This invitation for prequalification follows the general procurement notice for this project that appeared in UN Development Business online on 9 February 2009, in paper form Issue No.745 of February 28, 2009 and on the web site of the Ministry of Regional Development and Public
Works on 6 February 2009 .
The Republic of Bulgaria has applied for financing from the World Bank toward the cost of the
Municipal Infrastructure Development Project, and it intends to apply part of the proceeds to payments under the Contract for “Civil Works for Completion of Luda Yana Dam, Contract No.:
MIDP- CW- ICB- 1.”
The Ministry of Regional Development and Public Works of Republic of Bulgaria intends to prequalify contractors and/or firms for execution of civil works for completion of
Luda Yana dam, which is located in the central part of South Bulgaria, about 2 km north direction from the town of Panagyurishte, on the Luda Yana River, immediately after the inflow of the Stara reka into the Muleiska reka. The water supply system Luda Yana includes: dam wall, water intake tower, diverting tunnel, main water outlet, spillway, Potable Water Purification
Plant (PWPP). The Luda Yana dam is of the type is embankment type with a central clay core, founded in its central part on grouting gallery and concrete plinth in the banks. On the both core sides there are ballast shells conjugated with the clay core by transition zones. Works for the construction of the dam were started in 1986 and were stopped in 2000. By then almost 2/3 of the dam were constructed (about elevation 569.00) and grouting gallery, diversion tunnel, cofferdam, civil part of surge tank, part of water impermeability measures, other auxiliary or temporary sub-objects. Part of the excavation for spillway is executed.
Civil works subject of this invitation are works which have to be executed for the completion of
Luda Yana dam, including: (i) remaining works for the facilities which have been already started; (ii) works for facilities which are at the initial phase of execution and/or facilities for which designs have to be prepared; (iii) construction of systems to the already executed facilities as well as to the planned for execution facilities; and (iv) construction of potable water purification plant. It is expected that the construction period will be of about 46 months.
The invitations for bid are planned to be made in the end of April 2009.
Prequalification will be conducted through prequalification procedures specified in the World
Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 (revised
October 2006), and is open to all bidders from eligible source countries, as defined in the guidelines.

Interested eligible applicants may obtain further information from and inspect the prequalification document at the address No.1
below from 09:00 to 15:00 hours.
A complete set of the prequalification document in English may be purchased by interested applicants (a) on the submission of a written application to the address No.2
below and upon payment of a nonrefundable fee of EUR 100 (one hundred Euro) or its Bulgarian Lev equivalent amount.
