.2009 and
shall remain in force for a period of 60 days i.e. upto 15.06.2009 (both
days inclusive) unless withdrawn earlier.
5.
Any person contravening this order shall be punishable under
Section 188 of the Indian Penal Code; and
7.
As the notice cannot be served individually on all concerned,
the order is hereby passed ex-parte. It shall be published for the

Whereas a large number of commercial places/shops have come up in Delhi
which are popularly known as Cyber Cafes and a large number of people visit them to use the
facilities available in such places including e-mail facility.

And whereas it has come to notice that certain criminal anti-social
elements/terrorists are using these facilities to mislead the security/investigating agencies,
create panic in the public, endanger the security of VVIPs and Govt. Institutions, help in the
terrorist activities directly affecting the security of the State.
3.
And whereas it is necessary to take speedy measures in this behalf to prevent
danger to human life or safety, to thwart/prevent terrorist activities, which may affect the security
of the State and disturbance of public order and tranquillity.

Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal
Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s
Notification No. U-11036/1/2008 UTL dated 26.11.2008, I, H.G.S. Dhaliwal, Deputy
Commissioner of Police, South District, New Delhi do hereby made this written order for strict
compliance by the owners of such Cyber Cafes in the area of South District: (a)

Prohibiting the use of Cyber Café by unknown person and whose identity has
not been established by the owner of the Café;
Maintaining a register for identity of the visitor/user;
Make an entry in the handwriting of the visitor/user mentioning name,
address, telephone number and identity proof. The visitor/user shall also
sign the register kept for this purpose;
The identity of the visitor/user shall be established through identity card, voter
card, ration card, driving license, passport and photo credit card (any one of
them);
Activity server log should be preserved in main server and its record should
be preserved for atleast six months;
If any activity of the visitor is of a suspicious nature the owner of Cyber Café
will immediately inform the police station;
Record be maintained about the specific computer used by the person; and
Users of Cyber Café are photographed on continuous basis and a record of
the same will be kept properly.
Scan the copies of Identity Card of their customer while they visit the Cyber
Café.

The order shall come into force with effect from 22.04.2009 and shall remain in
force for a period of 60 days i.e. upto 20.06.2009 (both days inclusive) unless withdrawn
earlier.
5.
Any person contravening this order shall be punishable under Section 188 of the
Indian Penal Code.

Whereas reports have been received that due to the situation prevailing in
the areas of Police Stations specified in the schedule appended to this office, it is
apprehended that terrorist/anti-social elements may seek hideouts in the residential
areas of the said Police Stations and there is every likelihood of breach of peace and
disturbance of public tranquillity and also there is grave danger to human life and safety
and injury to public property on that account.

And whereas it is necessary that some checks should be put on
landlords/tenants so that terrorist/anti-social elements in the guise of tenants may not
cause explosion riots, shoot outs, affray, etc. and that immediate actions is necessary
for the prevention of the same.

Now, therefore, I, H.G.S. Dhaliwal, Deputy Commissioner of Police, South
District, New Delhi in exercise of the powers conferred upon me by Section 144
Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs,
New Delhi’s Notification No. U-11036/1/2008 UTL dated 26.11.2008, do hereby order
that no landlord/owner/person of any house/property which falls under the jurisdiction of
area of Police Stations specified in the schedule appended to this order, shall
let/sublet/rent out any accommodation to any person unless and until he has furnished
the particulars of the said tenant (s) to the Station House Officer of the Police Station
concerned. All persons who intend to take accommodation on rent shall inform in
writing in this regard to the Station House Officer concerned in whose jurisdiction the
premises fall. The persons dealing in property business shall also inform in writing to
the Station House Officer concerned in whose jurisdiction the premises fall about the
particulars of the said tenants.

Whereas information has been received that some
people/groups may indulge in activities prejudicial to the maintenance of
peace in the jurisdiction of South District.

activities may seriously endanger life and property of the citizens and
maintenance of law and order in the jurisdiction of South District.

Section 144 Criminal Procedure Code, 1973 (No.2 of 1974) read with
Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U11036/3/1978 (i) UTL dated 26.11.2008, I, H.G.S. Dhaliwal, Deputy
Commissioner of Police, South District, New Delhi do hereby make this
written order prohibiting the carrying of ‘MASHAL’ i.e. torch carrying live
flames or live fire candles or live fire in any form in processions, rallies,
functions in the entire jurisdiction of South District.

The order shall come into force with effect from 17.04.2009 and
shall remain in force for a period of 60 days i.e. upto 15.06.2009 (both
days inclusive) unless withdrawn earlier.

It has been reported that large number of people gather and
unauthorised vehicles are parked at Funnel Point/landing taking off area at
NH-8, which may cause security risk for landing aircraft. While the people
assemble at this point to have a glance of the landing aircraft, there are
possibilities of miscreants mingling up with the general public in order to
attack the landing aircraft which is at closer range from this point.
And whereas it is necessary to take speedy measures to this
behalf to prevent danger to human life of safety and disturbance of public
tranquillity and property.
Now, therefore, I, H.G.S. Dhaliwal, Deputy Commissioner of
Police, South District, New Delhi in exercise of the powers vested to me
under Section 30 (3) of Delhi Police Act, 1978 do, hereby, prohibit
gathering/assembling of people/vender/vehicles at a stretch of 250 meters
back and forth on both the sides of NH-8 falling across the funnel area of IGI
Airport.
As the notice cannot be served individually on all concerned the
order is, hereby, passed ex-parte. It shall be published for information of

This order shall come into force with effect from 22.04.2009 and shall remain in force for
a period of 60 days i.e. up to 20.06.2009 (both days inclusive) unless withdrawn earlier.

Any person contravening this order shall be punishable under Section 188 of the Indian
Penal Code.

As the notice cannot be served individually on all concerned, the order is hereby passed
ex-parte. It shall be published for the information of public through Press and by affixing copies
on the notice boards of the offices of all District DCsP, Addl. DCsP, ACsP, Tehsil Offices, all

GANG OF DACOITS BUSTED – FIVE ARRESTED
With the arrest of five accused namely (1) Sandeep Kumar r/o
Govindpuri, (2) Chander Prakash r/o Tugalkabad

Tugalkabad Ext, Govindpuri and (5) Abdul r/o Jahagir Puri, Delhi, Govind
Puri police of South-East District has bust a gang of dacoits who were planning
to rob at a showroom ‘Car Sringar’ at Govindpuri, Delhi.
As a part of crime prevention strategy, a special team consisting of ASI
Ombir Singh HC Ramdev, Ct. Sanjay, No. 2449/SE, Ct. Rajaram No. 1592/SE,
Ct. Ramkesh No.1503/SE, and Ct. Dharampal No. 2339/SE was constituted
led by Insp. Veer Singh, SHO/Govind Puri under the supervision of Sh. Rakesh
Pawaria, ACP/Kalkaji to nab such persons indulging in criminal activities.
Local level intelligence was developed and it was learnt that a gang of dacoits
will meet at Tugalkabad forest near Delhi Transco Ltd. to commit dacoity. The
above mentioned team cordoned-off the entire area and started conducting
raids at the said place and finally apprehended the above mentioned accused
persons. On their search, three button actuated knife, an iron rod and a rope
were recovered from their possession.
The accused Sandeep has studied upto 3rd standard and involved in a
case of dacoity at PS Okhla. Chandu has studied upto 6th standard, Himanshu
has studied upto 12th standard and Mohsin has studied upto 5th standard and
are involved in the cases of theft at PS Govind Puri. Abdul is an illiterate and
does not have any criminal record. The accused used to work on daily wages
and in order to lead a lavish life, they started committing dacoities.
Further investigation is in progress.
