Ex SPARTAN HIKE 2016 (SH16) takes place in Serre Chevalier, France, during the period 1019 Jan 16. SH16 is the Army Inter Unit Semi Final (A) for both the Army Alpine and Nordic Ski Championships and incorporates the Army Reserve Ski Championships. SH16 will be run in accordance with Ref A, which is subject to local amendment by the Race Committee. Separate Regular and Reserve prizes are awarded in most categories, but in the main prize categories there is no distinction made between Regular or Reserve units. Status. 2. Participants in formally recognised events within SH16 are considered to be ‘On Duty’ under the provision and guidance given in JSP 765 in respect of the Armed Forces Compensation Scheme. This does not include peripheral activities which do not meet the primary aims of SH16. 3. Accommodation. 4. Allocation and POC. Accommodation for SH16 is provided and paid for centrally by the Ex 1 Controller. Competitor’s accommodation is allocated based on the information provided on the entry form; once received the Exercise Controller provides a list of registered teams to the resort POC who makes the reservations. Competitors accommodation for SH16 is provided for the period 1600hrs Sun 10 – 1000hrs Wed 20 Jan 16. The POC in resort is Daniela Jouglard, E-mail: discoverserreche@orange.fr, tel: 0033 (0)6 72 36 75 97. 5. Arrival Instructions. Units are to confirm their arrival plans with Daniela 7 days prior to arrival in order to receive accommodation details and arrival instructions. Arrivals before 10 Jan 16 will be organised by Daniela on an individual basis. Units arriving on registration day on 10 Jan 16 are to check in with Daniela at the race office in Villeneuve from 0900hrs to 1600hrs. Accommodation for SH16 has been organised to cater for standard team sizes and includes free parking and waxing facilities. Larger teams may need to be split, but every effort will be made to ensure that apartments are close together. Teams will be accommodated in the most cost-efficient manner possible, but individuals will NOT be expected to share double beds. Due to the limitation of accommodation space, teams are urged to carefully consider the amount of equipment and material they bring, and pack as efficiently as possible. 6. Handover of Accommodation. Teams are responsible for the care and cleaning of their allocated apartments, including designated waxing areas, terraces and balconies. Following the initial registration check in with Daniela, teams are required to check in directly, with their designated accommodation provider within 48 hours of arrival; to organise a depart time for 19 Jan 16 and return the provided inventory/cleaning/maintenance checklist. Teams have the option to organise and pay the applicable final cleaning fee, directly, with their accommodation provider (in advance by 13 Jan 16). Be warned: Teams that do not pre-organise final cleaning arrangements may be subject to a cleaning fee + a supplement admin fee of €50.00, to cover any last minute cleaning that may be required by the accommodation provider. Teams are to leave credit card details on arrival which will be held to cover any damage or additional cleaning required; this information will be destroyed after apartments have been inspected and handed back to the accommodation staff. Note: inspections often do not occur until after teams have departed resort. Ski Passes. 7. Alpine Lift Passes. All Alpine competitors are to obtain and pay for their own lift passes through Daniela Jouglard, in order to receive discounted lift passes. Teams, visitors and individuals skiing prior to, or after, SH16 will also benefit from discounted lift passes. Teams and individuals should note that they will only receive the SH16 lift pass discount, if accommodation for SH16 is provided and paid for centrally by the Ex Controller. In order to secure the discounted rate, lift passes are to be booked in advance by the following deadline: Teams Visitors Teams skiing after SH - 04 Jan 16 14 Jan 16 14 Jan 16 The cost of a 9 day ‘Serre Che’ ski pass will be €258.30, which is valid for the period 10-19 Jan 16. This pass includes the use of all slopes at; Villeneuve, Monêtier, Briancon and Chantemerle as the race programme may require teams to access any or all these sectors. Lift passes will be available for collection at the Race Office from 0900hrs-1600hrs 10 Jan 16, or organised on an individual basis if arriving for pre-training prior to SH16. Payment for discounted lift passes is by cash (€) on collection. Discounted Lift passes will not be issued, unless total cash payment is received at registration, organised through Daniela. Payment by bank transfer is possible for discounted lift pass orders before 14 Dec 15. Photographs are not required for ski passes. Visitors. 8. All unit visitors are responsible for their own accommodation and meals (In accordance with the current service regulations). Team Captains are to arrange their own visitor's (e.g. COs) accommodation and ensure that the race office is informed of the names and dates for each visitor. Daniela Jouglard can assist with discounted accommodations and organize visitors lift passes at 2 discounted rates up until 10 Jan 16 if required. Administration Process. 9. Arrival Proforma. When booking in at the Race Office on 10 Jan the arrival proforma at Annex B is to be handed in fully completed. To help reduce delays to the booking in process an electronic copy of the arrival proforma is also available on the AWSA/SH webpage; where possible this should be completed in advance and sent by email to: spartanhike16@yahoo.co.uk . You are not to enter the Race Office on 10 Jan without first having completed this form. 10. Nordic Registration. Nordic team captains are to complete the combined Nordic Competitor Registration and Race Entry Form and forward it prior to arrival at SH16. Instructions for the completion of both forms are at Annex C. 11. Alpine Seeding. A copy of the seeding proforma is at Annex D which is available on the AWSA/SH website; this should be completed in advance (one for each competitor) and sent by email to: spartanhike16@yahoo.co.uk . It is important that this information is received early in order that the registration database can be developed by Chief of Timings and Calculations in advance of the championships. Seeding information will be updated when reporting to the Race Office, in consultation with the Chief of Race Alpine, between 0900-1500 hrs 10 Jan. Competitors without valid seeding information at the end of this period will be placed at the end of the start list for the first race. 12. Ex Email Address. The spartanhike16@yahoo.co.uk email address is set up to allow teams to confirm their details prior to arrival at SH16 which will greatly reduce the time spent at registration – use it. 13. Duty of Care and Duty Holding. SH16 is a winter sports activity and Duty Holding is to be conducted in accordance with current Army direction1. a. Responsibilities. (1) GOC FTC is ODH for Ex SPARTAN HIKE. (2) SO1 ES, HQ FTC is the Ex Director and holds Duty of Care responsibility for ensuring that all inherent risks are Tolerable and ALARP. (3) The Exercise Controller is SO2 G7 PD (SO2 SPARTAN HIKE), HQ FTC. Through the Alpine and Nordic Event Chiefs he will provide clear direction on the safe conduct and governance of the races in order to meet the Army's obligations under HASAW 74. He is also responsible for ensuring that all inherent risks are Tolerable and ALARP and is to provide evidence that the event is compliant with the ASCB regulations. In conjunction with the Event Chiefs, the Ex Controller will review the risk assessments on completion of the exercise set-up and they will be briefed to competitors at the start of the event. (4) The COs of those personnel taking part remain the DDH. Having conducted due diligence, the DDH is to authorise "On Duty" participation of their soldiers on Unit Part One Orders. If the DDH has any concerns regarding the risk management for the event, further assurance is to be sought from the Exercise Director and Exercise Controller. Accident and Incident Reporting. 14. Responsibilities. It is the responsibility of individuals and units to report all accidents and incidents in accordance with the instructions provided below. All accidents and incidents at SH16 are 1 FRAGO 01 TO OPO 14/002 – THE ARMY’S APPROACH TO ‘RISK TO LIFE’ SPORT AND ADVENTUROUS TRAINING 3 to be reported to the Race Office. The Race Office Staff is available to assist with this process and will provide the necessary forms and resources required. Individuals should be aware that failure to follow this process may invalidate any subsequent claims that may arise. 15. Army Incident Notification Cell (AINC). All accidents and incidents involving military personnel, civilians and contracted civilian staff are to be reported to AINC via the Race Office, in accordance with Ref C. In relation to SH16 and any other WS Activity it applies to all injuries including: climatic and sporting injuries and injuries as a result of both on and off duty road traffic accidents. AINC operates a 24/7/365 service and can be contacted using any of the following: Notifications can be made to AINC via: a. Telephone. To 94391-2055 or +44 (0)1264 38 2055 (manned 24/7). Callers from operational areas should beware of passing classified information over insecure lines. b. Fax. On MOD Form 510 where possible to 94391 2059 or +44 (0)1264 38 2059. c. Military E-mail. Via the Services DII network to LF-CESO(A)-&AINC-mailbox (MULTIUSER) E-mails to AINC are to be sent on RESTRICTED or below systems. d. E-mail. Via the internet to: LF-CESOA-AINC-mailbox@MOD.UK e. MOD Signal. To AINC ANDOVER with appropriate SIC. 16. Land Accident Prevention and Investigation Team (LAIT). In addition to the requirement above LAIT is also to be informed in the case of death or serious injury by contacting: a. The LAND Accident Investigation Team (LAIT). Telephone 94391 2206 or +44 (0) 1264 382206. Team Captains’ Meetings 17. Once in resort Team Captains’ meetings occur at 1800hrs daily, attendance at which is mandatory. Alpine and Nordic TCs’ meetings are located separately as follows: Alpine Hill 1 TCs’ meeting – ‘Le Chazelay’, Villeneuve. Alpine Hill 2 TCs’ meeting - TBC Nordic TCs’ meeting – Race Office, Villeneuve. Race Office 18. The Race Office is situated at the Swimming Pool complex in Villeneuve (A map of the Race Office location can be found on AWSA website) . Villeneuve is signposted from the main RN91 from Grenoble to Briançon. It is possible for the RN91 to be closed after periods of heavy snow at the Col du Lautaret (approx 15km North West of Villeneuve). Information services about this pass are available on (0033) 492 244 444 and at http://www.grenoblemontagne.com/modules/smartsection3/item.php?itemid=1. The telephone and fax numbers of the Race Office are not normally available until registration day. The Ex Controller’s mobile phone number is (0044) 7825 202389; this is the best form of contact until the Race Office number is available. The Race Office will be open at the following times: 10 Jan 16 10-18 Jan 16 20 Jan 16 0800-1800hrs (Teams must book in by 1500hrs). 0800-1800hrs daily. 0800-1000hrs only. Postal Arrangements 4 19. There is no facility for receiving mail on SH16. In the event of an emergency such as a vital piece of equipment being required from UK, the Team Captain is to make specific arrangements with the Race Office Staff. Discipline 20. General. All officials and competitors will be under command of Ex Director SH16, or his appointed deputy, for the duration of the event. 21. Responsibilities. The highest standards of personal behaviour, discipline and courtesy towards the local inhabitants are expected. Those who choose to ignore this will be returned to UK immediately under arrangements made by team captains; this may well involve the return of the whole team. There is a separate Disciplin Instruction at Annex A. 22. End of Season Administration. Team captains are reminded of their responsibility to ensure that all instructions regarding SH are complied with and are to pay particular attention to the following: a. Return of Biathlon Rifles and Bill Payment. Rifles are to be returned to DSG Donnington via the unit QMs department by NLT 31 Mar 16. There are no exceptions to this requirement. Any bills for deficiencies / damages will be raised and issued through the Mil system. Unit teams are strongly advised to take out equipment insurance to cover any bills that may arise. b. Unit Post Exercise Report (PXR). On return to unit all Team Captains are to produce a detailed PXR. Not only is this required to obtain funding, but it is essential for passing on information and instructions in preparation for the following season. This information must be well circulated via the unit CoC to ensure that all follow up action is carried out. c. Return of SH Trophies. Trophies issued at SH16 are to be signed for by the recipient and taken back to the unit QMs dept where they are to be brought onto account. All trophies are to be returned engraved and it’s original packaging to the Ex Controller by NLT 28 Aug 16; failure to do this will result in a bill for the full replacement cost being issued to the unit / individual. Discipline. The maintenance of discipline and high standards is part of the military ethos and applies to all Service personnel (SP). Commanders are responsible for the maintenance of good order and discipline. High standards of self-discipline are expected during the ex, particularly given the high profile nature of the event. Deployed forces will remain under their own chains of command (CoC) for discipline and single Service (sS) disciplinary procedures are to be followed. All breaches of Service discipline are to be referred to the appropriate sS authority. 2. SP Under Investigation. The deployment of any SP under investigation or awaiting trial must be carefully assessed by the CO, taking into consideration all relevant factors e.g. personal security/liaison with defence counsel/operational need. SP who have failed a compulsory drugs test (CDT) are not to be deployed nor are SP who are subject to any restriction awarded by a court except with the specific consent of the Offender Manager. 3. Social Conduct. Commanders are personally responsible for ensuring there is no discrimination against any person on the grounds of age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex and sexual orientation. All complaints are to be properly and promptly investigated. All personnel are to comply with the Armed Forces’ Code laid down in Reference D, Section 1 of JSP 8872: a. RN/RM. Personnel, Legal and General Orders 0101. b. Army. Values and Standards of the British Army (Army Code 63812). c. RAF. Ethos: Core Values and Standards in the RAF (API). During Deployment. 4. Discipline Chain. Unless stated otherwise, higher authority (HA) for units deployed on Ex SPARTAN HIKE 16 will remain unchanged from normal arrangements and routine disciplinary action should continue throughout the period. In cases of doubt about a SP’s disciplinary CoC, guidance should be sought through the CoC. 5. Minor Administrative Action. Where disciplinary action is inappropriate, Minor Administrative Action (MAA) should be taken to rehabilitate, censure or initiate sanctions to correct professional or personal failings. The policy detailed in JSP 8833 applies to all SP deployed Ex SPARTAN HIKE 16. 6. Major Administrative Action. Major Administrative Action is to be reported through sS CofC and will be dealt with under sS policy. Advice on sS casework should be sought from Front Line Command (FLC) casework staff. If an attached person from another Service requires Administrative Action taken against them, advice should be sought from the discipline chain of that individual’s Service/formation. 2 3 Reference D, JSP 887-Defence Strategy and Social Conduct Code to Meet Public Sector Equality Duties. JSP 833 – Minor Administrative Action. 7 7. Alcohol, Walking-out and General Behaviour. All offences involving alcohol are to be dealt with using existing powers and procedures currently available to theCoC. Salacious material (e.g. pornographic magazines and DVDs) is not to be displayed in accommodation. All SP are to comply with the following principles whilst deployed on Ex SPARTAN HIKE 16: a. Alcohol consumption. Alcohol is not to be consumed by military personnel when participating in skiing events. When off duty, a sensible amount of alcohol may be consumed. Persons who consume alcohol are to be fit for duty. The existing process for this is by assessing the subject’s appearance and demeanour. If they smell of and/or appear to be intoxicated then that is sufficient evidence to discipline that individual. Fitness to work is to be assessed one hour prior to departing for work. Normal CoC / ‘shark watch’ approach is to be taken when socialising off duty so as to guard against excess alcohol consumption, disciplinary issues and to provide a greater degree of personal security. b. Walking out. Walking out is at comds’ discretion, however mechanisms must be in place to account for and recall personnel in case of emergency. Personal security and the highest standards of behaviour are to be maintained. The alcohol and walking out policy is aimed at taking a common sense approach and must be taken in line with the intent of enhancing the reputation of the UK Armed Forces whilst deployed on Ex SPARTAN HIKE 16; if breached sanctions will be enforced. 8. Service and Other Offences. Any Serious Service Offence4, Relevant Offence5 corresponding to an indictable criminal offence or offences which cannot be dealt with at a summary hearing by a CO must be reported to the Ex Director. Any high profile or potentially contentious disciplinary offence or offences which result in arrest by a French or other policing agencies must also be reported to the Ex Director. 9. Operational Learning Accounts and After Action Reviews (OLAAAR) and Service Inquiries (SI). An OLAAAR is to be raised for all incidents involving soldiers where serious injury or death has occurred using the format in LFSO 1118. A SI is to be convened in accordance with policy outlined in Reference A, JSP 832, taking sS legal advice where appropriate, for any significant occurrence. 10. Reporting of Incidents. The following incidents are to be reported to the Service Police: a. All incidents where, murder, rape or indecency or sexual offences or attempts to commit such offences are suspected. b. All incidents where force is used in accordance with ROE – if applicable. c. All cases of a sudden or unnatural death, including suspected or attempted suicide. d. All cases, or suspected cases, of assault or negligence involving serious personal injury. e. All instances of alleged ill-treatment or bullying; including initiation ceremonies. f. All instances, or suspected incidents, of fraud, arson, loss or serious damage which appear to be due to dishonesty or negligence (including where the loss arising from the offence is made good by the suspected person). g. All incidents, or suspected incidents, including loss, use or recovery, of arms, ammunition, explosives or pyrotechnics. 4 5 Reference E, S42 of the Armed Forces Act 2006. Reference B, S82 (a) of the Armed Forces Act 2006. 8 h. All breaches of security in which criminal intent or negligence are suspected. i. All instances of suspected drug abuse or the possession of prohibited drugs and controlled substances. j. Theft or violation of official mail, including where suspected. k. Serious fires, whether or not arson is suspected. l. All traffic accidents involving injury. m. Any civilian reported incidents. n. Any other matters which may appear to require special investigation or may arouse media or political interest. 11. Criminal Offences. Once grounds exist to suspect that a criminal offence has been committed then the Service Police should be informed. If civilians or civilian property are involved the civil police should also be informed. Where possible the Service Police are to deal with offences committed or suspected of being committed by SP. 12. Standing Order Offences. COs should be aware that standing order offences can only be committed by those who have seen or received the order. Newly attached SP cannot be charged for breaching an order issued before they joined the unit. 13. Absence without Leave (AWOL). SP who are absent without authority from their CoC are to be reported to the Ex Director. As soon as this occurs, DS will notify and speak with the parent unit about the individual concerned. They will be on unauthorised absence for the first 48 hours. If the missing SP has not returned by the eighth day DS will formally contact the individual’s parent unit, ship or establishment who will send a signal6 to the Service Police Crime Bureau declaring that SP AWOL. 14. Return To Unit (RTU). Should COs consider that an offence or failing has occurred which renders a SP unfit to continue on Ex SPARTAN HIKE 16 they can: a. If they are from their own unit, return them to their UK unit location. b. If they are from the same Service, liaise with the soldier’s CO to have him returned to his unit and be replaced if necessary. c. If they are from another Service, they may request the Ex Director to arrange his RTU and replacement from the other Service. 15. Post Deployment.
