Framing the Future
LG Authorised Person Professional Development Program
This Program has been specifically designed to foster professionalism in local
government compliance & community safety. It is the result of extensive
research with local government and is endorsed by the LGA SA, Dog & Cat
Management Board, LG Authorised Person Association and TAFE SA. The
Program is flexible – you can choose the courses you want to do, is hands on
and is designed to give participants the ‘tools’ needed to do the job!
Who Should Attend?
The Program has been designed for newly appointed as well as experienced authorised
persons and others involved in compliance:
• compliance managers / team leaders
• administration staff working in the compliance area
• related compliance areas eg planning & building
• contractors involved in providing an outsourced compliance service
How is it Structured?
The Program will be delivered as a series of short courses, generally of 1 day duration.
Participants can register in the full qualification or pick the short courses that are most relevant
to them and their job. Participants can choose whether they want to be assessed.
Is it formally recognised?
The Program can lead to a Certificate IV in Local Government (Regulatory Services). Note:
Councils may be eligible to receive Commonwealth commencement and completion incentives
of at least $4000 for each participant undertaking the Certificate IV in Local Government
(Regulatory Services). For more information on eligibility criteria please contact your Australian
Apprenticeships Centre.
What about if I already have a qualification?
Keeping your knowledge and skills up to date is important. Pick from the list of short courses to
identify the specific areas that you think you need to ‘top up’.
How much will it cost?
Each short course is individually costed, but the daily participant cost is $200 including GST.
Fees for those who register in the Cert IV are outlined in the enclosed short course outline.
When does it start?
The first of the short courses will commence 13th March 2009.

1. Working in Local Government Environment
This course provides an introduction to Local Government and addresses the topics
and issues to assist all staff in gaining an understanding of the diverse nature and
operations of Local Government.
The course covers the following topics:

Customer service in a local government environment

Identification of customer needs and expectations

Working effectively in a local government including relationships between
elected members and staff


2. The Law and Investigation
This course provides an introduction to the Australian legal system including its
historical development, the Federal system, passage of legislation, role of the
common law. The course will then cover how council and officers’ processes and
procedures must be monitored to ensure continuous compliance with changing legal
requirements.
This will be followed by procedures for the investigation of breaches of legislation
and an introduction to the action required for compliance -both civil and criminal.
The session will include applicable rules of evidence that will apply in court.

Road Traffic Act 1961 & the Australian Road Rules

Local Government Act 1999 and by-laws

8. Handling Breaches of Legislation

This course covers the actual procedures and options to ensure compliance with
various legislation. It will cover the use of expiations (including all processes under
the Expiation of Offences 1996), making and enforcing orders and ultimately criminal
prosecutions.

9. Monitoring Behaviour & Public Safety
Morning
This course covers the monitoring of public behaviour in recreational areas and other
public areas under council jurisdiction, monitoring crowd behaviour and ensuring
public safety.
10. Giving Evidence in Court
Afternoon
This course will cover the process to actually attend court and give evidence as a
witness. It will cover court protocols and the process by which the officer is
questioned as a witness.

11. Understanding Animal Behaviour (Please note this is a 4 day
$800.00
course that incorporates Capture and Restraint of dogs, Cats and Native
Species & RSPCA one day. If you have already completed the RSPCA
course you only need complete 3 days )
This course covers the evolution of animal behaviour and how this has determined
the behaviour we see today in our dogs and cats. It covers such topics as
development of the human – animal bond, reading the body language of animals and
how they read our body language, how to recognize behavioural manifestations of
stress and discomfort in a dogs and cats. Behavioural problems of animals are
explored It also gives some practical ideas as to the type of advice the animal
management officer might give to owners of pets with behavioural problems whilst
recognizing at what stage professional help is required. There will also be discussion
of temperament assessment of animals.
Using the knowledge of the behaviour of dogs, cats and native species the Animal
Management Officer will be given the opportunity to practice the assessment,
approach, capture and restraint of the animal. It will look at different methods of
restraining in a gentle and calm manner so as not to stress the animals involved.
Methods of loading, transporting and unloading will also be explored. An empathetic
understanding of animals in their care is required so that stress and discomfort is
minimized.

12. Dog and Cat Husbandry (Please note this is a 2 day course)

This covers the following topics: breed identification of cats and dogs, recognition of
the healthy and diseased dog and cat, basic first aid of animals, day to day care of a
dog and cat to ensure good health eg vaccination, parasite control, grooming and
what is expected of the responsible pet owner. Zoonoses (animal diseases
transmissible to man) will also be discussed because of their importance in
Occupational Health and Safety.

13. Large Animal Handling and Husbandry

This workshop will introduce the Animal Management Officer to the behaviour,
handling and restraint of sheep and cattle. There will be practical activities which will
use a knowledge of their behaviour to approach sheep and cattle in an open space
and herd them into a more confined space and apply physical restraint techniques.
Other topics include assessment of the state of health and disease and deciding
when these species are stressed or in pain.
The individual is required to develop an empathetic understanding of animals in their
care, so that stress and discomfort can be minimized.

14. Council Pound Operations
Animal Management Officers working in regional or periurban areas may be
responsible for the operation of the Council Pound. This short course gives
instruction in topics such as design and maintaining hygiene of animal enclosures,
OH and S, waste disposal, nutrition and care of animals and keeping of records.
