As the farmers’s dharna of Kanjhawala village which commenced on 19th march
2008 has completed 31 months. To mark the beginning of 32 month of the
farmers dharna a Jansabha is organized on 19th Sept 2010 in Kanjhawla where
farmers leaders from nearby villages of UP Aligarh, Dadri, Haryana as
well as people from political parties, government bodies and social
activists will be gathering to discuss on the amendments to be made on Land
Acquistion Act of 1894.
The basic question that emerges is “What kind of amendment should be made in
the the ACT”, whether it should be in favor of Corporations or towards the
“Welfare of the Farmers”. This questions also arises due to the fact that
once a person elected into National or Sate legislations for just a span
of 5 yrs, it ensures the future of their coming generations. The example is
right in front of us in form of The First Prime minister of India Pt
Jawaharlal Nehru whose present generation of Smt Sonia Gandhi , Smt Menka
Gandhi and their sons Rahul Gandhi and Varun Gandhi have a secured future in
the Country’s political representation similarly the Business houses
and Business
Corporation have a secured future for generations. But generations of
farmers who are totally dependent on agriculture and feeding the mankind, who
have been the pillar of human sustenance in the country and of the world
face an insecured future by changing land laws which make them landless.
And the modulus operandi for land grabbing is in form of various agencies
like DDA (Delhi Development Authority), the neighboring NDA(Noida
development Authority), HUDA , Ghaziabad Development Authority and many such
other which are spread across the country they grab land in the name of
development and eventually turns farmers – the land owners to landless
people . DDA is an agency which owned zero land is acquiring land in the
area and leasing it out. Likewise why can’t farmers lease their land with
the help of the government directly.
Therefore companions of Bhumi Bachao Andolan and Jan Sangarsh Vahini
decided that when the future of politicians , businessman, corporates is
secured so should the future of farmers of this country who are dependent
on agriculture be secured too.To ensure this a Proposal of *“Farmer-Government
Partnership”* has been prepared with the approval of a people ‘s collective
over a meeting called by Jan Sangarsh Vahini which had eminent people like
Former Administrative officer J V Saxena,Dr V.V Sharma, Economist Amit
Bhaduri, Senior Reporter and Social worker Sumit Chakravarthy and Senior
lawyer Sanjay Parikh .
A meeting was held recently on 1st Sept at Council for Social Development
in Delhi to reach an agreement on the amendments on Land Acquisition Act ,
likewise for the first time another meeting is scheduled under the banner
of Bhumi Bachao Andolan in partnership with Jan Sangarsh Vahini at the
dharna site in Kanjhawala village on 19th September 2010 to discuss on
making Farmer- Government partnership an inclusive part in the amendments
for the Land Acquisition Act where farmer leaders from Delhi, Haryana , UP
Aligarh , to those struggling against the Dadri power project , from Bajeda
Khurd, Dehra, Kakrana, Dhaulana, Jadavpur and Kandhola who have played an
active role in the farmers struggle will also be joining in this meeting
scheduled at 11 am.
The objective of the meeting is to discuss on the proposal of
“Farmer-Government Partnership” about the positive aspects of it and/or
otherwise, to gather suggestions on improving the proposal and thereby
incorporating them into the proposal and forming a strategy on the
adaptation of the proposal by various groups involved in farmer’s
struggle.By including the Farmer-Government partnership proposal in the
amendments for the Land Acquisition Act of 1894 it is possible to protect
farmers from turning landless by means of Land Acquisitions , sell-purchase
of Land . And also make arrangements to further protect them and their
coming generations from turning landless while ensuring them a secure
future.
